Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. Councilor James Baird was elected as a member of the first Ballarat Shire Council in 1863 becoming the first Shire President for 1863-64,and was on council until 1865.He was then re-elected to council in1868 until 1887.He then served three more terms as President 1874-75 ,1875-76, and 1879-80.This original photo is of the first President of the newly formed Ballarat Shire. This calendar of early Melbourne scenes was produced in 1938 to celebrate the 75th anniversary of the founding of the firm in Melbourne. The size, layout and images were a copy of the original calendar produced in 1863. First curator's cottage, was built in the gardens early 1860's, later moved to 1414 Gregory St, now relocated back to the Northern Gardens and used by the "Friends of the Ballarat Botanical Gardens" for meetings and Botanikids activities.The Cottage is important as an early structure in the Ballarat Botanical Gardens. It is one of the early works of the Ballarat pioneer architect, Cassini. Its removal from Gregory Street back to the Gardens is testament to the generosity and enthusiasm of the Friends of the Ballarat Botanical Gardens. Its renovation was funded by the Ballarat City Council and the Friends of the Botanic Gardens as an important landmark from the past. It is now visited, used and enjoyed by the community. Wesleyan Church Main Street Reefs. Opened 1863. Part of a collection of Photographs by Mr. O.G. Armstrong as commissioned by the Shire of Stawell for the Inter-colonial and Paris Exhibition in Melbourne in 1866. This brick church, later known as the Wesley Centre, was opened for service on Christmas Day 1863. It was situated in the Main Street alongside the Town Hall which was constructed in 1872. The Eltham Roads Board was established in 1856. This is a unique significant record of early settlers in the Shire of Eltham. One of 6 early rate books. This is among the oldest items in the EDHS collection. An article in the Eltham and Whittlesea Shires Advertiser Friday 21 Nov 1941 Page 5 titled: District's Early History states: "The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was (pounds)153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra."Ledger with printed columns: Number, Name of Occupier, Description, Where situated, Cultivated land, Pasture land, Estimated annual value of buildings, Rate, Remarks, Arrears collected, excused, unoccupied, uncollected and amount actually collected.
