Photocopied file of corresponence and documentation relating to a claim by L.J. Mills, Nurseryman, that adjoining property owner, J. Collins, Farmer, assists with replacement of a vermin proof wire netting dividing fence destroyed by 1939 bushfire. File includes 1939 and 1940 detailed property inspection reports by Vermin and Noxious Weeds Branch, Lands Department, Lilydale, describing land use in the area and signs of vermin activity. Application approved 18th April, 1940. Appeal lodged by Mr Collins disallowed in May, 1940. File closed June, 1940 with Departmental suggesion that Mr Mills consider further legal action through a Solicitor as fence had still not been wire-netted. TRANSCRIPTS: Vermin & Noxious Weeds Inspection Reports "19/9/1939 (To) Superintendent (Department of Lands and Survey, Melbourne) Re L.J. Mills application for Vermin Proof Fence. I called on Mr Mills yesterday 18th instant in connection with this matter. Mr Mills has a flower farm and claims that rabbits and hares are damaging his flowers. He showed me a bed of carnations which he stated were being damaged by rabbits. There was evidence of some leaves being nipped off, but I am unable to say whether this is due to rabbits or grubs. Very little if any real damage is being done. The property is netted on the east and south boundary and on half the north and west boundary. The surrounding country is undlating and fairly steep in places. The land to the east across Grandview Avenue (sic) is all planted out in old established orchards and well cultivated. Cleared grass land adjoins the south boundary and bush land adjoins the north and west boundaries. I walked over a large area surrounding Mr Mills land and never saw any rabbits or hares or any indications of rabbits. This locality is not rabbit infested and very little wire netting is being used. I do not consider that a vermin proof fence is necessary between these allotments. - Jas H Allison (Inspector, Vermin and Noxious Weeds Branch, Lands Department, Lilydale)." Follow up report following renewal of application for Certificate by Mr Mills, citing rabbits causing considerable damage to his flowers. He laid poison and obtained 9 carcases and stated that there is evidence of rabbit infestation from the adjoing land. "19/3/1940 (To) Mr Hannah (Superintendant, Department of Lands and Survey, Melbourne) Re L.J. Mills, Grandview Grove Ringwood, Lot 4 Grandview Estate Pt CG20 Ph of Warrandyte. I interviewed Mr Mills at his home on 15th inst. He showed me carcases of rabbits which he stated had been poisoned on his land. In places young plants had been nipped off apparently by rabbits. I made an inspection of adjoining properties and found one live burrow close to Mr Mills northern boundary. There were scratches and other evidence of rabbits on land north and west of Mr Mills property. In view of the present evidence of rabbits I consider that a vermin proof fence is now necessary to protect the flowers grown by Mr Mills. His land is netted on whole of east and south boundary and half way on west and north boundary. The adjoining land on west and north boundaries is owned by Mrs Linda Collins and John Collins resp of Brysons Road East Ringwood. - Jas H Allison (Inspector, Vermin and Noxious Weeds Branch, Lands Department, Lilydale)."

A design reference folder containing cloth samples for future reference. When a new cloth design was created, a small sample would be cut and pasted into this folder, so that any future designs could be compared against it. Roderick William Mills, known as Saltbush Bill (left) with his sons, James Charles Mills (centre) and John James Mills (right), in London. In 1917 Saltbush Bill travelled from America to London after giving shows in various cities of the US, to spend time with his sons. James and John Mills were serving with the AIF and on leave from the French front in London. Saltbush Bill remained in London for the rest of the war as he was unable to return to Australia. Saltbush Bill, was the inspiration for several poems by A.B. Paterson. Born at Balnarring in 1869, Mills earned the title of Saltbush Bill whilst working on a cattle station in Queensland. On these long droving trips, he learnt the art of cracking stock whips of many different lengths and sizes, a skill that earnt him £100 after a Melbourne saddler, J.K. Jennings, suggested that no man could crack a 65-foot stock whip in three tries. Saltbush Bill succeeded on his first attempt and decided to make a career in entertainment with his skill. Over his career he performed for royalty, travelled and performed extensively overseas and lent his skill to fundraising efforts, particularly during the war. His last concert was given in the Boomerang Hall in Dandenong in 1926.A local resident of the City of Moorabbin, Saltbush Bill was an ambassador for Australia and a literary inspiration to A.B. (Banjo) Paterson. Saltbush Bill, his wife Hannah Louise Porter and their 11 children lived in Old Dandenong Road, Heatherton, where Saltbush Bill and Hannah conducted a market garden for many years. In 1858 Hugh Wallace , undertaker and cabinet maker, moved from the Assembly Rooms at the corner of Gipps street, and opened his new Bank Hotel in Sackville street, next door to the grand Bank of Australasia. The hotel seems to have been the favourite meeting place for many of the sporting organisations of the time , including the Football, Rowing, Athletic and Gymnastics clubs . The second licensee was Thomas Pearson, who came to Belfast in 1855, working first for the Harbour master Capt. John Mills , then as the first Assistant Lighthouse keeper when it was built in 1859 . He was promoted to Lighthouse keeper 2 years later. The hotel continued in business with a further 8 licensees until it closed in 1918. Since which it has housed a diverse number of businesses, collecting a veranda along the way. It is still in use in Sackville street today. Quite a few of the Licensees of Belfast seem to have also had an interest in the Funeral business. Possibly, it was a good commercial undertaking, the same people providing them with a living selling spirituous liquor, and when they died of the effects , paid again for their burial. The first photograph was taken prior to 1910. The location is at the corner of Centre and Jasper Roads, East Brighton, (now known as Bentleigh). It is an early view of John L. and "Minnie" Smith's Hay and Corn Store, situated on the South West corner of those two roads. The first photo was taken prior to the introduction of electricity in the area. A gas lamp and horse "hitching post" can be seen "in shot". There are several loaded wagons waiting in line to have their hay milled to chaff. Farmers came from places as distant as Carrum to have their loads of hay milled into chaff. John Smith was born in 1860 in Point Nepean Road, Brighton, and Minnie was born in Patterson Road, Moorabbin, in a wattle and daub cottage with earthen floor and butter muslin over the windows. The couple married in 1884, Minnie was a devout Methodist and the family became very involved in the development of the local Methodist church. The couple had four children and during the 1890s Depression their first child died, they lost all their possessions, and John's family struggled to survive. Finally in the late 1890s JL Smith was able to rent a shed from Mr Henry Box on the corner of Centre and Jasper Roads, and he later purchased that property. With the gradual improvement in the economy, and the development of the successful market gardening industry in the Shire of Moorabbin, JL Smith's produce store became quite prosperous. Over some years the little "shed" developed into a thriving Hay and Corn Store. JL Smith went on to become Moorabbin Shire President in 1914. He and his wife were active in assisting soldiers returning injured from the 1st WW, in the local Methodist Church and other early community projects. Smith was a typical example of the majority of the early settlers in the Shire of Moorabbin, being god-fearing and devoted to the idea of service to the community. The photographs demonstrate the primitive conditions and early development of what is now a bustling and well-recognised area of Bentleigh, (known as east Brighton before 1907). The photo shows a gas lamp in use before the introduction of electricity in 1916. The Smith's story is representative of the many early pioneering traders, who elected to "set up shop", who suffered the adversity of the 1890s depression, but who survived and made their living in the largely undeveloped area of East Brighton ( now Bentleigh) district. Both photos show J.L Smith's General Merchant Produce store. "Steam Chaff Cutting and Corn Crushing Mills" and the surrounding area at differing stages. In the first photo taken prior to 1910, we can see there are several horse-drawn carts loaded with hay waiting to be milled, a gas lamp and a horse "hitching post". The store is just a single unadorned, shed. The later, second photo of the same area, shows improvements and the further development of that site. The Mahogany Ship is today regarded as a legend and refers to an ancient wreck that is purported to lie beneath the sand beside Armstrong Bay, several kilometres west of Warrnambool, Its location is currently unknown. For well over a century the mystery of this ship has fascinated Australians because the existence of such a vessel could throw a different light on the earliest phases of exploration of eastern Australia by Europeans. The story is that in January 1836 a party of whalers from Port Fairy travelled to the mouth of the Hopkins River in search of seals. Their boat overturned and one man was drowned. The three survivors were walking the 30 kilometres back to Port Fairy along the coast when, about halfway along, they discovered the wrecked ship in the dunes. It is said that Captain John Mills, who was in charge of the whaling station at Port Fairy promptly visited the wreck with several of his men, including Hugh Donnelly. Donnelly who was the originator of that version of events is now regarded as unreliable. Local history researcher Joan Fawcett believes Donnelly could not have visited the wreck in 1836 because he did not arrive in Victoria until 1841. The "mahogany" description can be traced to a letter from Port Fairy builder, architect and surveyor John Mason and published in the Melbourne Argus in 1876. He said he had seen the hull in 1846 and it "had the appearance of either cedar or mahogany." In 1884 Argus journalist `The Vagabond' wrote that the hull was built of "Spanish mahogany" and six years later Mason wrote another letter saying it might not have been mahogany but red gum or ironbark from New South Wales. He was too late with this new description as the wrecks mahogany tag was here to stay all through the hull was not visible as it had disappeared beneath the shifting sands by 1880. A more reliable account was later presented by the former editor of the Warrnambool Examiner, historian Richard Osburne, who wrote about the wreck in his book History of Warrnambool (published 1887). In it the author remembers to have noticed a wreck in the hummocks between Belfast and Warrnambool, in 1847 or 1848; he stated it was much nearer Warrnambool than Belfast, now known as Port Fairy, going on to state “in fact, it was only two or three miles from the former place, to the west of the big hummock which was supposed to fill Warrnambool Bay with drift sand washed by the Merri River before the cutting was made.” Osburne followed up with a letter to the Port Fairy Gazette on June 25, 1876, during a period of heightened interest in the wreck, although he was unsure of the provenance of the ship he went on to state in his letter. “The old wreck was, in fact, miles away from the Port Fairy beach, and only about four miles from Warrnambool. In the years 1847 and 1848. I have often seen the wreck and I regret to say I do not believe she was a foreign ship at all.”The ship model is significant for its association with the Warrnambool story of what is now referred to as the Mahogany Ship, an ancient shipwreck. The model is significant as it is an interpretation of a Portuguese caravel and possibly associated with the early history and exploration of Southern Australia. The model is a fine example of a hand crafted ship made from plans, not from a kit. Some of the materials used for the model are significant to the Gembrook community in that the timber used is a portion from a 30-meter pine tree that fell onto and destroyed the 120-year-old Gembrook church building. The model is also a dedication to Edward Kermond, who grew up in Warrnambool and claimed to have seen the shipwreck in the dunes when he was a lad in the late 19th century. The model was handmade by Joe Hilder (Senior) in 1999 from flooring obtained from the Gembrook Uniting Church in Victoria.
