Provides information in the form of a letter to Parliamentary members about the reasons why the electrification of Collins St should proceed from the MMTB viewpoint, though it was not part of the 1923 General Scheme. The City of Melbourne initially wanted a conduit system, main issue was overhead wires, looks at other possibilities. James notes the circumstances of the 2nd photo - taken to show the Directors of ESCo in Liverpool Ballarat and their tramway assets.
