These items concern the history of the Baulch family ownership of Cowabee, a large grazing property in the Riverina in N.S.W. In the 1870s Samuel Baulch, the son of pioneer Kirkstall settlers, Francis and Ann Baulch, established a property in the Macarthur/Hawkesdale area called Rose Park. In 1893 he acquired Dunmore, a nearby property, and Rose Park became part of that estate. In 1910 Samuel Baulch purchased Cowabee in N.S.W. and Stan Baulch, the son of Samuel and Eliza, later managed Cowabee for some years. After Samuel’s death Stan Baulch and his two brothers split up Dunmore and Stan acquired the eastern third which he named Rose Park. Cowabee was sold in 1922. This booklet and associated material is of some historical interest as a summary of the history of Cowabee, one of the properties owned by the Baulch family of the Western District in the early 20th century. It will be of some use to researchers, with the photographs an added bonus. .1 This is a booklet of 41 pages with a buff-coloured paper cover with a black tape binding. Both these items deal with the property of Dunmore, in the Macarthur/Hawkesdale/ Woolsthorpe area of Western Victoria. The first item is a sheet of paper with a map and details of the sale of portion of Dunmore in 1954. This is an original document. The second item is a history written by Stan Baulch of the property Dunmore from its establishment up to 1970. Dunmore was first established by Charles Hamilton MacKnight and two partners in 1842 and it was purchased by Samuel Baulch in 1893. After Samuel Baulch’s death the property was bequeathed to his three sons. One son, Stanley Baulch (1897-1980) took over the eastern portion which he named Rose Park. Stan Baulch was a member of the Warrnambool and District Historical Society and wrote several articles on aspects of his life and work, including this valuable article on the history of Dunmore. These items are of significance as they concern the estate of Dunmore in Western Victoria, an early and important property which is still farming land today under various owners. .1 This is a sheet of paper containing a map of the Dunmore property on one side and details of the sale of portion of Dunmore on the other side. Guido Quarto Fabbro was born 21 August 1891 at Treppo Grande in the far northeast of Italy, the son of Giacomo Fabbro and Anna Geruzzi. Regina Moretti was born 6 March 1893 at Treppo Grande, Italy, the daughter of Giovanni Battista Moretti and Maria Teresa Coletti. Guido and Regina married about 1917 and they had two sons, Giacomo (John c.1918) and Maurie (c.1920). In 1925 Guido Fabbro departed his homeland from Genoa, arriving in Fremantle, Western Australia in June, travelling 3rd class aboard the ship, Caprera. Regina and their two boys followed a year later along with other family members arriving in Fremantle from Genoa 4 July 1926 aboard the Moncalieri. The Fabbro arrived in Eltham in 1933 and purchased a block of land from William West on the western side of Falkiner Street, extending to Ely and Porter Streets which had formerly been part of the West family orchard and dairy farm. As there was no fencing dividing the two properties, West served notice on Guido in December 1934 to bear half of the cost of £6. When payment was not forthcoming, West sued Guido in the Eltham Court in January 1935. Guido failed to appear and was not represented, and costs were ordered in West’s favour. Guido and Regina built a large Italianesque house on their property. The original 1860s cottage was relocated to the back of the block and was rented out (once to Alistair and Margot Knox). Guido also purchased land extending to the Diamond Creek on the eastern side of Falkiner Street and on the eastern side of Bell Street (opposite Eltham High School). The riparian soil was suitable for market gardening: Guido grew mainly tomatoes, but also pumpkins, cauliflowers, cabbages, peas, beans, lettuce, beetroot and zucchinis. Even the land surrounding the house was used. The produce was carted to Melbourne overnight for sale at the market. Guido died in 1970 and is buried in Eltham cemetery. Regina died 1986. She and their son John Patrick (Giacomo) Fabbro who died in 1984 are also buried at Eltham Cemetery. Guido’s son Maurie continued in his father’s footsteps until 2007, principally growing artichokes in later years. He died in 2009. The land on the eastern side of Falkiner Street now forms part of a Council reserve called “Barak Bushland”, the land on the western side having been sold off for residential subdivision. The Bell Street land is now public open space managed by Nillumbik Shire Council and called “Fabbro Fields”. The land and improvements made by Syme were leased in 1929 to Harry Telford a trainer from New South Wales. Phar Lap grazed there for a short time. On that day one pilot up in a spotter plane said afterwards: "It seemed at times that half the State was on fire." This time, for three days on end, Gippsland men, women and children had moments of conviction that their towns would have blackened into anonymity before the weekend was out. The week began with horror at Eltham on the North-eastern edge of Melbourne. Eltham today is something of an artists' colony. Oil painters, water colourists, potters and sculptors proliferate. A number of University folk have emulated the example of Professor MacMahon Ball who pioneered the way by moving to Eltham and carving a home out of the bush in the thirties. Innermost Eltham is barely 14 miles from the G.P.O. Farthest Eltham stretches miles beyond. It served to illustrate the tragi-ludicrous truncation of Victoria's fire control. Part of Eltham is under the protection of the Melbourne Fire Brigade. But this responsibility ceases at some invisible and incomprehensible line — apparently determined by the meanderings of the water mains. At this point everybody's property throughout the rest of Eltham is dependent on the Country Fire Authority. Half an hour before midday on Wednesday, a fire suddenly started on the West side of Upper Glen road on the edge of Eltham. Before the fire brigade could arrive, it was burning on a widening front through timber and high grass north of Eltham. Two wind changes in rapid succession saw the fire leaping Diamond Creek. With a freshening wind it struck home after home in three streets. More than one of them exploded suddenly as if hit by an incendiary bomb. There is no piped gas in the Eltham area, hence many housewives use bottle gas. The flames outside caused the bottles to explode. Altogether twelve homes were completely incinerated and four more were badly damaged. Thirty prize dogs perished. About three hours after the fire started it raced suddenly down a gully hillside trapping an elderly man. Two other men apparently raced to the rescue. Flames caught the three men within yards of each other, not 200 yards off the Upper Glen Park Road where safety lay. They were burned to death. Next evening an angry and convincing secretary of the Fire Brigade Union, Mr. W. M. Webber, came on television and appealed to the people of Victoria to end the ridiculous and dangerous dualism in fire-fighting control. The Eltham fire, he said, had precisely illustrated the situation. The Metropolitan Fire Brigade area touched Eltham, but where the fire had gutted and killed, was just outside its area. Mr. Webber said his union had constantly urged one authority for the State with a complete reorganisation of fire protection. On Wednesday the union had repeated its call for an inquiry into fire protection in Victoria to the Chief Secretary, Mr Rylah. "No matter how close the liaison between the two organisations, there are always divided sections of thinking," Mr. Webber told viewers. "I don't know how much tragedy the com-munity can take before it demands that it is properly protected." Rumours that differences in gauge between taps and hose nozzles (as between the two authorities) accentuated the damage were denied by fire chiefs who said that all appliances were now carrying adaptors so that hoses could be linked to mains everywhere. But there is grave concern in the Metropolitan Fire Brigade's higher councils at the action of several Federal authorities with projects in and around Melbourne. They are installing non-standard equipment without reference to the State authorities or any dovetailing of appliances and equipment. Public alarm was not diminished by the publication on Friday and Saturday of a heart tearing letter from the young widow of John Lawrence Coleman, 31 year old father of two, who had died in the flames apparently trying to rescue the old man trapped in the gully. By that time, a Vast area of Gippsland was in flames and the troops had been sent in to back up the overworked and often helpless fire-fighters. By Saturday, the Leader of the Opposition, Mr. Stoneham, who has previously demanded a Royal Commission into fire-fighting arrangements, repeated his demand. To add to the Chief Secretary's worries he was publicly rebuked for allegedly implying on television that lives had been lost at Eltham because people went to the wrong place at the wrong time. In a letter to the Press, Professor MacMahon Ball pointed out that two of the men involved were experienced bushmen who had gone "to help an old man in great danger fully aware of the danger to themselves". As Victoria faced its sixth day of total State-wide fire ban, it looked likely that even official resistance was not going to silence the demand for one central authority to control the fire fiend. At the moment, the 400 square miles where two million Victorians live in Greater Melbourne are divorced from the rest of the State in planning, communications, equipment and control of personnel. No one doubts the whole-hearted co-operation and willingness to back each other up of the M.F.B. and the C.F.A., both at top-level and among the firemen themselves. However, when a city straggles so deeply into the country side, the absence of a single authority, to oversee and analyse the fire threat as a whole, suggests suicidal policy of divide and fuel. Frank was asked to assist with the removal of three bodies from the back gully (now Orchard Avenue). They were badly burnt and one was found stuck under a fence as though trying to escape. Volunteers John Coleman Jnr, William Elwers and George Crowe were killed trying to protect Eltham from bushfire – they were local heroes. At the time, John Coleman Jnr was survived by his wife Margaret and two young children – John 11 and Vicky 2. Margaret Coleman lived in the family home until 1992 when she sold it and moved to Tasmania to be close to her son. She died in 1997 aged 65 years. 75 yr old Ken Gaston grew up on Edendale farm, which was originally a poultry farm but is now owned and run by the Shire of Nillumbik as an educational farm for schools and visitors. He was Captain of the Eltham rural fire brigade in 1965 when John Coleman Jnr was burnt to death in the Eltham North bushfires serving as an unofficial volunteer. He was able to draw where the original Wattletree Road was and at the time was verified with the location of some remaining bitumen and a post from the original bridge over the Diamond Creek located near the junction of the Diamond Creek and another small creek which is further down from Research or Christmas Creek as locals refer to it. The original Main Road ran behind Colemans before the railway line was built beyond Eltham in 1912. Innermost Eltham is barely 14 miles from the G.P.O. Farthest Eltham stretches miles beyond. It served to illustrate the tragi-ludicrous truncation of Victoria's fire control. Part of Eltham is under the protection of the Melbourne Fire Brigade. But this responsibility ceases at some invisible and incomprehensible line — apparently determined by the meanderings of the water mains. At this point everybody's property throughout the rest of Eltham is dependent on the Country Fire Authority. Half an hour before midday on Wednesday, a fire suddenly started on the West side of Upper Glen road on the edge of Eltham. Before the fire brigade could arrive, it was burning on a widening front through timber and high grass north of Eltham. Two wind changes in rapid succession saw the fire leaping Diamond Creek. With a freshening wind it struck home after home in three streets. More than one of them exploded suddenly as if hit by an incendiary bomb. There is no piped gas in the Eltham area, hence many housewives use bottle gas. The flames outside caused the bottles to explode. Altogether twelve homes were completely incinerated and four more were badly damaged. Thirty prize dogs perished. About three hours after the fire started it raced suddenly down a gully hillside trapping an elderly man. Two other men apparently raced to the rescue. Flames caught the three men within yards of each other, not 200 yards off the Upper Glen Park Road where safety lay. They were burned to death. Next evening an angry and convincing secretary of the Fire Brigade Union, Mr. W. M. Webber, came on television and appealed to the people of Victoria to end the ridiculous and dangerous dualism in fire-fighting control. The Eltham fire, he said, had precisely illustrated the situation. The Metropolitan Fire Brigade area touched Eltham, but where the fire had gutted and killed, was just outside its area. Mr. Webber said his union had constantly urged one authority for the State with a complete reorganisation of fire protection. On Wednesday the union had repeated its call for an inquiry into fire protection in Victoria to the Chief Secretary, Mr Rylah. "No matter how close the liaison between the two organisations, there are always divided sections of thinking," Mr. Webber told viewers. "I don't know how much tragedy the com-munity can take before it demands that it is properly protected." Rumours that differences in gauge between taps and hose nozzles (as between the two authorities) accentuated the damage were denied by fire chiefs who said that all appliances were now carrying adaptors so that hoses could be linked to mains everywhere. But there is grave concern in the Metropolitan Fire Brigade's higher councils at the action of several Federal authorities with projects in and around Melbourne. They are installing non-standard equipment without reference to the State authorities or any dovetailing of appliances and equipment. Public alarm was not diminished by the publication on Friday and Saturday of a heart tearing letter from the young widow of John Lawrence Coleman, 31 year old father of two, who had died in the flames apparently trying to rescue the old man trapped in the gully. By that time, a Vast area of Gippsland was in flames and the troops had been sent in to back up the overworked and often helpless fire-fighters. By Saturday, the Leader of the Opposition, Mr. Stoneham, who has previously demanded a Royal Commission into fire-fighting arrangements, repeated his demand. To add to the Chief Secretary's worries he was publicly rebuked for allegedly implying on television that lives had been lost at Eltham because people went to the wrong place at the wrong time. In a letter to the Press, Professor MacMahon Ball pointed out that two of the men involved were experienced bushmen who had gone "to help an old man in great danger fully aware of the danger to themselves". As Victoria faced its sixth day of total State-wide fire ban, it looked likely that even official resistance was not going to silence the demand for one central authority to control the fire fiend. At the moment, the 400 square miles where two million Victorians live in Greater Melbourne are divorced from the rest of the State in planning, communications, equipment and control of personnel. No one doubts the whole-hearted co-operation and willingness to back each other up of the M.F.B. and the C.F.A., both at top-level and among the firemen themselves. However, when a city straggles so deeply into the country side, the absence of a single authority, to oversee and analyse the fire threat as a whole, suggests suicidal policy of divide and fuel. BACKGROUND The Eltham Cemetery is of historic significance to the Eltham area. The Trust was established in 1858 and has administered and maintained the cemetery from that date right up to the present. Among the more noteworthy graves is that of Sir William Irvine, a former State Premier and Chief Justice of Victoria. Eltham Cemetery is surrounded on three sides by urban development. Montsalvat Artists Colony adjoins the remaining (eastern) side. A Joint Select Committee of Parliament called the “Mortuary Industry and Cemeteries Administration Committee" (MICA) enquired into the land requirements at the Eltham Cemetery in 1986. The MICA recommendations contained in its 1986 report are included in the Appendices attached to this report. Although the recommendations have not been adopted by the Government it is interesting to note that the MICA report recommended the use of the bulk of the land for cemetery purpose. In June of 1987, the Cemetery Trust was expanded to include additional members from the Eltham Community by the Minister for Health. At the same time, he instructed the Trust to resolve the land requirement issues. As a result of this Ministerial direction, Tract Consultants has been instructed by the Eltham Cemetery Trust to prepare a report addressing the issues raised in the Minister's letter (see Appendix 1) to the Trust. Principally, the study will examine options available for development of the Cemetery. These options will explore possible boundaries, cemetery design, vegetation, the overall environment, landscaping and financial planning for the Cemetery operations. Appendix 2 details the Cemetery Trusts Terms of Reference for the Study. Before commencing the study in detail, additional basic information was sought; viz: a) sub-soil and rock analysis; and b) feature survey by a Licensed Surveyor. The results from both exercises are included as appendices to this report. Section three includes a summary of the findings along with other analytical results. After marrying in 1870 he moved to Talbot in Victoria until 1876 when he opened a studio in the Royal Arcade in Melbourne.
