Ray Membrey is on the left in the photograph with Bill Smith, both 93 years old. These gentlemen made a visit to Stawell in September before enlisting as service men in the first World War. Ray's family lived in Skene Street Stawell. Ray's father had a blacksmith business in Patrick St. Stawell. Bill's family lived for some time at the Pleasant Creek Court House. c 1912 -20. Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Framed portrait of Cr. Herbert J. "Kilbeggin Cottage" front gate, picket fence and garden obscures the weatherboard house over two blocks at 7 - 9 John Street, Eltham. Possibly a "For Sale" sign is at the side of the photograph for 11 John Street next door. Built about 1878 for carpenter Richard Bettison, John Street is part of the original Holloway subdivison in the area known as Little Eltham. The Margaret Ball (Pre 1960s Houses) Collection was a personal project initiated to mark the year 2000 and arose as a result of the disappearance of many pre-1960s parts of Eltham due to development. Approximately 200 pre-1960s style houses that were left in Eltham between Main Road and east to Bible Street, between Cecil Street to the north and south to Dalton Street were photographed in late 1999.
