This tie pin belonged to Mirth Marfell who was a student at Warrnambool High School from 1929 to 1930 and from 1935 to 1936. Warrnambool High School was established as an Agricultural High School in 1907 and, after a merger with Warrnambool North Technical School, it is known today as Warrnamboool College. Mirth Marfell, the daughter of Henry and Helena Marfell, was born in Warrnambool in 1919. Her grandfather, John Marfell, a Warrnambool hay and corn dealer and miller connected to the Warrnambool Co-operative Milling Company, was prominent in community and civic affairs in the town. Mirth Marfell completed her nursing training at the Warrnambool Base Hospital and served in the Australian Army Nursing Service in World War Two for five years. She then became the first Australian nursing organizer for the Victorian Royal College of Nursing. This book, a de-luxe copy, was given to John Dwyer as the Chief President of the Australian Natives Association from 1938 to 1940. The Australian Natives Association (A.N.A.) was established in Melbourne in 1871 as a benefit society. Originally membership was restricted to white men born in Australia. The A.N.A. was influential in Australian politics, especially in the 1890s when it campaigned vigorously for Federation. In 1993 it merged with Manchester Unity I.O.O.F. to form Australia Unity, for many years the largest benefit society in Australia. The annual Victorian Conference of A.N.A was held in Warrnambool in 1931. John Beynon Dwyer (1904-1999) came to Warrnambool in 1937 and assumed control of the legal practice in Kepler Street of Desmond Dunne, retiring in 1984. J. B. Dwyer was a long-serving City Councillor (1937-1975) and was awarded an O.B.E. for municipal service in 1966. This book is of considerable importance as it was a presentation copy given to John B. Dwyer, a prominent Warrnambool lawyer, when he retired as Chief President of the Australian Natives Association in 1940. This is a soft-cover book of 92 pages. This book belonged to Rolf Crawley who was an engineer in the employ of the Shire of Warrnambool at the time he acquired this book. In 1926 he was the engineer/secretary for the Minhamite Shire, returning in 1935 to the Shire of Warrnambool as the engineer after the death of his father, John William Crawley Junior. Rolf retained this position until 1968. Rolf’s grandfather, father and uncle had all been engineers or shire secretary for the Shire of Warrnambool, with the Crawley family recording a total of 132 years of service to the Shire of Warrnambool which existed from 1863 to 1994. This book is retained as a memento of Rolf Crawley, the engineer with the Shire of Warrnambool from 1935 to 1968. This is a hard cover book of 626 pages. The cover is green with gold lettering on the spine. The edges of the cover are rubbed. The book contains a preface, 18 chapters of text and an appendix. The pages contain many diagrams and plans. The organization now known as the Country Fire Authority was established in 1945 as a volunteer and community-based organization providing fire fighting and emergency services in regional and rural areas in Victoria. Today the organization includes career fire-fighters and funding is partly provided by a levy included in local Council rates. The owner of this hat is not known. Shire of Eltham Archives: Series 69, Item 7 Opens with aerial views of the Shire, 85% of the shire covered by the Green wedge principal. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Shows views of hilly gravel roads and graders at work maintaining them. Shows scenes of assessing planning applications in these rural areas which takes significantly more time as well as other services provided such as Meals on Wheels, building permits, Ranger services. Provision of recreational facilities in hilly areas requires the acquisition of expensive river flats (views of cricket ground surrounded by hills) and where not possible, costly earthmoving required. Also, views highlighting extensive tracks of natural habitat home to significant bird, animal and plant life. Shire emphasises its commitment highlighted by the Eltham Copper Butterfly which the Shire maintains small pockets of bushland to ensure its survival at significant expense (views of Pauline Toner Copper Butterfly Reserve.) Short interview with Pat Vaughan, Environmental Officer for the Shire discussing the Eltham Copper Butterfly who also mentions many other species in the Shire of high significance from bats to mammals to plants as well as the importance of the Green Wedge to Melbourne – the lungs of Melbourne - and ensuring the protection of very important habitat which requires a great deal of planning and management to look after. Views of Wingrove Park to emphasise this maintenance by machinery in some areas is too damaging and introduced species, etc must be removed by hand. Balancing the services and facilities expected by the community with the needs of the environment requires careful planning demands requires careful planning and the principals of the Green Wedge require constant attention in the face of growing need for housing. Director of Planning & Environment, Richard Allen advises there are approximately 1,300 planning permits and development applications each year ranging from simple subdivision, boundary realignments to further complicated non-urban developments for agricultural pursuits and the level of expertise required from architectural and engineering to land degradation, flora and fauna. Captain Frank Herbert King was born in the Parish of St. Saviors in the borough of Brougham London March 5th 1875. He was educated in theology at St. Augustine's College Durban University. He went on to serve for 2 1/2 years in South Africa during the Boer Wars and then re-enlisted in the A.I.F.16th November 1916 when he listed his address as "The Vicarage Sunshine Victoria" and listed his wife as "Kathleen King" “Revd McCoy announced his intention of moving to the parish of Deniliquin in October 1915. He was replaced by F.H. King. Though the parish could not house him, he came in November. King was a typical “new broom”. In January 1916, at his instigation, the parish agreed to change its hymn book to Ancient and Modern. This decision could be viewed as a “churchmanship” matter, one of many that happened in these years. He pushed through the building of the vicarage, from tender in January to blessed and occupied by June. At the Annual General Meeting, King described 1915 as a trying time in the church and looked forward to a happier and more prosperous time during 1916. At a special vestry meeting, 3 November 1916, King announced that he had accepted an appointment by the Archbishop for service at the front, and that he had been instructed to prepare to go abroad. It was decided in his absence the parish use lay-readers, with periodic visits by clergy for Holy Communion. On 12 November, King thanked the parish for their loyalty and their devotion to him and the church. In return the parish presented him with a wrist watch. The parish was not formally vacant; just without a vicar. In September 1917, the Archbishop wrote advising that King had resigned. He appointed the Rev. W. Green to the parish, but Green declined.”(1) He was sent to Egypt where he administered to the Australian Stationary Hospital Australian 3rd and 5th light horse brigades. His Army record states he was Invalided and Completion of Duty 12 July 1918. He was later awarded th Order of the British Empire (OBE) 1 “The Junction” a history of St Mark’s Sunshine The picture of Chaplain-Captain F.H. King was carried in the Bible of Sig. H. C. Roussac ( a Gallipoli veteran) during his service with the A.I.F. in France. It can only be assumed that F.H.King had a profound effect on Sig.
