On return to Australia the veterans looked to maintain the ties created amongst those who were in Tobruk during the siege and to ensure their needs were supported. In 1944, the Rats of Tobruk Association, NSW was established. This was followed by the establishment of the Victorian Branch on 2nd October 1945. Other branches and sub-branches were established across Australia and a Federal Council was established in 1946. With the passing of the survivors of Tobruk, most branches have been wound up with the exception of the Victorian branch. Since 2012 the Rats of Tobruk Association Inc. has opened up affiliate membership to descendants and relatives of the original "Rats" in order to preserve their legacy.This item is part of a collection of items owned by Arthur Lock, a member of the 2/23rd Battalion, an all-volunteer Second Australian Imperial Force which served as part of the garrison during the Siege of Tobruk, then at El Alamein, New Guinea and Borneo. Ralph Eric Pattison, City Librarian 1936 - 1960 Photograph Portrait ...THE PATTISON COLLECTION Flagstaff Hill’s ‘Pattison Collection’ includes rare books such as “The Birds of Australia” by Broinowsky. The collection of books and records was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. In 1935, Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library, as the Warrnambool Mechanics’ Institute was called. When the Warrnambool Mechanics’ Institute building was pulled down in 1963, a new civic building was erected on the site, and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the Warrnambool Mechanics’ Institute. At this time, some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually, the components of the Warrnambool Mechanics’ Institute were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later, some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult to trace all of the items that have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions, including the Mechanics’ Institute itself. RALPH ERIC PATTISON (1891-1969) Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920, and they set up home in Warrnambool. In 1935, Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as a Lieutenant. A few years later, he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950s, he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, because he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the library until he died in 1969. The photograph of Ralph Eric Pattison is significant as it represents the connection of Pattison with the Warrnambool community from the 1930s to 1960s. Pattison enthusiastically worked to index and catalogue the existing books, expand the library's contents to suit a wide variety of topics, and make the material accessible to all people, including the first library for children. The editor sent a notice to widows asking for their suggestions. The first newsletter in the new format (30/9/60) contains his editorial expressing disappointment that he had received no replies. There is also a letter stored with the newsletters from a widow sending her observation that the editor had sounded rejected and sends her best wishes. There is also a list of meeting dates for 1960 from 29/3/60. There were so many widows that the meetings were spread over three groups - yellow, green and red - each meeting on a different Wednesday of the month at the Melbourne Town Hall. On the free Wednesday there was a card party for anyone to attend (fee 1/-). There is a letter for October and November 1960, each of 4 pages, with details of meetings and activities such as the Christmas party. In November there were calls for nominations for the committee members in 1962. Committee comprised of a President, 2 Vice presidents, Hon. Secretary, Hon. Treasurer, Hon. Assistant Secretary and 14 members of the committee. The first edition in the new format was in 1960, previously there had been a quarterly magazine but the distribution was limited, they changed to a 4 page newsletter format to reach more of the widows. The newsletter was priced at 2c a copy. The price of theatre tickets was $3. Various pages of interest have been added to show different news items. Metal plaque recording the official opening of the Kew City Hall, 23rd April 1960. ...The Municipality of Kew was proclaimed on 19 December 1860, then upgraded to a Borough (1863), a Town (1910) and finally a City (1921). From 1865, its offices were based in the former Athenaeum Hall in Walpole Street, which, although extended in 1883, inevitably became inadequate. Plans for a new purpose-built Town Hall were first mooted in the late 1880s, but fell prey to six subsequent decades of debate. During that time, many sites were considered and rejected, and several schemes prepared. Finally, in 1945, it was resolved to build a new civic centre as a war memorial. The council acquired Southesk, a mansion on the south-west corner of Cotham Road and Charles Street – first mooted as a possible Town Hall site two decades earlier – and plans for a civic precinct were drawn up by John Scarborough. The project stalled until 1957, when a Town Hall Committee was formed and a new architect appointed: Harold Bartlett of Leith & Bartlett. He also proposed an entire civic precinct, of which a large public hall would constitute Stage One. Designed to accommodate almost any public or official function, the space had had a small stage at one end for intimate theatrical productions, a larger stage at the other (with operable sunken orchestra pit) for musical performances, plus the most up-to-date equipment for live TV transmission. The building, befitting its original intent as a war memorial, was also to include a sculpted monument, for which a separate design competition was held. First prize went to George H Allen (1900-1972), long-time head of the Sculpture Department at RMIT and a former war artist himself (the only one, in fact, to have worked in the medium of sculpture). At the time of the Kew project, Allen was best known for his Cenotaph at the Shrine of Remembrance (1955) and a controversial abstract sculpture at Hume House in William Street (1957). Tenders for the new hall were called and the contract (worth £104,986) was awarded to H F Yuncken. The foundation stone was laid by the Mayor, Cr F C O'Brien, on 1 June 1959. Completion (initially scheduled for October) was delayed by the unavailability of certain materials; it was barely finished in time for the official opening (by Premier Henry Bolte) on 23 April 1960. The war memorial was unveiled two days later (Anzac Day) by Bolte's deputy, the Hon A G Rylah. Fittingly, that year also marked Kew's municipal centenary, and many celebratory events were held in and around the new civic centre in December, including a special council meeting (attended by the Prime Minister), a tree planting ceremony and a youth ball.
