More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Subsequent to this the Commissioner run Council held a special meeting on Wednesday, October 23, 1996 where Commissioners Kevin Abbott and Vin Heffernan thanked all three community members of the Planning Special Committee and advised that their powers had been revoked. The article includes a joint statement from all three sacked members in which they state they have been able to bring a community perspective to the planning applications placed befopre the committee which has resulted in modifications to planning decisions. The members stated that "unfortunately, despite our best efforts to express considered apolitical opinions, it appears the Commissioners believe that any dissenting comment is politically motivated, and should therefore be disregarded." ... Invitation to a Meeting of Kew Council... and Mayoress, Cr and Mrs F W Dods, to a meeting of Council on Tuesday..., to a meeting of Council on Tuesday 20 December 1948 and supper ...The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966. A large part of this collection of civic ephemera was assembled by W. D. Birrell. This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. As a continuous record, ranging across most decades of the Twentieth Century, they reveal changing tastes in design, values and relationships in the history of local government in Victoria.ephemera, civic ephemera, civic invitations, cr f w dods, kew town hall -- walpole street -- kew (vic.) -

The store was also used as a post office until early 2000s. The general store is historically significant because it has a long association with Kangaroo Ground and has been an important centre of community life for more than 120 years - Council meetings used to be conducted in the front room of the store at a time when Kangaroo Ground rivalled Eltham as the major centre of the Shire. The general store is historically and aesthetically significant as one of a group of three well preserved public buildings in the Kangaroo Ground hamlet and as a major heritage component of Kangaroo Ground which was one of the earliest settled areas of the Shire and which has the character of an English village rather than an Australian settlement. Covered under Heritage Overlay, Nillumbik Planning Scheme. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p77This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. It remains the most recent comprehenesive publication devoted to the Shire's history connecting local residents to the past. nillumbik now and then (marshall-king) collection, eltham-yarra glen road, kangaroo ground general store -

Document, Letter to Returned Soldiers' Association, 1916, 28/08/1916
... be favorably considered. At the Council meeting held on Friday last... at this school would be favorably considered. At the Council meeting held ...Ballarat Shool of Mines played an important role in training returned World War One servicemen via the Repatriation Vocational Training Scheme. Operating from 1917 to 1922, this scheme offered trades-based training to a large number of returned soldiers, depending on aptitude and level of disability. Many returned soldiers were unprepared for the workforce after demobilisation because of war injuries, or lost study opportunity during the years of their service. The Scheme was designed to give ex-servicemen the skills to find jobs, boost post-war economic recovery and add to social cohesion. It operated from 1917 to 1922. White paper with handwritten script in ink. The rough draft letter relates to free tuition for returned soldiers at the Ballarat School of Mines28.8.1916 Major Lazarus Secretary Returned Soldiers Association Y.M.C.A. Ballarat Dear Sir. On the 25th February last my Council adopted a resolution to the effect that application from returned soldiers for free tuition at this school would be favorably considered. At the Council meeting held on Friday last, the 25th inst., the matter was further discussed and, at Colonel Bolton's suggestion, it was decided that it would be in the best interests of the movement, if application for admission were received through your association. The undermentioned gentlemen were appointed as a sub-committee to receive such application and will be very pleased to interview any soldiers whom you would recommend as trainees. Yours faithfully Joseph A. Day Sub committee:- Col. W.K. Bolton, Mr T. Hurley. W.R. Stephenson, The Principal of the Science School (Mr E. Fenner), and the Principal of the Art School (Mr H.H. Ephemera - Special event program, Capt. Jacka Appeal Fund Souvenir Programme, 1932

Councillor, collapsed on 14 December 1931 after a council meeting ...Concert program of entertainment as aprt of fundraising for the Jacka Appeal, held on 17 February 1932 at St Kilda Town Hall. The headline performer was Gladys Moncreiff, 'Australia's Queen of Song'. Albert Jacka, a St Kilda Councillor, collapsed on 14 December 1931 after a council meeting and was admitted to Caulfield Military Hospital. He died on 17 January 1932 at the age of 39. He is most well-known for his military service in WWI, having received the Victoria Cross medal for his actions during the Gallipoli campaign and two more decorations for his bravery on the Western Front. He received a hero's welcome on his return to Melbourne in January 1920 and an estimated 50,000 people turned up to watch his funeral procession to St Kilda Cemetery, where he was buried with full military honours. The Albert Jacka Fund had two objectives: the erection of a simple, suitable and inexpensive memorial stone over the grave of the dead hero; the placing of the residue of the fund in the hands of trustees for the benefit of his widow and child.Folded cream card with scalloped edges and printed in purplealbert jacka, jacka appeal, gladys moncreiff
