A document written in 1976 by Legatee Frank Meldrum containing his account of the start of Legacy. He was responding to a request for information about the history of Legacy that the archive committee was collating. He mentions several key members by name and what they achieved. As with other similar accounts he mentions the original objective was to see diggers placed in employment. When two years later the focus changed to the families 'thanks to Frank Doolan Legacy found its SOUL'. Many other accounts have also used the term 'soul' when referring to Frank's suggestion. It seems many Legatees had been quietly helping families of their comrades; Frank 'said he was helping a widow with two children of an old army mate. It was discovered that several of the Board were doing the same. Stan Savige had taken over the care of his widowed sister and her two boys, whose father had died at Passchendale. I had a widow with two little ones whose father was one of my best mates at Anzac. He died of flu virus after returning to Australia. I think eleven members of the Board or Committees were already giving similar service. Frank's proposal caught on immediately. Legacy had found its Soul!' 'Harold Peters started his Lit and Debating Class and I was asked by Stan to find a PT instructor', Frank Meldrum asked for the 'Billy' Williams to helped, and a cobber from Anzac, Louis Vavjanezki, to take on boxing and wrestling classes. 'All committees carried their own expenses amongst themselves - nothing was charged to JLC. Hugh Brain started the Education Committee and was given a donation, I think of $1000 (a heck of a lot in those days) by the Ballieu Bros.' He also mentions 'For the first 5-10 years practically all administrative costs were borne by the members.' 'Stan Savige was, of course a tremendous driving force in all the work for the Juniors. He put on a Christmas Camp at Balnarring on his own property and was Camp Commandant and Camp Cook.' Legatee Keith Mitchell helped Frank Meldrum in doing a dental examination of all children in the classes and then Frank did the necessary treatments in his rooms. When it was known they were treating over 400 children and their mums, Syd Birrell then got the board to co-opt two more dentists into the Club and form a Dental Clinic. Syd Birrell also started a Legal Committee to provide free legal advice. 'Committees quietly vied with each other to give better services to the Juniors and their mums. It was an atmosphere that was unbelievably happy - SERVCE WITHOUT SELF'. He mentions picnics, including one at Grimwade house - photos are at 01382 - where legatees were dressed up. The first demonstration was held in the 'Playhouse, just over Princes Bridge and was a great success.' Aaron Beattie and Mrs Gilles were mentioned. A letter from Legatee Meldrum recalling memories about Legatee Stan Savige. It is addressed to Legatee Kemsley who was on the archive committee at the time. Legatee Meldrum was a dentist and Stan was a patient of his. During a visit there was a discussion that Meldrum could help convince Sir John Monash to be President of Legacy as he used to play tennis with his son-in-law. It goes on the recount how Sir John suggested the role to Harold Cohen. Part of what was written: 'I did speak to Sir John the next Sunday. He was very interested but said he just could not take the office because his hands were so full with Yallourn. He said "Don't worry, let me give you some advice. If ever you want a job - a good job - done go to a busy man." Later as I was leaving Sir John called me into his study and said "I took my own advice today and asked a very busy man to take on the job you asked me to do. You know Harold Cohen because you always sit at his table at the Club. Well I've told him I would like him to think about taking the Chairmanship. Now it's up to you. Arrange for Savige and others to meet him". Which I did. Being originally a 6th Brigader I knew nearly everyone interested and I had known Pip Powell for six years before the war. I did attend a committee meeting just before the first luncheon at Stan's invitation but had not formally joined. Minutes of a meeting in 1956 to discuss the writing and publication of a book about the life of Legatee Stan Savige. There were prominent men present as well as Legatees. It was chaired by Colonel Alan Spowers. Also in attendance was the Lord Mayor of Melbourne, Sir Frank Selleck. The suggested author was John Hetherington, who was prepared to undertake the task for a fee of 1000 pounds. It is possible it was the Legacy Conference held in Melbourne in 1973 which was the Golden Jubilee year, celebrating 50 years of Legacy. The general aim of the Australia-wide conferences was an exchange of ideas and methods of carrying out Legacy functions, and to form general policy for cooperation between clubs and groups. A letter from Frank Meldrum (?) to Legatee Cyril Smith in May of 1940, to accompany a two page listing of Legacy clubs, their contact details and meeting times. L/- Meldrum was returning to active service. It was in a folder of documents about the history of Legacy which appears to have been mostly compiled by Legatee Cyril Smith as he has many hand written notes on miscellaneous pieces of paper (some are envelopes addressed to him). The notes were typed up into a summary of the History of Legacy. Also documents relating to the first time Legacy approached the public for donations in September 1956, including newspaper articles that were reprinted, a schedule of information that was approved to be released to the press, and a list of potential donors that was circulated to Legatees in the hope they could contact the ones they knew personally or professionally. The call for public donations was partially due to the purchase of the Dureau building and the need to modify the building for Legacy's needs. The documents from this folder have been added in seperate records (see 01262 to 01281). The folder was part of an attempt to capture history of Legacy, generally items from the 1950s.The documents provide an insight into the working of Legacy, especially in the 1940-50s. In September 1967 Legatee Brian Armstrong gave a speech about the first 40 years of Legacy. He mentions; 'what, in all humility, does our word 'Legacy' conjure up? To each of us, no doubt, something different, according to the the period of our service and our particular interests. To the early ones, many pictures, grave and gay, many voices, two perhaps in particular, both on the brink of a discovery. One, rather triumphant, - 'I've got it, we will call it "Legacy", but we will give instead of take, and look for nothing in return; and two years later, a quiet voice, still with us, thank heaven, "Have you ever through what the dying wish of our cobbers would have been?". This is our link. On the one hand, the still sharp memory of the lost men of Anzac France, Belgium, and the Middle East. One's own private nightmare - the expression in the eyes of the men of one's own Platoon, particularly towards the end, when they were warned for yet another operation. Men who by some miracle had survived twelve and more separate and individual hells between Gallipoli and Villers-Bretonneux and who knew full well that the Hindenberg Line was yet to come. And then we lucky ones were home again . . . Now here it was, the link, the chance to do something of real personal value, something with a real future. We do not speak a great deal of these things, nor would I do so now if I were not sure that everyone of you who wears this small badge has travelled much the same road. " He mentions the Legacy Diary belonging to Frank Meldrum, from 1925, with records on the start of Legacy. It is believed this diary was one of many documents lost in a fire. He mentions the fire destroyed the home and valuable library of Legatee Jimmy Downing. An article from the Bulletin including the text an address by Legatee Kem Kemsley at a Legacy event on 27 September 1983. He discusses the beginnings of Legacy. He relates the approach made to Sir John Monash to be the first president. It was via Legatee Frank Meldrum who was playing tennis with Monash's son-in-law. It shows the nature of relations between high ranking ex servicemen. Monash suggested Colonel Harold Cohen. Initially Legacy was founded with 'one person from each profession or business who will represent that profession until such time as the Club has established itself on a wider basis.' For example there were 'two solicitors - Downing and Armstrong, Meldrum as dentist, George Worboys as plumber, Dr Gardener as the eye specialist, Doolan and Goodchild as Surveyors, Fred Wickham of the Premier's department who was regarded as very important, Baker from Myer's Emporium, Joynt from the printing world and Blackett the architect.' He also mentions a Police Strike and General Monash set up a special constabulary force. Cohen, Kemsley and many of the early legatees answered the call to help keep peace. By December 1923 there were 54 members of the new Legacy club. The name was under consideration as the Tasmanian club was called Remembrance Club. Pip Powell nominated the name of Legacy to be submitted for consideration, but it was Frank Selleck who moved the formal resolution. By the end of 1924 initial objectives were met. A picnic with widows and children was held at Heidelberg and then Beaumaris, (limited by the few legatees who had motorcars at the time). Following thoses successes Frank Doolan posed the question 'what does Legacy really mean?' and focus changed toward widows and children. Legatee Savige had a property at Balnarring and the first camps were started. For boys there was a Lacrosse team and football team. Also swimming classes and literary and debating classes, which were hoped to be interesting and develop their minds along the proper form of citizenship. Then classes for the widows and later the girls. The article was part of an album of past presidents from 1965 to 1989. The folder included biographical details and obituaries, eulogies and death notices of prominent Legatees. He starts with Legatee Savige's tip to Hobart and Sir John Gellibrand's Remembrance Club. Then a meeting of the 24th Battalion at Phair's Hotel in 1923 and the men there agreeing to start a similar club, he mentions Sandy Lowe as a member at the meeting in 1977 that was at the initial meeting in 1923. He also mentions other at that initial meeting were Savige, Frank Selleck, Ted Pittard, Bob Irving, and 'Babe' Norman. He relates the approach made to Sir John Monash to be the first president. It was when Savige was in Frank Meldrum's dentist chair that the plan was hatched for Meldrum, (who was playing tennis with Monash's son-in-law, Gershon Bennett), to approach Monash to be president. Citing some slightly different dates to those in a later speech about the start of Legacy (at 02029) he says it was July 1926 that they met with widows and a couple of weeks later 142 boys were to attend Anzac House for a Literary and Debating class. Ballarat and Geelong had formed clubs by 1925 and Legatee Hilmer Smith was transferred with his work to Sydney and started a Legacy Club there in 1926. The first Conference was held in November 1926. The first Government House Christmas party for children was held in 1926, when the Governor General of Australia was still residing there. His final words were about his war experiences and relates a speech made by Legatee Brian Armstrong on 28th February 1961 (02502) that also spoke of the area around the Pozieres Windmill that was part of the battle of the Somme in July/August 1916, where so many of the early legatees fought.. This majestic peacock embodies the technical achievement, skill and ingenuity of artisans during the 19th century. It is now known as the 'Loch Ard Peacock' and was designed and modelled in 1873 by Paul Comolera (1818-1897) and fired in one piece at the Minton factory at Stoke-on-Trent in the United Kingdom in 1875. The peacock has been portrayed in symbolic motifs and has figured heavily in folktales and fables since antiquity, and many cultures around the world see it as a symbol of beauty, rebirth and power. Wealthy Victorians loved majolica, and the large peacock would have been the ultimate home accessory as a conservatory ornament – combining their desire for nature, the exotic and vibrant colours. The peacock model was listed in catalogues by Minton & Co. for a retail price of 35 guineas or sold as a pair for 90 guineas. Minton & Co. was founded in 1793 by Thomas Minton (1765–1836) and became a famous pottery and porcelain manufacturer. Comolera was a French artist and sculptor, renowned for dramatic naturalistic forms and life-size renditions of birds and animals that won him admiration in public and artistic circles. He was employed by Minton & Co. from 1873 to 1880, and the life-sized peacock became his best-known work. Comolera kept a live peacock loaned from the nearby Duke of Sutherland's Trentham Hall Estate in his studio to create a life-size model of fine buff earthenware model, which was then hand painted in brilliantly coloured green and blue glazes to mimic the peafowl’s dazzling plumage. There are no surviving production records, but according to documents in the Minton Archive, nine peacocks were made by Comolera. However, today, some historians now believe that twelve were fired at the Minton factory; research is ongoing. These peacocks were so admired that Minton & Co. used them as exhibition showpieces at International Exhibitions in London, Paris, and the United States of America, ensuring the company had a worldwide reputation. So, when Melbourne hosted an International Exposition in 1880, Minton & Co. sent out ceramics and tiles, and in particular, this peacock was intended to be part of their exhibit in the British Court in the Exhibition Building, built in the Carlton Gardens. The early dispatch date (1878) indicates that the company may have intended to exhibit their wares, including the peacock, at the 1879 Sydney International Exhibition, but the company did not take up this option. The ship that Minton & Co. used to bring the peacock and their other wares to the Australian colonies was the ill-fated Loch Ard, which sunk after striking Mutton Bird Island near Port Campbell, Victoria, in calm foggy weather in June 1878 on the final leg of the ship's journey to Melbourne. The loss of 52 lives made it one of Victoria’s worst shipwrecks. Therefore, this peacock never made it to the grand exposition in Melbourne, as Minton & Co. had planned. Charles McGillivray dragged this peacock, still in its original packing case, onto the beach in the gorge just two days after the Loch Ard went down. The peacock was rescued unscathed apart from a chip on its beak (only repaired in 1988). After a disagreement with a Melbourne Customs Officer, Joseph Daish, McGillivray stopped his salvage operations, leaving the peacock on the beach. The second salvagers were James Miller and Thomas Keys. Miller was a member of the firm Howarth, Miller and Matthews, Geelong, who had brought the salvage rights to the Loch Ard wreck on 10 June. When Miller and Keys arrived at the wreck site, a storm had washed many of the salvaged goods, including this peacoc,k back into the sea. The two men found the peacock in its case ‘bobbing along in the water’ and pulled it back to the beach. To ensure the peacock wasn't washed out to sea again, Miller and Keys hauled the packing case containing the peacock up the gorge's cliff face to the top, ready to be transported. In an interview in 1928, Keys claimed that at the time of the rescue, the head had broken from the body. This account was proven to be true in 1988, following the birds' display in Brisbane. This peacock began its life in Australia, not in the grandeur of an International Exhibition as intended, but in the hallway of a simple domestic house in Geelong. It appears Minton & Co. did not attempt to buy this peacock back. Florence Miller, daughter of James Miller (Loch Ard salvage rights holder), later remarked that the only item of real value rescued from the wreck had been the peacock and that this had been kept by her father in the family home at Malvern for many years and became a treasured family possession. As such, this 'Loch Ard peacock' was almost forgotten and mistaken with other Minton peacocks around the world. Miss Florence Miller tried to sell the peacock due to financial difficulties in the 1930s but was unsuccessful. While attempting to sell her Loch Ard relic, it was displayed in the window of the old Argus newspaper office, which was at 76 Collins Street, Melbourne; the Argus had relocated to the corner of Elizabeth and La Trobe Streets in 1926. Between 1935 and 1939, the old Argus building was occupied by the Joshua N. McClelland Print Room, which sold not only paintings and prints but also antiques and authentic replicas, as well as hosting exhibitions. Miss Florence Miller loaned her peacock for display at the Victorian Historical Exhibition held in the National Gallery on 1st June 1935, the 57th anniversary of the Loch Ard wreck. As a result, the peacock attracted public attention in books, newspapers and magazine articles that told the story of its survival from a shipwreck. Miss Florence Miller was keen to sell the peacock, even writing overseas to Captain Blain on November 30th, 1938, about the possibility of a sale, but this became no longer possible due to the outbreak of war. Recent information points to the Loch Ard peacock being owned by John S R Heath before its sale to Frank Ridley-Lee in May 1941. Research is ongoing, but it seems likely that John Samuel Robert Heath, a leading Melbourne dentist with a practice in Collins Street, and his wife, a dental mechanic, had purchased Miss Miller’s Loch Ard peacock before its sale in 1941. They were lovers of fine arts, music, wine and food. The peacock in the window of the old Argus building could have attracted their attention as they had already purchased the old stone Presbyterian Church on Warrigal Road, Oakleigh, in 1933 and had converted its interior. The home, renamed The Studio, even included Melbourne’s first all-electric kitchen. The peacock was perfect for display in the Studio’s entrance. A magazine article published after the conversion was completed included photographs of the interior. The picture of the ‘portico’ had a caption below that stated, “Some of her [Mrs Heath’s] finest pottery was salvaged from the Loch Ard Wreck”. In 2025, Heath’s two remaining sons remember running around in the entrance with the peacock standing there, oblivious to its value. Heath was an accomplished artist, studying under Max Meldrum. He painted and exhibited his works at The Studio and in a public exhibition, and he was a finalist eight times in the coveted Archibald Prize portrait competition, including the submission of his self-portrait that is now part of his grandson’s collection. The next owner of the Loch Ard Peacock was Frank Ridley-Lee. He displayed it at his home in Ivanhoe after buying it at an auction in May 1941. The peacock remained in the hands of the Ridley-Lee family until it was offered for sale by auction in 1975 as part of an art collection belonging to Mrs Ridley-Lee's estate. The peacock was not sold at this time, as the reserve price of $4500 was not met. This news was passed on to the board of the newly created Flagstaff Hill Maritime Village. Urgent efforts were made to collect the necessary money through fundraising by the Warrnambool City Council and public donations. The Fletcher Jones Company and the Victorian Government contributed half the cost. On 9 September 1975, the Loch Ard peacock was purchased by Flagstaff Hill Maritime Village, and it found a new home at the maritime museum. Since then, it has only left Warrnambool twice. Firstly, in 1980, at the centenary celebrations of the Royal Exhibition Building in Melbourne, and secondly, in 1988, the peacock was given pride of place at the entrance to the Victorian Pavilion at the Brisbane World Expo, acknowledging that this Minton Majolica peacock is the most significant shipwreck object in Australia. The Minton majolica peacock is considered of historical social and aesthetic significance to Victoria and is one of only a few 'objects' registered on the Victorian Heritage Register (H 2132), as it is a most notable and rare object associated with the Minton factory of the 1870s and works by the celebrated sculptor Paul Comolera along with the wreck of the Loch Ard on the Victorian coastline. This Minton peacock is historically significant for its rarity; it was one of only 9-12 known to exist. The shipwreck of the Loch Ard is also of significance for Victoria and is registered on the Victorian Heritage Register Ref (S 417). Flagstaff Hill has a varied collection of artefacts from Loch Ard and its collection is significant for being one of the largest accumulation of artefacts from this notable Victorian shipwreck. The collections object is to also give us a snapshot into history so we can interpret the story of this tragic event. The collection is also archaeologically significant as it represents aspects of Victoria's shipping history that allows us to interpret Victoria's early social and historical themes. The collection is historically significant is that it is associated, unfortunately with the worst and best-known shipwreck in Victoria's history. The peacock, resplendent in polychrome glaze, stands perched on a rocky plinth decorated with vines, leaves, flowers, blackberries and wild mushrooms. The peacock’s breast is cobalt blue; the wings and legs are in naturalistic colours. The tail is a mass of feathers coloured in green, ochre blue and brown — a fantastic display of artistry and Minton expertise.
