The Kew Lunatic Asylum was completed in 1871 and opened in 1872. The year 1972 marked its centenary. Over the years, members of staff at the asylum collected records, photographs, publications and plans of the asylum, later hospital. The Society has a number of important collections relating to the asylum and the Children's Cottages. These include the Dr Cliff Judge, the Irena Higgins and the Dr Fred Stamp Collections. This portrait photograph is one of a number of items donated by the family of the late Dr. Fred Stamp who was the last medical superintendent. Dr Frederick Stamp graduated from Bristol Medical School (UK) in 1968. He and his family emigrated to Australia in 1977 to Goulburn (NSW), moving to Melbourne in 1980. He became Superintendent in 1981 until the Hospital's closure in 1988. Since the donation was made, this item has been declared a Permanent Government Record, and has been transferred to the Public Record Office Victoria in 2020.Following their closure, the medical records of the Kew Mental Hospital and the Children's Cottages Kew were relocated to the archives of the relevant Victorian Government Department and also to the Public Records Office of Victoria. Other collections, such as the Fred Stamp Collection, were assembled by staff who worked at the hospital. The years leading up to the closure of Kew must have been fraught, and many of the items in the hospital were probably destined for hard waste disposal. Dr. Fred Stamp, the medical superintendent, kept aside or rescued a number of these items, of which this is one. Following his death, his family donated these to the Kew Historical Society. The Society recognises these items to be of lasting historical significance, essentially due to their provenance and to their rarity. Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. The official opening of the Colac-Beech Forest railway took place on Wednesday, 26th February, 1902. On a typical Beech Forest wet day the train halted at the bottom of Gardner Hill for the opening party led by the State Governor, Sir George Sydenham Clarke, to walk up to the Ditchley Park Hotel for the official banquet in the adjoining hall. The menu of four courses plus coffee was assembed by the caterer, Chas. D. Straker. The toast list was led as usual by a toast to the King, followed by 18 toasts concluded by the Acting Commissioner of Railways.B/W. In 1898 a recommendation for a railway of 2 ft 6 in gauge was handed down by the Parliamentary Standing Committee on Railways, to cost $138,000. Construction began in 1900. About 100 men were engaged in laying and ballasting the track while others, not included in the 100, formed the earthworks, culverts and bridges. Locomotive operations initially were two 2-6-2 Tank engines of the narrow gauge A class, dubbed "Coffee Pots", and these were used on the work trains between 1900 and 1902. Because of the lengthy periods of waiting time required to unload sleepers and rails or to load ballast meant that a handy replenishment of coal and water supply was necessary. With earthworks specified to the bare minimum landslips in the narrow cuttings were frequent so a repairer was stationed in each length to deal quickly with minor slips until 1904 when the cuttings were widened.B/W. While the first train arrived at Beech Forest on 17 February, 1902, as a special train for a race meeting at Beech Forest Turf Club, two special trains ran for the official opening of the railway by the State Governor, Sir George Sydenham Clarke, KCMG, R.E., F.R.S., that took place on 27 February, 1902. After seeing round the area the guests attended a celebration of the opening at a banquet at Beech Forest. The menu included four impressive courses, coffee and cognac, and included a number of toasts - The King, the Governor, the Minister and the Parliament of the State, Success to the Beech Forest Railway, the Colac Shire Council and the Railway Trust, and the Railway Department, a total of 19 people speaking.
