A document containing a speech by Colonel A. N. Kemsley, E.D. at a weekly luncheon at Legacy sometime in the early 1950s. He presented details of the initial building of the Shrine and the changes being made to commemorate the second world war, such as the forecourt and new cenotaph and flagpoles. He mentions the upcoming Anzac Day in 1953. After the first world war there was a decision made to create a memorial. Legatees were involved in the process at various times and capacities. In particular Legatee Kemsley was vocal in idea of a structure over a utilitarian memorial (such as a hospital or a park) - see letter at 01182. These notes include the resolution that passed at the Melbourne Town Hall at a public meeting: "That this meeting of citizens confirm the launching of an appeal by the Lord Mayor to establish a National War Memorial by means of a monument and that an executive committee with the Lord Mayor as Chairman with power to add and point sub-committees be formed to carry out the project." Also that 20 sites were selected for consideration in 1921. Although the St Kilda Road site was favoured early on, by 1926 there was pressure to change to a "provision of square" and Cenotaph at the intersection of Spring and Bourke Streets. Legacy Clubs voiced their opposition to this proposal by passing a resolution "That the Melbourne Legacy Club, representative of the returned soldiers in business in this city, whilst welcoming the Anzac Square Scheme as a city improvement, cannot support it as a War Memorial scheme and affirms its support for the Shrine of Remembrance in the Domain as the only War Memorial worthy of Victoria's unparalleled efforts in the Great War." The document was in an envelope with a letter dated 30 April 1971 (01182) that also outlines the efforts Legacy (especially L/- Kemsley) went through to promote the construction of the Shrine of Remembrance over a proposed square. The envelope says 'The Origin of the Shrine of Remembrance p/p Legatees Kemsley and Joynt'. And the initial 'JMBA'?. It was in a file with other documents concerning the Shrine and it's history.A record of the events that led to the construction of the Shrine of Remembrance as noted by a Legatee at the time. The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. William PEASCOD (1920-1985) Born Maryland, Cumberland, United Kingdom. Arrived Australia 1952 The son of a coal miner, William Peascod was born in England in 1920. He worked in Dapto and Wollongong from 1953-1980. Working as a lecturer in Mining at Wollongong Technical College and Sydney University, he was also an artist, writer and accomplished mountaineer. He published his autobiography ‘Journey after Dawn’ in England in 1985. During various periods between 1953-1959 William Peascod studied painting, drawing and pottery at the National Art School, Wollongong. In 1980 William Peascod returned to England. He died in 1985, while mountain climbing in Wales. This item is part of the Federation University Art Collection. 1922 August Rietmann was commissioned to sculpt a bust of Sir MacPherson Robertson 1859-1945, confectionery maker, ( famous for Freddo Frogs and Cherry Ripe chocolate bar). The Bust was installed at Mac Robertson Girls High School for which he had donated funds for the building. 'MacRob' also funded the bridge over the Yarra River and the herbarium in the Botanical Gardens that all bear his name. August Rietmann (1877-1951) of Lustdorf ,Switzerland, married Maria Frieda Oesschlager (2/2/1878- 22/7/1942) of Baden Baden, Germany on 6/8/1910 In August 8th 1915 August and his wife Frieda migrated to Melbourne, Victoria, Australia sailing on the Steam Ship ‘Osterley’ from Marseilles to Melbourne They leased Box Cottage, Ormond in 1917 and raised two children, Stefanie (1918 -2006) and William (1920- 1997). 1935 August purchased the property and the family used the Cottage during the day and slept in the Front House. August was a monumental mason, potter and sculptor, and was employed at Corbens Ltd Clifton Hill, to carve war memorials in Victoria post WW1 c 1915-1922. During the 1920's August set up his own business in pressed cement making pot plants, columns,paving slabs and lampstands. He continued to carve headstones and figures and took contract work for Artists eg Paul Mountford. He built a workshop in the Barn and used the Cottage for plaster moulding. His son William joined the business and and the family continued to use the site after August died in 1951. Rietmann Landscaping Ltd moved to Bay Road Highett in 1953 and later to Carrum. The land, containing the Box Cottage, was sold to Lewis Timber Pty Ltd in 1970 and Mr Lewis proposed that Moorabbin City Council should preserve the heritage Cottage. In 1984 the Cottage was dismantled and reconstructed in the adjacent Joyce Park. The Rietman family is an example of the diverse nationalities that lived and worked productively in Moorabbin Shire 1871–1933 , the City of Moorabbin 1934-1994 and continues today in the Cities of Glen Eira, Kingston, Bayside, and Monash. August, a sculptor and stone mason, was employed by Corben Pty Ltd Clifton Hill to carve WW1 Memorials before establishing his own successful masonry business in the Box Cottage during the latter 1920s. After becoming interested in pressed cement casting, he took on apprentices (1930s Depression) and among his products were garden furniture, pots and also street lamp standards, some of which were installed in St Kilda Road.
