Original sepia photo postcard of early view of Eltham looking east from Bolton Street between Bridge Street and Brougham Street (Wellington). Fenced road reserve on right is Brougham Street. Originally dated as pre-1877 introduction of the Telegraph (the Telegraph was connected to the Post Office on Thursday, June 7, 1877) given the lack of poles and wires visible, a more recent higher resolution scan has revealed more detail highlighting the presence of several Telegraph poles: one about half way between Brougham Street and Dalton Street, one opposite the Police Residence, another opposite W.B Andrew’s Corn Store (Zen Den site), one possibly near the Fountain/Evelyn Hotel. Also, given the photo was originally marked “J. H. Clark Photo” it is safer to assume the image is dated circa 1915 until dates of further image details can be confirmed. Photographer: J.H. Clark John Henry Clark was the youngest of three boys born to William Henry Clark (1823-1877) and Maria White (1843-1914). He and his brothers, William Charles Clark (1872-1945), Clement Kent Clark (1874-1912) operated a photography business (Clark Bros.) from 25 Thomas Street, Windsor near Prahran during the period c.1894 to 1914. Following death of Clement in September 1912 and their mother in 1914, the Clark Bros business appears to have dissolved, the premises demolished, and a new house was under construction in 1915. John set up business independently in 1914 operating out of 29 Moor Street, Fitzroy where he is registered in the 1914 and 1915 Electoral Rolls. By 1916 John had relocated to Eltham where he continued his practice as a photographer and took many of the early images around the district of Little Eltham. Around 1930 John changed professions and opened a small cobbler's shop in 1931 near the pond opposite Dalton Street adjacent to the Jarrold family cottage. He never married and continued his profession as a bootmaker from this little shop, maintaining a close relationship with Mrs Jarrold for the rest of their lives. His bootmaker shop remains today beside the Whitecloud cottage and is one of only three remaining shops in the area from the early 20th century. There are a couple of images of Eltham taken by Clark Bros. in the Eltham District Historical Society collection, one such example being Hunniford’s Post Office with Miss Anne Hunniford out front (EDHS_00140 - marked on the back of the print, Clark Bros., 25 Thomas St. Windsor), which would date this image between c.1894 and 1914. Other early images of Eltham taken by John Henry Clark are marked on the face “J. H. Clark Photo” and it is assumed these are dated between 1914 and 1930. It is noted that the Grant of Probate for John H Clark of Eltham South dated 5 April 1957 (513/387) records his occupation as "X Photographer".1. This building on the corner of Court House Place and Main Street Bacchus Marsh was a licensed hotel since 1864. Prior to 1864 the building was in use as a saddlery business, established by Joseph Purday and Alfred Smith. In 1864, Purday and Alfred Tanner converted the shop to a hotel. Tanner, followed by his wife Ann, were licensees until 1892. The hotel signage above the door features the Prince of Wales feathers, an acknowledgement of the Prince of Wales Volunteer Light Horse Werribee unit which used the hotel for their meetings. In 1911 the single-storey hotel was demolished and a two-storey brick hotel was built. The identities of the five men and one woman in the photo are not known. The woman at the left of the group is possibly Ann Tanner who was the licensee around the time this photograph was taken. Small sepia unframed photograph on card with gold border framing photograph. The institutions of law and order in Colonial Victoria included the police, courts and prisons. The 1852 report of the Snodgrass Select Committee appointed to "identify the policing needs of the colony” noted there existed seven independent police forces that did not co-operate or regularly communicate. Following the committee's report all these police entities were merged into the Victoria Police, founded on 8 January 1853, to implement law and order responsibilities throughout the Colony of Victoria. The Eltham Courthouse (1860) and adjacent Police Residence (1859) formed a justice precinct established in the immediate aftermath of the 1852 police inquiry and the effects of the gold rush. The physical presence of these buildings, in the centre of the early Eltham township, defined centralised control over law and order. In the early days the Police Constable in charge would conduct his duties travelling around the district by horse; a stable was located at the rear of the residence. At times the horse would be grazed on the paddocks across the road. Horseshoes were forged by the blacksmith beside the Courthouse on the high side of “Policeman’s Hill”. Along with the stable, there was a two-cell bluestone lockup where prisoners were held awaiting trial in the adjacent Courthouse. Their meals were usually provided by the policeman’s wife or from the hotel just up the road. With the arrival of the railway in 1902 the town centre gradually shifted towards the railway station. The Police Station and operations were moved into the town centre in 1961 to a renovated house in Pryor Street, which was later replaced by the current Police Station. From 1961-1981 the residence was occupied by the Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Prior to August 1967 the former Police Station was dragged to the rear of Police Residence to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. In 1981 the Shire of Eltham took over management of the former Police Residence in Eltham. It remained unoccupied for a period whilst its future was discussed in Council. It was then used for a community job creation scheme until 1985. In 1985 the Shire of Eltham Parks and Environment occupied the residence. Council improved the driveway but later added a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Additionally, a rear toilet facility between the Police Residence and the relocated former Police Station, which was doubling up as a lunchroom. Council also commenced discussions to re-establish a replica Police Station. Around November 1986 the former Police Station was demolished; believed to have been suffering termite damage. About 1989, after some years of discussion, a replica Police Station was built, based on photographs, to act as a lunchroom and meeting room for the Parks and Environment staff and volunteers doing community service. In 1996 Eltham District Historical Society held discussions with Nillumbik Shire Council commissioners throughout the year regarding a home for the Society. A proposal was put forward by the Society in October to occupy the former Police Residence. In March 1997 Eltham District Historical Society gained access to former Police Residence and on July 12, 1998, moved into its Local History Centre. In July 2018, Eltham District Historical Society gained access to the replica Police Station (which had been used as a music library and storage for the Eltham Concert Band) for use as part of regular heritage tours for schools and community-based groups. Original photo from a scrapbook belonging to Heather Jenkins (nee Cone) who lived as a child in the Police Residence at 728 Main Road, Eltham from 1911 to the early 1920s. (Reported in Newsletter No. 98, Sept., 1994). The two rails / gap in the fence would be where Brougham Street now enters Main Road. Also visible are Knapman's Forge adjacent to Courthouse and E.J. Andrew's Store on top of the hill At the upper left can be seen the front of the Evelyn Hotel. On the opposite corner was Watsons Hotel. E.J. Andrew's store with its verandah was on the corner of Franklin Street. Behind the picket fence stands the 1860 Court House and Police residence with the weatherboard clad Police office. The enclosed fence is now the end of Brougham Street, opened to Bible Street in 1926. The Evelyn Hotel (formerly Fountain of Friendship) burnt down in the 1930s when it was being used as a boarding house since 1919. A cow is feeding on the grass verge in street. The photo is identified in white lettering typical of the style of Clark Bros., photographers of Windsor, Melbourne (1894-1914). One of the brothers, John Henry Clark, took many early photos around Little Eltham and moved to Eltham in 1916 where he lived at the bottom of the hill. Typically, he would add “J.H. Clark Photo” to his personal work, but this is not evident. There is however some ghost writing, a cheeky inscription in small white lettering in the grass verge in front of where Brougham Street is, which appears to state: “Heather or Hannah was here”. Perhaps J.H. Clark took the photo during a trip to Eltham and gifted it some years later after moving there as a gift to a young Heather Cone. The Police Station sign: E vii R ELTHAM POLICE STATION HEIDELBERG DISTRICT Edward VII ascended the throne in 1901 and died 6 May 1910. He was succeeded by George V.Heather Cone was the daughter of Constable John Thomas Cone (Badge 3935) the local police officer in residence at Eltham, 1 May 1911 to 9 July 1922. Heather McKnight Jenkins (nee Cone) was born 1911, possibly at the Eltham Police Residence and spent her childhood growing up in the Police Residence. Heather was the daughter of John Thomas Cone, Police Constable, and Charlotte Helena Cone (nee Black) who had married in 1906. Constable Cone was transferred to Eltham Police Station from Lauriston (near Kyneton) in May 1911. He retired from the force around September 1922 most likely as a result of significant health concerns experienced earlier that year from 22 April when he was hospitalised. He died 5 October 1922 at Maria Street at age 60 leaving behind a widow and two daughters; his son having pre-deceased him as a result of effects of the war. He is buried in Melbourne General Cemetery . In his probate it states that he owned a piece of land 200 links frontage to Maria Street and a depth of 241 links. It is believed that this is the land opposite the Police Station which Heather Jenkins referred to as being owned by her father and where he agisted the Police horses. Heather, her sister and mother Charlotte remained in Eltham until at least the 1924 Electoral Roll where Charlotte was listed as Home Duties however by 1925 she was listed at 229 Glenferrie Road, Malvern, occupation, Registrar of Births. In the 1934 (and 1936) Electoral Roll, Heather was a Clerk and her mother Charlotte was the Registrar of Births. in 1952 following her mother’s death she made application for Grant of Probate. Heather remains listed in the 1954 Electoral Roll at 13 Ashburton Road under her maiden name Cone however by the 1963 Electoral Roll she is listed at the same address as Heather McKnight Jenkins long with James Gardiner Jenkins. Neither appear listed in the 1958 Electoral Roll. James Gardiner Jenkins (1892-1975) first wife was Fanny Davison Carrucan (1899-1929), daughter of Denis Carrucan and Jane (nee McAleese). They married in 1925. Fanny died 11 November 1929. In the 1934 Electoral Roll he remained listed at John Street, Eltham, Railway Employee however by 1935 Electoral Roll, James Gardiner Jenkins, Railway Employee, was listed at 229 Glenferrie Road, Malvern and he remained living with Charlotte and Heather Cone when they moved to 13 Ashburton Road, Glen Iris. One of Constable Cone’s first investigations upon arriving in Eltham was the accidental fatal shooting in the head with a pea rifle by young Francis August Capewell, aged 11, of John Sutcliffe Deegan, 14, in Maria Street near the Railway. Constable Cone’s replacement was Constable William Charles Sargeant who commenced in charge of the Eltham Police Station from Thursday, 10 August 1922. Constable William Charles Sargeant, and his wife Elizabeth Agnes Sargeant were based at the Eltham Police Station until his transfer to the Police Station in Burwood Road, Hawthorn. He retired at Hawthorn Police Station in 1931, described by Hawthorn Council in 1927 as in a disgraceful condition and unfit for human habitation (Kathryn Griffin family tree – Ancestry) whereupon they moved to 28 Saunders Street, Coburg. Elizabeth died 16 July 1936 in Fitzroy. William then moved to 6 Queen Street Coburg in 1936 and then 1 Queen Street in 1942 where he died 7 August 1944. Situated near the top of what was known as 'Policeman's Hill' according to Miss Ivy Reynolds, neice of the photographer, Tom Prior. From the left, Eltham Court House, Police Residence and Police station on Main Road and corner of Brougham Street. These buildings formed part of Little Eltham and still stand (without the front fence) today though the Police Station was demolished in 1986 due to termite damage. A replica was built circa 1989. The 1852 report of the Snodgrass Select Committee appointed to "identify the policing needs of the colony” noted there existed seven independent police forces that did not co-operate or regularly communicate. Following the committee's report all these police entities were merged into the Victoria Police, founded on 8 January 1853, to implement law and order responsibilities throughout the Colony of Victoria. The Eltham Courthouse (1860) and adjacent Police Residence (1859) formed a justice precinct established in the immediate aftermath of the 1852 police inquiry and the effects of the gold rush. The physical presence of these buildings, in the centre of the early Eltham township, defined centralised control over law and order. In the early days the Police Constable in charge would conduct his duties travelling around the district by horse; a stable was located at the rear of the residence. At times the horse would be grazed on the paddocks across the road. Horseshoes were forged by the blacksmith beside the Courthouse on the high side of “Policeman’s Hill”. Along with the stable, there was a two-cell bluestone lockup where prisoners were held awaiting trial in the adjacent Courthouse. Their meals were usually provided by the policeman’s wife or from the hotel just up the road. With the arrival of the railway in 1902 the town centre gradually shifted towards the railway station. The Police Station and operations were moved into the town centre in 1961 to a renovated house in Pryor Street, which was later replaced by the current Police Station. From 1961-1981 the residence was occupied by the Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Prior to August 1967 the former Police Station was dragged to the rear of Police Residence to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. In 1981 the Shire of Eltham took over management of the former Police Residence in Eltham. It remained unoccupied for a period whilst its future was discussed in Council. It was then used for a community job creation scheme until 1985. In 1985 the Shire of Eltham Parks and Environment occupied the residence. Council improved the driveway but later added a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Additionally, a rear toilet facility between the Police Residence and the relocated former Police Station, which was doubling up as a lunchroom. Council also commenced discussions to re-establish a replica Police Station. Around November 1986 the former Police Station was demolished; believed to have been suffering termite damage. About 1989, after some years of discussion, a replica Police Station was built, based on photographs, to act as a lunchroom and meeting room for the Parks and Environment staff and volunteers doing community service. In 1996 Eltham District Historical Society held discussions with Nillumbik Shire Council commissioners throughout the year regarding a home for the Society. A proposal was put forward by the Society in October to occupy the former Police Residence. In March 1997 Eltham District Historical Society gained access to former Police Residence and on July 12, 1998, moved into its Local History Centre. In July 2018, Eltham District Historical Society gained access to the replica Police Station (which had been used as a music library and storage for the Eltham Concert Band) for use as part of regular heritage tours for schools and community-based groups.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' It is significant in being the first community sourced collection representing the places and people of the Shire's first one hundred years. The Reynolds family were early settlers in Research. The Reynolds/ Prior collection of photographs were taken by Tom Prior, the maternal uncle of Ivy Reynolds, around 1900 and the 60 photos in the album give a fine overview of many of the landmarks of Research and Eltham over 100 years ago. lvy lived in the family home for many years at 106 Thompson Cres Research. Ivy's father, Ernst Richard Reynolds and grandfather, Richard Reynolds, lived at the same address. Ivy's father Richard worked for Mr. Trail on his property in Research. Reynolds Road is named after the family. Mr Tom Prior (wife Eva) worked at the Melbourne zoo. He was very innovative and made his own camera, using the black cloth hood to exclude the light. Toolern Vale only consisted of the Store, Post Office and shop, where you could buy your fodder, and pollard supplies, the Hall, the little Church and the bluestone School. The School changed shape three times from the 1800s[1869] til the time I went there. There was four generations of my family that went there and it was destroyed by fire in 1965. Marjorie nee Myers Butler. Yes, I remember along with it your lovely Ronisch piano. Mary, quite true! Marj what you say about the Ronisch piano. When I came the age to learn music my mum and dad couldn’t really afford it, but still what parents do for their children. They had Marj go along with them and pick this lovely Ronisch piano. It was known round the district. Everyone commented about the loss that lovely piano. After leaving school it was war time, 1939, then it was work, When I was 7 year old I was put out into the cow yard. In 1940 when the soldiers were going away our milk was confiscated it had to go to Bacchus Marsh. It used to go the Sunbury to be brine cooled and then go to Melbourne. Then they took it then to the Lifeguard Milk Factory at Bacchus Marsh. It had to go as condensed milk to the soldiers. This year is 50 years of the Land Army. I was an unofficial Land Army but they still kept check on me. I went onto married life and I followed the cows right through [howls of laughter] and we went on until the 1965 fire. That’s when we got out of the cows. Marjorie asks, was Granny Watts your grandmother or great grandmother? Mary: She was my great grandmother, the midwife of Melton. The 1965 fire started ¾ of a mile above our place, Frank Ryan’s sheds were burnt and his house was saved, then it wiped the School out, the Hall, the Church the Post Office and Store and little house that was Charlie Charlton’s in the early days. Mrs Wilson’s place was saved by the Fire Brigade by pulling boards off the side, and from there it went over the hill and it was stopped at the Rockbank Railway Station. If it had of got over the railway they said it would have gone into Werribee. A lot was burnt out in that strip. Mary nee Nixon Collins: 18 houses burnt that day. Audience question, did Melton get burnt that day? Ray: No. It came down through the Toolern Vale road and cut across about a mile and a half from the cross roads at Toolern Vale from north westerly to the south east and cut through over the Keilor road. Mary: It came in across the creek at Funstons in Toolern, then through Jim Minns. Dorothy was it your place then [nee Knox Beaty] to Ken Beatty’s and from there it went through to Doug McIntosh’s and to Cockbills and the wind changed and it came across to the railway line, and that is where they stopped it. [the cause of the fire was controversial, they had been burning off the night before and there was some talk of someone starting it. It was very hot and very strong wind, it was a terrible day] Ray: When the fire went through McIntosh’s they had a haystack on the north side of their house and the haystack got caught and the fire burnt a hole through the side of the house and the boys pyjamas on the bed. The house was saved. It came through like and express train roaring at you, I was at McIntosh’s when it went roaring past. You couldn’t see, dust and ash and tremendous heat. The fire started about 12 o’clock Jack [husband] said to me, fire, I said where, where? Just up the road, what have I got to do? and he went out and he had gone to the fire and left me. I tried to get the animals and I put out buckets of water, putting the buckets of water out saved my life. Chas Jones and another friend of his came in and they picked up the buckets of water, I thought I had better get out because the fire was on the haystack up the paddock and when I went to go out through the north side of the house and couldn’t get out, I’ll go through the front gate so I went around the other side of the house. I got caught there and Chassy Jones and his friend came round carrying the bucket of water and I panicked. He threw the bucket of water over me. Well that is what saved my life because I was damp, whenever we tried to leave the ball of fire came over me and over my shoulder and my hair was scorched. Chassy Jones lost his truck and Keith Watt his big truck because he had the water tank on it and they couldn’t get out of the yard. Granny Watt’s house, the first private hospital had condemned and Jack and I pulled it down and had it moved up to Toolern and had it in the yard a fortnight and it was all burnt and we didn’t get the shed we wanted. Every 13 years right up until Ash Wednesday fires, there has always been fire close at hand. The 1952 fire went down the back of the house, the 1965 fire took the house, and the house that I live in now, it is the third house that has been on that spot. When the Hunters owned it, Mrs Hunter was nearly burnt in her bed. They had a 13 roomed house. In 1924 the house burnt down, and there was another house was built there and that was the one that burnt down. Edna: So Mary built a brick veneer house. I got my Qualifying and Merit Certificate then I left School because there wasn’t a High School. When I was 16 I got and job in the Melton Post Office and I worked there, I was the first girl in Melton to deliver the mail, and worked on the telephone and the Bank business. Mrs Ross and myself behind the counter, there were about 500 – 600 people in the Shire at that time and now when I go into the new Post Office there is 36,000 here there’s still 2 people behind the counter [laughter from the audience] and wait in a queue right out to the door. Times haven’t changed much have they! There was a manual telephone and you had to ring the handle, and there were eight subscribers when I went there and when I left there were 46 I had coaxed that number to join the telephone, even the police station didn’t have the phone on. The two Hotels and the two Chaff mills and Mr Ernie Barrie, Parkers the butcher, the Shire Office was No 8, and the Police house was next to the Courthouse on the corner. They were number 9. I can remember a lot of the numbers still. The Post Office was the Agency for the Commonwealth Bank [comment from audience member] I used to do the Bank business too, I left after four years there, mother wasn’t very well. The Inspector who used to come up to the Post Office asked me if I would take up casual Post Mistress and to go around the different districts but I refused and when Mrs Ross’s holidays were due I was the replacement. I wasn’t 21. I loved my work meeting everybody and most people had horse and jinkers and when the elderly would come in there would be Mr Tom Morrow, he only had one arm and Mrs Dunn came from Bulman’s road in their horse and jinker. They were elderly I would see them pull up out the front and quickly get their mail and run out to them because they didn’t have to get out of the jinker to tie up their horse. If someone had a baby in arms I would tear out and hold the baby while they got down. Mrs Ross was very very strict. I had to sweep the Post Office, she had a couple of mats and there would be a threepence or a sixpence under the mats show she knew whether I lifted the mat, I was whether I was honest or not. Graham: How much were your wages? I got 27/7 pence a week for a 52 hour week. I had to work every holiday except Good Friday and Christmas Day and even when it was Monday holiday I always had to go to work from 9am - !0 am, the Post Office was always open. In the winter I had to wait until twenty past six in case there were any telegrams to deliver. I delivered them on a push bike. One time Tom Barrie told me this years afterwards. I used to go home for lunch. We lived on the Keilor road and I used to ride my bike home. On the hot days the boys used to go and swim in the swimming pool down near a turn in the creek there was a hole where the boys would swim in the nude, they didn’t have any bathers and they didn’t have any watches in those days. Tom Barrie said they always used to watched for me as I was always about 3 minutes past 1, my lunch hour was from 1-2. One particular day they missed seeing me and swam on, and of course they were all late for school when they got back and were all kept in a night. I did get a fortnight holiday. I loved my work and I knew everyone in the district right from Toolern Vale to the Marsh and everybody at Melton South. Did you listen into conversations on the Switchboard? Oh no. [laughter] Melton did not have electricity then. I had to fill the lamps everyday with kerosene. The Staughton Memorial was outside the Post Office. It had four posts with the chain looped around it, and that’s where the people used to tie up their horses. Marjorie nee Myers Butler comments about sitting and swinging on the chains. Mr Fred Coburn lit the acetylene gas light in the Memorial. It was the only streetlight in Melton. There was no electricity until 1939. Ray Radford comments about another gas street light which was on the corner of Station road. [later] Mary passes around her school photos. Mary mentions the names of those who have passed away, Maisie McDonald, ,Marian Wraith, Hilda McCreey, and Valda McDonald. I have written the names on the back. Marjorie comments about Marie Jongebloed and Greta are the only two girls left out of big family of ten I think there were [hesitates] 4 or 5 girls and the rest were boys. Mary. Flora Woodley, Dorrie Flynn and Margaret McDonald are still alive. They are my age we were all born about 1907. Marjorie points out herself in a later photo [1921 and 1922 School ] Mary mentions the name Walsh and identyfies following names, the Parker boys, Ken Beaty, Malc and Linda Cameron, Maisie Mc Donald, Ted Radford, George Nixon, Norman Minns, he was later the Shire Secretary of Werribee. One of the Woodley girls. [Maisie Arthur] Marjorie: Rosie Shearwood, June Whiting Mary. Lily Mc Donald, she has passed away. Isabel Harrison nee Tinkler, she lives at Werribee, Doreen Rogers, Marjorie Walker, Jess McIntosh, Mary Gillespie. Mr Malone was the Junior teacher Mr Roe and Miss Cooke. Elaine Mann was married to David Mann, a successful Wodonga businessman and community leader who passed away in Wodonga in June 2012. David was a member of the Mann family who began their business in Wodonga in 1920. Elaine was a teacher in Wodonga for many years and an active member of the community.This photo collection is of significance as it documents how the businesses and buildings in Wodonga have evolved and contributed to community throughout the late 20th century.This was Wodonga's second police station, built in 1900. It was built on High Street, next to Bond Street. The Court House can be seen in the background. The building was formerly used as a custom-house or bond store where people paid import duties on goods coming into Victoria from other states, including N.S.W. This is reflected in the street name. The Court House was destroyed by fire in 1964. This police station was in use until a move was made into a new police station in Elgin Street (next to Elgins Hotel) in December 1967. During the depression of the early 1930s, men on the dole carried out work for the Wodonga Shire Council. One of the projects during the term of councillor Mick Martin, as shire president, was to seal the footpaths in central Wodonga. Local business people supplied the cement. The police department refused to fund the cement for its section of High Street, north of the railway line, which included the police station and the courthouse. The then licensee of the Terminus Hotel offered to provide the cement for sealing the footpath in front of the police station and courthouse. This offer was made on the condition that tiles bearing the words Terminus Hotel be inserted into the footpath pointing toward the hotel.The police objected but the hotel licensee, Tex Bailey, won the day. As a result, his hotel’s tiled name was inserted into the footpath in front of the police station. Cr Mick Martin’s son, Des, wrote to the council in 1967 asking that the sign be preserved and it was moved to the Terminus Hotel and placed in the footpath there.The Terminus Hotel was one of the earliest hotels in Wodonga with clear links to the establishment of the railway line. It was an important business and meeting place for social gatherings.The name, Terminus Hotel worked into the brickwork of the footpath when they were surfaced by sustenance workers during the 1930s Depression. The mural of an impression of Macedon Street in Sunbury 100 years ago was painted by Frank Breen, on the brick garage wall of the Catholic Presbytery and it faced the garden in front of the former Sunbury Courthouse. Before the railway arrived in Sunbury in 1859, Macedon Street was the town's business centre. Early local businesses and and institutions that the artist included in the mural include on the LHS former courthouse, Out Lady of Mt. Carmel and the Sir John Franklin Hotel. Nillumbik Shire Council transferred to the former Diamond Valley Shire Offices in Greensborough after municipal restructuing. The offices became the official Nillumbik Shire Council Offices on 16 October 1995. The former Shire of Diamond Valley Civic Centre or Shire Office building was officially opened on 26th February 1972. Archtiects were A.K. Lines, McFarlane & Marshall and it was built by L.U. Simon Pty Ltd, The Diamond Valley Shire had been created in 1964 from part of the City of Heidelberg. On December 15, 1994 the Shire of Nillumbik was established. Under the Council amalgamations imposed by the Kennett government, the Shire of Eltham, Shire of Diamond Valley and City of Heidelberg ceased to exist with the establishment of Nillumbik Shire Council and the City of Banyule.The new Nillumbik shire surrended the west riding from Eltham to Banyule but in place gained parts of the former Diamond Valley Shire which itself had been created in 1964 from parts of the City of Heidelberg. Three unelected and non-local Commissioners were put in place by the government bringing democracy into question by many members of the local community. The Commissioners determined to abandon the former Shire of Eltham offices located in Main Road, Eltham and in turn occupy the former Shire of Diamond Valley offices located at the boundary of the new shire with Banyule, in Civic Drive, Greensborough. In July 1996 the Commissioners sold the former Eltham Shire Offices and had them bulldozed leading to many years of communiity protest over the process and future development applications. The site has remained vacant ever since. In 1853 a committee was formed to improve the rough roads, some in Kangaroo Ground being almost impassable in winter.1 The committee fundraised by voluntary levies and grants to improve in particular, the main road between Kangaroo Ground and the Plenty River. From this committee arose the Eltham District Road Board, in 1856, which was the precursor to the Eltham Shire Council. The Board’s first chairman was Kangaroo Ground farmer, John Barr. Secretary was the former committee’s secretary, Andrew Ross, Kangaroo Ground’s first school teacher, and founder of the district newspaper, The Evelyn Observer.2 Most of the board’s income came from a toll-house north of the Lower Plenty Bridge, which funded such projects as a road from Kangaroo Ground to the Caledonia Diggings. In 1871 the Shire of Eltham was proclaimed, with its boundaries the same as those of the Road Board, and Councillor A Donaldson of Kangaroo Ground was the first president. Eltham was at the southern tip of the shire, which extended north to Kinglake and east beyond Yarra Glen. In 1878, part of Kinglake was added to the shire, while the area east of Watts River, near Healesville was removed. In 1912, then again in 1958, the shire was further reduced. Yarra Glen, Steels Creek, Tarrawarra, parts of Healesville and Christmas Hills, were transferred to the Shire of Healesville. In 1972 a smaller area, at Kinglake, was transferred to the Shire of Yea, leaving 277 square kilometres in the Eltham Shire. Perhaps no other Victorian municipality has had so many meeting places. Although from 1858 to 1904, the council convened at the office in the home of Secretary Charles Wingrove, the board, and later the council, also met at other more central locations.3 The board moved from the Fountain of Friendship Hotel to the Eltham Courthouse, to the Kangaroo Ground schoolhouse. It then met at the Kangaroo Ground Hotel, which some considered put it in danger of interruptions by people ‘the worse for liquor’.4 In 1885 the council met at the hall on Mr J Donaldson’s land at Kangaroo Ground. After Wingrove’s retirement, the council rented space at the Kangaroo Ground General Store and Post Office. Then, in 1917, the council bought the former office of The Evelyn Observer, after its printing works transferred to Hurstbridge. In 1934, fire destroyed the shire office, which was temporarily relocated to the Kangaroo Ground home of Shire Secretary, Mr P J McMahon. In 1941, the shire office moved to a new building (which included a public hall) in Eltham, at the corner of Arthur Street and Main Road, where the Eltham Village Shopping Centre was eventually built. Growth required new offices, which opened in 1965, on the former Shillinglaw property in Main Road.5 In 1994, as part of municipal restructuring under the Jeff Kennett Liberal Government, most of the Eltham Shire formed part of the new Shire of Nillumbik. It joined with the north section of the Diamond Valley Shire and parts of the Healesville and Whittlesea municipalities. The Diamond Valley Shire had been created in 1964, from part of the City of Heidelberg. Turbulence followed Nillumbik Shire’s formation. Under the Commissioners the council transferred to the former Diamond Valley Shire offices in Greensborough, and the Eltham council offices were demolished. In March 1997 the first five-member Nillumbik Council was elected. But, in October 1998, the government suspended the council and appointed an administrator . Early in 1999, shire residents voted to increase councillors to nine: comprising five ward councillors and four shire-wide councillors. Elections were held in March 1999. Then, before the March 2002 elections, nine new wards were created.6 In 2008 these were reduced to seven. Today [2008] the council governs a varied population of more than 60,000 people living in townships and on bush properties in the green wedge.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century.
