They were designed by the Borough surveyor, Sydney Smith. The hall was completed in 1890 to the design of Alexander Rankin and the present hall, foyer and portico completed to the design of Goldsmith and Jenkin, architects, in 1931. The complex is historically, aesthetically and socially significant. It is historically significant {Criterion A) as the centre of Local Government services in the area since 1885 and as a centre of post and telegraph and legal services for a period. Its association with architect and Borough surveyor, Sydney W. Smith is important in that the east elevation and facade (ground floor level only)as far west as the tower (lower two stages) survive as evidence of his work, the practice which his son continued after his death in 1886, becoming highly successful. The work of Goldsmith and Jenkin is historically important in that it indirectly demonstrates the growth of the City sustained during the Inter-war period, the work proceeding in spite of the Depression. It compares with other similar work of that time including the refurbishment of the Malvern Municipal Offices and Hall in 1927 (Hudson and Wardrop), the Melbourne Corporation Offices and Hall in 1925-28 (Stephenson and Meldrum, A. and K. Henderson) and the Camberwell Offices and Council Chamber in 1924 (Leighton Irwin and Roy Stevenson), other comparable municipal projects being undertaken during the 1930s. Finally, the Goldsmith and Jenkin works are important as a project of the Depression years organised specifically to alleviate unemployment problems in the Municipality. The complex is aesthetically important (Criterion E) as a prominent and imposing Classically derived complex of its type with individually noteworthy interior spaces being the entry hall and staircase, main Hall, Foyer and Council Chamber. The Adamesque plasterwork, timber panelling and furniture, Art Nouveaux enrichment and Classically derived treatment with sparing use of Australian decorative motifs are contributory elements. Exterior .elements of note include the remains of the original design prepared by Sydney Smith and the clock tower and portico which have come to symbolise important Municipal complexes erected prior to the Second World War. Bastow at Little Bendigo (1878), Glen Waverley (1880), Ascot (1882), Sandringham (1885) and Carlsrich (1892)·. It is a representative example of the Department's Gothic Revival designs, distinguished, however, by the semicircular treatment of the master's office, which compares with Portland (1879), Queensberry St Carlton (1880) and Footscray (1881). It has local significance as the earliest surviving Government School in Caulfield and as a centre for education from 1877, comparing with St. Mary's Jubilee School (qv) of 1887. Mrs Betty Curson-Siggers was named Caulfield's Citizen of the Year at the Australia Day breakfast [1990]. Betty was presented a commemorative plaque by the mayer, David Bloom, who went on to say Betty had started service to the nation during the war , later becoming sister in charge at Caulfield Hospital. The introduction in this book, by Doulas R. Aylen (CEO), explains that the book is a publication of the memoirs of William Ludwig Samuel Sebastian Lechte, written in the 1930s. Small book titled "CAULFIELD 1869 - 1935 MEMORIES OF THE PAST" by William Ludwig Samuel Sebastian Lechte, published by the City of Caulfield, 1993. The book has a cream coloured cover with the title and author, an aerial image of Caulfield featuring the Caulfield Town Hall and the City of Caulfield Coat of Arms printed on the front. The pages inside include 18 pages of black text printed on white pages. A sticker on the front bottom left hand corner reads 994.51, as this object was once a part of a library catalogue.

The 100th anniversary of the proclamation and declaration of the "Caulfield Road District" was held on 15 October 1957. A variety of public events were organised to celebrate this memorable occasion between 13 October and 8 November 1957. The "Centenary of Caulfield 1857-1957" photograph album which contains annotated images of these events is considered of great historical importance as a unique record of Caulfield events, people and places during this time. The Caulfield Centenary events were held between 13 October and 8 November 1957. Key participants included the Mayor of the City of Caulfield, Councillors, officers, and a wide range of community groups. For many years Legacy had a "Back to Caulfield Race Day" for Legatees, widows and their families. In 1995 a Legacy 'Lone Pine' was planted. In these photos in 1998 President Tom Butcher laid a wreath at the Lone pine tree. There was a speech by the Legacy President and a wreath laying at the Lone Pine that had been planted in 1995. Legacy retains a tie with Caulfield racecourse as it was once an army camp and staging post of young men going overseas to war and now it is the site of a 'lone pine'.
