This bottle may have held medicine used by a local early settler family. A local resident discovered it when digging his garden in McKinnon 2013. James Hardie immigrated to Australia in 1888 from Linlithgow, Scotland, and created a business importing oils and animal hides. Andrew Reid, also from Linlithgow, came to join Hardie in Melbourne, and became a full partner in 1895. When Hardie retired in 1911, he sold his half of the business to Reid. James Hardie Industries Ltd first listed on the Australian Stock Exchange in 1951 and is an industrial building materials company headquartered in Ireland which specialises in fibre cement products. James Hardie manufactures and develops technologies, materials and processes for the production of building materials. For over 20 years, Hardie has also operated a research and development facility devoted solely to fibre-cement technology. The company was a key player in asbestos mining and manufacturing in Australia through most of the twentieth century. Working with products containing asbestos - including the building material known as "Fibro" - caused people to develop various pleural abnormalities such as asbestosis and malignant mesothelioma. In December 2001, the company shareholders unanimously voted to restructure and relocate the company in the Netherlands as a parent company. This was part of a strategy to separate the company from the stigma of its asbestos liabilities. Animal specimen - Silver Gull, Trustees of the Australian Museum, 1860-1880
The Silver Gull is more commonly referred to as the 'Seagull'. Found all along the coast of mainland Australia and Tasmania, it can also be found in New Caledonia and New Zealand. These birds are a common nuisance at beaches and urban areas, such as shopping centres. Since the 1950s, humans have become increasingly wasteful, leading to an explosion of the Silver Gull population due to the availability of rubbish to scavenge. They feed mainly on small marine life, but they are a versatile scavenger. The population increase has impacted the breeding of other bird species, as Silver Gulls have dominated offshore island breeding grounds. Their breeding season is from August to December, when they nest on the ground, however mating can occur year-round. This species has a harsh, high-pitched call 'kwarwh', well known to all Australians. Although protected under Australian Environmental Law, there are many strategies in place to discourage increasing the numbers of Seagulls. This specimen is an inaccurate example of a Silver Gull, which although is in good condition and intact, does not look like an accurate representation of this species. The legs have been mounted too far towards the tail on this specimen, giving it an unbalanced appearance. This specimen is part of a collection of almost 200 animal specimens that were originally acquired as skins from various institutions across Australia, including the Australian Museum in Sydney and the National Museum of Victoria (known as Museums Victoria since 1983), as well as individuals such as amateur anthropologist Reynell Eveleigh Johns between 1860-1880. These skins were then mounted by members of the Burke Museum Committee and put-on display in the formal space of the Museum’s original exhibition hall where they continue to be on display. This display of taxidermy mounts initially served to instruct visitors to the Burke Museum of the natural world around them, today it serves as an insight into the collecting habits of the 19th century.This specimen is part of a significant and rare taxidermy mount collection in the Burke Museum. This collection is scientifically and culturally important for reminding us of how science continues to shape our understanding of the modern world. They demonstrate a capacity to hold evidence of how Australia’s fauna history existed in the past and are potentially important for future environmental research. This collection continues to be on display in the Museum and has become a key part to interpreting the collecting habits of the 19th century.This adult Silver Gull has a white head, body, underpart and tail. Its wings are silver-grey, with black and white tips. It has an orange-red bill, feet and beak, indicative of its maturity. The irises are white. Mission to Seafarers Victoria

"26th March 2019 In contribution to the historical account of the Mission to Seafarers, Melbourne. To whom it may concern, In 2005, the Mission to Seafarers’ Padre Bevil Lunson assigned an upgrade to the existing bar and gift shop. The brief outlined alignment with health code and liquor licence regulations, rethink of stock display and aesthetic upgrade of white peg-board and fluorescent-lit display-case. Two students of architecture answered the call and provided pro bono design, building and installation services. Beyond the updated flooring, work surfaces and new hand-wash point their ethos of sustainable design presented a strategy of redressing the existing on a shoe-string; helping minimise trades and protect the heritage substrate. A new standing-bar was proposed to envelope the display case and re-orient the hall back toward the stage. Punters were directed to the seated-bar for purchases. The chosen palette aimed to anchor the bar below the hall’s half-timbered dado-line utilising the muted tones of recycled materials. Glass bottles set in resin diffusing panels and timbers sourced from throw-outs were dressed and composed to suggest the multiple approaches to a calling of the sea. This flotsam and jetsam was intended to provide a shifting background that is representative of the many walks of life that support and are supported by the mission. Two uninstalled elements further accented the design: -the flying angel logo was to appear hovering within the bar’s archway and also inverted by the dado-line in the bar’s rear mirror (refer attached sketch), -and the two lampshades, referencing the inverted form of nautical beacons, were to shepherd clientele to the bar (refer attached sketch). Derek Stevenson – Turner Townsend Thinc Stuart Webber – ARM Architecture The bar was dismantled during the renovation mid 2019 and replace by another bar.These documents provide insight into an early 21st C refurbishment to the interior of the MTSV and Mission club operations in the early 21st Century and provides names and details of both the consideration of the need to: protect heritage components, provide a functional service point, incorporate recycled materials that related to aspects of the sea and environment, the flotsam and jetsam that is found where the sea, and those from the sea meets the land. Also provides an example of early career designs by two practising 21st C Australian architects and designers. During the renovations in winter 2019, the decision was made to demolish to make space to another more convenient one brought from a cafe, along with new chairs and tables for the club.Digital copy files sent in March 2019 by architect Stuart Webber after a visit to the Mission. Taken some time between 1914-18, depicted is a large group of unidentified males. Four of them are dressed in Australian military uniforms. The remaining 19 men are dressed in striped uniforms. The male in the centre of the front row is cradling a football, suggesting that the group was part of a football or rugby league team. It is believed that the soldiers in this photograph were part of the Australian Imperial Force. This can be inferred by the chevron rank insignia visible on their uniforms. The placement of this insignia on the sleeve of the right arm suggests that this soldier was either a Warrant Officer or a Non-Commissioned Officer (NCO). Additionally, they are also wearing 'Rising Sun' collar badges on their coats. Australia, unlike most other Commonwealth countries, did not adopt metal regimental badges during the First World War. All units were issued with the Australian Army General Service Badge, better known as the 'Rising Sun’ badge. This insignia is almost always identified with the Australian Imperial Force. Sport has always been entwined with war. Both sport and war demand peak physical fitness, camaraderie, strategy, and allegiance to a team collaboratively working towards a common goal: to win. The connection between sport and war is especially strong in Australia since these two concepts form the basis of our national identity. The Australian War Memorial has a number of World War I recruitment posters linking war and sport in its collection. One of the posters produced in 1915 by the State Parliamentary Recruiting Committee in Victoria attempted to shame young men into enlisting by juxtaposing the image of an Australian soldier standing guard over his deceased mate with a photograph of a Victorian Football League match. Another poster, produced in 1917, features vignettes of different sports including cricket, bowling, boxing, kayaking and golf. Its slogan reads, "Join Together - Train Together - Embark Together - Fight Together: Enlist in the Sportman's 1000".The record is historically significant due to its connection to World War I. This conflict is integral to Australian culture as it was the single greatest loss of life and the greatest repatriation of casualties in the country's history. Australia’s involvement in the First World War began when the Australian government established the Australian Imperial Force (AIF) in August 1914. Immediately, men were recruited to serve the British Empire in the Middle East and on the Western Front. The record has strong research potential. This is due to the ongoing public and scholarly interest in war, history, and especially the ANZAC legend, which is commemorated annually on 25 April, known as ANZAC Day. Additionally, the record presents a unique opportunity to further explore the relationship between the arts, sport and war. This statement of significance has already established that war is integral to Australia's national identity - and sport is of equal importance. Specifically, the record begs to question how the peak physical fitness and camaraderie valued in team sports were creatively translated into military recruitment campaigns during World War I. This is a set of 16 photographs taken in 1985* during 4th Field Survey Squadron’s deployment on Operation NERVOSE 85 in the Northern Territory. Operation NERVOSE 85 was mounted by 4 Fd Svy Sqn in the EAST ARNHEM, VICTORIA RIVER DOWNS AND DALY WATERS areas from 26 May to 18 Sep 85. The aim of Operation NERVOSE 85 was to finalise the horizontal and vertical control for mapping at a scale of 1:50,000, to field check 40x 1:50,000 preliminary maps and to obtain mapping photography in support of the RAAF TINDAL redevelopment project. *Note –These photos were most likely taken in 1985, contrary to the ‘1987’ date annotated on the negative sleeves. The Op NERVOSE 85 Project Report available on RASVY’s web site lists a nominal roll of personnel. Photos of 4 Fd Svy Sqn taken in 1985 and 1987 provide names of posted personnel. Several personnel identified in these photos were posted to 4 Fd Svy Sqn in 1985, not in 1987. Book, Bryce Raworth, Heritage Impact Assessment - 1 Bedford Road, Ringwood, Victoria. Application for permit - Proposed Redevelopment - July 2021, 2021
A4 size wire-bound book compiled by Bryce RaworthINTRODUCTION: This heritage impact assessment (HIS) was prepared at the request of the City of Maroondah, the owner of the subject property at 1 Bedford Street (sic), Ringwood. It relates to a proposal to demolish the existing shop on the site and construct a multi-storey car park incorporating a commercial tenancy at the lower levels. It reviews the significance of the existing building on the site and the contribution it makes to the surrounding streetscapes, then comments on the heritage impacts of the proposed demolition in the context of the significance of the place and broader considerations. This office has previously provided an Historical Overview of the subject site (June 2020) and this assessment draws upon that previous research and analysis. The report has been prepared by Guy Murphy and Bryce Raworth. CONCLUSION: The proposed demolition of the former Blood Brothers Store at 1 Bedford Street (sic), Ringwood and the construction of a multi-storey car park on the enlarged site will result in the loss of some significance to the Heritage Overlay. The degree of loss is moderated by the partial intactness of the store, its modest character and the loss of its original setting, as well the proposal to implement a heritage interpretation strategy for the site. When considered in the context of the broader range of urban planning considerations and broader net community benefit, the proposed development is supported with respect to heritage impacts. -

Framed photo collage of Australian involvement in Vietnam.In the centre of the collage there is a bronze plaque wich reads: VIETNAM The Vietnam War was a military conflict that occurred in Vietnam, Laos and Cambodia from 1959 to 30 April 1975. The was was fought between the communist North vietnam, supported by its communist allies, and the government of South Vietnam, supported by the united States and other member nations of the Southeast Asia Treaty Organization (SEATO) The United States entered the war to prevent a communist takeover of South Vietnam as part of their wider strategy of containment. Military advisors arrived beginning n 1950. U.S. involvemeny escalated in the early 1960s and combat units were deployed beginning in 1965. Invollvement peaked in 1968 at the time of the Tet Offensive. Despite a peace treaty signed by all parties in january 1973, fighting continued. In response to the anti-war movement, the U.S. Congress passed the Case-Church Amendment in June 1973 prohibiting furtherdirect U.S. military intervention without Congressional authorization yet the U.S.was still heavily invested in the war until 1975, when North Vietnam captured Saigon. North and South Vietnam were reunified the following year. The war exacted a huge human cost in terms of facilities, including 3 to 4 million Vietnamese from both sides, 1.5 to 2 million Laotians and Cambodians, and 58,159 U.S. soldiers. This book is a collection of Victorian Indigenous Elders' life stories and oral histories. The Elders share their stories in an attempt to ensure that both sides of Australia's history are finally heard. These stories tell of cultural resistance on missions, of defying assimilation laws, of forever moving around to save children from the welfare. They document the development of both fringe and urban communities and work in the Aboriginal rights movement. They clarify the ways in which these experiences have affected the individual authors along with the indigenous population in general. Also included in the book is a brief history and analysis of the legislation, policies, attitudes and strategies that have affected the lives of the authors and their families since colonisation. This aspect provides an historical perspective, encouraging a deeper understanding of the Elders' stories. Scrap book compiled by Neville Gower from Nov. 1992 to June 1997. Primarily consists of newspaper clippings glued to the pages involving the Ballarat Tramway Museum. Also contained are other items of relevant interest, such as BTM brochures. Pages number in pencil by Warren Doubleday 2/2001. Where relevant some items contained in this book have been separately catalogued to enable easier reference. One pharmaceutical enterprise which put greater emphasis on the manufacturing side of its business and whose successors strengthened this emphasis was Faulding's. A pharmacist, Francis H. Faulding, started his shop in Adelaide in 1841 and formed a partnership with an English physician, L. Scammel, in 1861. From its beginnings the firm showed a flare for innovation. After Simpson's discovery of the anaesthetic properties of chloroform in 1847, Francis Faulding was the first to import chloroform; in 1858 he distributed cocaine preparations; in 1864 he produced the first olive oil from South Australian olives and, after J. Lister's reports in Lancet on the reduction of mortality after surgery with the use of phenol, Faulding began production of antiseptics ('Solyptol') in 1867. Faulding was also the first to utilize the medicinal and antiseptic properties of eucalyptus oil which was obtained from distilleries on Kangaroo Island The Second World War in Europe disrupted the supply of cod liver oil, an important source of Vitamin A. Faulding chemists found an alternative source in white schnapper shark, which sustained supplies in Australia as well as generated exports to the UK . When supplies of I.G. Farben's newly discovered sulpha drugs ran out, Faulding became involved in the national program organised by the Medical Equipment Control Committee (MECC) and, jointly with universities, synthesised sulphanilamide. Following the transfer of American knowhow. Faulding's was also the first private enterprise to produce yet another life saving drug of military importance, penicillin. After the war basic synthesis of antibiotics became difficult to sustain by private enterprise because of the gigantic scale advantages of competing US producers, and competition in the synthesis of new drugs demanded huge investment in R & D; Fauldings maintained their business by a combination of marketing, wholesaling and producing consumer and medical products. In the 1970s, however, Fauldings set a remarkable precedent in research strategy and achievement in the Australian pharmaceutical business. They decided to concentrate their research on drugs which had proven efficacy, but which also suffered from certain shortcomings restricting their clinical usefulness, and to seek advances overcoming these shortcomings. This was an imaginative new strategy, a way of grafting Australian knowhow on to major products, in keeping with local resources and yet offering opportunities for sophisticated skill. It was donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, Surgeon and Oculist. It is part of the “W.R. Angus Collection” includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. Powder or soap in boxes such as this was perfumed and used as part of a women’s personal grooming in the early to mid 20th century. Faulding’s Company began in Adelaide, Australia, in 1845 and made a wide range of cosmetic and perfume products as well as pharmaceuticals. The company is still in operation today. ABOUT THE “W.R.ANGUS COLLECTION” Doctor William Roy Angus M.B., B.S., Adel., 1923, F.R.C.S. Edin.,1928 (also known as Dr Roy Angus) was born in Murrumbeena, Victoria in 1901 and lived until 1970. He qualified as a doctor in 1923 at University of Adelaide, was Resident Medical Officer at the Royal Adelaide Hospital in 1924 and for a period was house surgeon to Sir (then Mr.) Henry Simpson Newland. Dr Angus was briefly an Assistant to Dr Riddell of Kapunda, then commenced private practice at Curramulka, Yorke Peninsula, SA, where he was physician, surgeon and chemist. In 1926, he was appointed as new Medical Assistant to Dr Thomas Francis Ryan (T.F. Ryan, or Tom), in Nhill, Victoria, where his experiences included radiology and pharmacy. In 1927 he was Acting House Surgeon in Dr Tom Ryan’s absence. Dr Angus had become engaged to Gladys Forsyth and they decided he further his studies overseas in the UK in 1927. He studied at London University College Hospital and at Edinburgh Royal Infirmary and in 1928, was awarded FRCS (Fellow from the Royal College of Surgeons), Edinburgh. He worked his passage back to Australia as a Ship’s Surgeon on the on the Australian Commonwealth Line’s T.S.S. Largs Bay. Dr Angus married Gladys in 1929, in Ballarat. (They went on to have one son (Graham 1932, born in SA) and two daughters (Helen (died 12/07/1996) and Berenice (Berry), both born at Mira, Nhill ) According to Berry, her mother Gladys made a lot of their clothes. She was very talented and did some lovely embroidery including lingerie for her trousseau and beautifully handmade baby clothes. Dr Angus was a ‘flying doctor’ for the A.I.M. (Australian Inland Ministry) Aerial Medical Service in 1928 . Its first station was in the remote town of Oodnadatta, where Dr Angus was stationed. He was locum tenens there on North-South Railway at 21 Mile Camp. Over the years Dr Tom Ryan had gradually set up what was effectively a training school for country general-practitioner-surgeons. Each patient was carefully examined, including using the X-ray machine, and any surgery was discussed and planned with Dr Ryan’s assistants several days in advance. Dr Angus gained experience in using the X-ray machine there during his time as assistant to Dr Ryan. When Dr Angus bought into the Nelson Street premises in Nhill he was also appointed as the Nhill Hospital’s Honorary House Surgeon 1933-1938. In 1939 Dr Angus and his family moved to Warrnambool where he purchased “Birchwood,” the 1852 home and medical practice of Dr John Hunter Henderson, at 214 Koroit Street. (This property was sold in1965 to the State Government and is now the site of the Warrnambool Police Station. and an ALDI sore is on the land that was once their tennis court). The Angus family was able to afford gardeners, cooks and maids; their home was a popular place for visiting dignitaries to stay whilst visiting Warrnambool. Dr Angus had his own silk worm farm at home in a Mulberry tree. His young daughter used his centrifuge for spinning the silk. Dr Angus was appointed on a part-time basis as Port Medical Officer (Health Officer) in Warrnambool and held this position until the 1940’s when the government no longer required the service of a Port Medical Officer in Warrnambool; he was thus Warrnambool’s last serving Port Medical Officer. (Masters of immigrant ships arriving in port reported incidents of diseases, illness and death and the Port Medical Officer made a decision on whether the ship required Quarantine and for how long, in this way preventing contagious illness from spreading from new immigrants to the residents already in the colony.) Dr Angus was a member of the Australian Medical Association, for 35 years and surgeon at the Warrnambool Base Hospital 1939-1942, He served as a Surgeon Captain during WWII1942-45, in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack. During his convalescence he carved an intricate and ‘most artistic’ chess set from the material that dentures were made from. He then studied ophthalmology at the Royal Melbourne Eye and Ear Hospital and created cosmetically superior artificial eyes by pioneering using the intrascleral cartilage. Angus received accolades from the Ophthalmological Society of Australasia for this work. He returned to Warrnambool to commence practice as an ophthalmologist, pioneering in artificial eye improvements. He was Honorary Consultant Ophthalmologist to Warrnambool Base Hospital for 31 years. He made monthly visits to Portland as a visiting surgeon, to perform eye surgery. He represented the Victorian South-West subdivision of the Australian Medical Association as its secretary between 1949 and 1956 and as chairman from 1956 to 1958. In 1968 Dr Angus was elected member of Spain’s Barraquer Institute of Barcelona after his research work in Intrasclearal cartilage grafting, becoming one of the few Australian ophthalmologists to receive this honour, and in the following year presented his final paper on Living Intrasclearal Cartilage Implants at the Inaugural Meeting of the Australian College of Ophthalmologists in Melbourne In his personal life Dr Angus was a Presbyterian and treated Sunday as a Sabbath, a day of rest. He would visit 3 or 4 country patients on a Sunday, taking his children along ‘for the ride’ and to visit with him. Sunday evenings he would play the pianola and sing Scottish songs to his family. One of Dr Angus’ patients was Margaret MacKenzie, author of a book on local shipwrecks that she’d seen as an eye witness from the late 1880’s in Peterborough, Victoria. In the early 1950’s Dr Angus, painted a picture of a shipwreck for the cover jacket of Margaret’s book, Shipwrecks and More Shipwrecks. She was blind in later life and her daughter wrote the actual book for her. Dr Angus and his wife Gladys were very involved in Warrnambool’s society with a strong interest in civic affairs. He had an interest in people and the community They were both involved in the creation of Flagstaff Hill, including the layout of the gardens. After his death (28th March 1970) his family requested his practitioner’s plate, medical instruments and some personal belongings be displayed in the Port Medical Office surgery at Flagstaff Hill Maritime Village, and be called the “W. R. Angus Collection”. Fauldings Company is a very historical Australian company, still in operating today. The powder box is an example of fashion and grooming in the 1930's in Australia. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. One pharmaceutical enterprise which put greater emphasis on the manufacturing side of its business and whose successors strengthened this emphasis was Faulding's. A pharmacist, Francis H. Faulding, started his shop in Adelaide in 1841 and formed a partnership with an English physician, L. Scammel, in 1861. From its beginnings the firm showed a flare for innovation. After Simpson's discovery of the anaesthetic properties of chloroform in 1847, Francis Faulding was the first to import chloroform; in 1858 he distributed cocaine preparations; in 1864 he produced the first olive oil from South Australian olives and, after J. Lister's reports in Lancet on the reduction of mortality after surgery with the use of phenol, Faulding began production of antiseptics ('Solyptol') in 1867. Faulding was also the first to utilize the medicinal and antiseptic properties of eucalyptus oil which was obtained from distilleries on Kangaroo Island The Second World War in Europe disrupted the supply of cod liver oil, an important source of Vitamin A. Faulding chemists found an alternative source in white schnapper shark, which sustained supplies in Australia as well as generated exports to the UK . When supplies of I.G. Farben's newly discovered sulpha drugs ran out, Faulding became involved in the national program organised by the Medical Equipment Control Committee (MECC) and, jointly with universities, synthesised sulphanilamide. Following the transfer of American knowhow. Faulding's was also the first private enterprise to produce yet another life saving drug of military importance, penicillin. After the war basic synthesis of antibiotics became difficult to sustain by private enterprise because of the gigantic scale advantages of competing US producers, and competition in the synthesis of new drugs demanded huge investment in R & D; Fauldings maintained their business by a combination of marketing, wholesaling and producing consumer and medical products. In the 1970s, however, Fauldings set a remarkable precedent in research strategy and achievement in the Australian pharmaceutical business. They decided to concentrate their research on drugs which had proven efficacy, but which also suffered from certain shortcomings restricting their clinical usefulness, and to seek advances overcoming these shortcomings. This was an imaginative new strategy, a way of grafting Australian knowhow on to major products, in keeping with local resources and yet offering opportunities for sophisticated skill. ABOUT THE “W.R.ANGUS COLLECTION” Doctor William Roy Angus M.B., B.S., Adel., 1923, F.R.C.S. Edin.,1928 (also known as Dr Roy Angus) was born in Murrumbeena, Victoria in 1901 and lived until 1970. He qualified as a doctor in 1923 at University of Adelaide, was Resident Medical Officer at the Royal Adelaide Hospital in 1924 and for a period was house surgeon to Sir (then Mr.) Henry Simpson Newland. Dr Angus was briefly an Assistant to Dr Riddell of Kapunda, then commenced private practice at Curramulka, Yorke Peninsula, SA, where he was physician, surgeon and chemist. In 1926, he was appointed as new Medical Assistant to Dr Thomas Francis Ryan (T.F. Ryan, or Tom), in Nhill, Victoria, where his experiences included radiology and pharmacy. He worked his passage back to Australia as a Ship’s Surgeon on the on the Australian Commonwealth Line’s T.S.S. Largs Bay. Dr Angus married Gladys in 1929, in Ballarat. Carrie Lam, Hong Kong’s chief executive, had plenty of political support in the territory’s pro-Beijing legislature to pass a bill that would allow extraditions to mainland China. The legislators were set to begin discussing the bill in early June, and intended to vote on it just weeks later. A series of protests took place, and after a June 16 protest saw the largest turnout yet, Ms. Lam made a major concession: She postponed the bill, at least temporarily. It was an undeniable victory for the protesters — but it did little to quell the unrest. Since the bill could later be reintroduced, protesters felt they remained in danger. The police tactics to break up the demonstrations on June 12, including the use of more than 150 tear gas canisters to push protesters far away from the government office, created a new set of demands from the protesters. Now, instead of just calling for the withdrawal of the bill and Ms. Lam’s resignation, they said they wouldn’t be content unless there was an independent investigation of officers’ conduct. They also wanted the release of protesters arrested on June 12, and for the government to rescind its description of the demonstrations as a “riot,” a designation that carries legal significance. None of that has happened. Many analysts say Ms. Lam is unlikely to step down, nor would Beijing accept her resignation if she offered it. She has more wiggle room on the other demands, but has not indicated any willingness to budge. The Hong Kong Protests are a leaderless, digital movement.There is no single leader or group deciding on or steering the strategy, tactics and goals of the movement. Instead, protesters have used forums and messaging apps to decide next steps. Anyone can suggest a course of action, and others then vote on whether they support it. The most popular ideas rise to the top, and then people rally to make them happen. At its best, this structure has empowered many people to participate and have their voices heard. Protesters say it keeps them all safe by not allowing the government to target specific leaders. Their success in halting the extradition bill, which was shelved by the territory’s chief executive, speaks to the movement’s power. Despite the lack of a clear leader, protesters have shown extensive coordination at the demonstrations, having planned the specifics online beforehand. Supply stations are set up to distribute water, snacks, gloves, umbrellas and shields made of cardboard. Volunteer first aid workers wear brightly colored vests. People form assembly lines to pass supplies across long distances, with protesters communicating what they need through a series of predetermined hand signals. Anyone walking in dangerous areas without a helmet or a mask is quickly offered one. No individual can speak on behalf of the protesters, which makes negotiations difficult, if not impossible. Supporters say the amendments are key to ensuring the city does not become a criminal refuge, but critics worry Beijing will use the law to extradite political opponents and others to China where their legal protections cannot be guaranteed. The government claims the push to change the law, which would also apply to Taiwan and Macau, stems from the killing last year of a Hong Kong woman while she was in Taiwan with her boyfriend. Authorities in Taiwan suspect the woman’s boyfriend, who remains in Hong Kong, but cannot try him because no extradition agreement is in place. Under the amended law, those accused of offences punishable by seven years or more in prison could be extradited. The new legislation would give Hong Kong’s leader, known as the chief executive, authority to approve extradition requests, after review by the courts. Hong Kong’s legislature, the legislative council, would not have any oversight over the extradition process. Many Hong Kongers fear the proposed extradition law will be used by authorities to target political enemies. They worry the new legislation spells the end of the “one country, two systems” policy, eroding the civil rights enjoyed by Hong Kong residents since the handover of sovereignty from the UK to China in 1997. Many attending the protests on Sunday said they could not trust China as it had often used non-political crimes to target government critics, and said they also feared Hong Kong officials would not be able to reject Beijing’s requests. Legal professionals have also expressed concern over the rights of those sent across the border to be tried. The conviction rate in Chinese courts is as high as 99%. Arbitrary detentions, torture and denial of legal representation of one’s choosing are also common. Many in the protests on Sunday 09 June 2019 said they felt overwhelmed by a sense of helplessness in the face of mainland China’s increasing political, economic and cultural influence in Hong Kong. Hong Kong’s top political leader is not elected by ordinary voters but by a 1,200-strong election committee accountable to Beijing. Half of its legislature are chosen through indirect electoral systems that favour pro-Beijing figures. Many Hong Kongers also cited the jailing of leaders and activists from the 2014 Occupy Central movement– a 79-day mass civil disobedience movement – as well as the disqualification of young localist lawmakers as signs of the erosion of civil freedoms. Resentment towards China has been intensified by soaring property prices – with increasing numbers of mainland Chinese buying properties in the city – as well as the government’s “patriotic education” drive, and the large numbers of mainland tourists who flock to Hong Kong. The legislators were set to begin discussing the bill in early June, and intended to vote on it just weeks later. A series of protests took place, and after a June 16 protest saw the largest turnout yet, Ms. Lam made a major concession: She postponed the bill, at least temporarily. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. The new Eltham Library was opened 22 May 1994 and celebrates its 30th anniversay in 2024. Document - Report, Paul Jerome, Advisory Committee on a Proposed Convenience Centre and an Alternative Shire Proposal - Eltham Gateway Community Precinct Concept Plan - 895 Main Road Eltham, October 1997
On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. Mawul Rom Project: Openness, obligation and reconciliation Morgan Brigg (Universtiy of Queensland) and Anke Tonnaer (University of Aarhus, Denmark) Aboriginal Australian initiatives to restore balanced relationships with White Australians have recently become part of reconciliation efforts. This paper provides a contextualised report on one such initiative, the Mawul Rom crosscultural mediation project. Viewing Mawul Rom as a diplomatic venture in the lineage of adjustment and earlier Rom rituals raises questions about receptiveness, individual responsibility and the role of Indigenous ceremony in reconciliation efforts. Yolngu ceremonial leaders successfully draw participants into relationship and personally commit them to the tasks of cross-cultural advocacy and reconciliation. But Mawul Rom must also negotiate a paradox because emphasis on the cultural difference of ceremony risks increasing the very social distance that the ritual attempts to confront. Managing this tension will be a key challenge if Mawul Rom is to become an effective diplomatic mechanism for cross-cultural conflict resolution and reconciliation. Living in two camps: the strategies Goldfields Aboriginal people use to manage in the customary economy and the mainstream economy at the same time Howard Sercombe (Strathclyde University, Glasgow) The economic sustainability of Aboriginal households has been a matter of public concern across a range of contexts. This research, conducted in the Eastern Goldfields of Western Australia, shows how economically successful Aboriginal persons manage ?dual economic engagement?, or involvement in the customary economy and the mainstream economy at the same time. The two economies sometimes reinforce each other but are more often in conflict, and management of conflicting obligations requires high degrees of skill and innovation. As well as creating financially sustainable households, the participants contributed significantly to the health of their extended families and communities. The research also shows that many Aboriginal people, no matter what their material and personal resources, are conscious of how fragile and unpredictable their economic lives can be, and that involvement in the customary economy is a kind of mutual insurance to guarantee survival if times get tough. Indigenous population data for evaluation and performance measurement: A cautionary note Gaminiratne Wijesekere (Dept. of Families, Housing, Community Services and Indigenous Affairs, Canberra) I outline the status of population census counts for Indigenous peoples, identifying information on Indigenous births and deaths, and internal migration estimates. I comment on the ?experimental? Indigenous population projections and question the rationale for having two sets of projections. Program managers and evaluators need to be mindful of limitations of the data when using these projections for monitoring, evaluating and measuring Indigenous programs. Reaching out to a younger generation using a 3D computer game for storytelling: Vincent Serico?s legacy Theodor G Wyeld (Flinders University, Adeliade) and Brett Leavy (CyberDreaming Australia) Sadly, Vincent Serico (1949?2008), artist, activist and humanist, recently passed away. Born in southern Queensland in Wakka Wakka/Kabi Kabi Country (Carnarvon Gorge region) in 1949, Vincent was a member of the Stolen Generations. He was separated from his family by White administration at four years of age. He grew up on the Cherbourg Aboriginal Reserve in the 1950s, when the policies of segregation and assimilation were at their peak. Only returning to his Country in his early forties, Vincent started painting his stories and the stories that had been passed on to him about the region. These paintings manifest Vincent?s sanctity for tradition, storytelling, language, spirit and beliefs. A team of researchers was honoured and fortunate to have worked closely with Vincent to develop a 3D simulation of his Country using a 3D computer game toolkit. Embedded in this simulation of his Country, in the locations that their stories speak to, are some of Vincent?s important contemporary art works. They are accompanied by a narration of Vincent?s oral history about the places, people and events depicted. Vincent was deeply concerned about members of the younger generation around him ?losing their way? in modern times. In a similar vein, Brett Leavy (Kooma) sees the 3D game engine as an opportunity to engage the younger generation in its own cultural heritage in an activity that capitalises on a common pastime. Vincent was an enthusiastic advocate of this approach. Working in consultation with Vincent and the research team, CyberDreaming developed a simulation of Vincent?s Country for young Aboriginal and non-Aboriginal persons from the Carnarvon Gorge region to explore Vincent?s life stories of the region. The use of Vincent?s contemporary paintings as storyboards provides a traditional medium for the local people to interactively re-engage with traditional values. Called Serico?s World, it represents a legacy to his life?s works, joys and regrets. Here we discuss the background to this project and Vincent?s contribution. A singular beeswax representation of Namarrkon, the Lightning Man, from western Arnhem Land RG Gunn (La Trobe University) and RL Whear (Jawoyn Association) Samples from a beeswax representation of Namarrkon, the Lightning Man, from western Arnhem Land were analysed for radiocarbon and dated to be about 150 years old. An underlying beeswax figure was found to be approximately 1100 years old. The Dreaming Being Namarrkon is well known throughout Arnhem Land, although his sphere of activity is concentrated around the northern half of the Arnhem Land plateau. Namarrkon is well represented in rock-paintings in this area and continues to be well represented in contemporary canvas-paintings by artists from the broader plateau region. We conclude that representations of Namarrkon in both painted and beeswax forms appear to be parallel manifestations of the late Holocene regionalisation of Arnhem Land. ?Missing the point? or ?what to believe ? the theory or the data?: Rationales for the production of Kimberley points Kim Akerman (Moonah) In a recent article, Rodney Harrison presented an interesting view on the role glass Kimberley points played in the lives of the Aborigines who made and used them. Harrison employed ethnographic and historical data to argue that glass Kimberley points were not part of the normal suite of post-contact artefacts used primarily for hunting and fighting or Indigenous exchange purposes, but primarily were created to service a non-Indigenous market for aesthetically pleasing artefacts. Harrison asserted that this market determined the form that these points took. A critical analysis of the data does not substantiate either of these claims. Here I do not deal with Harrison?s theoretical material or arguments; I focus on the ethnographic and historical material that he has either omitted or failed to appreciate in developing his thesis and which, in turn, renders it invalid. The intensity of raw material utilisation as an indication of occupational history in surface stone artefact assemblages from the Strathbogie Ranges, central Victoria Justin Ian Shiner (La Trobe University, Bundoora) Stone artefact assemblages are a major source of information on past human?landscape relationships throughout much of Australia. These relationships are not well understood in the Strathbogie Ranges of central Victoria, where few detailed analyses of stone artefact assemblages have been undertaken. The purpose of this paper is to redress this situation through the analysis of two surface stone artefact assemblages recorded in early 2000 during a wider investigation of the region?s potential for postgraduate archaeological fieldwork. Analysis of raw material utilisation is used to assess the characteristics of the occupational histories of two locations with similar landscape settings. The analysis indicates variability in the intensity of raw material use between the assemblages, which suggests subtle differences in the occupational history of each location. This book was published during the time that Dr. Angus was practicing in Nhill and most likely purchased and used by him at that time. It talks about Australia’s economic situation at the time, and offers strategies. The book was donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, Surgeon and Oculist. It is part of the “W.R. Angus Collection” that includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. ABOUT THE “W.R.ANGUS COLLECTION” Doctor William Roy Angus M.B., B.S., Adel., 1923, F.R.C.S. Edin.,1928 (also known as Dr Roy Angus) was born in Murrumbeena, Victoria in 1901 and lived until 1970. He qualified as a doctor in 1923 at University of Adelaide, was Resident Medical Officer at the Royal Adelaide Hospital in 1924 and for a period was house surgeon to Sir (then Mr.) Henry Simpson Newland. Dr Angus was briefly an Assistant to Dr Riddell of Kapunda, then commenced private practice at Curramulka, Yorke Peninsula, SA, where he was physician, surgeon and chemist. In 1926, he was appointed as new Medical Assistant to Dr Thomas Francis Ryan (T.F. Ryan, or Tom), in Nhill, Victoria, where his experiences included radiology and pharmacy. In 1927 he was Acting House Surgeon in Dr Tom Ryan’s absence. Dr Angus had become engaged to Gladys Forsyth and they decided he would take time to further his studies overseas in the UK in 1927. He studied at London University College Hospital and at Edinburgh Royal Infirmary and in 1928, was awarded FRCS (Fellow from the Royal College of Surgeons), Edinburgh. He worked his passage back to Australia as a Ship’s Surgeon on the on the Australian Commonwealth Line’s T.S.S. Largs Bay. Dr Angus married Gladys in 1929, in Ballarat. (They went on to have one son (Graham 1932, born in SA) and two daughters (Helen (died 12/07/1996) and Berenice (Berry), both born at Mira, Nhill ) Dr Angus was a ‘flying doctor’ for the A.I.M. (Australian Inland Ministry) Aerial Medical Service in 1928 . The organisation began in South Australia through the Presbyterian Church in that year, with its first station being in the remote town of Oodnadatta, where Dr Angus was stationed. He was locum tenens there on North-South Railway at 21 Mile Camp. He took up this ‘flying doctor’ position in response to a call from Dr John Flynn; the organisation was later known as the Flying Doctor Service, then the Royal Flying Doctor Service. A lot of his work during this time involved dental surgery also. Between 1928-1932 he was surgeon at the Curramulka Hospital, Yorke Peninsula, South Australia. In 1933 Dr Angus returned to Nhill where he’d previously worked as Medical Assistant and purchased a share of the Nelson Street practice and Mira hospital from Dr Les Middleton one of the Middleton Brothers, the current owners of what was once Dr Tom Ryan’s practice. Dr L Middleton was House Surgeon to the Nhill Hospital 1926-1933, when he resigned. [Dr Tom Ryan’s practice had originally belonged to his older brother Dr Edward Ryan, who came to Nhill in 1885. Dr Edward saw patients at his rooms, firstly in Victoria Street and in 1886 in Nelson Street, until 1901. The Nelson Street practice also had a 2 bed ward, called Mira Private Hospital ). Dr Edward Ryan was House Surgeon at the Nhill Hospital 1884-1902 . He also had occasions where he successfully performed veterinary surgery for the local farmers too. Dr Tom Ryan then purchased the practice from his brother in 1901. Both Dr Edward and Dr Tom Ryan work as surgeons included eye surgery. Dr Tom Ryan performed many of his operations in the Mira private hospital on his premises. He too was House Surgeon at the Nhill Hospital 1902-1926. Dr Tom Ryan had one of the only two pieces of radiology equipment in Victoria during his practicing years – The Royal Melbourne Hospital had the other one. Over the years Dr Tom Ryan gradually set up what was effectively a training school for country general-practitioner-surgeons. Each patient was carefully examined, including using the X-ray machine, and any surgery was discussed and planned with Dr Ryan’s assistants several days in advance. Dr Angus gained experience in using the X-ray machine there during his time as assistant to Dr Ryan. Dr Tom Ryan moved from Nhill in 1926. He became a Fellow of the Royal Australasian College of Surgeons in 1927, soon after its formation, a rare accolade for a doctor outside any of the major cities. He remained a bachelor and died suddenly on 7th Dec 1955, aged 91, at his home in Ararat. Scholarships and prizes are still awarded to medical students in the honour of Dr T.F. Ryan and his father, Dr Michael Ryan, and brother, John Patrick Ryan. ] When Dr Angus bought into the Nelson Street premises in Nhill he was also appointed as the Nhill Hospital’s Honorary House Surgeon 1933-1938. His practitioner’s plate from his Nhill surgery states “HOURS Daily, except Tuesdays, Fridays and Saturday afternoons, 9-10am, 2-4pm, 7-8pm. Sundays by appointment”. This plate is now mounted on the doorway to the Port Medical Office at Flagstaff Hill Maritime Village, Warrnambool. Dr Edward Ryan and Dr Tom Ryan had an extensive collection of historical medical equipment and materials spanning 1884-1926 and when Dr Angus took up practice in their old premises he obtained this collection, a large part of which is now on display at the Port Medical Office at Flagstaff Hill Maritime Village in Warrnambool. During his time in Nhill Dr Angus was involved in the merging of the Mira Hospital and Nhill Public Hospital into one public hospital and the property titles passed on to Nhill Hospital in 1939. In 1939 Dr Angus and his family moved to Warrnambool where he purchased “Birchwood,” the 1852 home and medical practice of Dr John Hunter Henderson, at 214 Koroit Street. (This property was sold in1965 to the State Government and is now the site of the Warrnambool Police Station. ). The Angus family was able to afford gardeners, cooks and maids; their home was a popular place for visiting dignitaries to stay whilst visiting Warrnambool. Dr Angus had his own silk worm farm at home in a Mulberry tree. His young daughter used his centrifuge for spinning the silk. Dr Angus was appointed on a part-time basis as Port Medical Officer (Health Officer) in Warrnambool and held this position until the 1940’s when the government no longer required the service of a Port Medical Officer in Warrnambool; he was thus Warrnambool’s last serving Port Medical Officer. (The duties of a Port Medical Officer were outlined by the Colonial Secretary on 21st June, 1839 under the terms of the Quarantine Act. Masters of immigrant ships arriving in port reported incidents of diseases, illness and death and the Port Medical Officer made a decision on whether the ship required Quarantine and for how long, in this way preventing contagious illness from spreading from new immigrants to the residents already in the colony.) Dr Angus was a member of the Australian Medical Association, for 35 years and surgeon at the Warrnambool Base Hospital 1939-1942, He served as a Surgeon Captain during WWII1942-45, in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack. During his convalescence he carved an intricate and ‘most artistic’ chess set from the material that dentures were made from. He then studied ophthalmology at the Royal Melbourne Eye and Ear Hospital and created cosmetically superior artificial eyes by pioneering using the intrascleral cartilage. Angus received accolades from the Ophthalmological Society of Australasia for this work. He returned to Warrnambool to commence practice as an ophthalmologist, pioneering in artificial eye improvements. He was Honorary Consultant Ophthalmologist to Warrnambool Base Hospital for 31 years. He made monthly visits to Portland as a visiting surgeon, to perform eye surgery. He represented the Victorian South-West subdivision of the Australian Medical Association as its secretary between 1949 and 1956 and as chairman from 1956 to 1958. In 1968 Dr Angus was elected member of Spain’s Barraquer Institute of Barcelona after his research work in Intrasclearal cartilage grafting, becoming one of the few Australian ophthalmologists to receive this honour, and in the following year presented his final paper on Living Intrasclearal Cartilage Implants at the Inaugural Meeting of the Australian College of Ophthalmologists in Melbourne In his personal life Dr Angus was a Presbyterian and treated Sunday as a Sabbath, a day of rest. He would visit 3 or 4 country patients on a Sunday, taking his children along ‘for the ride’ and to visit with him. Sunday evenings he would play the pianola and sing Scottish songs to his family. One of Dr Angus’ patients was Margaret MacKenzie, author of a book on local shipwrecks that she’d seen as an eye witness from the late 1880’s in Peterborough, Victoria. In the early 1950’s Dr Angus, painted a picture of a shipwreck for the cover jacket of Margaret’s book, Shipwrecks and More Shipwrecks. She was blind in later life and her daughter wrote the actual book for her. Dr Angus and his wife Gladys were very involved in Warrnambool’s society with a strong interest in civic affairs. Their interests included organisations such as Red Cross, Rostrum, Warrnambool and District Historical Society (founding members), Wine and Food Society, Steering Committee for Tertiary Education in Warrnambool, Local National Trust, Good Neighbour Council, Housing Commission Advisory Board, United Services Institute, Legion of Ex-Servicemen, Olympic Pool Committee, Food for Britain Organisation, Warrnambool Hospital, Anti-Cancer Council, Boys’ Club, Charitable Council, National Fitness Council and Air Raid Precautions Group. He was also a member of the Steam Preservation Society and derived much pleasure from a steam traction engine on his farm. He had an interest in people and the community He and his wife Gladys were both involved in the creation of Flagstaff Hill, including the layout of the gardens. After his death (28th March 1970) his family requested his practitioner’s plate, medical instruments and some personal belongings be displayed in the Port Medical Office surgery at Flagstaff Hill Maritime Village, and be called the “W. R. Angus Collection”. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The collection of medical instruments and other equipment is culturally significant, being an historical example of medicine from late 19th to mid-20th century.
