The State Governor Sir Rohan Delacombe and Lady Delacombe visited the Shire of Eltham where they were entertained to a civic luncheon by the Shire President Cr. L. E. Clarke and councilors at the Panton Hill hotel and made a tour of the shire. Among which was the Eltham elderly citizens' club where he met L-R: Mrs Lander, Mrs Stevenson, Mrs Armstrong, Mrs Norman, Mrs - , and Mrs Crockett. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' Gladys Machin was the first female Councillor for the City of Caulfield. She served between 1950-1965 and was Mayor in 1955-56 and 1959-60. Machin championed the opening of the Caulfield Elderly Citizens Club in 1952 (later renamed in her honour as the Gladys E Machin Senior Citizen's Club). Machin was also President between 1953-1974, as noted on the engraving. The club now forms part of the Caulfield Senior Citizen's Centre at 8 Cedar Street, Caulfield South. Caulfield was one of the first local councils to establish an elderly citizen's club. This photograph used to hang in the main hall at Caulfield Senior Citizen's Centre alongside a photo of the Queen.This object is considered of historic significance for its portrayal of Gladys Machin, first female Councillor for the City of Caulfield. Letter to the Trustees outlining the outcomes of a recent meeting, as the minute book was unable to be located. Below is a summary of the letter. The death of W.H. Paterson is mentioned and the recommendation to the Committee that the clubhouse by named in his honour was unanimously accepted, however requires the agreement of the Trustees. The remainder of the letter covers the past five years. The Victorian Association of Blind Cricketers are requesting the erection of a shelter shed and scoring boxes. Complaints have been received about horses using the park, which have been passed to Malvern Council who advise they have also received similar complaints from the general public. A fence is required but a lack of finance has delayed this action. The Clubhouse is being used for more activities including a dance class, indoor bowling club, pottery and craft work, therefore a new switchboard and rewiring were completed. In October 1955, the State Government offered funding through local councils, however despite a representation to the Minister, the Malvern Council were not willing to expend funds to the Association as they had committed to build an Elderly Citizens Club. A large signboard was repainted and a new signboard erected at the front entrance, along with a light controlled by a clock. The Clubhouse has also been used one night per month by the local branch of the RSL and occasional use by the Teachers College for inter College sports. There has been cooperation with the L.T.A.V. (Lawn Tennis Association of Victoria) during tennis championships, and although the Committee recognise the need to do more with the area, the impending homes been built at Ballarat and Bendigo have been a limited factor. To the Editor of the Ringwood Mail Dear Sir, would you please publish in your widely read paper the following letter for the information of the residents of the City of Ringwood- Re the passing of my brother Mr. J.P. Howship, who was an ANZAC one of the pioneer family of Howship of Ringwood which name is connected with the early history of Ringwood or more particularly Ringwood East as the late J.P. Howship and myself purchased the Nursery of Mr. John Hill around the year 1912 and after a couple of years my late brother Bert was taken into partnership and we bought the adjoining nursery of Mr. Will Hill and traded under name Howship Bros. Rosedale Nursery and the name of one street in the old property Howship Avenue is named after the old firm as well as Rosedale Crescent. The move for the establishment of the Ringwood East station started with myself and in a meeting up with a Mr .T. Birkitt who I felt was the man I needed as he was a sub Estate Agent .A meeting was called and held in our packing shed at the end of Federal Road which at that time ended at Mr. Charlie Burdens property and abbuted (sic) on our property. This meeting was attended by about sixty residents and the late Mr. C. Wedge was elected as the first President of the Ringwood East Railway League and Progress Assoc. with Mr. T. Birkitt as Secretary and myself as assist. Secretary. This League raised the sum of about 1,600 from residents and land owners for the erection of the Ringwood East Railway Station & after the station was erected and paid for the League part was canceled and the Progress Assoc. carried on. The present Ringwood East Cricket Club was formed at meeting and the Prog .......and my three brothers Bert, Mervyn and played cricket in the Ringwood district for many years and most of us were members of the Ringwood at first and then the Ringwood East Football clubs and followed the teams for years a few names of the old players came to mind in E. Thomas , C. Weil, T. Homewood, the Pratt family and others. I might mention for the benefit of the City of Ringwood residents my eldest brother Laurie late of New Street and now living at Blairgowrie was with what was then known as Coopers Mills and designed and helped to build some of the first buildings in that property now known as Ringwood Timber & Trading Co .Also that myself and others namely the Reidy Brothers, Mr. Taylor, & L .Cleary & voluntary labour formed the tennis courts at East Ringwood with the help of our young Ladies of the time, those courts I'm pleased to say are well established and two more are added and provide good activities for the young people of the district. Also with the aid of C .Thomas, Norm Blood and others we formed the Methodist courts. From the Ringwood East Progress Association came the move to have a Health Centre for Ringwood. This was established by a good deal of enthusiastic work by some mothers after spending nearly fifty years in Ringwood watching it grow from town surrounded by orchards to a City and I must congratulate the Civic Fathers and their staff in the growth of Ringwood and the fine roads, Parks, Elderly Citizens Club and have all done a good job but why oh why have you neglected mines Road Ringwood east. Why has this road not been made the drainage there is something to be seen to be believed in such a city .The only solution is making and curbing this road & I would ask those responsible why the curbing was put down Dublin Road where there are no residents this curbing could well have solved the problem in Mines Road if used there. I recently spent a weekend with my Daughter, Mrs. Munro at the corner of Maroondah highway and Mines Road and was disgusted at the condition of Mines Road and drainage and had to air my views and suggest a trip to Mines Road by the Civic Fathers led by the Health Inspector I am yours sincerely H.C. History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground.
