Takeo Iwahashi was the founder of the Nippon Lighhouse for the Blind in Japan. He made an enormous contribution to the lives and progress of blind people around the world, and was a great friend of Helen Keller. The annual Takeo Iwahashi Award was founded in his memory and is awarded to a "worker for the blind whose contribution to work for the blind in the fields of education, training, rehabilitation, placement, prevention and cure of blindness, administration of services for the welfare of the blind or any other program related to the welfare of the blind has been outstanding." Hugh Jeffrey won this award in 1988. This intricate and delicate presentation envelope is made from a heavy guage paper/fabric blend. It features a small addition of origami on the front, as well as Japanese calligraphy and a gold and silver knotted ribbon holding it closed. Another building was added in 1904, Syme Ward for convalescent patients. In 1933, the facility was replaced by a newly-built hospital in the town of Stawell. In 1934, the Mental Hygiene Department acquired the old Pleasant Creek Hospital site and converted it to accommodate children with disabilities, which became Pleasant Creek Special School. The first residents (18 boys) were admitted in 1937 from Royal Park Depot. At the end of 1937, there were 98 children living at Pleasant Creek. In 1968 the Pleasant Creek Special School was renamed Pleasant Creek Training Centre, caring for people with intellectual disabilities. The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. Chelsea Clock Company History: The Chelsea Clock Company is an American clock manufacturing company that started before 1880 with Joseph Henry Eastman who founded the Harvard Clock Company and produced 800 clocks of marine, carriage, shelf and banjo types. He went on to change the company name to the Boston Clock Company in 1884. After several name changes in 1897, the Chelsea Clock Company was finally founded. Clocks produced by Chelsea Clock Company have been found in the White House, on US Naval Ships, and in homes and offices around the world. After the company first began life as the Harvard Clock Company, it was named the Boston Clock Company, the Eastman Clock Company before finally becoming the Chelsea Clock Company in July of 1897. The company had developed many patents and innervations over these years and between 1939 and 1946 during World War II they were awarded contracts by the U.S Maritime Commission and produced vast numbers of clocks for both merchant and naval ships. U.S Maritime Commission History: The United States Maritime Commission (MARCOM) was an independent executive agency of the U.S. federal government that was created by the Merchant Marine Act of 1936, and replaced the United States Shipping Board which had existed since World War I. It was intended to formulate a merchant shipbuilding program to design and build five hundred modern merchant cargo ships to replace the World War I vintage vessels that comprised the bulk of the United States Merchant Marine, and to administer a subsidy system authorized by the Act to offset the cost differential between building in the U.S. and operating ships under the American flag. It also formed the United States Maritime Service for the training of seagoing ship's officers to man the new fleet. The purpose of the Maritime Commission was to formulate a merchant shipbuilding program to design and then have built over a ten-year period 900 modern fast merchant cargo ships which would replace the World War I-vintage vessels Those ships were intended to be then leased to U.S. shipping companies for their use in the foreign seagoing trades the aim was to offer better and more economical freight services. The ships were also intended to serve as a reserve naval auxiliary force in the event of armed conflict which was a duty the U.S. merchant fleet had often filled throughout the years since the Revolutionary War. From 1939 through the end of World War II, the Maritime Commission funded and administered the largest and most successful merchant shipbuilding effort in world history, producing ships for both navy and merchant marine. By the end of the war, U.S. shipyards working under Maritime Commission contracts had built a total of 5,777 ocean-going merchant and naval ships. In early 1942 both the training and licensing was transferred to the U.S. Coast Guard for administration, then later to the Maritime Service final responsibility was conveyed to the newly created War Shipping Administration which was created to oversee the operation of merchant ships being built by the Emergency Program to meet the needs of the U.S. Armed Services. With the end of World War II, both the Emergency and Long Range shipbuilding programs were terminated as there were far too many merchant vessels now for the Nation's peacetime needs. In 1946, the Merchant Ship Sales Act was passed to sell off a large portion of the ships built during the war to commercial buyers, both domestic and foreign. The U.S Maritime Commission was officially disbanded on May 24th 1950. These clocks were to be found on all ships made in American for the war effort between 1939 and 1946. They are a significant reminder of the sacrifice by those who served in the merchant marine and the navy’s during the Second World War. The item is a part of our social history that reminds us of these dark times. Verna Barry commenced worked as a typist at the Ballarat School of Mines (SMB) in 1961. In 1965 she became private secretary to Jack Barker, Principal of the Ballarat School of Mines and later Director of the Ballarat Institute of Education (BIAE) and the Ballarat College of Advanced Education (BCAE). A trusted and loyal member of staff, Verna was devoted to her job, her workplace and greatly respected Jack Barker with whom she worked loyally for until his retirement in 1987. In 1988 Verna was appointed Administration Officer with Engineering Faculty. She spent five years with Engineering Science from 1990, and in 1996 worked for Information Technology & Mathematical Science (ITMS), becoming a key member of the Research Support team. An agreement was made with the Defence Department in 1914 for the latter to erect the Mont Park central block (the "Chronic Wards") for use as a Military Hospital, and for it later to revert to the State as portion of Mont Park Hospital. The buildings now known as the Chronic Wards were completed in this way in 1916 and used as the Australian General Hospital no. 16 for the duration of the war. One wing of this building was set aside for mental patients during this period. The Military Mental Hospital was built in 1919 to accommodate 84 patients who were suffering from psychiatric conditions as a result of their service in World War I. It was occupied by military patients until 1933 when they were transferred to Commonwealth facilities. The Military Mental Hospital consisted of a two storey brick Administration Building with two single-storey pavilion wards and a single-storey kitchen-dining room pavilion at the rear, connected with covered ways. This jacket is part of a Royal Australian Army Ordnance Corps uniform. The Royal Australian Army Ordnance Corps (RAAOC) is responsible for various logistics and organisational operations, such as maintenance of parachutes, fuel distribution, personnel administration, exlosive disposal and laundy operations. The jacket was manufactured in 1968 and was worn by an unknown RAAOC serviceman. The patches on his sleeves denote that he had earned qualifications as a parachuter and a marksman and that he was a Warrant Officer 1. Due to the period of manufacture it can be presumed that the serviceman whom this uniform belonged to served Vietnam War.As an historic military uniform dating to 1968, it is presumed that this item would have been used in service during the Vietnam War. The wearer of the uniform is unknown, however the patches and flashes attached signify that the serviceman worked for the Royal Australian Army Ordnance Corps, earned qualifications as a parachuter and marksman and ranked highly as a Warrant Officer 1. The item is representative of a type of uniform worn by high ranking RAAOC servicemen during the 1960’s. It is also in very good condition for its age.A khaki coloured waist length jacket which is composed of a heavy fabric. The jacket fastens with five buttons down the front and a buckle. The buttons are composed of brown plastic and the buckle is a dark grey metal. The buckle is attached to a waistband on the right-hand side which loops around to a strip of fabric on the left-hand side which passes through the buckle. There are two breast pockets, one on each side of the chest. The right breast pocket is fastened with a brown plastic button and the left breast pocket is missing its button. Each pocket has a flap of fabric which covers the button area. The jacket has a collar and an epaulette on each shoulder which are each fastened with one brown plastic button. There is a ribbon of fabric on the interior of the collar with no inscriptions. There are identical crescent shaped red patches on each shoulder, each showing the words in navy blue stitching "Royal Australian Army Ordinance Corps". The upper right sleeve has a khaki coloured parachuting qualification patch, which depicts an air balloon in white stitching, with wings on either side in light blue stitching. The lower section of each sleeve has a Warrant Officer First Class khaki coloured patch. This depicts a shield in red, black, white, blue and gold stitching in the centre which sits beneath a gold and blue striped line and a gold star. There is a gold kangaroo to the left of these motifs and a gold emu to the right. Beneath these motifs there is a ribbon in white, blue and gold stitching with the word "Australia". In addition there are curvilinear green decorative elements with yellow flowers on their ends. The left-hand sleeve also has a brown marksmen qualification patch. This depicts two crossed rifles in white and brown stitching. There is a white label with printed inscriptions on the interior of the left breast pocket.
