The Chinese Imperial Commissioner, Hwang How Cheng, visited Australia at the request of the Chinese Emperor for the purpose of establishing Chinese consulates in the Commonwealth. He visited Ballarat at the request of Ballarat’s Chinese community. The newspaper reported that it was hoped the Commissioner would visit the Ballarat School of Mines “where the knowledge he would get would probably be of the utmost usefulness in the development of the great resources of China.” The Commissioner was accompanied by interpreter Ah Ket (Melbourne barrister and solicitor), and met by members of Ballarat’s Chinese community, including Dr Wong Chock Son. Apparently the Chinese Commissioner wanted to visit SMB because of its international fame relating to education in mining. From the SMB Letter book (Cat. No. 436) comes the following which suggests the Commissioner was based in Adelaide) '17th November 1906 His Excellency, Hwang How Cheng Chinese Commission Adelaide May it please your Excellency By this post I have the pleasure in forwarding for your Excellency's kind acceptance (and one for Mr. When) copies of the photograph taken of your recent visit to the School of Mines. I trust they will serve a pleasing memento of what, I hope, was a pleasant visit to our Golden City. Yours Faithfully Fredk Martell Director' The visit was reported in the Ballarat Star in 14 November 1906:- The Chinese Imperial Commissioner, Hwang Hon Cheng, who recently arrived in Victoria on behalf of the Chinese Government, paid a visit to Ballarat last evening, and was entertained by his fellow countrymen at a dinner at the Bow Leong rooms, Main street. The commissioner, who came up by the express, was accompanied by his secretary and Mr Ah Ket, the well-known Chinese barrister, of Melbourne; but some disappointment was expressed by the fact that he did not wear his official robes, being attired in the more sombre European dress. Mr W. D. M’Kee presided at the dinner, on the invitation of the Bow Leong Society, and in addition to representative Chinese residents, three were also present the mayor of the city (Cr. J. J. Brokenshire), Crs. R. Pearse, G. Crocker (City), J. R. Elsworth, A. Mackenzie, J. A. M’Neil, A. Levy, G. Bunting, F. Penhalluriack (Town), Col. Williams, Mr. J. Gent, Messrs. F. J. Martell (director of the School of Mines), A. W. Hager (president of the Orphan Asylum), A. Kenny (superintendent), R. G. Fitzgerald (clerk of courts at Ballarat East), J. Trethowan, A. A. Buley, Serg Dalton, and others. Apologies were received from the mayor of the town Revs. J. West Lau, Dr Cairns, Hon. J. Y. M’Donald, L. Lederman, C. C. Shoppee and others. The gathering was a very cordial one, and the hospitality of the Chinese was greatly appreciated. After the loyal toasts, “The King” and “The Emperor of China,” had been honoured, the chairman extended a hearty welcome on behalf of the society and others to the commissioner. Mr M’Kee said he was privileged to speak in behalf of the Chinese. There was a warm feeling of friendship between them and himself, and his services were always at their command. If he were in China he would desire that a similar compliment would be extended to him. They were all pleased the Emperor of China had sent the commissioner to establish consulates in Australia with a view of the empire understanding the feelings of Australasia better than they did at present. He hoped the commissioner would have opportunity of visiting some of their industries, as they desired him to gain all the scientific and practical knowledge of those industries that he could. The toast of “The Commissioner” was proposed by Col. Williams who expressed pleasure at the visit of a gentleman of education and attainments to look into the condition of the scions of China in Australia. He hoped the commissioner would carry away a correct impression. In Australia they had nothing to conceal; they hoped to be understood. (Applause.) No intelligent man had the temerity to condescend to patronise China, one of the richest countries in the world, with a civilisation dating back thousands of years. In the matter of population alone it was equal to one-third of the world. They heard a lot about the “awakening of China.” They hoped it would be humane, just, and considerate if it had power. He hoped the commissioner would be satisfied with what he saw. The law of filial relation to the children was strictly observed in China, and he did not know whether it would not be a good thing if they had a little more of that religion here. It would be a fair thing to tell the commissioner that while he might inquire into the labour laws, the basis of these laws was not a desire to oppress but to enable every man to obtain the same conditions they expected from their own people. If he gained that impression he felt they would be fairly treated. (Applause.) Mayor Brokenshire supported the toast. They had, he said, in the Chinese a most law-abiding people. Their behaviour was an example to the British citizens. They were quiet, inoffensive men, and they toiled hard, even on Sundays. (Laughter.) Mr Ah Ket; That is what the government does with the railway employees. (Laughter.) The Commissioner replied through Mr Ah Ket, who in a graceful speech acknowledged the toast. The commissioner had, he said been delighted with what he had seen of the country – he believed it to be one of the finest in the world – and he greatly appreciated the hospitality extended to him. (Applause.) The Chairman proposed the toast of “The health of Mr Ah Ket,” and paid a tribute to his ability. It was satisfactory to see that he had risen to such a position, and it might be that in the future he would be asked to occupy a position on the bench. (Applause.) Mr Ah Ket, in response, said he had not come prepared to make a speech. He had come to Ballarat to have a quiet evening with his friends, and as soon as he arrived he had been whirled away in a motor car to a place where he found an aggregation of East and West. He was pleased to see them commingled at the festive board. That suggested the idea that East and West could meet together without friction. Misunderstandings arose only because men were superficial. If they threw off outer garments they would know each other better. He looked forward to the time when nations would understand each other. It was by an interchange of visits that such things could be accomplished, and nations would then live at peace with each other. (Applause.) Other toasts were also honored. The Ballarat School of Mines was established in the disused Ballarat Circuit Court in 1870 through the initiatives of the Ballarat Mining Board, which was concerned with the shortage of trained men for the goldfields. The former Ballarat Circuit Court House was originally abandoned due to subsidence of its foundations, possible caused by under-mining. The Ballarat School of Mines was the first of its type in Australia. The Albert Street frontage was the 'working end' of the campus with the mining laboratory, gauge tower and caretakers cottage. All the structures in the foreground have been demolished to make way for the Flecknoe Building and the M.B. John Building. Harry Brew, the well known Ballarat School of Mines caretaker, lived in the small weatherboard building to the right of the photograph. The Circuit Court House buildings were located in Lydiard Street Ballarat. By 1862 the Ballarat Gaol was completed, including a tunnel connecting the Gaol to the Court House. The original initiative for the founding of the Ballarat School of Mines was taken at a meeting of the Ballarat Mining Board on 6 October 1869. The Provisional Ballarat School of Mines Council applied to the Government for the lease of the former Circuit Court House. It was approved for a 15 year period at one shilling per annum. The official opening of the Ballarat School of Mines by its first President, Sir Redmond Barry, was held 26 October 1870 in the former Circuit Court House, Lydiard Street Ballarat. Conversions were made to accommodate the new role it was to play. On 14 December 1912, demolition of the former Circuit Court House commenced. The Powder Magazine at Beechworth was built in 1859 with the stone boundary walls completed the following year. The building was used to store large amounts of gunpowder for the surrounding mining and quarrying industries. It was closed in 1918 and was left to deteriorate over the following decades. During the depression, people would camp in the deteriorating building so the council had the roof removed. The roof and the building were restored between 1963-1966 by the National Trust of Australia (Victoria) and is now structurally sound and open to the public. These photographs are significant as they depict a building that is historically significant with the history of gold mining in the area, demonstrating the features of the buildings being designed for the safe storage of black powder.Black and white rectangular photographs printed on paper1. The photograph is of the Powder Magazine and gorge in Beechworth. The Magazine was built for six hundred and ninety-seven pounds in 1859 by "T Dawson and company." However, the walls were constructed later in 1860 by "Atchison and Lumsden," a different building firm. The Beechworth Magazine was one of many made by the government for the storage of gunpowder. However, the building eventually stopped being used as the mining decreased in the area, finally becoming unsused with the invention of nitro-glycerine compounds. The magazine was created to hold large quantities of gunpowder and much of its design was to hinder the prospective of damage. These safety features included double arched foundations and an arched inner roof, which would move a possible explosion upwards. Also, a process of lighting conductors, ventilation and heavy granite walls were incorporated in the designThe photograph shows historic significance due to its association with the mining era in Beechworth in the late 1800s. Taken some time after 1864, these photographs depict the Star Hotel both directly (8674.1) and from the Hotel north west down Ford Street (8674.2). The images depict the building with its modern exterior, having settled for this brick form after several other building designs. The Star Hotel was the first hotel opened in Beechworth, and would go through a series of dramatic changes under its first three owners. The original timber structure was built by W.H. Neuber, though at the time it was only known as ‘The Beechworth Hotel’. The site was later purchased in 1855 by mining entrepreneur, and prolific business owner, John Alston “Six Stars” Wallace. He would go on to extend the established hotel, rebuilding much of it with weatherboard and a shingled roof, adding a two storey structure with a verandah and a theatre capable of supporting 400-500 people, which was often used for international performances. Renamed as the Star Hotel, it was the second in a chain franchise, eventually leading to the “Six Stars” moniker Wallace went by, with hotels at Rutherglen, Chiltern, Yackandandah, Bright, Snake Valley, and of course, Beechworth. Under his ownership, it developed into a popular location for merchants, wayfarers, and locals alike, with the help of his brother Peter as manager. Situated on a road once synonymous with Melbourne to Sydney roadtrips, and the allure of the gold mines, the popularity of the Star drew all manner of clientele from across the country. As such a central hub, the ‘Star Assembly Rooms’ were used as a meeting place for debates, discussions, festivities, and problem solving among the various working sects of the area. These meetings included shareholder discussions for prospecting companies, railway planning, council meetings, and discussions surrounding the interactions between European and Chinese miners, both good and bad. By late 1856, John had the Beechworth at auction through J.H. Grey & Co. It was most likely due to the high profile murder of the manager, Robert Murdoch, during an altercation in relation to a dine and dash event by a Swedish miner, Charles Jansen, who had been ‘excited by drink’ on November 17th. He had refused to pay for his meal and waiter James Mitchell failed to persuade him otherwise. Mitchell, or possibly Murdoch himself, forced him out as tempers and threats escalated. As the photos tell, there are a number of doors which may be entered through, and Jansen used an alternate entrance to access the building. Murdoch was investigating the noise when he encountered the furious man. He was subsequently stabbed with no warning by a small clasp knife, as he tried to stop the intrusion. His exclamations, "I’m stabbed, I’m stabbed!” alerting other occupants, and Jansen was restrained and arrested. Murdoch died the next day from his injuries, with the inquest carried out on the theatre stage. Some 3000 members of the town attended the funeral, and the Star hung black cloth in memory of Robert and his death. Afterwards, an auction caw the property pass to Messrs Robertson and Quirk, though would return shortly thereafter to Six Stars’ portfolio. Six Stars would later sell off his properties from 1862, with the Beechworth Star purchased by 1864 by John Sitch Clark. This allowed Clark to redevelop a significant portion of the Hotel, stripping a central section and constructing the brick structure that survives today, reopening the Star in July that year. It was after this time that our photographs were taken. Clark would later sell the property to Frank Mitchell, shortly before his own death. The next owner, Frederick Allen, lived on the property before the deed was sold to him in the 1880s. He would later sell the property to William Carroll in 1890, with proprietorship eventually moving to Mr. W.H. Porter, and transferring to a Mr. Marendaz by 1913 and Mr. Holly in 1915. Licensing disputes would arise 1917 between Margaret Carroll and a Mrs. McDonald, before it became delicenced some years prior to 1935. It was around this year that the property was bought by Mr. W.J. Pemberton at the meagre price of £500, down from the £13,000 Six Stars originally auctioned it for. It served as a Youth Hostel for a period of time around 1972, and currently the building serves as a private accommodation on the second floor, with shops taking up the ground floor level.These photographs of the Beechworth Star Hotel as they depict a form of Beechworth's first hotel, and also the site of a high profile murder. Taken in 1910, this photograph depicts a scene of Bridge road in Newtown, Beechworth. Walking on the road are two men on horseback, one of which is pulling a carriage with a small dog standing beside it. Behind them are a line of small buildings and shops. Small industries began to expand dramatically in Beechworth, particularly during the 1860s, leading to a strengthening of the towns economy. As early as 1853, areas surrounding the waterway known as Spring Creek were surveyed with the intent of mapping out plans for new roads and building allotments. Land was sold and new buildings were erected, creating an expansion of the Beechworth township and retail services. One building shown in this photograph is Straughair and Duncan's Beechworth Foundry. This business was established in 1858 through the partnership of Mark Straughair and John Duncan. It dealt mostly in the manufacturing of castings and mining machinery, receiving orders from all over the Ovens district. The Business eventually collapsed after the deaths of Straughair in 1882 and Duncan in 1896 but was reopened by W.H. Phillips in 1905. The two other buildings are both associated with the name McKenzie. Evidence suggests that the McKenzie family has a long association with the town of Beechworth. This photograph is historically significant as it provides insight into the nineteenth and twentieth century industrial expansions that happened in the area of Newtown, leading to the urbanisation of Beechworth. Taken around 1858, depicting a row of five business buildings on a rocky, sloping hillside at New Town, with a view across to residences and open land. Businesses included, Joseph E. Bishop, Coach Builders; Straughair Duncan, Engineers, Blacksmiths & Farriers; Straughair Duncan, Beechworth Foundry; Wholesale & Retail Est. 1855, Mackenzie Family Store ; and T. Pratten, Grocer. Eleven men may be seen outside the Foundry building. The Mental Hospital can be seen in the background. Mark Straughair and John Duncan, established the Beechworth Foundry, Newtown in 1858 and went on to build an important industry, employing around sixteen men, after acquiring Alexander Roger's New Ford Street Foundry in the late 1860s. Making and repairing mostly mining and agricultural machinery for the Ovens District and a Beechworth brewery, the business continued to function after Straughair's death in 1882, up until the death of Duncan in 1896, when the business folded. Believed to have been taken sometime between 1858 and 1908, featuring a man with moustache, dressed in hat and long riding coat, seated on a bob-tailed horse, is stopped in the middle of a wide dirt road in Beechworth. He is outside a row of businesses, including R.McKenzie & Sons Grain Store and Mackenzie Family Store (Wholesale & Retail Est. 1855), along a sloping hill. Behind the main rider are a parked horse and laden two-wheeled cart backed up directly outside the grain store's verandah, and another man is driving a horse and four-wheeled wagon forward towards them. At the bottom of the hill is a bridge (Newtown Bridge) with forked road on the far side, leading to a number of houses on both sides of another hill. The Beechworth Foundry was vital to the industry of the town and surrounding district in the early years of the town’s development. Originally opened as the New Ford Street Foundry by A. Roger in 1858, J Duncan and M Straughair amalgamated and established the Beechworth Foundry in 1867. The business was extensive and operated out of many buildings, each with their own specialisation. All of the buildings pictured in this image are part of the larger Beechworth Foundry. In the late 1860s it employed 16 men. The foundry was fundamental to the running of the town and surrounding district, as it manufactured all manner of items, including tools and machinery for the mining and agricultural industries. The foundry business collapsed in 1896 after the death of it’s founder, John Duncan, the same year (Straughair had died in 1882). The foundry was reopened by W H Phillips in 1905 and taken over by H Delora in 1906 This image is significant as it shows some of the many buildings of the Beechworth Foundry, which was a fundamental business to the running of the town and surrounding district, and supplied many of the tools and machines required for the mining and agricultural industries, as well as other aspects of life between the 1850s and early 1900sSepia rectangular photograph printed on paper. This photograph was taken in 1999 at 'The Harvest' exhibition at the Burke Museum for members of Baking Industry Victoria. The grain mill, manufactured by B.M. Purshouse in Wolverhampton, England, was of special interest.This photograph is of primary social significance to the Beechworth community because it depicts a 19th-century grain mill, manufactured by B.M. Purshouse in Wolverhampton, England, which was probably used at flour mills in the Ovens District, such as that at Tarrawingee, which opened in 1866. The purchase of agricultural machinery such as the grain mill accompanied the expansion of agriculture, including grain growing, in the Ovens District following the gold mining prosperity of the 1850s. Depicted in the photograph is Newtown Bridge or the Newtown Falls Bridge, in Beechworth, Victoria. Noted for its location, detailed craftsmanship and stonemasonry by Scottish stonemasons the Newtown Bridge was built in the 19th century provincial town of Beechworth (completed in 1875). The bridge was built over Spring Creek, spanning 6.3 meters wide and 24.8 meters tall. Beechworth held a distinct role in the administrative and commercial management of Victoria's north-eastern goldfields, with many objects and structures still well preserved from the towns establishment. The bridge indicates the growth of the town, replacing a previous timber structure as well as its association to the mining activity in the area and the rapid increase in Australia's economy that led to investment and development of roads and railways. The local granite used in the construction of the single arch Newtown Bridge makes the bridge and other buildings made with the granite unique to the area, the honey-toned material distinct to Beechworth. This photograph is historically significant as it provides insight into the industrial development of Beechworth and the surrounding area, contributed to by the goldfields.
