Trained as a cartographic draftsman within the mining industry, Margaret Picken is an artist who worked producing property illustrations for real estate agencies in eastern suburbs of Victoria from 1983-2005. In 1970, the area now known as the Morack Golf Course was rezoned from 'Rural' to 'Public Open Space'. This allowed planning to go ahead and by 1973 sufficient land had been acquired by the Melbourne and Metropolitan Board of Works. The course was first open on 8 May 1976 as a nine-hole course. Aged 17, Edwin Thomas Penny took over the 10 acres of freehold land held by his deceased father, Thomas Penny. St George's Church of England, Mont Albert was built in 1886 and from 1904 until 1907 was known as Holy Trinity, Surrey Hills. As the population increased there was a need for a church in Surrey Hills. This brick church was consecrated in 1922 and replaced the earlier one built in 1907 on the adjacent site in Union Road. After construction of the brick church, the earlier one became a Sunday School. The copper spire was added in 1926, which dates this photo as post-1926. The Album was compiled by Nancy McHaffie late 1990's, with the assistance of Edith Jeffery's, with her book "Garden of Memories" and extensive knowledge of Phillip Island. The Cemetery lies back from the road and is surrounded by Manna Gums, rare Peppermint Gums, Blackwoods and other native trees. In all 25 acres of land were set aside as Crown Land in the land settlement of 1868. The Blanche Shallard tree was planted in honour of significant long time contributing member of the Shire of Eltham Historical Society/Elthamn District Historical Society. It was located in the garden to the rear of the Local History Centre beside the former Courthouse. Drainage infrastructure was developed and maintained in this region by the Snowy River Improvement Trust. The Trust was administered by a local committee and its activities funded by a local rate charged on the farmers and land owners in the Trust’s designated district. The level of the rate charged by the Trust was designed to be proportionate to the benefit derived from the works undertaken. Financial assistance was provided by the State Government from time to time for specific projects such as post flood repairs but not for new capital works. The Trust undertook new drainage and river management works including tree planting, rock beach construction and servicing of the drains and flood gates. The Trust also provided a personal flood warning service to the farmers in its district. The Trust ceased to operate in 1997 with the advent of the East Gippsland Catchment Management Authority. The infrastructure developed by the Trust continues to provide a service to the farmers in the region. (ref. 4 East Gippsland CMA Submission to Inquiry into Flood Mitigation Infrastructure in Victoria) This plan is significant as a historical document. The Snowy River Improvement Trust was vital to the Orbost district because of its ability to apply local knowledge and to engage the local farming community.A large plan of divisions of land for the purpose of levying the Snowy River Improvement District - Bete Bolong, Orbost, Waygara, Newmerella and Orbost East. Walking or driving up Main Road, you enter Eltham’s Avenue of Honour, with its rows of plane trees, each commemorating the death of a soldier sent to fight in World War 1. 115 trees were first planted on 21st September 1917 beginning at “the flat” to the intersection of Pitt Street. Tree guards and copper name plates were later added. In the ‘20s and ‘30s too many branches were broken off by carriers whipping their horses up the steep slope. In the 1950s many of the original trees were removed for road widening and new plane trees were planted in their place. In June 2015 during the Anzac Centenary, Nillumbik Shire Council dedicated the new Avenue of Honour in the Eltham Gateway. New markers commemorate local soldiers.
