Library Development The library building has been designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally-made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are a number of features. During his experience year he worked as a builder's labourer on the new Eltham Library construction project. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. In 1860 Smeaton residents appealed for funds to establish a school. Patrick Curtain, and his co-workers raised more than £150 plus a land grant (Allot A, Sect 2, Township of Smeaton). Head Teacher John Forbes, with assistant Zillah North, opened a timber school building which measured 36ftx18ft (11.0x5.5m) on 1 September 1861 with 44 children. Rising enrolment to 65 in 1868 made building alterations necessary. During 1870-1 a residence of four rooms was supplied and in October 1882 a 20ftx18ft (6.1x5.5m) classroom. In 1907 a new brick building accommodated 122 children. Among notable ex-pupils are Major-General Bridgeford, Frank Wright ( Musical Director of the London County Council), Alex Wright, (AKA singer Andre Navarre), and Les Brooks. (Visions and Realisations) In 2013 it was announced that Smeaton Primary School would close. The Hepburn advocate reported: "A Department of Education spokesman has confirmed the Smeaton Primary School council recently voted unanimously to recommend the school close at the end of the year. The school currently has 12 students with enrollments dwindling during the past few years and no prep students to its boost numbers or its future. The school’s imminent closure comes as the Smeaton community gears up for the town’s 175th anniversary which will be celebrated later this year. "It has been decided by the managing body of St. John's Church of England to erect a war memorial to commemorate the thirty brave men of the congregation who have given their lives at the front, and the 98 men whom they expect to welcome home again. The memorial will cost from £250 to £300 to complete in its entirety, and active steps have been taken to raise the amount amongst the members and adherents of the church. ... The sanctuary panels will be placed on each side of the altar, and will become the permanent Honor Roll by having the names of the soldiers and nurses who enlisted from the congregation inscribed thereon.The whole scheme when completed will be a noble monument to the loyalty, response to duty, and self-sacrifice of the members of the church who enlisted, and will in years to come remind the worshippers of the response of the young members of the congregation to the call of our Empire in her great need. Parks Victoria - Wilsons Promontory Lightstation

The grey painted heavy wooden, homemade box has a freehand inscription in black on outside, which reads ‘LEVINGS To MAAT IS’. The writing refers to Alan and Marlene Levings, who began their twenty-two year career in lightkeeping with a posting to Tasman Island, off Port Arthur, in the 1960s. After four years they moved to Maatsukyer Island off south-west Tasmania, Australia’s southern-most lightstation, followed by postings to South Bruny, Eddystone Point and Wilsons Promontory. The robust box journeyed with the Levings through their postings to five lightstations and came to rest at Wilsons Promontory when Alan retired. It is not known whether the box was used in an office or domestic context. The movement of people and objects is a significant and unique theme that runs through the history of Australia’s lightstations. This historical process relates Victoria to the much bigger story of Australia’s network of lightstations. Alan Levings has been described as an extremely interesting character and artist. When Levings was a lightkeeper at Wilson’s Promontory, delivery of goods was by boat, then off the boat by a winch and onto the back of a truck. For this reason, packing boxes in earlier years had to be extremely robust. Today, anything that is not carried into Wilson’s Promontory Lightstation by foot, comes by helicopter, eradicating the need for heavy packing boxes such as Levings’. This humble box has first level contributory significance for its reliable provenance which traces its journey through five lightstations; for its association with a former lightkeeping family; and for contributing to an understanding of the pattern of lightstation life.Wooden box, light blue/grey painted. Sold as a souvenir of Mt Buffalo. 'Souvenirs in relation to the Chalet and Mount Buffalo were first mention in December 1912... A large range of souvenirs has since been associated with the Chalet and Mount Buffalo from crafted wooden items, silver spoons, cups etc... The collection includes a broad selection of products that have been sold throughout much of the Chalet's history, each representative of the transient fashions of their period.' (Pg. 114. Historica) "Souvenirs in relation to the chalet were perhaps first mentioned in December 1912, when enterprising locals, Mr J Pass of Porepunkah and Mr C Walker asked for permission to use timber on the mountain for making ornamental souvenirs . The government was agreeable to the ide and soon afterwards PWD chief architect George Austin went to Mount buffalo to make arrangements for supply of the timber, They proposed to make wooden egg cups, small boxes and photograph frames to sell to tourists, small items that' will serve as an advertising medium of the famous mount'" (Pg. 113.Historica) ' Fig 123. Please find 5 photographs taken by me & my wife Brenda, at Ballarat, on 14 December 1993. Unfortunately, I did not take photographs of the building that housed the exhibit, probably because I thought just how sad and pathetic the entire memorial display looked. It comprised a reconstructed slab hut and nearby a partly-rebuilt fence that represented the hastily-built Eureka Stockade. The signage that detailed the events surrounding the Eureka Stockade was affixed to the hut wall beside the entrance to the interior diorama. In the first photograph, you can see the dark, bare timber colour of the slab wood that held the signage plus (on the left side) one of the numerous holes in the slab walls. This made the display very cold and draughty in its interior. Once inside, you were confronted with an earthen, gravel and leafy floor, which became muddy, after rain, as it was on the day of our visit. The diorama was held in a glass and cement display case. with no lights on. It was dark inside the hut so the diorama was not easy to see unless you inserted a coin into a metal pay-box. Then lights would turn on and a recording of shouting and gunfire (representing the battle noise) would play. I remember the whole experience to be short and underwhelming. To get an idea of the scale of the diorama, you can see Brenda’s elbow & part torso to the left of the photograph labeled “diorama- hut exit”. Once outside the diorama’s slab hut, you could walk across to a partial representation of the stockade’s fortifications, complete with two wagon wheels. This space was also graveled to distinguish it from the rest of the green-lawn park. Finally, you walked up the hill, from the hut and outside display, to visit the old Eureka Stockade monument & cannons. This is still in existence today.
