In 1901 when the Australian colonies federated there was no capital and no federal parliament building. The Federal Parliament moved into the Victorian State Parliament building, and the State Parliament moved into the Western Annexe of the Exhibition Building for 26 years. After World War One, on 04 February 1919, the exhibition Building was turned into a hospital to treat Melbournians struck down with the Spanis 'Flu'. Initially housing 500 beds, the hospital grew to accomodate 2000 patients. Femals were located between the concert platform in the western nave and the done; male patients occupied the spaces beyond. The basement was used a a morgue. With the departure of the State Parliament in 1927 the western annexe became home to the Country Roads Board. In 1932 it was joined by the MOtor Registration Branch, and the Transport Regulation Board in 1934. They co-existedin cramped offices until the 1960s. In 1949 the oval at the rear of the ExhibitionBuilding was leased to the Commonealth Government for the establishment of the Migrant Reception Centre. When it closed in 1961-62, the centre comrised 29 bungalows over 1.4 hectare. The centre provided temporary accomodation for thousands of new arrivals from Britain. On 01 July 2004 the Royal Exhibition Building and Carlton Gardens were inscribed on the World Heritage List. It is the only 19th century Great Hall to survive largely intact, still in its original landscape setting, and still used as a palace of industry. A programme of high-class music was gone through, and refreshments were served during the evening. Australian wines were very prominent."The document design has artistic and aesthetic merit. While it is not rare, it is representative of the kinds of formal designs used for the Australian Commonwealth celebrations at the time of Federation, and is in excellent condition. Such items as this invitation have local, state and national historic significance as mementoes of a key moment in Australia's history. Locally, the invitation is part of a group of Federation-related items issued to James Maitland Campbell (and his wife). The commemorative booklet 'Our Invited Guests for the Opening of the First Parliament of the Commonwealth of Australia : An open directory of the guests invited to Melbourne, May 9th 1901' lists invitees from each Australian State. The Misses Dowling are not on this list, however the booklet does list The Hon Thomas Dowling MLC, and his "lady" from Camperdown as well as Edwin Percy Dowling esq, Shire Secretary of Camperdown. Perhaps the Misses Dowling were part of this family. While not invited to the opening of Parliament on the 9th, the guest list for later events may have been extended on other occasions.The document design has artistic and aesthetic merit. In June 1988, the Arthritis Foundation of Victoria (AFV) had an information stand at the Investment & Retirement Seminar, which was held at the Royal Exhibition Buildings. This photo depicts Channel 9 News anchor, Brian Naylor, posing for a photo with AFV staff and one of the event organisers at the AFV's information stand. This photo appears on page 3 of the Vol 1 No 3, September 1988 issue of the Arthritis Foundation of Victoria's quarterly magazine, Arthritis Update.
