Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" A second article "Anger over reserve power" by Laeta Antonysen provides commentary from the three Planning Special Committee community members, former Eltham Shire Councillor Jim Connor, Bronwyn South and Janet Mattiske about the process that took place and the first time use of the spoecial reserve power to overturn the decision of the committee. Photocopies from "Victoria and its Metropolis: Past and Present". Chapter 19, "The Upper Yarra District" pages [402] - 415. Includes descriptions of some townships and short biographies of local residents. Victoria and Its Metropolis' is a large two volume history of Victoria, written in 1888 by Alexander Sutherland. It contains a huge amount of information on the people of the colony and its early history. The first volume covers information from the discovery of Australia, through to the exploration of Victoria and the first settlers to the pioneers. It then continues on to discuss immigration, the era of gold, the development of government, agriculture, music and art, literature and the metropolis of Melbourne. A large portion of the second volume examines the colony by district, which covers many districts throughout the state as well as the metropolitan area. Hundreds of biographical entries are scattered throughout and a comprehensive biographical index is included at the end. During the latter part of 2003 all of the historical societies and similar organisations in the Shire of Nillumbik attended a series of combined meetings arranged by Nillumbik Shire Council. The meetings were arranged by the Council's Arts and Cultural Services Co-ordinator and the Community Events Officer. ..The principal outcome of meetings ..to organise a Nillumbik Heritage Week to run from Friday 26th March to Sunday 4th April. The main event will be a combined heritage "expo" from 26th to 28th March, to be held in the Panton Hill Hall. The theme will be "Dirt Farming" which derives from the subsistence farming activities of the early settlers but could be widened to include gold mining, earth building and even modem day bushland regeneration. It fits well with the name "Nillumbik" which in the language of the Wurundjeri meant the not so good country covering most of our area and contrasted with the rich soil of the Kangaroo Grounds which they called Moor-rul. The following weekend each society will arrange their own separate activities. We intend to have open days at our Local History Centre on both days and this will include a display in the adjoining former Eltham Court House. We are also planning a heritage walk at 2.00pm on each day. Other groups will be having open days, displays, walks, guided car tours and other activities. - NL 154A3 sheet folded. Was folded up and pasted into the minutes of the Borough Legislative Committee opposite June/July, 1865. Joan WINTER, City of Port Phillip Collections Manager, paid for conservators to remove and restore it, then framed it for exhibition in 'Dreedging, Draining and Dipping'1995/96.
