"The report highlights significant deficiencies in achieving the major objectives for the ARes that were set out in the Defence White Paper. It also identifies inadequacies in the organisation of the ARes, shortfalls in the level of resources required to maintain its effectiveness. It indicates a need for a major review of the structure and disposition of ARes units and asset holding. The ANAO has developed estimates of the cost of the ARes and these estimates indicate that the cost of training and supporting an ARes member for each day of service are substantially higher than for a ARA soldier. The report points to difficulties in recruitment and retention and the need to examine the role of women in the ARes.
