The Orford family, a pioneer family remained continuously living and working in Eltham for 170 years from 1854 to 2024. James and Sarah Orford arrived in Sydney in 1839 aboard the ship “Orestes”; they had several children there before settling in Eltham in 1854. Three children, James Mathias, Sarah Amelia and Thomas Henry initially remained in the Eltham area. James eventually moved to Brunswick. Sarah married Arthur Butler Young and finally lived in Bunyip. Thomas who was six years old when the family arrived in 1854 remained in Eltham, married Helen Logan who died, leaving a large family. They lived in a slab hut by the Yarra at Laughing Waters and Thomas managed the Panton Park Estate, a selection owned by Magistrate Thomas Panton. Thomas’s son, Ernest Orford was born 1892 at Pitt Street, Eltham and also lived his entire life in Eltham working as a labourer, orchardist and later as a gardener and grounds keeper for Sir William Irvine, a former Chief Justice and Premier of Victoria. Ernest married Kate Thomas; their two sons Ron and Doug stayed in the area. Another of Thomas' sons, Arthur, also lived in Eltham. Four Orford generations attended Eltham schools. Doug Orford was born on the kitchen table (reference, son Ted Orford) of the family home at the corner of Reynolds Road and Mount Pleasant Road. Doug married Gwen and they established a family however Gwen died at a young age from cancer. Doug eventually remarried another Gwen and they lived for several decades in Napoleon Street, Eltham. Doug was actively involved in EDHS over many years, including serving as a committee member and vice president. Contributions by Doug and Gwen (Treasurer/Membership Secretary), his wife, assisted EDHS to continue to develop as a not-for-profit group intent on promoting and preserving our local history. Both Doug and Gwen were made Life Members of EDHS. They also acted as EDHS delegates to the Eastern Region of Historical Societies. His significant work with assisting to establish our valued Local History Centre helped develop our home base and supported the continued growth of our society. Doug’s local knowledge, suggestions and family connections were highly valued, Until recent times, he continued to regularly attend our Collections Team workshops providing his insights and historical information about photographs and society records. Doug died peacefully July 8, 2024, and represents the last link in the Orford Eltham chain which spanned 170 years. His funeral was held Thursday, July 18, 2024, at Le Pine Funerals, 848 Main Road, Eltham. Contents: Typed notes, no date: Memories of Ernest Orford [taped 1979] about his school days. This Jack plane was donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, Surgeon and Oculist. It is part of the “W.R. Angus Collection” includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. The Jack plane is a woodworking tool. The blade protrudes through the base. A layer of timber is shaved off the article being worked as the plane is pushed along the area. ABOUT THE “W.R.ANGUS COLLECTION” Doctor William Roy Angus M.B., B.S., Adel., 1923, F.R.C.S. Edin.,1928 (also known as Dr Roy Angus) was born in Murrumbeena, Victoria in 1901 and lived until 1970. He qualified as a doctor in 1923 at University of Adelaide, was Resident Medical Officer at the Royal Adelaide Hospital in 1924 and for a period was house surgeon to Sir (then Mr.) Henry Simpson Newland. Dr Angus was briefly an Assistant to Dr Riddell of Kapunda, then commenced private practice at Curramulka, Yorke Peninsula, SA, where he was physician, surgeon and chemist. In 1926, he was appointed as new Medical Assistant to Dr Thomas Francis Ryan (T.F. Ryan, or Tom), in Nhill, Victoria, where his experiences included radiology and pharmacy. In 1927 he was Acting House Surgeon in Dr Tom Ryan’s absence. Dr Angus had become engaged to Gladys Forsyth and they decided he further his studies overseas in the UK in 1927. He studied at London University College Hospital and at Edinburgh Royal Infirmary and in 1928, was awarded FRCS (Fellow from the Royal College of Surgeons), Edinburgh. He worked his passage back to Australia as a Ship’s Surgeon on the on the Australian Commonwealth Line’s T.S.S. Largs Bay. Dr Angus married Gladys in 1929, in Ballarat. (They went on to have one son (Graham 1932, born in SA) and two daughters (Helen (died 12/07/1996) and Berenice (Berry), both born at Mira, Nhill ) According to Berry, her mother Gladys made a lot of their clothes. She was very talented and did some lovely embroidery including lingerie for her trousseau and beautifully handmade baby clothes. Dr Angus was a ‘flying doctor’ for the A.I.M. (Australian Inland Ministry) Aerial Medical Service in 1928 . Its first station was in the remote town of Oodnadatta, where Dr Angus was stationed. He was locum tenens there on North-South Railway at 21 Mile Camp. He took up this ‘flying doctor’ position in response to a call from Dr John Flynn; the organisation was later known as the Flying Doctor Service, then the Royal Flying Doctor Service. A lot of his work during this time involved dental surgery also. Between 1928-1932 he was surgeon at the Curramulka Hospital, Yorke Peninsula, South Australia. In 1933 Dr Angus returned to Nhill and purchased a share of the Nelson Street practice and Mira hospital (a 2 bed ward at the Nelson Street Practice) from Dr Les Middleton one of the Middleton Brothers, the current owners of what previously once Dr Tom Ryan’s practice. Dr Tom and his brother had worked as surgeons included eye surgery. Dr Tom Ryan performed many of his operations in the Mira private hospital on his premises. He had been House Surgeon at the Nhill Hospital 1902-1926. Dr Tom Ryan had one of the only two pieces of radiology equipment in Victoria during his practicing years – The Royal Melbourne Hospital had the other one. Over the years Dr Tom Ryan had gradually set up what was effectively a training school for country general-practitioner-surgeons. Each patient was carefully examined, including using the X-ray machine, and any surgery was discussed and planned with Dr Ryan’s assistants several days in advance. Dr Angus gained experience in using the X-ray machine there during his time as assistant to Dr Ryan. When Dr Angus bought into the Nelson Street premises in Nhill he was also appointed as the Nhill Hospital’s Honorary House Surgeon 1933-1938. His practitioner’s plate from his Nhill surgery is now mounted on the doorway to the Port Medical Office at Flagstaff Hill Maritime Village, Warrnambool. When Dr Angus took up practice in the Dr Edward and Dr Tom Ryan’s old premises he obtained their extensive collection of historical medical equipment and materials spanning 1884-1926. A large part of this collection is now on display at the Port Medical Office at Flagstaff Hill Maritime Village in Warrnambool. In 1939 Dr Angus and his family moved to Warrnambool where he purchased “Birchwood,” the 1852 home and medical practice of Dr John Hunter Henderson, at 214 Koroit Street. (This property was sold in1965 to the State Government and is now the site of the Warrnambool Police Station. and an ALDI sore is on the land that was once their tennis court). The Angus family was able to afford gardeners, cooks and maids; their home was a popular place for visiting dignitaries to stay whilst visiting Warrnambool. Dr Angus had his own silk worm farm at home in a Mulberry tree. His young daughter used his centrifuge for spinning the silk. Dr Angus was appointed on a part-time basis as Port Medical Officer (Health Officer) in Warrnambool and held this position until the 1940’s when the government no longer required the service of a Port Medical Officer in Warrnambool; he was thus Warrnambool’s last serving Port Medical Officer. (Masters of immigrant ships arriving in port reported incidents of diseases, illness and death and the Port Medical Officer made a decision on whether the ship required Quarantine and for how long, in this way preventing contagious illness from spreading from new immigrants to the residents already in the colony.) Dr Angus was a member of the Australian Medical Association, for 35 years and surgeon at the Warrnambool Base Hospital 1939-1942, He served as a Surgeon Captain during WWII1942-45, in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack. During his convalescence he carved an intricate and ‘most artistic’ chess set from the material that dentures were made from. He then studied ophthalmology at the Royal Melbourne Eye and Ear Hospital and created cosmetically superior artificial eyes by pioneering using the intrascleral cartilage. Angus received accolades from the Ophthalmological Society of Australasia for this work. He returned to Warrnambool to commence practice as an ophthalmologist, pioneering in artificial eye improvements. He was Honorary Consultant Ophthalmologist to Warrnambool Base Hospital for 31 years. He made monthly visits to Portland as a visiting surgeon, to perform eye surgery. He represented the Victorian South-West subdivision of the Australian Medical Association as its secretary between 1949 and 1956 and as chairman from 1956 to 1958. In 1968 Dr Angus was elected member of Spain’s Barraquer Institute of Barcelona after his research work in Intrasclearal cartilage grafting, becoming one of the few Australian ophthalmologists to receive this honour, and in the following year presented his final paper on Living Intrasclearal Cartilage Implants at the Inaugural Meeting of the Australian College of Ophthalmologists in Melbourne In his personal life Dr Angus was a Presbyterian and treated Sunday as a Sabbath, a day of rest. He would visit 3 or 4 country patients on a Sunday, taking his children along ‘for the ride’ and to visit with him. Sunday evenings he would play the pianola and sing Scottish songs to his family. One of Dr Angus’ patients was Margaret MacKenzie, author of a book on local shipwrecks that she’d seen as an eye witness from the late 1880’s in Peterborough, Victoria. In the early 1950’s Dr Angus, painted a picture of a shipwreck for the cover jacket of Margaret’s book, Shipwrecks and More Shipwrecks. She was blind in later life and her daughter wrote the actual book for her. Dr Angus and his wife Gladys were very involved in Warrnambool’s society with a strong interest in civic affairs. He had an interest in people and the community They were both involved in the creation of Flagstaff Hill, including the layout of the gardens. After his death (28th March 1970) his family requested his practitioner’s plate, medical instruments and some personal belongings be displayed in the Port Medical Office surgery at Flagstaff Hill Maritime Village, and be called the “W. R. Angus Collection”. W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. The collection of medical instruments and other equipment is culturally significant, being an historical example of medicine from late 19th to mid-20th century. Dr Angus assisted Dr Tom Ryan, a pioneer in the use of X-rays and in ocular surgery. Jack plane, part of the W.R. Angus Collection. This jack plane is a medium sized plane. It is a rectangular block of wood, curved handle joined into top of one end, large shaped space in the centre with long straight metal blade inserted into the space, protruding through the base.flagstaff hill, warrnambool, shipwrecked coast, flagstaff hill maritime museum, maritime museum, shipwreck coast, flagstaff hill maritime village, great ocean road, dr w r angus, dr ryan, jack plane, woodworking plane, medium plane, woodworking tool, hand tool

The tanker is seen departing the station and diverging off before the bridge. Captain Clarrie Stone and Fireman Shaw are seen pumping water on the flames with hand pumps when the tanker arrives. The hose is unreeled, and water turned on the flames. Jack Sinclair joins the action. Jim Cox directs water to the high stuff. The fire put out, Jack Marks and Eric DeBuse wind in the hoses and the team head back to town. It’s peaceful again at the memorial tower. Movie Three (1969-1987): 19:14 – 34:34 Colour film “Fired with Dedication”, Country Fire Authority Victoria, produced by I.L. Wadeson, Commentary by A.M. Hem. Credits with CFA Victoria emblem and then placed over a view of an old-style ladder engine. Opens with the scene of a fire engine outside the Diamond Creek Fire Station then various trophies reflecting the competition success of the brigade in various track and disciplined events. Two trophies shown of particular pride to the brigade were for first place in the Torchlight Procession at the State Championships in Mildura in 1986 and also at Swan Hill in 1981. Still photo scenes of ex Captain Clarrie Stone, Brigade Captain for 21 years; ex Captain Jack Marks, 10 years; ex Captain Ian Douglas, 10 years. Cuts to scene of radio control room, January 1969, and news of a fire on the northern side of the township of Diamond Creek. With scenes of flames in bush, the narration explains that until the early 1960s the area was an orchard district which protected the town against the savagery of bushfires. But due to competition from other areas more suitable for orcharding and easier transport to Melbourne the district could no longer remain competitive, and orchards were replaced by grassed areas, which together with the bush areas were a feeding ground for fire. On 8th January 1969, high temperatures and strong north winds, were, with the carelessness of some individual all that was necessary to produce the worst fire the district had seen. Cuts to scene of blackened fields and cattle - Hundreds of hectares of grass land were blackened, and cattle had to be transported to other areas for agistment. Scene of destroyed buildings in the township – 13 houses and the public hall in the town were destroyed as was the theatre equipment which was owned by the fire brigade. The Church of England Hall and bell tower were badly damaged. The whole town could have been burnt out but for the determination, skill, and courage of the Diamond Creek Fire Brigade. Scenes of all that was left of the home on the hill on the west side of the Church of England. Also, the remains of the old Pisy (?) home on the top of the same hill near Lambert Street, and the ruined Crocker home. Cuts to a scene in the mid-1970s to mid-1980s of a house fire in Haley Street attended by the Diamond Creek Fire Brigade. Although the house was severely damaged, it was saved. Mentions that whilst assistance is appreciated, in some circumstances, those doing so are not properly dressed for fighting fires. Breathing apparatus is a must in structure fire attack. Next scene (either on Mangarook or Coventry oval) showing off four Diamond Creek Fire Brigade efficient and very expensive firefighting units. Features a forward control vehicle Toyota 4WD used for conveying task force personnel to the required areas; a Hino Model 3.2 tanker, diesel powered and carries 3,000 litres of water and has a 16 HP petrol driven pump which delivers 900 litres of water per minute; an International tanker (registration TCM-418) which carries 3,000 litres of water with pumping capacity of 600 litres per minute. The Ford diesel powered pumper (registration MXE-754) is a well-equipped vehicle with a water capacity of 1,000 litres and capable of pumping 1,900 litres of water per minute from the main pump, has many lockers which hose equipment such as breathing apparatus and various types of hose nozzles and foam making equipment. The vehicle carries 360m of 64mm diameter hose which can be laid out from the rear lockers and a portable lighting plant, an Oxy Viva resuscitator to revive smoke inhalation victims and forcible entry tools to gain access to structure fires. Views of the main pump and control panel on the vehicle. As well as the main pump, the vehicle is equipped with an auxiliary pump which allows the facility to pump whilst moving. Fire fighters must undergo constant training and hone their skills, Scenes of a training exercise using the pumper to pump from static water. First, the short lengths of suction hose are coupled, a strainer fitted to ensure debris does not foul the pump. Gauges must be constantly monitored to ensure manageable water pressures are maintained. Pressures are normally controlled to allow two fire fighters to work at each nozzle outlet. Two nozzles are tested, one adjustable jet fog type which is used on flammable gasses or within a structure fire to absorb heat. A straight jet nozzle to project water long distances to protect exposed surfaces close to a fire radiated heat. The pumper is quite a versatile vehicle in handling structure fires, but it also carries specialist equipment needed in containing hazardous chemical incidents. Cuts to scene of parade – the Diamond Creek Fire Brigade has with other neighbouring brigades participated in most town fairs and earns the respect of the watching public. It can be seen why this brigade has been so successful at disciplined contests. Views of Plenty Fire Brigade Road Rescue unit which is equipped with the “Jaws of Life” Scenes of athletic competitions – many neighbouring brigades indulge in friendly but keen competition at the Diamond Creek Town Fair. The young are also encouraged to participate in all aspects of Junior Fire Brigade activities and become tomorrow’s generation of volunteer fire fighters. Scene of the 1986 Diamond Creek Town Fair which was the last time veteran Captain Clarrie Stone BEM marched with the brigade. Clarrie was awarded the British Empire Medal for his service to the Country Fire Authority. Also, scenes of vehicles in the parade. Cuts to scene of brigade members in drill formation for inspection by Acting Chief Harry Rothsay (?) on the occasion of the opening of the new fire station extensions on August 29, 1987. Scenes of crowds including many dignitaries of neighbouring brigades present including Lieutenant Gordon Grandy (who came down from Queensland for the occasion) and ex-Secretary David Kidd and wife Betty, also ex Captain Clarrie Stone and Mrs Nel Stone, a life member of the Ladies Auxiliary, the Reverend Jock Ryan, son of J.L Ryan, founder of the Diamond Creek Fire Brigade, Foundation Captain of the fire brigade, Keith Bradbury and Mrs Bradbury. Pauline Dick accepts a community service award for services to the CFA. Recognising over 47 and a half years of service, a presentation is made by Mr Neil Marshall, Acting Chairman of the CFA to ex Captain Clarrie Stone with response by Clarrie. Other members of the official party include Cr. Martin Wright, Shire President Wayne Phillips and local Member of Parliament, Mrs Pauline Toner. This book is a true account of the experiences of seven Australian boys beginning their career as seamen on the last voyage of the ‘John Murray’ when they became stranded on a South Pacific Island. The author John F. Moodie Heddle was an apprentice on board at that time. The publisher firm of Longmans, Green & Co. was founded in 1724 in London by Thomas Longman under the name Longman. In August of that year, he bought the two shops and goods of William Taylor and set up his publishing house there at 39 Paternoster Row. The shops were called Black Swan and Ship, and it is said that the 'ship' sign was the inspiration for Longman's Logo. After many changes of name and management, including the name Longman, Green, Longman and Roberts from 1859 to 1862, the firm was incorporated in 1926 as Longmans, Green & Co. Pty Ltd. The firm was acquired by Pearson in 1968 and was known as Pearson Longman or Pearson PLC. The three-masted iron baque 'John Murray' was built and registered in Glasgow, UK, in 1877 as a general cargo vessel maned the 'Loch Ryan'. It traded between the UK and Australia from 1877 to 1909. In 1909 the Loch Ryan was purchased by the Defence Department of Victoria, refitted at Williamstown as a training vessel and renamed ‘John Murray’. It was commissioned from 1910 to 1917 for reforming juvenile offenders as seamen for the Navy and Merchant Navy. The training project ceased after reports of the treatment of the boys. Although 411 did their training under this scheme, the success rate of them qualifying to serve on other vessels was less than twenty per cent. The ship was named after John (Jack) Murray (1851-1916), who was born near Koroit. He was the 23rd Premier of Victoria (1909-1912), and a Warrnambool Member of Parliament for twenty years. In 1917 the John Murray was sold to the Government of Australia to serve during the Great War, World War I. The ship was loaded with a cargo of dynamite and petroleum at San Francisco then departed for Melbourne when, during its passage, it was wrecked at Malden Island reef in the mid-Pacific Ocean on May 29th, 1918.The book gives us a first-hand account of the wrecking of the sailing ship John Murray, named after a past Warrnambool Member of Parliament for twenty years and the 23rd Premier of Victoria, born locally, near Koroit. The book is significant for its association with the vessel John Murray, which was formerly the 'Loch Ryan' of the Loch Line General Shipping Company of Glasgow. The same company owned the Loch Ard, which was wrecked and tragically lost 52 lives. The book is significant as a record of one of the many clipper ships that traded between the United Kingdom and Australia, with goods collected from other countries along the way. The book has an important connection to Victoria's training ship John Murray, which aimed at reforming delinquent juveniles to be suitable as seamen for Australia's Navy or Merchant Navy.Seven In The Half-Deck: An account of the wreck of the Barque John Murray Author: John F. The image in this photograph is the 'John Murray', which was owned by the Government of Victoria from 1909 to 1917 as a training vessel. It was built and registered in Glasgow, UK in 1877 as the 'Loch Ryan'. This photograph is a copy of the original photograph, which was owned by Dr J. Douglas, brother o the donor. The iron baque 'Loch Ryan' was a three masted, 1207 ton sailing ship built by James & George Thomson in Glasgow in 1877. It was purposed as a general cargo vessel and owned by the General Shipping Company, known as the Loch Line because the ships were named after Scottish lochs. The company had a fleet of 25 colonial clipper ships that traded between the UK and Australia between 1866 and 1909, mainly from Glasgow to Melbourne, Sydney and Adelaide. Many of the sips, including the Loch Ryan, had a distinctive white stripe on their dark coloured hulls. The 'Loch Ryan' was purchased in 1909 by the Victorian Government's Défense Department and converted for the purposes of a training in Williamstown. In 1910 it was renamed John Murray, whose namesake, John (Jack) Murray (1851-1916) was born near Koroit. He was the 23rd Premier of Victoria (1909-1912), and a Warrnambool Member of Parliament for twenty years. The government commissioned the ship from 1910-1917 for reforming juvenile offenders, training them as seamen for the Navy and Merchant Navy. The training project ceased after reports of the treatment of the boys. Although 411 did their training under this scheme, the success rate of them qualifying to serve on other vessels was less than twenty percent. In 1917 the John Murray was sold to the Government of Australia to serve during WWI. The ship was loaded with a cargo of dynamite and petroleum at San Francisco then departed for Melbourne when, during its passage, it was wrecked at Malden Island reef in the mid-Pacific Ocean on May 29th, 1918.The photograph of the John Murray , formerly the 'Loch Ryan' is significant for its connection with the Loch Line of the General Shipping Company of Glasgow, the same company that owned the Loch Ard, which was wrecked and tragically lost 52 lives. The photograph is also significant for its connection with Victoria's training ship John Murray, which aimed at reforming delinquent juveniles, to be suitable as seamen for Australia's Navy or Merchant Navy. The ship was the namesake of John Murray, so the photograph is also significant for its connection with Victorian and local Government, as John Murray was the 23rd Premier of Victoria and a Warrnambool Member of Parliament for over 20 years. He was born in the local town of Koroit. The photograph is significant as an image of the many clipper ships that traded between the United Kingdom and Australia, with goods collected from other countries along the way.Photograph, black and white, behind glass, matt, framed in black with gold trim. The first President was declared to be Ernest James Andrew, Honorary Secretary, A.J. Morse, Honorary Treasurer, Charles Robert Nicholls and the first elective committee to be Thomas Nunn Jewell, William John Pasco, George Burchall, William James Burgess, John William Cox, Ernest James Andrew, John Michael Ryan, Frederick William Gillespie Didfield, Charles Harold Williams, Joseph Banks, Laurence Bourke, Charles Robert Nicholls, William James Capewell and James Pascal. This committee was appointed until the Annual meeting of subscribers held in January 1923 at which point all could stand for re-election (held annually). The Trust Deed was signed by Ernest James Andrew, William James Capewell and George Harrison in the presence of John Michael Ryan, Builder of Eltham, 5 August 1922. Originally purchased in 1856 from Thomas Roberts, Yeoman of Little Eltham, for £10 for use by the Wesleyan Chapel, represented by indentured Trustees, Rev. Barnabas Shaw Walker, Minister of the Pentridge Circuit, Francis Thomas, Farmer of Keelbundora, William Harriman, Blacksmith of Nillumbik, Nicholas Rodda, Farmer of Nillumbik, Aaron Grimshaw, Farmer of Greensborough, Joseph Cooper, Gardener of Keelbundora, Peter Dredge, Scholmaster of Jika Jika and Samuel Jeffrey, Farmer of Jika Jika. Lot 20 of Subdivision of Portion 13, Section 4 of the Parish of Nillumbik in the County of Evelyn was located on the southern side of Henry street in Little Eltham North, where the current Our Lady Help of Christians Catholic Church is situated. It became the location of the Eltham Rechabite Hall. In 1893 a new hall was built and further enlarged in 1919. At the commencement of 1922, the property was purchased from the Independent Order of Rechabites with publicly subscribed funds and a new hall built at a cost of £750 and improved road access constructed to reduce the grade, running from Dudley Street to Henry Street. This hall was eventually replaced with the new Shire Offices and Hall built on the corner of Arthur Street and Main Road, which was opened in 1941. Traces the earliest history of the Eltham Public Hall in Henry Street and the various names, occupations and abodes of the Trustees associated with the propertya.j. morse, charles harold williams, charles robert nicholls, edward samuel mccoll, eltham public hall, eltham rechabite hall, eltham wesleyan chapel, ernest james andrew, frederick william gillespie didfield, george burchall, george harrison, george hugh bird, henry street, jack alfred harrison, james pascal, john michael ryan, john william cox, joseph banks, laurence bourke, thomas nunn jewell, trustee, william james burgess, william james capewell, william john pasco

Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" A second article "Anger over reserve power" by Laeta Antonysen provides commentary from the three Planning Special Committee community members, former Eltham Shire Councillor Jim Connor, Bronwyn South and Janet Mattiske about the process that took place and the first time use of the spoecial reserve power to overturn the decision of the committee. Barry Rochford, Nillumbiuk CEO defends the use of the power. The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. This issue led to the formation of the Eltham Community Action Group which still operates strongly today (2023) on behalf of the community to ensure appropriate development within the community.895 main road, commissioners, dallas price homes, development application, eltham hub, hungry jacks, nillumbik shire council, re-zoning, shell service station, town planning, eltham gateway, eltham gateway action group, eltham shire offices, shillinglaw farm, shillinglaw trees, jim connor collection, dallas howgate, nillumbik planning special committee, jim connor, bronwyn south, janet mattiske, don cordell, vin heffernan, kevin abbott, russell yeomans, eltham district historical society, eltham senior citizens, des ryan, our lady help of christians primary school, judge book village, angela newhouse, tom munro, ian jennings, margaret ball, shillinglaw cottage, frank burgoyne, andrew biasci, barry rochford
