In response to impacts of COVID-19 on the lives of the people of Nillumbik, and on creative practitioners across Australia, Nillumbik Shire Council called for writers to provide short texts, reflecting on their pandemic experiences. At the time, and for months afterwards, walking was one of the few sanctioned recreational activities, and in that way a reminder of 'normality' and the importance of community. Twenty texts were selected to be stencilled onto public walkways for the Written in the Time of COVID-19 project. There, on the pavements of locations throughout Nillumbik, they could intersect with the precious pleasure of the daily stroll, jog or cycle.Such was the quality of writing received, that many other texts could have been chosen. Writers responded with humour, sadness and passion to the extraordinary times. Given this response from writers, who submitted work from across the country, and the importance of recording the public experience of COVID-19, it was determined that a collection should be created, gathering in one place the very best of Written in the Time of COVID-19 submissions.This anthology is the result. It takes its name from a phrase in the piece, Moss, by Eltham writer, Lucinda Bain. Within these pages are tiny threads that exist only because, in 2020, a virus changed our lives and caused us to reconsider how we lived them. Nettleton creates an image of peace and tranquility after the violence felt from the 2009 Black Saturday bush fires / At the Arthurs Creek cemetery Nettleton found the grave of Reg Evans and Angela Brunton, friends who had perished in the fires / Nettleton sat on the edge of their joint grave and photographed their view / It was only after examining the photos more closely that she realized Mount Sugarloaf had burnt almost to the valley / Sugarloaf is always in an indigo haze. This work is by a local contemporary artist and encompasses themes dealing with the 2009 Black Saturday bushfires. Notices showing the boundary of the area of the review and advising that an investigation was to be carried out were published in the Victoria Government Gazette and in local and other Victorian newspapers in May 1987. A descriptive resources report was published in August 1991. Council received 1,425 submissions and letters following publication of the descriptive report. The Council considered these submissions and published proposed recommendations in April 1993. A further 1,993 submissions were received in response to the proposed recommendations. The Council published its final recommendations in July 1994. A change to legislation in 1989 enabled the LCC to make recommendations for public land within a ‘town’, though cities and rural cities remained excluded from the definition of public land. Timber resources and water quality and yield from timbered catchment areas remained significant issues in Melbourne’s catchments. Recommendations for the Yarra Ranges National Park were based around the closed Melbourne water catchments and adjoining state forest. A recommended Phillip Island State Park based around the penguin reserve was ultimately implemented as the Phillip Island Nature Park.Shire of Nillumbik DPE/Enviro -
