This is a set of 14 photographs of an All-Staff meeting held by the lake at the Army Survey Regiment, Fortuna, Bendigo on the 24th of April 1994. At this meeting CO LTCOL Duncan Burns announced that under Defence’s Commercial Support Program (CSP), the In-House bid submitted in 1993 by a team led by then CO LTCOL Bob McHenry was successful. The In-House bid proposed the establishment of an organisation based at Fortuna to carry out non-core production with 150 of the 373 Survey Corps positions converted to Defence civilian positions. 110 of the Defence civilian positions would be filled voluntarily by military personnel under Section 81B of the Public Service Act 1992 with the remaining 40 positions filled by Public Service recruitment. Other options offered to Survey Corps personnel were postings to 1st Topographic Survey Squadron in Enoggera, QLD, transfer to another Corps in the Australian Army or discharge from the ADF. The In-House bid also proposed 143 Survey Corps military positions to remain at Fortuna to perform ‘core strategic non-sovereign tasks.’ However, Army subsequently decided to abolish the 143 positions, disband 4th Field Survey Squadron, Adelaide, SA and lastly, the demise of the Royal Australian Survey Corp in June 1996. Falls Creek Ski Resort developed during the construction of the Kiewa Hydro Electric Scheme built by the State Electricity Commission of Victoria. The first ski lodge was built in 1948 by workers from the scheme. The first lift, a rope tow, was built in 1951 and the first chairlift in Australia was constructed there in 1957. Falls Creek Post Office opened in 1958. Tourism was growing and being encouraged by local businesses.The souvenir postcard was produced by Mr S. K. Pearce a Mt Beauty businessman. It was a memento for skiers and visitors to the Falls Creek and Mt Beauty area to send to family and friends as a reminder of their visit to the region or to keep as a personal souvenir. It presented an excellent promotional opportunity for enterprising local businessmen to promote the area to skiers and tourists near and far. Although the Kiewa Hydro-Electric Scheme was first proposed in 1911, construction did not commence until 1938. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) initiated the conversion from primarily brown coal supply to hydro – electricity. Field investigations during the 1940’s resulted in a new proposal for a scheme that had more than double the capacity of the 1938 scheme. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. The number of personnel involved in the planning and construction of the scheme increased dramatically. During the late 1940’s, most activity centred around the construction of the West Kiewa Power Station, Rocky Valley Reservoir, McKay Creek Power Station and the Bogong Creek Aqueduct.A common thread across all the larger hydro scheme constructions was the need for workers, both qualified and unqualified who came from around the world seeking a new life for themselves and their families. New accommodation and facilities were required for the army of workers engaged in construction in often remote and wild areas. The SEC had a high demand for timber, and set up the first of a number of sawmills at Bogong Creek in 1939 and set up the first hardwood logging in the headwaters of the Kiewa River. These new ‘towns’ such as Mt Beauty and Bogong, survived, serving the needs of operational personnel and their families, and expanding with growth of new industries. Mount Beauty, and to a lesser extent Bogong, are among these places. Mt Beauty township was built during the 1950's to house the employees of the State Electricity Commission working on the Kiewa Hydro Electric Scheme. After the completion of the Kiewa Hydro Electric Scheme many houses were sold and the public buildings handed over to the Alpine Shire. This folder came from the photographic studio of Alex Wilkins. For over 35 years in the 20th century he was one of the best-known commercial photographers in Warrnambool. In 1938 he purchased the building known as Jordan Studios (94 Liebig Street) and worked there until the 1960s. In the 1940s he became interested in producing movie films documenting local news and scenes. The name ‘McKinney’ on this folder indicates that the contents belonged to someone in the Warrnambool area as William McKinney had a general store in Lava Street in the 1870s and 80s and there are still McKinney residents in Warrnambool today. This folder is of some interest as it comes from the studio of Alex Wilkins, one of Warrnambool’s most important photographers in the 20th century. This is buff-coloured paper folded in three places to make a folder with sleeves at each end to insert photographs or photograph negatives. The folder is stitched with cotton at the top and the bottom and some of the stitching is coming undone. The inside sleeves have black printed advertising material on them and the front cover has a red and black image of two little girls. The following extract written by Karen Tyers Warrnambool Family history group explains the journey and background of the Warrnambool Pioneer Board. Warrnambool is fortunate to have a photographic record of some of its pioneers. They are commemorated on the Pioneers’ Board. The Pioneers’ Board with its elaborate frame measures approximately 2 metres by 3 metres and holds 204 photographs of Warrnambool’s early pioneers. In 1907 Edward Vidler, secretary of the Warrnambool & District Progress League and Chamber of Commerce and Industry, invited descendants of those who arrived in Warrnambool before 1860 to send photographs of their pioneer ancestors to commemorate the Diamond Jubilee of Warrnambool’s foundation in 1847. A charge of £1 for each photograph was set. Lillian Foyle of Foyle’s photographic studio, was engaged to colour the photographs and undertake the associated artwork. By December 1907 the honour board was on exhibition in Bernard’s Gallery, Melbourne. Unfortunately Vidler left Warrnambool in 1907 with the honour board expenses unpaid. The Progress League refused to take responsibility for the debt and the honour board remained with Foyle’s Studio for 17 years. In 1922 subscriptions were called for and £43 16s 6d was acknowledged. After a final determined effort was made in 1924, the £100 debt was collected and Charles Foyle, Lillian’s brother, accepted settlement of the debt. On 2 May 1924 the honour board was moved from Foyle’s Studio to the Art Gallery. For many years the honour board was in the entrance passage to the public library. After the library was demolished in 1975 the pictures were removed to the Art Gallery where it was restored by the Director of the Art Gallery, Jack Welsh. The board was later stored in an empty front room at Murweh and the dismantled frame stored in an outbuilding. By 1982 the honour board was in the foyer of the City Council offices. During the renovations of the interior of the council offices in 1997 the honour board was moved to the library where it remained until moved to HeritageWorks in March 2014. As a collection of early pioneers in the district it provides a valuable resource for historians and researchers. It gives light to a social scene in the district much of which can be verified from diaries and other items held by the historical society and also available on websites such as Trove. It has relevance to this day with many family historians enquiring of people included on the board. The collation of the board is a story of great interest in itself. While there are images of 204 men on the board the only reference to a woman is Lillian Foyle the artist who was responsible for much of the artistic work on the board. It compares well in size and quality with a number of montages, and collations of images from around the state of Victoria. It is by no means a complete list of pioneers of the district but there are many well- known ones included. Dorothy Ardlie (1910-1993) and Agnes Ardlie (1915-1993) were the daughters of Arthur and Ethel Ardlie of Warrnambool, the granddaughters of the prominent Warrnambool lawyer, Williams Ardlie and his wife, Mary and the great granddaughters of John and Mary Ardlie, pioneer settlers in Warrnambool.This album is of minor interest as a record of the lives of Dorothy and Agnes Ardlie, members of a prominent 20th century Warrnambool family. The photographs, especially those taken of interiors of houses, will be useful for display and research.
