The funnel colours on the model indicate the ship it represents was one of the early ships of the Allan shipping Line designated as a Royal Mail Carrier. Funnel colours are used to identify a ship's owners while at sea from a distance by other vessels. The Allan Shipping Line was started in 1819, by Captain Alexander Allan of Saltcoats, Ayrshire, trading and transporting between Scotland and Montreal Canada, a route which quickly became synonymous with the Allan Line. By the 1830s the company had offices in Glasgow, Liverpool and Montreal, with all of Captain Allan's five sons actively involved with the business. But his second son, Sir Hugh Allan, spearheaded the second generation. In 1854, Hugh launched the Montreal Ocean Steamship Company as part of the Allan Line, and two years later ousted Samuel Cunard to take control of the Royal Mail contract between Britain and North America. By the 1880s, the Allan Line was the world's largest privately owned shipping concern. In 1891, the company took over the State Line, founded in 1872, and was often referred to as the Allan & State Line. In 1897, Andrew Allan amalgamated the various branches of the Allan shipping empire under one company, Allan Line Steamship Company Ltd., of Glasgow. The company by then had added offices in Boston and London. In 1917, under Sir Montagu Allan, who represented the third generation of the Allan family, the company was purchased by Canadian Pacific Steamships, and by the following year, the Allan name had disappeared from commercial shipping. The Allan Line fleet had evolved for decades, changing as new ships were added, lost at sea, sold, or scrapped. The model in Flagstaff Hill's collection could be the SS Canadian or Indian; both were early Allan steam packets that had helped the Allan company secure the Royal Mail Atlantic contract in 1856.The model is of a Royal Mail steamship, with the probability the original ship was owned by the Allan Shipping Line in the mid-19th century and primarily used for the Atlantic mail run between England and Canada. Given the funnel colours and ship design, the model could be the SS Canadian or the Indian; both were the first ships for the company. This is a ship model of the SS Orotava, a British Screw Steamship built at Barrow-in-Furness, county of Lancashire, by the Naval Construction and Armaments Company (NC & A Co.) in 1889. Her gross tonnage was 5552.10 tons, length 430 feet, breadth 49.3 feet and depth 34.2 feet. She was built for Pacific Steam Navigation Company (of 31, James Street, Liverpool) and used as a passenger liner. She was launched 1889 and made 2 voyages for the Pacific Steam Navigation Company in 1889. Then under her new management of the Orient Line, she made her first sailing 6th June 1890 from Liverpool to Australia via Suez. During the Boer War (1889 – 1903) she served as a troop ship but apart from this she remained in the Orient Line’s Australia service until 1906. On 14th December 1896 the Orotava sunk at Trilbury Docks after being serviced on her return from Australia, becoming unstable and taking in water. Five men lost their lives. The ship was then raised to dry dock and repaired for service again and an investigation launched into the cause of the sinking. Between 1901 – 1906 the name ‘Orient-Pacific Steam Line’ was used due to the close ties between the Pacific and the Orient lines. In 1906 the Pacific Steam Line Australian service was taken over by the Royal Mail Steam Packet Co. and the alliance between them and the Orient Line was dissolved in 1909. Orotava was then used in the West Indies service of the Royal Mail Line In World War 1 (Dec 1914 – June 1916) she served as HMS OROTAVA, an armed merchant cruiser. She was broken up in 1919. The vessel weighed 425 tons gross with a length of 160.4 feet, a beam of 24.1 feet and a depth of 10.2 feet. Accommodation for 35 people was provided in the saloon, and 25 passengers in the fore-cabin, plus room for 300 tons of cargo. On May 30th 1882 the S.S. Casino called in at the Port of Warrnambool for coal, narrowly escaping being swept ashore in gale-force winds due to the pilot's quick action. At that time, still at anchor, the directors of the Belfast and Koroit Steam Navigation Company were so impressed that they bought the S S Casino immediately; being ideally suited for trade along the West Coast of Victoria; Belfast is the original name for Port Fairy, South West Victoria. The Belfast and Koroit Steam Navigation Company was first managed by Messers Saltau and Osburne, and after the passing of Mr Osburne, by produce merchants Messers H. Sautau and Sons, owners of a hay and corn store and shipping agency was on the corner of Liebig and Koroit Streets in Warrnambool. The S.S. Casino was named “the most famous steamer to operate in Victorian waters along the West Coast” by maritime author Jack Loney. Captain Boyd was her first Master, followed by Captain Chapman, who stayed with her from 1890 until 1924. Captain W. Robertson followed for a short term, and then Captain Middleton took command from 1925 to 1932. The S.S. Casino had several mishaps during her life. One was on 3rd January 1898 when the ship collided with the S.S. Flinders in Apollo Bay with minor damage. Another was on 24th October 1924 when the Casino was grounded on a reef at Point Hawdon near Grey River and most of her cargo of Christmas goods had to be dumped into the sea. Then in February 1929, the Casino was ‘holed’ when it struck a submerged object as it entered Lady Bay, Warrnambool. On the morning of 10th July 1932, after attempting to berth at Apollo Bay jetty in heavy seas, Captain Middleton decided to take S S Casino out into the bay and wait until the seas abated. It was not realised that the anchor that steadied the ship during a manoeuver had pierced its hull, and it sank as it headed for the beach. Captain Middleton and nine others lost their lives, but nine people were rescued including the two female passengers. Captain Middleton had been in charge of the S.S. Casino for seven years. He was the first ship’s Master to lose his life in a shipwreck in the West Coast trade. In the years following the turn of the century, the S.S. Casino remained the only regular trader with normal passenger accommodation along the West Coast. From 1882 it had made at least 2,500 voyages on the one run. The ship is painted green and flies three flags. The Port of Warrnambool - In the early years the Port of Warrnambool was a busy port. Steamships and sailing ships were frequent visitors to the port. Steam navigation companies were plentiful, carrying passengers and freighting cargo such as coal, timber, food, livestock, furniture, hardware and haberdashery between Melbourne and the ports along the southwest coast of Victoria, including Warrnambool. The carts would take their loads into the township for distribution. The Breakwater was built (using 32 ton blocks of concrete) between 1874 and 1890 to provide ships with greater protection from the Southern Ocean. The Lifeboat and Rocket House - The coastline of South West Victoria has had over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it, followed in 1864 by a rocket house to safely store the Rocket Rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost one hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain and improve their skills, summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time, he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid 1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. In 1891 he photographed the wrecked barque "Fiji" at "Wrecks Beach" near Princetown. His business was taken over by his son Arthur around 1917. Joseph was a keen rifle shot and in 1924 he donated the "Jordan Shield" as a prize to the Victorian Rifle Association. He was made a "Life Honorary Member" of the Warrnambool Returned Soldiers League and in 1933 he was recognised as being the oldest living soldier in Victoria. Joseph died in 1935 aged 95. Valentine Publishing Company Pty. Ltd. Valentine and Sons was a printing and photography business based in Dundee, Scotland and Canada. In the early 1900's, at the height of the postcard craze, they published large numbers of postcards in the U.K., Canada, U.S., Australia and South Africa. Valentine postcards have a 6 digit serial number on the view side with the initials "J. V." in a circle adjacent to the number. The 300,000's related to views of Australia. From around 1900 (or earlier) the firm bought many images for their postcards from local and national photographers who sold publishing rights to Valentines.This postcard is significant for its association with the Port of Warrnambool and the Warrnambool Breakwater as it shows a point in time when shipping activities were an important part of Warrnambool's commerce and social development. It is also a record of the Warrnambool Lifeboat and Rocket house which was important in aiding ordinary citizens, harbour employees and the volunteer boat and rescue crew in saving the lives of sailors and passengers due to the high number of shipwrecks that occurred along the coastline. Joseph Jordan is a significant figure in Warrnambool history as he helped to establish early units of the Mounted Rifles (G Company) in local towns during the late 1880's and later, photographed local scenes, groups and citizens of early Warrnambool. This is a passenger ticket for the Screw Steamship "Otway".It was built in 1872 at Glasgow for the Warrnambool Steam Packet Company. She traded to and from the Western Ports until 1878.when she was sold for the Melbourne West Australian trade. She was broken up at Sydney in 1924. The Warrnambool Steam Packet Company commenced in 1868 and operated on the Western Ports run using the ships "Edina", "Rob Roy", "Otway", " Nelson" and "Julia Percy".In 1878 it became the Western Steam Navigation Company which operated until 1896. There is no information available on the passenger James Gilligan This item which may come from the old Warrnambool Museum is of considerable interest as a rare memento of steam travel to and from the Western Ports in the 19th century. Warrnambool was an important port at that time and this item is part of our marine history. British painter Howard Jarvis was best known for his maritime landscape paintings. An early member of the Society of Marine Artists (UK), formed in 1939, he went to sea on merchant ships and served in the Royal Navy during World War II. His works were influenced by marine artist Kenneth Shoesmith. Jarvis was commissioned by the Cunard-White Star Cruises to create a stone litho poster, which was quite well known, giving passengers a birds-eye view of a cruise ship.SS Orsova, built in 1954, was a British ocean liner for the Orient Steam Navigation Company until 1960, then P&O Orient Lines between 1960-1966, although the Orient ships retained their corn-coloured hulls and sailed under their own house flag. The colour of the hull on the print indicates it was made between 1954 and 1966. On 24 May 1956, Orsova ran aground off Port Phillip Bay, Melbourne, for twelve hours. In 1966 P&O acquired the balance of the Orient Line shares and all their ships were painted white. In the 1960s, Orsova carried many thousands of emigrants from Greece and Italy to Australia. It was staffed by approximately 600 crew and carried over a 1000 passengers. The personal 'carry-all', a cloth apron like article was utilised by Thomas Hamilton Osborne in his work with the Warrnambool Steamship Navigation Company. He was Company manager in 1883 until its dissolution in 1899. Osborne wrote many articles on early Warrnambool, particularly maritime material under the name of " Sliding Gunter". When he died he was buried at sea off the breakwater.His sister Mrs Annabella Kell is thought to have made this article.This is a significant item as T.H.Osborne was a key figure in 19th Century Warrnambool history, particularly in maritime affairs. This painting is one of a pair of large paintings by W. Langley-Taylor in our collection. Currently, no further information has been found about the artist but research is ongoing. The subjects of these paintings are seascapes of notable areas of the coast on each side of Port Phillip Bay, south of Melbourne, Victoria. This painting is of Eagle Rock, Warrnambool, which is on the west of Port Phillip Bay. Eagle Rock is located about 400 metres west of Thunder Point, near Shelly Beach. The painting includes the rocky cliff formations looking east towards the Warrnambool Breakwater. The walk from the Thunder Point car park westwards to Shelly Beach has been popular over the decades with residents as well as tourists. Many photographs include the rock, with varying backgrounds depending on the angle of the camera. It is a popular dive site for locals and visitors, in calm weather! The site can be approached by boat from the open sea in favourable conditions, and there is plenty of native marine to be seen in this marine sanctuary. This part of Warrnambool’s rugged coastline is unprotected from the Southern Ocean with its wild icy winds and high seas. The painting’s crashing waves and the northerly direction of the smoke on the steamship sailing north show the effect of the southerly wind. INSCRIPTIONS “Mrs M Irby” and “980/Regency” The significance of the inscription “Mrs M Irby”, on the back of each of the two paintings, has not yet been discovered. Perhaps she was connected with the ship or shipping company “Irby”. A ship named “Irby”, built in Merseyside, Liverpool in 1881 by R & J Evans, Birkenhead. It was a four-masted iron ship built for the White Star Line. Henry Wilson Hewitt bought her in 1882, then later she was owned by Chadwick & Pritchard. In 1888 she was registered under the Irby Ship Co. Ltd. (trading as J. Joyce) in Liverpool. In 1912 Galgate Co. Ltd owned her. She traded between London, England and Australia, and is recorded as being in Melbourne and Hobart. In 1919 the Irby was destroyed by a mine when on her way to England. Or perhaps her name and the inscription in pencil “980/Regency” on the Eagle Rock Warrnambool, painting could be a delivery address for the paintings, perhaps an apartment in a hotel. This painting is significant geographically for its representation of the coastal scenery of Victoria, Australia. It is also significant as one of a pair of paintings of seascape, one at sites each side of Port Phillip Bay. The painting is significant historically as an example of late 19th and early 20th methods and materials used to construct a painting’s frame. The Port of Warrnambool - In the early years the Port of Warrnambool was a busy port. Steamships and sailing ships were frequent visitors to the port. Steam navigation companies were plentiful, carrying passengers and freighting cargo such as coal, timber, food, livestock, furniture, hardware and haberdashery between Melbourne and the ports along the southwest coast of Victoria, including Warrnambool. The carts would take their loads into the township for distribution. The Breakwater was built (using 32 ton blocks of concrete) between 1874 and 1890 to provide ships with greater protection from the Southern Ocean. The Lifeboat and Rocket House - The coastline of South West Victoria has had over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it, followed in 1864 by a rocket house to safely store the Rocket Rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost one hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain and improve their skills, summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time, he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid 1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. In 1891 he photographed the wrecked barque "Fiji" at "Wrecks Beach" near Princetown. His business was taken over by his son Arthur around 1917. Joseph was a keen rifle shot and in 1924 he donated the "Jordan Shield" as a prize to the Victorian Rifle Association. He was made a "Life Honorary Member" of the Warrnambool Returned Soldiers League and in 1933 he was recognised as being the oldest living soldier in Victoria. Joseph died in 1935 aged 95.This photograph is significant for its association with the Port of Warrnambool and the Warrnambool Breakwater as it shows a point in time when shipping activities were an important part of Warrnambool's commerce and social development. It is also a record of the Warrnambool Lifeboat and Rocket house which was important in aiding ordinary citizens, harbour employees and the volunteer boat and rescue crew in saving the lives of sailors and passengers due to the high number of shipwrecks that occurred along the coastline. Joseph Jordan is a significant figure in Warrnambool history as he helped to establish early units of the Mounted Rifles (G Company) in local towns during the late 1880's and later, photographed local scenes, groups and citizens of early Warrnambool. This is one of two cast brass nameplates of James & Alexander Brown in our collection. The Newcastle, NSW, firm was renowned for its coal mining and exporting business established in colonial Australia in 1843. The firm had an office in Melbourne and sold coal for commercial use and from the Wharf for the domestic market. The coal was then distributed along the southwest coast of Victoria in steamships or steam packets and into the regional areas of Victoria by cart and wagon. In 1890 there was a strike of coal workers but the Geelong Advertiser, September 1, 1890, announced that “a firm of coal merchants only recently received some large cargoes from Newcastle”. This supply of coal could have originated at the colliery of James & Alexander Brown. About James & Alexander Brown: - James (1816-1894), John (1823-1846) and Alexander Brown (1827-1877) migrated with their parents from Scotland to Sydney, Australia, in 1842. The next year James leased land and was assisted by his brothers Alexander and John in mining coal in the area near Maitland. The market was very competitive, with the government controlling prices. James was instrumental in a legal battle that resulted in the introduction of open competition for coal mining. James and Alexander had become business partners by 1852 and moved south of Newcastle where they established and worked a profitable mining enterprise. Their assets by 1857 included a ships’ chandlery, a fleet of steamships and an overseas trading business. They were the first firm to import rum, sugar and coffee into Newcastle. By 1892 they were exporting coal to New Zealand, China, North America, and various colonial ports. They had elaborate workshops to service their own steam engines and steamships. They were the first to use a steam collier vessel in Australian waters and they set up the second tug boat in Newcastle, the beginning of being owners of many more tug boats and performing a towing business. By 1868 James & Alexander Brown was the largest coal producer in the colony. James focused on managing the colliery and Alexander on overseas trade. It was estimated that the firm had produced over eight per cent of coal in New South Wales by 1914. James & Alexander Brown advertised in the Melbourne Herald in the early 1900s and kept an office at Queen Street, Melbourne as well as at the Wharf, stating their telephone numbers for both places. The coal was available for ‘Immediate Delivery’ for household and industrial purposes. The advertising claimed that their Pelaw Main coal was the famous household coal that met the highest test in Australia and burned bright and clean. Domestic customers could purchase the coal at the wharf or pay for delivery. Commercial customers could load their purchases into their steamships or wagons for further distribution into regional Victoria. After James’s death in 1894 his son John managed the firm, which was also known as J & A Brown. John passed away in 1930 and his sons took over. In 1931 the firm amalgamated with Abermain Seaham and the new name was J & A Brown & Abermain Seaham Collieries Ltd. commonly abbreviated to JABAS, which merged with Caledonian Collieries Ltd in 1960 and Coal & Allied Industries Ltd. was formed. The pair of nameplates is significant for its connection with the firm James & Alexander Brown. The firm was established in 1845 and became one of the largest collieries in colonial Australia. The Orient Steam Navigation Company Limited launched the Ocean Liner RMS Orion in 1934 and it remained in operation until 1963. The twin screw steamship was built to carry first class and tourist class passengers, over 1100 in all, plus almost 500 crew from Europe to Australia in comfort. The ship had a single funnel and a single mast. During WWII the vessel served as a troop carrier. The ventilation system noted on the plan, Punkah Louvre System, was designed for heating fresh air ventilation in buildings, ships and railroads. The system originated from Thermotank in Glasgow, Scotland. The ship plan for the RMS Orion is significant for its connection with the vessel. The ship was a leader, with several 'firsts'; the first Orient Line ship to be built with a single funnel since 1902, and the first to be painted in the Orient Line's livery, with a corn-coloured hull. It was the first liner to use chromium and bakelite materials for the surfaces throughout the ship, which provided greater resistance to the sea. It was also the first British ship to be fitted with air conditioning.Plan: printed provisional line drawing of the Orient line vessel "R.M.S. Orion". Inscriptions are printed on the plan. There are diagrams of six decks included in the plan. The ship is built for tourist "B" accommodation. Captain Roberts took over command until 1924 followed by captain Middleton until 1932 when the Casino was sunk off Apollo Bay and captain Middleton collapsed and died in the surf. This timetable was found by Dave Maxwell behind an old photograph. David's family came to Warrnambool in 1838.The timetable is an example of travel in the late 19th century. It shows the frequency of voyages between London and Adelaide and the time taken to make the journeys by steamship in 1895. Orient Steam Navigation Company's timetable for steamship voyages outward bound from London to Adelaide, and inward bound back to London, for 1895. The document has black print on cream-coloured paper and is mounted onto a card backing. The timetable lists voyage n from January 1885 to January 1886, with details of month, date and times. The itinerary begins from London to Naples, Port Said, Colombo, King George's Sound and finally to Adelaide (Semaphore), taking 35 days for the journey. The steamship then returns to London. The timetable was approved by Her Majesty's Postmaster-General on the 14th September 1894. Print of a picture of the S.S. Casino, This print is from an original painting by the Australian marine artist A V Gregory (1867-1957), also known as Arthur Victor Gregory. Gregory lived and worked in South Melbourne. He took over the Gregory Studio owned by his father, George Frederick Gregory, painting actively between 1899 and 1932. He usually signed his works as ‘A V Gregory’. Some of his original works have been sold for thousands of dollars. The S.S. Casino was a passenger and freight steamer built in Dundee, Scotland, in 1882 for the Newcastle and Hunter River Steam Navigation Company of N.S.W. She weighed 425 tons gross with a length of 160.4 feet, beam of 24.1 feet and a depth of 10.2 feet. She had saloon accommodation for 35 people, a fore cabin for 25 more people, and she carried 300 tons of cargo. While on her delivery journey on May 30th 1882 the S.S. Casino called in at the Port of Warrnambool for coal ., narrowly escaping going ashore in gale force winds due to the quick action of the pilot. At that time, still at anchor, she impressed the directors of the Belfast and Koroit Steam Navigation Company so much that they bought her immediately; she was ideal for trade along the West Coast of Victoria. (The Belfast and Koroit Steam Navigation Company was first managed by Messers. Saltau and Osburne and after the passing of Mr. Osburne, by produce merchants Messers H. Sautau and Sons, who had a hay and corn store and shipping agency on the corner of Liebig and Koroit Streets in Warrnambool. ) The S.S. Casino became “the most famous steamer to operate in Victorian waters along the West Coast” by author Jack Loney. Captain Boyd was her first Master, followed by Captain Chapman, who stayed with her from 1890 until 1924. Captain W. Robertson followed for a short term, and then Captain Middleton then took command from 1925 - 1932. The S.S. Casino had several mishaps during her life. One was on 3rd January 1898 when she collided with the S.S. Flinders in Apollo Bay with minor damage. Another was on 24th October 1924 when she grounded on a reef at Point Hawdon near Grey River and most of her cargo (of Christmas goods) had to be dumped into the sea. Then in February 1929 she was ‘holed’ when she struck a submerged object as she entered Lady Bay, Warrnambool. On the morning of 10th July 1932, after attempting to berth at Apollo Bay jetty in heavy seas, Captain Middleton decided to take her out into the bay and wait until the seas abated. It was not realised that the anchor used to steady her as she manoeuvred to her berth had pierced her hull. She put about and headed for the beach but sank. Captain Middleton and nine others lost their lives; nine people were rescued including the two female passengers. Captain Middleton had been in charge of the S.S. Casino for seven years. He was the first ship’s Master to lose his life in a shipwreck in the West Coast trade. In the years following the turn of the century, the S.S. Casino remained the only regular trader with normal passenger accommodation along the West Coast. From 1882 she had made at least 2,500 voyages on the one run. Flagstaff Hill’s collection has a photograph of a portrait of Captain Chapman, , a ship model of the S.S. Casino that shows both forms of power under which she sailed, steam and sail. The ship is painted green and flies three flags. The inscription across the case of the ship model, incorrectly dated, tells the sad story of the wreck of the ship and the loss of lives on July 10th 1932 at Apollo Bay. A print in the Collection shows S.S. Casino underway in the heavy sea off Point Lonsdale, another two photographs show her at the Port of Warrnambool, leaving from the Breakwater in Lady Bay and another identifies the S.S. Casino as a ship from the Belfast and Koroit Steam Navigation Company. (Belfast is the original name for the township of Port Fairy).This print of the S.S. Casino is of significance for its association with the coastal trader S.S. Casino. The wreck of the S.S. Casino is considered an important part of Victorian and Australian cultural heritage and as such has been declared and protected as an Historic Shipwreck under State and Commonwealth Law in the Commonwealth Historic Shipwrecks Act (1976).
