Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. This Australian yesteryear postcard was published by Cobb & Co in circa 1990. It is a sepia toned artwork of the Ann Jones Inn in Glenrowan which was taken prior to 1880. The building at rear in this photograph was the private residence of Ann Jones, a migrant from Tipperary, Ireland. Two years after building her private residence, in 1878/1879, Ann Jones added the Inn to the front of the building which is depicted in the postcard. In 1880 the Inn was burned to the ground during the Kelly Gang siege. After the siege, Ann Jones and her children continued to live on the same location in a makeshift hut. This hut was later replaced with a dwelling using compensation money provided to Ann from the government for the loss of her property and goods; however, she was denied a new trading licence which did not enable her to re-establish her previously successful business. The reverse of this postcard provides a snippet of information into the Glenrowan siege, for which this site is most well-known. It outlines the role and demise of the members of the Kelly Gang but what it does not include is how Ann Jones, owner of the Inn depicted on the postcard, was impacted. Ann’s son of 13 years, Johnny was killed during the siege, and a bullet grazed the forehead of her daughter, Jane Jones. Jane would die two years after this event from tuberculosis, but it was believed by Ann that the cause was grief for the death of her brother and distress at having witnessed the siege. Ann was provided with 100 pounds in compensation money for the loss of her children. Her husband, Owen Jones passed away late 1880 and in 1891 Ann Jones remarried. She died at the age of 80 in 1910. The “last stand” of the Kelly Gang at this location is estimated by Dr Stuart Dawson of Monash University to have taken less than 10 minutes in duration. During and following this time, the life of Ann Jones was turned upside down and everything she had worked for in the preceding years was now in ruins. This postcard has the capacity to reveal information about the popularity of the Kelly story in Australia. It was created in approximately the 1990s which perhaps reveals a resurgence in interest into the Kelly Gang and Australian history when card was made. This image, and others depicting the Ann Jone’s Inn, have the ability to shed light on the Kelly story and the events of the Glenrowan Siege. Additionally, they can reveal information into the life of a female business owner during the 1870-1880 period. Self guided heritage tour information produced by the Shire of Eltham Historical Society for 1978 Eltham Community Festival of 36 locations each numbered on accompanying map. Locations and detail provided current to 1978: 1. ELTHAM SHOPPING CENTRE Whilst very little remains in the centre of historical importance, this area has interest as the "village" which developed over many years following the opening of the railway from Melbourne in 1902. Previously the shopping centre had been spread out over a long length of Main Road to the south. Shops have been continuously demolished or remodelled and the majority of buildings date from the 1950's or later. The recently erected Post Office replaced the "old" Post Office opened on the same site only in 1958. 2. WOOLWORTHS ELTHAM VILLAGE Part of the site of this modern shopping development was occupied by the former Eltham Shire Offices and Hall. The hall was paid for by public subscription whilst the Council raised a loan for the offices. The combined building was opened in 1941. It served as office and Council meeting place until 1965 and as the hall until its demolition in 1970. 3. ELTHAM WAR MEMORIAL The complex of buildings adjoining the present Shire Offices were financed by public subscription as a Memorial following World War II. Their construction and for many years their operation was organised by the now disbanded Eltham War Memorial Committee. The original buildings were the; Infant Welfare Centre, Children’s Library (now War Memorial Hall and Dental Clinic) and Kindergarten. In later years the Elderly Citizens Club was built at the rear. 4. ELTHAM SHIRE OFFICES These offices were opened in 1965 and extended in 1971 to provide additional office accommodation and the Eltham Library. They represent the last of a long line of offices and meeting places of the Eltham Shire Council and its predecessor the Eltham District Road Board. The building occupies the former site of Shillinglaw Cottage. The three tall cypress trees which stood in front of the Cottage have been retained as a feature of the office surrounds. 5. OUR LADY'S CHURCH AND SCHOOL The Catholic Church and School complex opposite the Shires Offices shows a number of stages in the development of Eltham township. The recently constructed church adjoins its predecessor (now the parish centre). Many years ago the Catholic Church was located opposite Wingrove Park and the present central site follows the northerly drift of the township. 6. SHILLINGLAW COTTAGE The Cottage was built in 1859 by George Stebbing, a local builder who was responsible for a number of other prominent buildings in the area. Its removal from the site of the Shire Offices and re-erection on the present site was financed by public subscription. It is built of handmade bricks laid in Flemish Bond with an unusual design featuring burnt "leader" bricks over the whole facade. The Cottage is occupied by Eltham Fleececrafts and will be open during the Festival and at other times during weekends. It is classified by the National Trust. 7. RAILWAY BRIDGE The timber trestle bridge over the Diamond Creek was built in 1901. Whilst all of its timbers have been replaced at various times over the years the only change to its character has been the addition of pylons and wiring for electric trains in 1923. It is one of very few similar bridges remaining in the metropolitan area. In 1976 a proposal to replace the bridge with an earth embankment and large culvert pipes was abandoned following community protests. The bridge, however, remains under threat because of the necessity for future deuplication of the railway line. 8. ELTHAM CENTPAL PARK The area between the railway and the creek has for many years been used as a park which included Eltham' s main football oval. The access road, Panther Place is named after Eltham's team playing in the Diamond Valley League. In recent years a large area extending to Bridge Street and locally known as the Town Park has been landscaped and added to the area. The excellent blending of the park with the natural landscape of the creek valley has earned a National Trust Landscape Classification. 9. OLD BAKERY On the southern corner of York Street and Main Road is an old house with a shop front which was for many years the local baker's shop. The brick bakery at the rear is of somewhat later vintage than the house. 10. BRIDGE STREET CUTTING Before reconstruction of Main Road this intersection had deep cutting embankments on all four corners, forming a distinctive feature of the entrance to Eltham. Roadworks and private development have levelled the land on the low side of the road. A memorial to the Eltham soldiers of World War I which was located at the north-western corner is now situated at the Eltham R.S.L.   11. HILLTOP MILK BAR For many years this was the site of the Eltham Post Office under the control of the Hunniford family and later their descendants the Burgoynes. It was transferred to this site in 1855, although at that time the building apparently fronted Bridge Str e et. The site contained Eltham's first telephone exchange. The post office was relocated in 1954 but the shop was operated until recently by the Burgoyne family who still own the surrounding land. 12. UNITING CHURCH and former C.B.A. BANK The former Methodist Church was built in 1880 by George Stebbing. The Sunday School extension was built in 1929 and there have been more recent extensions. The adjoining opportunity shop was built as a bank in 1874 and purchased by the Methodist Church in 1954. 13. R.S.L. HALL, TELEPHONE EXCHANGE These relatively recent buildings occupy the site of a row of shops forming part of the early ribbon of business development along Main Road. In front of the R.S.L. building is the World War I Memorial relocated from the corner of Bridge Street and Main Road. 14. ELTHAM COMMUNITY CENTRE Australia's first mudbrick "community building" was opened in April this year. Part of the site of the building was purchased in 1856 by Henry Dendy (of Brighton fame). At the rear of the land near the creek was a steam flour mill whilst Dendy's house was at the Main Road frontage of the land. His purchase totalled about 2 Ha (5 acres) and included land on the opposite side of Maria Street (Main Road). Dendy became a prominent member of the Eltham community and served one term as President of the Eltham District Road Board. In 1867 Dendy sold his land and business to William Ford of Malmsbury and shifted to Walhalla. The avenue of trees leading past the Community Centre to the creek may well have bordered the track to the mill. 15. ELTHAM HOTEL The original part of this hotel was built in 1927 following the burning of the former Watson's Eltham Hotel on the same site. The car park on the opposite side of Main Road was also the site of a hotel variously known over the years as; the Fountain of Friendship, the Fountain and the Evelyn Arms. As the Fountain of Friendship it was the first meeting place of the Eltham District Road Board in 1856. 16. ST. MARGARET'S CHURCH, PITT STREET In 1860 Henry Dendy was appointed Chairman of a committee to establish a church of England in Eltham. He donated part of his land in Pitt Street and in 1861 the church was opened. It was built by George Stebbing and remains in a well preserved state today. Th adjoining old vicarage is now named Dendy Hou se. A new mudbrick church hall is under construction on the site. The church and Dendy House are now listed on the Register of Historic Buildings. 17. NO. 86 PITT STREET Cottage built by George Stebbing and believed to be his home for some years in the 1850s. 18. LIVING AND LEARNING CENTRE The house was built in the 1850s with the kitchen at the front being added about 40 years later. By the creek below the house a number of early Eltham industries were located. These included a tannery and a brewery. 19. ELTHAM COURT HOUSE A Court of Petty Sessions was established in Eltham in 1858 and the present building dates from 1860. It is the oldest public building remaining in Eltham. In its early days the building was used as the meeting place and office of the Eltham District Road Board and as an overflow classroom for the local school. The Court House has been classified by the National Trust. The citation states that it is an example of the simple form of early brick Court House with gabled roof and porch. 20. LANDS DEPARTMENT OFFICE This building is the former police station and is probably of about the same age as the Court House. The lockup at the rear has been demolished but the old stables remain as garages. A licence was first granted for a police station at Eltham in 1856. 21. JARROLD COTTAGE The old Cottage opposite Dalton Street was formerly owned by the Jarrold family. Early records indicate that this was the building leased from the Jarrolds as a temporary police station prior to construction of the building on the corner of Brougham Street. The small building on the corner of the property was used as a boot repairer's shop. The elevated studio at the rear is a more recent construction by the present owners. 22. STATE SCHOOL RESIDENCE Erected in 1891 23. WINGROVE COTTAGE This building fills an important place in the history of Eltham and is now used as a medical clinic. It was built in 1858 for Charles S. Wingrove who was Secretary to the Eltham District Road Board and Shire Council from 1858 to 1904. During part of this period he was also Shire Engineer and was Secretary to the Heidelberg Road Board. The house was used as the office of the Board and Council for many years. Wingrove is buried in the cemetery at St. Helena.   24. WINGROVE PARK The parkland opposite Wingrove Cottage has been named after Charles Wingrove. The old Manna Gums are an outstanding feature of the park. 25. ELTHAM FRI.MARY SCHOOL NO. 209 The school first opened in the slab building in 1855 and operated from the present site since 1857. The oldest part of the present school is the stone building erected in 1876. The first school teacher, David Clark remained at the school until 1888. This school is the government township and has always been known as the Eltham School. An earlier school (no.371) known as Little Eltham School operated in Swan Street from 1853 to 1872. 26. "SHOESTRING" This house was built for school teacher David Clark. It has been extensively extended in recent years but the extensions do not detract from the character of the older part of the building. 27. ELTHAM CEMETERY The cemetery contains the graves of many of the district's pioneers . 28. MONTSALVAT This unique complex of buildings was commenced in 1935 by the late Justus Jorgensen and its development has extended over many years. Montsalvat has exerted a significant impact on Eltham The earth and stone construction of many of the buildings has influenced local architecture to a great extent and it has served as a "nerve centre" of the local artistic community. Montsalvat is open to the public for a small charge. 29. MAIN ROAD BRIDGE This location has been the main crossing of Diamond Creek since the earliest days of settlement. The present concrete bridge was erected in 1925 .and was preceded by a number of timber bridges. 30. ELTHAM LOWER PARK This park, being an unusually large flat area for Eltham, was originally the local racecourse. Horse races were held here from 1855 and the area was gazetted as a reserve for a racecourse and recreation reserve in 1857. The park is well known as a venue for school "bird days" and more recently as the site of the Diamond Valley Railway. This miniature railway features scale models of modern and old locomotives and rolling stock and has operated on this site since 1961 . Before that the railway operated at Chelsworth Park, Ivanhoe.   31. FALKINER HOUSE Frederick Falkiner was one of the earliest settlers in the Eltham township area and occupied a substantial leasehold prior to the first land sales. Early records show that Falkiner was the subject of a number of complaints from his neighbours but he has nevertheless been considered a prominent enough citizen to have a street named for him. This house was the home of Evelyn (Ely) Falkiner a member of Frederick's family. 32. WEST HOUSE Behind the large house on the hill is an early house built by the West family. This was relocated from a site near the front of the land by the present owner Mr. Fabbro. 33. FALKINER HOUSE This very old house is believed to have been the home of Frederick and may have been Eltham's first post office. Falkiner was the first post master for a short period. in 1854/55. 34. WITHERS HOUSE This house was the home of famous artist Walter Withers who shifted here from Heidelberg in 1903. 35. ELTHAM HIGH SCHOOL This school celebrated its jubilee this year, having commenced as the Eltham Higher Elementary School 50 years ago. 36. DIAMOND CREEK FOOTWAY If returning from the High School to the town centre the footpath by the bank of the Diamond Creek provides a pleasant route to finish your walk. The creek is a major tributary of the Yarra River. Together with its own major tributaries Arthurs Creek and Running Creek it commences on the southern slopes of the Dividing Range at Kinglake. TOM COLLINS–from the reel to reel tape recording at Melton 1969 In the years between 1890 and to about 1913 Melton was a quiet little hamlet alongside the Toolern Creek, once called the Pennyroyal Creek, 24 miles from Melbourne on the Ballarat Road. There was a fair amount of woodland left around it, mostly grey and yellow box with sheoak, and golden wattle, which in spring time made a rather attractive setting. Most of the premises were in the main or High Street, with its line of elm and pepper trees on each side. Unitt, McKenzie and Henry streets each contained only a few dwellings. Hotels were four in number, Minns’s, Mrs Hay licencee, now Mac’s, Golden Fleece – Sheblers. The Royal or Ryan’s as it was then called, later Graham had the licence, and the Raglan - Kilpatricks had the licence and afterwards Tom Manning. This was situated about where Mr K. Young had his residence. There was a store attached to the hotel until about 1900. Both the Royal and the Raglan were delicensed, later on the Royal being converted to a green grocery and a boarding house, the Raglan was demolished. The Royal green grocery and boarding house was kept by E Carew and after he retired, E Radford. The Post and Telegraph Office was on the opposite side of the street to the Raglan Hotel about two doors west of the Shire Hall and was kept by Mrs Ferris and Lady Farmer until her retirement, when it was carried on by Miss Lottie Ross. A store was attached to the Post Office and was sometimes used as a store and at one time housed the National Bank. There were two full time banks at Melton, the other being the Commercial which built premises about 1904 and on the corner of High and Smith Streets, which it still occupies. Mr G Egan was the manager of the Commercial and Mr Stradling and later Mr Lee of the National. However as business was not thought good enough they reverted to a part time branch operated from Bacchus Marsh. Grocer shops were Chalmers, with a news agency and drapery now Arnolds, Jongebloeds had the bakery. Mr Fox also a produce merchant, was where Melton Real Estate is now, it was later occupied by Buchanans, Atleys, and Mrs Ross. Not long after the War Mrs Ross built the Post Office, since demolished where Miss Lottie Ross was the Post Mistress and later built the store which she conducted. It was later turned into a factory and in now the barbers shop. McNichols was just west of the Minns Hotel. He travelled as far a Ballan weekly, buying calves and dairy produce for sale in Melbourne. Afterwards he sold the business and bought Minns Hotel and changing the name to Macs. Blacksmiths were three in number. Blackwoods – later James Byrnes next door to Jongebloeds. Alex Cameron who learnt his trade with Blackwoods had his shop about the rear of where Ken Youngs Garage is now he later moved to the north west corner of High and Alexander Street. He was also the Registrar of Birth and Deaths and Electoral Registrar. After his retirement he was weighbridge keeper at Melton South. Two of his sons were engaged in the carpentry trade, but both died at an early age. Whittingtons shop was a few doors east of the Mechanics Hall and it was later occupied by Gordon Macdonald who did business there until about eight years ago. The butchers of the period were George Graham, that is where Mandy Lees hairdressing establishment is now. Euan MacDonald had premises later occupied by Whittingtons blacksmith shop. Later shifting next door. He left here about 1901, he slaughtererd animals at a slaughter house right where Chas Jones now resides, it had previously been a slaughter house and butcher shop of that site. George Spring also operated as a butcher for two or three years about the 1900 or so. Ted Simpsons shop was where John Kontek now has his Estate Agency, he used it as an branch shop from Bacchus Marsh bringing meat from there by a two horse lorry. Jimmy Butler the manager was well known and loved, his son was later a steeplechase jockey. The Court House and Police Station would be built sometime before 1900. The Constables at the time were McGuire, later Wade, Riely and McKenzie after that Robert Wilson and Seinfort were here, they were a bit later on. The Mechanics Hall was first opened by Ryan of the Royal Hotel who sold it to the Hall Committee. It was on Unitt Street and it was moved by McLellans the house shifters from Unitt Street to its present site. Bluestone premises formerly occupied by the bootmaker Carew, were later demolished and replaced by the brick frontage to the Hall. Keith Orensini [?] the local bricklayer built brick portion to the Hall. In the cottage adjoining the Hall a Frenchman named Baudin, had a boot repairing business.This cottage was the later residence of J Hill, a local carpenter and builder from whom I learnt my trade. Granny Watts was the well known local nurse and operated the Mid-Wifery Hospital in Yuille Street on the Sherwin Street corner. Mrs Nissen was on the opposite side of Yuille Street a short distance nearer the township. She conducted the laundry. Carew had a greengrocers shop next door to the Post Office in the High Street for some time before transferring to the Royal Hotel site. He also bought [?] calves for killing. W Cecil was a tank maker and also had a produce round, he lived on Pyke and Sherwin Street. Later Gus Shebler, builder and carpenter engaged in tank making being well known for good workmanship. Shebler was very energetic in forming the Gun Club which met for a good number of years where the golf course now has its headquarters. Of the four churches only three are in use, Christ Church, Scots and St Dominics. The Methodist closed down but later transferred to Melton South. Monthly stock sales were held at the yards in Unitt Street at Minns Hotel by McPhail Auctioneers, later held by McCarthur and McLeod. After the Council built the pound and sale yards they transferred sales to these premises, but lack of patronage caused them to be abandoned. A familiar sight in the district was blind Bob Nixon, who lived in a tumbled down cottage in Centenary Road near W Coburns, being led by his dog down the road to Melton, that is Palmerston street, to the Post Office, butcher and baker for his supplies and then back home. He was able to do his own cooking and other chores. Sundays he would come down Raleighs Road to the back of the church and tie his dog to a tree. Someone, mostly one of the boys would guide him into the church and out again after the service, when the dog would lead him home again. State School 430, a two roomed bluestone building it was the only school in the district, none at Melton South. The nearest would be Rockbank and Toolern Vale. Scholars had a fair distance to walk in most cases. The teachers were Mr T Lang Headmaster. I put a query here, Miss Winters, I’m not certain of the name, Mrs Skinner and Miss Silke as Assistant Teachers. Miss Augusta Cecil and Miss Maud Lang were Junior teachers. One boy who attended the school about the turn of the century was Hector Fraser who resided with his parents in Keilor Road, where Jim Gillespie now lives. He was an excellent gun shot and at the age of about 17 years his father took him to France or Monaco where he won the Gran Prix for pigeon shooting and became the champion boy shot of the world. However he died there from pneumonia. He shot under the name of “Parvo”. The Melbourne Hunt Club used to meet in Keilor Road north side just east of the Toolern Creek on what was originally Pykes Run. This was also the place where the races were held and the Sports Meetings. Dave Murphy, employed at Clarke’s Rockbank Station usually provided the fox which he liberated for the Club. Greyhound coursing was usually held on Moylans property Mt Kororoit, or Mt Misery as it was known then. Later it was held at Melton Park, Mr Matt Carberry was the judge and Percy Cook the slipper. Early in the 1900’s the Recreation Park was created and the Caledonian and the ANA sports meetings were held there, they were annual events. L Paterson from Melton South was a successful competitor in all the cycling events as a young man. He later in life became the Deputy Chief Officer of the Metropolitan Fire Brigade. The present Chief Officer of the Fire Brigade is John Paterson, nephew of his, and spent his early life in Exford where his father was manager of the Exford Estate. Notes Tom Collins was born c 1895. "A perpetual spring in the adjacent creek provided a steady supply of fresh water to the site on which the homestead is built. Although we can not be certain of the identity of the builder, the first stage of ‘The Willows’ homestead appears to have been constructed in the mid 1850s. The house is situated on Crown Allotment No.1 (No Section), Parish of Kororoit, an allotment of 5 acres 3 roods 4 perches. Although it had surveyed the land, the Crown did not offer it for sale until 22nd November 1861, at which time it was purchased by Charles March Williams. (Although the property is directly opposite and immediately adjacent to the Township of Melton, and was sold as ‘Suburban Allotment 33’, it was situated within the Shire of Braybrook rather than the Shire of Melton until 1917.) Considerable improvements had taken place on the land prior to the Crown sale. When CM Williams purchased the allotment in November 1861 he paid £23.5.0 for the land itself, and valued the improvements at £400. Even allowing for some exaggeration by Williams, this is an extremely high valuation for improvements, and must have included a house. Some local research has claimed that in 1858 Williams had taken over the interest of a Mr Parkinson in the property, and that Parkinson built the house upon taking possession of the land c.1855. It was definitely built by 1861, when a map shows a square building on the site marked as ‘House’. The property is important in the district for its association with the establishment of the pound. The district pound had been established in 1854, when George Scarborough of Mount Cottrell (Mt Cottrell Road, south of Greigs Road) was appointed pound-keeper. Scarborough resigned in 1857. The pound was moved to Melton following agitation from local farmers and Charles March Williams appointed pound-keeper on 26th April 1858. Williams, the son of a doctor, had been born in London. Reminiscences of local residents of the time, as recorded in the Express newspaper, note Williams’ success in breeding horses on the property. Sales of up to 60 guineas were noted. Whether this was from Williams’s own stock or from unclaimed pound stock is not made clear. Williams appeared before a government inquiry in 1860 and advocated registration of all stock brands in the State. Williams died in 1862 leaving a widow, Catherine, and five living children aged 15 years to five months. At the time of his death Williams had entered negotiations with one Matthew Devenish and had a mortgage of £100 on allotments 1 and 2, Parish of Kororoit. Catherine Williams was appointed pound-keeper on 2 September 1863, with her eldest son Charles as her assistant. Her tenure was short for on 22nd March 1864 George Minns senior paid Matthew Devenish £135 for allotments 1 and 2 Parish of Kororoit (considerably less than Williams had claimed the property was worth in 1861) and on the same day paid William Tullidge £45 for the adjoining allotments 3 and 4. In April 1867, James Ebden Minns, the newly married son of George senior became the owner of The Willows property having entered into a mortgage arrangement with his father to the extent of £200. At the time George Minns was residing in Kaarimba having left Melton in 1867 for a short trip to England and upon his return having taken up a selection in the Kaarimba district with his son Frederick who had a hotel licence there. James paid out the mortgage on 2-1-1873. James Minns was appointed pound-keeper in 1872; in 1885 the pound was moved elsewhere and Minns purchased the old pound site and added it to his farm. The Willows residence underwent a major change about this time. A two room extension, similar in style but with a lower elevation was added to the original rear of the house with a chimney matching the distinctive originals. Window arrangements did not match the original but became a feature of the façade when the new addition became the front of the building. Six buttresses were attached to the east and west walls of the old building, two to the south wall and the whole rendered with mortar to give the appearance of dressed stonework around the windows. Galvanized iron was placed over the shingles and a verandah added on three sides. By 1876 The Willows was the homestead for a thriving mixed farm of 340 acres of which 156 was rented from a H. Ruck. In October of that year the Australasian travelling reporter visited and reported on the property. In common with the nearly every other property in the district the farm had ‘recently’ (generally within the last two years) abandoned cultivation of crops, and turned over completely to cattle pasture. Butter making was the principal occupation of the farm, which had about 50 head of cattle, a large proportion of which were milking cows. The reporter also noted that a ‘large number of pigs are kept upon this farm and are found to be very profitable stock’. Their manure was used in an orchard and garden in which ‘large quantities of lucerne and prairie grass are grown for the use of stock when ordinary feed is scarce’. Two bores attached to deep brick lined wells supplied water for the house in addition to the farm. A commodious timber barn and necessary sheds had also been constructed. Access to the property was improved following the construction of the bluestone ford across the creek c.1887, when the recreation ground came into use. Prior to this date it may have been that the crossing referred to as ‘Mr Minns bridge’ was used. This appears to have been a flimsy structure and has but two references in Council reports in the Melton Express in the 1880’s. It is believed that in the late 1890’s a timber building was added near the rear of the building to house a kitchen, ablutions and laundry rooms and rooms for seasonal workers. This was attached to the house by means of a trellised walkway using the original front entry to the house (long since the back door). A photograph of this building appears in a local history of Melton. This was demolished in recent decades during the period when the house was tenanted (after the Minns family had left). James Minns son, George, took over the property following his marriage to Alice Walsh in 1903. James and Caroline moved into a house on the former JH Games property at the eastern end of Henry Street. George held the position of Shire Secretary for Melton for 40 years. He was a most prominent member of the community being Secretary to, among others, the Melton Coursing Club, the Shooting Club and the Cemetery Trust. He also rode with the hunting parties who sported across the Plains and were entertained at Mount Kororoit. George and Alice had one son, Norman who followed his father into local government and became Secretary of the Shire of Werribee completing a record term in this position. George retired to Werribee in 1951, where he died in 1965. The National Trust records note that James Ebden Minns and his sons were ‘leading men of the district, Justices of the Peace, and Shire Councillors’. It claims that Sir Thomas Bent was a frequent visitor. The Willows passed into the hands of George’s grandson, Bruce Minns and the property was let for a number of years. In the 1960s it became vacant and was subject to vandalism. Major structural problems arose with the part demolition of the roof, the loss of windows and doors and holes dug into and under the floorboards. The outbuildings were particularly targeted. Following widespread public support, the Shire of Melton purchased the house, with 3.75 acres of land, in 1972. In 1975 the Shire of Melton and the Melton and District Historical Society were successful in nominating the building for National Trust classification, and then the Australian Heritage Commission’s Register of the National Estate. The AHC particularly noted its ‘townscape importance’. It was envisaged that the farmhouse would form ‘a picturesque centrepiece to Melton’s planned … historical park, along with Dunvegan bluestone cottage … and similar structures as they become available.’ In a time of great Melton’s ‘satellite city’ development the Council spelt out its broader vision in its submission to the AHC: ‘Melton is destined to become, by the end of the present century, a city of between 75,000 and 100,000 people. Significant relics of the past, such as ‘The Willows’, regrettably will be rare in that situation. It is essential that sufficient tangible links with Melton’s pioneering days remain to promote in the new community a sense of history and continuity’. Under the direction of ‘The Willows’ Restoration Committee and consultant architect John Hitch, all outbuildings, with the exception of the garage and toilet, were demolished and the dwelling house restored. Finances were provided by the Shire of Melton and the National Estate Grants Program, and considerable amount of voluntary labour was provided by the local community. The orchard was removed, and remaining wooden buildings were relocated to provide an open vista for visitors to the Park. The property was furnished with donations from district families keen to preserve this example of pioneer life in the area. The Halfway Hotel was built c1871. It was a thriving business in the days of the bullock wagon and was virtual headquarters of border drovers and teamsters, who camped on the Wodonga Flats opposite. Mr. John Jennings applied for a license in 1871 but it was refused. In October 1872 a License was granted to Thomas Weeks who was advertising that he had purchased the premises. In December 1878 the licensee was advertised as Ann Weeks. Daniel McCormick took over as licensee in 1882 and was followed by Thomas Fitzgerald. In September 1886, Fitzgerald transferred the licence of the hotel which contained eight rooms, to Patrick Flanagan. Flanaghan was a hotel keeper, brewer and stock trader. Pearce Murphy became licensee in 1889, followed briefly by his wife, Julia, in 1890. In September 1890, the licence was transferred back to Patrick Flanagan, the hotel’s owner. During the 1890s, the licence changed hands a number of times. Licensees included Alexander McDonald, Mrs Spehrs, George and Mary Rust. In December 1895, George Rust held the ‘Halfway Races’ on a course at the back of the hotel. Towards the end of the 1890s, Patrick Flanagan was again licensee of the hotel. He died in his residence at the Halfway Hotel in 1929. The license was then held for two years by his son, Mr M.J. Flanagan. In June 1931 the licence was transferred from Maude J. Flanagan to Percy Pickering. In July 1939 the hotel was sold by Mr P.W. Pickering to Irene Weatherall. The new licensee was Mr H.O. Harris of Bonegilla. In April 1940 The Licensing Court granted an application to remove the Halfway Hotel, Albury Road, Wodonga, to the corner of Elgin and Smythe Streets, Wodonga, on condition that premises were to be erected within 42 weeks. Applicants were Irene A. Weatherall and Lena Emma Pickering, owners, and Harold O. Harris, licensee. Mr Edwin Harold and Mrs Ruby Scholz bought the property. Ruby was a sister of Emma Pickering. They lived there until the premises was demolished for the widening of the Lincoln Causeway. The Harvest Home Hotel was licensed as a beer shop in 1866. Patrick Vallence was the licensee. On his death in 1874 his widow Mrs M. A. Vallence obtained the license. The date that this image was created has not been identified. Around 1883 George Marshall was leasing the hotel. The people in this image are could be members of the Marshall family and some of the staff who worked in the hotel at this time. Following a decrease in the population of Bacchus Marsh by 1911 the hotel had lost its licence. The Vallence family still owned the building after the loss of the hotel license in 1911and it was used for some years after this as a private residence by some members of the Vallence family. The c1860 St Andrews Hotel, with the c1930 additions, and the Canary Island Palm, and the surrounding site to the title boundaries are historically, socially and aesthetically significant to the Shire of Nillumbik. The St Andrews Hotel is historically significant because it may have given its name 'St Andrews' to the town (another suggestion is that the name came from St Andrews church) and for its connection to Ewen Hugh Cameron (1831-1915) the prosperous local farmer, member of the Eltham Roads Board/Shire Council and local MP. It is also significant as the oldest hotel building in the former Shire of Eltham, as one of the few surviving buildings connected with the Caledonian goldfields era and as one of a handful of early structures to have survived the 1960s bushfires; the additions and alterations to the hotel reflect its long life. The hotel is socially significant because it has served as an important meeting place for more than 160 years. The Canary Island Palm is historically significant as a rare example of exotic tree planting in this rural area. The timber building, with gabled roof, beamed ceilings and a massive fireplace, is Nillumbik Shire’s oldest hotel and has always been an important community centre, particularly in its early days. Fortunately, the hotel and the near-by Canary Island Palm Tree, which is quite rare in this area, survived the 1960s bushfires, along with a few other early buildings. St Andrews (formerly Queenstown) was founded on gold, as were Panton Hill (formerly Kingstown), Research and Diamond Creek, from the mid-1850s to the 1860s. But by the early 20th century common use changed the name Queenstown to St Andrews, possibly after this hotel or after the church or the mining district.1 The Caledonia Diggings were probably named by Scottish settlers after the Roman name for Scotland, despite this land bearing little similarity to their homeland.2 Queenstown, which was proclaimed as a township in 1861, was the gold-mining centre on the Upper Diamond and in the 1850s had up to 600 European inhabitants and a small camp of Chinese on the flats along the creek. Queenstown was the administrative centre of the Upper Diamond with three hotels, a brewery and a slaughterhouse.3 It is unclear which hotel was the district’s first, as distinct from the earliest unlicensed grog shops, some of which operated in tents. John Corke Knell was one of eight unlicensed storekeepers supplying drink to miners at Caledonia in 1857, named by Sgt. McNamara of the Caledonia Police Station.4 In February 1859, Knell apparently bought most of the present hotel’s site at the first township land sales. As he was a local storekeeper, he might have first established a store there.5 Knell and his wife Eliza were early licensees of the St Andrews Hotel. The hotel had eight bedrooms – including three for public use – and the dining-room seated 30 people. It is thought they named the hotel St Andrews after Eliza’s hometown of St Andrews in Scotland. St Andrews Hotel was an important local centre in several ways. In the same building the Knells also operated a post office and general store. In 1867 Mrs Knell was appointed Deputy Registrar of Births and Deaths for Queenstown. The hotel was also used to hold inquests into people’s deaths when the police residence became too small.6 The hotel also became a fashionable destination at Christmas for parties from Melbourne. In 1868, possibly following her husband’s death, Mrs Knell applied for a temporary licence, which was then transferred to Robert Smith after their marriage in 1869. But then, possibly after Robert’s death, Mrs Smith operated the hotel until 1892. This contradicts a report in The Evelyn Observer 1882 that JC Knells of the St Andrews Hotel was granted a publican’s licence in the Queenstown Police Court. At that time he was supposed to have been dead for around 14 years! Although Mrs Smith was a respected citizen, known for her geniality and as an ideal hostess, she had a minor brush with the law when she was fined ten shillings for not lighting a lamp outside her licensed premises.7 From 1892 several publicans owned the hotel including W Atkins, from 1895. In 1909 the licensee was apparently Mrs Smith’s son, Walter Knell, who held the licence until at least the 1920s. Not surprisingly, this old hotel has attracted romantic stories. Mrs Smith is said to be seen roaming the pub in her nightdress – even though she was buried in the Queenstown Cemetery in 1911.8 A musical The Hero of Queenstown, set in the hotel, was written and produced by local actor Reg Evans in the 1970s.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. This boat or dinghy is one of a few remaining boats made for Proudfoot’s Boathouse, 2 Simpson Street Warrnambool, on the Hopkins River, in about 1885. It was one of many rowing, fishing, sailing and picnic boats that were available to hire. Proudfoot’s Boathouse, a beautiful Victorian Period building, was designed, built and established by Thomas Proudfoot. He applied to build a boat jetty in 1885. He died in 1900 and his wife Catherine took over, running it for many years. Later her son Bruce and after that her granddaughter Ena Hunt and her husband took over; it remained in the family until 1979. Proudfoot’s was a very popular tourist destination for visitors coming from Melbourne to fish and row and enjoy afternoon tea. The buildings, including the ‘U’ shaped jetty and tearooms, were restored and modified in the 1990s by the Warrnambool Sports Club, under the control of the Warrnambool City Council. The dinghy was brought to Flagstaff Hill in about 1992 and restored to its original condition and painted in traditional paint colours of orange with dark green gunnel and black and gold pinstripes. Since that time it has been painted by Flagstaff Hill's boatbuilder.This dinghy, Proudfoot’s Boat, is significant for its association with Proudfoot’s Boathouse, which is listed on the Victorian Heritage Register, VHR H0620. “Proudfoot's Boathouse on the Hopkins River near Warrnambool is an outstanding example of a late-19th century boathouse complex with associated residences and jetties. Thomas Proudfoot first applied for a jetty licence in 1885 with a view to establishing a boating business on the Hopkins River. The early single-storey sections are thought to date from this period. The two storey second stage probably dates from 1893 when additions were constructed. The entire complex was designed and built by Proudfoot himself. The business remained in the Proudfoot family until 1979. The buildings were modified in the 1990s in the process of creating a sporting club on the site. Proudfoot's Boathouse is of architectural, historical and social significance to the State of Victoria. Proudfoot's Boathouse is of architectural significance as perhaps the finest example of a 19th-century boathouse in Victoria. Although recent modifications have reduced the intactness of the buildings, many original features remain. The beautifully ornamented buildings still provide an attractive instance of 19th-century leisure facility architecture. Proudfoot's Boathouse is of historical significance as an example of late-Victorian recreational and tourist facilities. Boathouses were popular 19th-century tourist and recreational attractions, providing refined and healthy activity. This boathouse shows the early realisation of the tourism and leisure potential of seaside towns such as Warrnambool, a potential that has become increasingly important as port uses have ceased and other industries have been subjected to financial pressure. Proudfoot's Boathouse is of social significance because it illustrates the continuity of the attraction of this kind of leisure facility. Although the glory days of the boathouse were in the 19th century, those that survive continue to be well patronised.
