Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. a. Book with a mottled blue-grey cover with brown leather spine and extends 5.5 cm to front and back. Corner edges also had the leather, two are missing and the other two are dilapidated. A red stuck on tape near the top of the spine had Ledger printed with some gold edging, most of which is worn off. Inside the front and back covers is a red, blue and white marble pattern. The other side of the page refers to Bill of Sales for Yeates & Baker and Bill of Sales held by the Bank of New South Wales. There is also a copy of two letters addressed to A Bush, one dated Oct 17.06 from H Hopkins referring to the late Mr Baker's property in Sale. The Slingsby T31 is a two seat training glider that came available in 1951. It is, in effect, a two seat version of the single seat Kirby Tutor. The T31 was marketed by Slingsby Sailplanes both as complete aircraft and kits of parts for assembly. The Australian Gliding Museum’s example (currently registered as VH-GDB) is one of five of this type to grace Australian skies. Three including GDB were assembled in Australia from kits supplied by Slingsby’s in England, the other two were delivered as completed airframes. To date only four remain of which two are airworthy. This aircraft began flying in at Caversham in Western Australia (the then home of the Gliding Club of Western Australia) in July 1956. It was badly damaged in a crash in June 1958. The wreckage was sent to Schneiders in Adelaide for repair. However, the Club decided against having the repairs done, opting instead to buy a new ES52 Kookaburra. After a couple of years, the wreck was purchased by a member of the Waikerie Gliding Club whereupon the glider was rebuilt with some modifications, including a more rounded and better streamlined fuselage nose. It returned to the air in October 1961 at Clare in South Australia. The ownership of VH-GDB passed through a number of clubs, including at Dubbo in New South Wales, Wimmera in Victoria and Pioneer Valley at Mackay in Queensland. Eventually, it came into the hands of Bill Riley of Tocumwal in New South Wales who held it in storage for many years. Riley donated the aircraft to the Museum. It has been restored to airworthiness and is flown at vintage glider rallies and on Museum open days. This exhibit is an excellent example of a Slingsby T31 Tandem Tutor, a type of glider that was used by a number of clubs in the 1950s and 1960s for dual training of pilots to the solo capability.The Slingsby T31b Tandem Tutor is an open cockpit, tandem, two-seater glider with high, pylon mounted two piece wing supported by double, wire braced, steel tube struts. The glider is fitted with a main wheel, rubber-block sprung, wooden nose skid and steel leaf sprung, brass shod tailskid. The basic controls of aileron, rudder and elevator are not supplemented with pitch trim. Wing lift spoilers and both aerotow and winch releases are fitted. The instrument panels in both cockpits are fitted with an airspeed indicator, cosim variometer and altimeter. This red and silver painted wood and fabric covered aircraft is in excellent condition having been restored to full airworthy status by the Australian Gliding Museum. The Hutter H17 is a small single seat glider with a wing span of 9.69 metres, designed in 1934 by Wolfgang Hutter, for flying in the Austrian Alps. Construction of the museum’s example, “Sweetwings” (now registered as VH-GQM), commenced in Perth in 1949. It is one of two Hutter H17 gliders built in Western Australia by N.J. Wynne and A.G. Milligan at the time – the other “Fleetwings” (formerly VH-HDQ and since re-registered as VH-GXV) is located at Millicent, South Australia. Ownership transferred to G.R. Reichelt of Tocumwal New South Wales and later to D.B. Hunt of Thornbury in Melbourne and later Mt Isa, Queensland. It was acquired by Bill Riley of Tocumwal who donated it to the Museum. The glider was last flown on 25 October 1979 at Tocumwal. This exhibit is an example of a 1930s small wood and fabric glider that was designed in Austria for hill soaring. It is a simple design that became a popular choice for home building in the post war years in Australia when gliding as a sport was in recovery. The Schweizer SGS 2-12 or TG-3A as officially certificated is a glider that was designed in 1941-1942 and produced in United States of America from 1942 for training of military glider pilots. It is understood that over 100 TG-As were supplied to the USA military and at the end of the war many were sold off as surplus. Fred Hoinville imported the Museum’s TG-3A into Australia in August 1950. It is understood that it had been built in 1948 and given construction number G15. On arrival in Australia it was assembled at Bankstown aerodrome and delivered by aero-tow behind a DH Tiger Moth to Camden where Hoinville’s club, the Hinkler Soaring Club, was based. Hoinville’s TG-3A performed well at the Hinkler club in 1950-1951. Several altitude records (including a solo flight to 8000 feet by Grace Roberts – a national women’s record) were set and many soaring flight made over Camden. However, it was badly damaged in a crash landing on 15 April 1951. The glider was repaired after the crash at Camden. It is likely that modifications were made to the cockpit canopy at this time. There were three configuration tried at various times: the original dual cockpit canopy as was standard for TG3As; an unusual dual bubble canopy set up; and a single canopy over the forward seating position (in effect converting the glider to a single seater). When the glider was flown by Hoinville at the 1958 Australian Gliding Championships at Benalla, Victoria in January 1959 (refer The Age Newspaper, January 10, 1959 p.21) it had a single canopy. Records show that the glider was entered on the Australian register as VH-GDI on 6 May 1957. And the Logbook commencing in 1959 shows that ownership passed to the Port Augusta Gliding Club in South Australia on 16 August 1959. Inspections were carried out at that club and airworthiness certificates renewed in 1965. The logbook record indicates that VH-GDI had 1191 flights with an aggregate time in the air of 197 hours at the Wilmington Road Airstrip used by the Port Augusta Club. The glider was transferred to the Cooma Gliding Club, New South Wales. Flying at Cooma began in November 1966 and continued until August 1969: the glider was in the air a further 108 hours from 1067 flights. The last recorded technical inspection of the glider was conducted on 28 September 1968. The glider then passed on to Bill Riley on 20 March 1980 who stored the glider until March 2004 when it was collected by the Australian Gliding Museum. It is not clear whether the current poor state of the airframe is due to accident damage or the conditions under which it has been stored over many years or a combination of factors. Although in poor condition, this exhibit is the sole example of a TG3A ex-US military aircraft in Australia. Further the connection with the story of well-known power and glider pilot Fred Hoinville adds to its historical significance. This horse trough is the only survivor of the two troughs originally installed in Raglan Parade, Warrnambool, in 1932. It was later moved to the Pony Club at Albert Part, near the north corner of Coulstock and Craig Streets. Over the time there its purpose was changed from a horse watering trough to a colourful garden bed of agapanthus plants. By February 2013 the horse trough had been transferred to Flagstaff Hill for display in the Maritime Village’s grounds. This trough is one of hundreds provided by the Annis and George Bills Estate Trust since 1927 for the welfare of working horses and dogs. The original concrete cap over the small compartment is still retained. There are also markings on the right side of the trough where it probably had a birdbath, tap or a dish for the horseman’s dog, similar to other troughs donated elsewhere by the Trust. Less than half of the troughs produced for the Annis and George Bills Trust still survive. In 2017 Felicity Watson, National Trust Victoria’s advocacy manager, said that the troughs were treasures and becoming rare, with more than a dozen across Victoria now being heritage protected. ABOUT ANNIS AND GEORGE BILLS The 1927 Will of George Bills included setting up the Annis and George Bills Estate Trust, which provided for hundreds of horse troughs to be supplied and installed throughout Australia, Britain, USA and other parts of the world for the welfare of horses. Town and city councils could apply to the Trustees for a horse trough for their communities. George “Joe” Bills was born in Brighton, England, in 1859. The family migrated first to New Zealand then to Australia in 1873, settling in the Echuca-Moama district. George moved to Brisbane in 1882 where he met Annis Swann, formerly from Sheffield. Both were animal lovers. George and Annis married 1885 and moved to Sydney to join George’s brother Henry in his mattress wire weaving business, later known as the Bills Brothers. They patented their own machine in 1893 and the business became very profitable. George was able to donate to charities that supported his passion to improve animal welfare. He and Annis joined the Victorian Society for the Protection of Animals and in 1924 George received a Life Membership with the RSPCA. George retired in 1908. The couple moved to Hawthorn, Victoria, in 1910, where they donated troughs for the work horses of Melbourne. During a visit to England Annis passed away. In 1927 George moved from Hawthorn to Camberwell, where he passed away at the end of that year. George had requested in his Will that a trust fund be set up from his estate "…construct and erect and pay for horse troughs wherever they may be of the opinion that such horse troughs are desirable for the relief of horses and other dumb animals either in Australasia, in the British Islands or in any other part of the world subject to the consent of the proper authorities being obtained." The troughs were to bear a plaque inscribed “Donated by Annis and George Bills, Australia”. In 1927 the cost to make a trough was about £13 (which converts to about $1079 in 2020 ), plus transport and installation costs. Most of the troughs were installed between 1930 and 1939 in Victoria and New South Wales. It is estimated that over that time around 500-700 Bills Horse Troughs were installed in Australia and another 50 overseas. Most of the troughs made in Victoria had three moulded front panels like this trough, and no panels moulded on the rear, whereas troughs made in NSW had four panels on the front and five on the back. Victorian troughs were made by a Bills’ relative, J H Phillips. Later, other manufactures for the Trust’s troughs included Rocla Concrete Pipes Ltd, in Auburn Road, Hawthorn, Victoria, who produced to the same original design. No further troughs produced after the end of World War II. A memorial to Annis and George Bills was first erected in Hawthorn in 1929. It included a drinking fountain and a dog dish. Its current location is unknown. In 1964 the George Bills RSPCA Resource Centre opened in Burwood East. This Bills horse trough is nationally significant as one of the surviving examples of the standard Bills memorial horse troughs that still has its compartment cap and evidence of it once having had attached fittings, possibly for a birdbath or dog dish. This trough has State historical significance for being produced in the early 1930s by a business in Hawthorn, Victoria. This example of a Bills horse trough is significant for being in comparatively good condition. The trough is locally significant for being the sole survivor of the two Bills horse troughs installed in the City of Warrnambool in 1932, originally installed on Raglan Parade and continued to be used in the community at the Pony Club, then finally transferred to its current location at Flagstaff Hill by early 2013. It is culturally significant as it represents the community’s dependence on horses for travel and transportation previous to motorised vehicles. It is morally significant as a generous gift from a couple concerned with the welfare of animals.Horse trough; a long narrow rectangular container used for storing water. Trough is made from pre-cast concrete with one large open compartment and a small covered compartment. The base of the small compartment is raised slightly above the base of the trough and is covered by a removable concrete cap. The design of the front of the trough includes three panels moulded into it that align with the shape of the back pediment (panel). The pediment is shaped with side arcs that step up to a wide centre arc. A rectangular concrete plaque is cast into the centre of the pediment and is engraved with the names of the original donors, Annis and George Bills. The financial account book was used by the Warrnambool Harbour Board for its Emergency Account. It records transactions made with The Warrnambool branch of the Commercial Banking Company of Sydney Limited during the year 1931. The Secretary of the Warrnambool Harbour Board would have used this book in 1931. James Menzies, Pilot arid Harbour Master from 1929, was appointed as Acting Secretary for the Board in 1932 and held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board- The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. This ship model is of a Colonial Port Jackson schooner, originally designed by the British Admiralty in 1803 as a response to the request of New South Wales' Governor Arthur Phillip. The drafts for the original plans are in Greenwich, UK, in the National Maritime Museum. The model is a Ledition edition, number 2 of 5, modelled by Bill Leonard. The model is rigged and decked in the manner of David McGregor. The flag on model of Port Jackson schooner is that of the British White Ensign which was used as the flag design of the Royal Australian Navy from 1911 - 1967. In 1785 the First Fleet arrived in the new British colony of Port Jackson (now Sydney Harbour) in New South Wales and Arthur Phillip was appointed as the first Governor. The following year Governor Phillip asked the English Royal Navy to provide drafts and materials for two ships for use in the Port Jackson colony for exploring and surveying rivers. The vessels needed a shallow draught and to be made from local cedar timber. He asked for the frames of the schooners to be provided along with shipwrights to assemble them. Many years later, in 1803, Governor Phillip’s request was fulfilled but he had already resigned from his post. The drafts titled ‘Schooner for Port Jackson’ were despatched by the Royal Navy from England to Australia. The original draft is still in the National Maritime Museum in Greenwich, UK. Meanwhile, the NSW Government had already built various other ships before 1803. In 1797 His Majesty’s Dockyard was opened at Port Jackson for building larger vessels. The Royal Navy’s 1803 design of a ‘Schooner for Port Jackson’ has been recognised on the obverse of Australia’s twenty dollar banknote since 1994. A sketch of the schooner is beside the portrait of Mrs Mary Reibey, who arrived as a convict and rose to become a respected and successful owner of a cargo shipping business. Her fleet included the Mercury, a schooner similar to the 1803 design for the Port Jackson schooner. Although the 1803 plans for a ‘Schooner for Port Jackson’ are commonly believed to be used for the first ship built in Australia, no records have been found of any ships being built according to these plans. However, it can be claimed that the plans were the ‘first Royal Navy plans made for a ship for use at Port Jackson, and to be built at Port Jackson, in Australia’. William (Bill) Leonard passed away on March 1st 1995.This ship model is significant for its representation of an early Australian colonial schooner. The 1803 Royal Navy’s plans for the colonial ‘Schooner for Port Jackson, were for the first ship specifically designed by the Royal Navy to be built and used in Port Jackson, for use in exploration and surveying of Australian ports and rivers. The plans are associated with Australia’s colonial settlement in the late 1700s. This ship model is significant for its association with the emblems of Australia’s history on the twenty dollar banknote. The colonial Port Jackson schooner is considered significant to Australian history, and represented on the 1994 twenty dollar banknote and its new version being rolled out in October 2019.Ship model of a colonial Port Jackson Schooner. The Myths and Monsters conference was something of a landmark in Australian mystery animal research. This Holmes Family photograph was taken in Elizabeth's parent's front garden at "Launchley" Ascot before her marriage to Philip, second son of Jack [John] and Jessie Imogene [Gene] Chatham (nee Furniss), on the 20 Feb 1957 at St Augustines Catholic Church's Creswick L- R Eldest brother, Jack [John] Holmes, [Mary] Elizabeth Holmes, mother Edith Holmes, brother Bill [William Smerdon] Holmes. Her father, Henry, and brother David were deceased. Jack Holmes "gave her away". Jessie Imogene [Gene] Chatham ( nee Furniss 1901 - 1980) was the grand-daughter of Rosanna McFadden and Alexander Poynton, the 13th child of their eldest daughter Mary Jane Poynton. Philip Chatham was Gene's second eldest child. Rosanna married Liverpool-born Alexander Poynton in the Free Church of Victoria in 1852. Alexander is reported to have been involved in the Eureka Rebellion, placing Rosanna at Ballarat in late 1854. The family moved about the Victorian Goldfields during the 1850s and early 1860s, before selecting a 240 acre property at Illabarook which they named Rosanna’s first child Alexander, was a State and Federal Politican, holding the role of Treasurer in Billy Hughes government. He was awarded an OBE in 1920 for his work on WW1 repatriation issues. Fifth child Rosanna, married the Mayor of Brunswick and their son Sir Alexander George Wales was Lord Mayor of Melbourne between 1934 – 37. Finally, eleventh son John Joseph was Lord Mayor of Perth.
