Kew achieved independence from the Boroondara Roads Board in 1860. As a new municipality, its first three leaders were designated as chairmen. On becoming a borough in 1863, its leaders were identified as mayors. The earliest photographs date from ca.1906, when the Town of Kew commissioned the noted local photographer Josiah E Barnes to produce standardised portraits of former mayors to be displayed in the Mayoral Chamber of the Town Hall. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. The majority of mounts identify the photographer. Eighty photographs are housed in their original frames.This portrait is one of a series of mounted and framed photographic portraits of mayors and town clerks of the former Borough, Town and City of Kew. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series.Framed portrait of Cr. W.J. Prior to the election of female Councillor's and Mayors, the Mayoress role as wife of the Mayor, was one of the few ways women could officially undertake civic duties. Mayoress's played an important role in civic life through charity work, even stepping in on occasions to undertake Mayoral duties. Mayoress Pethard was born Hilda Robina Leed in Eaglehawk in 1889 and died in 1966. Mrs Pethard travelled extensively with her husband throughout their time in Office. The Greek Commemorative War Medal was instituted by Royal Decree on 19.8.1947. It was awarded for service from the outbreak of war in Greece 1940 to the fall of Crete in 1941. It was also awarded to allied foreign troops who saw service as per the areas covered on the reverse of the medal. This medal was awarded to Alan Kenneth NAISMITH DCM, VX4838, 2/7th Bn. Refer Cat No 1421 for his service details.The medal itself is gilded bronze. The front of the medal in the centre is a relief of King George II of Greece. Around the outside is a laurel wreath joined at the top by a crown. The ribbon is attached by a ring suspender.The ribbon has a centre light blue stripe with a dark blue stripe each side. on the edges of the ribbon is a thin light blue stripe. The rear of the ribbon has a pin clasp The rear of the medal has a thin raised edge on the outside of the medal. The inscription in the centre is raised. The wording is in Greek except for the date.
