Premier Town Awards are awarded by the Victorian State Government to regional communities that best protect and enhance their environment. The award recognizes success in litter prevention, waste management and environmental projects and community group and individual efforts are taken into account in this regard, Warrnambool has won the award three times (1958, 1979-82 and 1988-1991). These items are of interest as examples of the souvenirs distributed to celebrate Warrnambool’s being awarded the title of Premier Town of Victoria in the 1970s and the late 1980s. Bruce Rogers, the recipient of the brass plaque and Director of the Premier Town Campaign in 1979-82 was a Warrnambool businessman, City Councillor (1965-9) and a Lawn bowls player of note. Cr. W.D. Vaughan in his civic history of Kew includes a chapter (XXXII, pages 132-3) to Town Clerks and Surveyors. He states that H.H. Harrison began his career with the Borough of Kew in 1888 as his predecessor's assistant, becoming Town Clerk on the latter's death in 1901. On his retirement, The Herald on 30 Jul 1938 reported that: "H.H. HARRISON, Town Clerk of Kew, was entertained last night by members of the Metropolitan Institute of Town Clerks and presented with a walking stick and case of pipes, on the occasion of his retirement after 50 years' service with Kew City Council. He began his municipal career as a youth with the Bendigo City Council, and in 1888, was appointed Assistant Town Clerk at Kew. Appointed Town Clerk in 1901, he has held the office for 37 years."This portrait is one of a series of mounted and framed photographic portraits of Mayors and Town Clerks of the former Borough, Town and City of Kew, for the period 1863 to 1969. The portraits were transferred by the City of Kew to the Kew Historical Society in March 1989. A Significance Assessment in 2018, funded by the National Library of Australia confirmed the historic, and often artistic significance of the series. In Kew’s Civic Century (1960), Cr. W.D. Vaughan described William Dickie Birrell M.B.E. (1899-1974) as follows: “Mr. W. D. Birrell, who had been on the staff of the Country Roads Board after his return from active service with the First A.I.F., was appointed assistant town clerk on February 15, 1921. On Mr. Harrison’s retirement he was appointed town clerk and city treasurer, and has given outstanding service. His knowledge of municipal administration has been acknowledged by the Government calling on his services to advise on amendments to the Local Government Act. He is a past president of the Town Clerks Institute, and on the nomination of that body was honoured by Her Majesty the Queen in 1958 with the award of the M.B.E. He still occupies the position and is held in the highest esteem not only by the Kew Council, but also by local government administrators throughout the metropolitan area.” (page 132) He died on 7 May 1974, and his ashes were interred at the Boroondara General Cemetery. This building once contained the municipal offices and a public Town Hall for the City of Sunshine. The building was demolished and on the site the R.T. Pollard Gardens were established. The Gardens are shown in the second photograph.Although the council built new municipal offices in Alexandra Ave, a Town Hall for public use was never rebuilt. The council considered that there were other halls available, such as the Mariana Hall or school halls, which could be hired for public or council functions. This picture of the Sunshine Town Hall is a copy made from an unknown printed article. These are two administrative record books from the Warrnambool Town Council which took over from the Warrnambool Borough Council in 1883 and existed until 1918 when it became the Warrnambool City Council. .1 Warrnambool Town Council letter book dating from 1904 to 1918 containing copies of letters written by the Rate Collector, Thomas Beattie .2 Warrnambool Town Council Contract Book dating from 1902 to 1909. The contract details include the name of the supplier or tradesman and the costs. Some of the contracts deal with the Corporation Baths, the Botanic Gardens and town tree planting. Robin Kelly was born Robin Vandersluys in Mary Street, Kew. As a child, she sang in backyard concerts run with her brother, Leslie. The family moved to Deepdene in 1949 and Robin joined church and school choirs. Later she was to study classical singing with Stella Power, modern singing with Jack White, TV Presentation with Natalie Raine of Crawford Productions and acting/singing with Jessie Matthews. Following her victory in a talent quest at the Orama Ballroom, she was invited to join the Orama Big Band with singers Harry Cox and Arlene Forrest. She also sang with the Kerm Jones Jazz Band at Power House and with Frank Johnson's Jazz Band at Jazz Junction. Robin became resident band vocalist at the historic Federal Hotel in Collins Street with the Rudi Laquer Trio. She also sang at The Savoy Plaza with the George Cadman Trio. A year later she became resident vocalist at the Ress Oriental Hotel with the Lennie Holmes Trio. Later, Robin married pianist Peter Jones, singing under the name 'Robin Vanser' in clubs in Sydney and regional New South Wales. She was booked for a Vietnam War tour and also sang in Tahiti. Returning to Melbourne, her agent booked her to appear in shows in Tasmania including West Point Casino and Melbourne country venues. Another agent, John Bishop, booked her to do floor shows in Melbourne, including Xmas Seasons at the Hampton Hotel where she entertained audiences with her comedy and audience participation routines. In 1971, Robin Kelly retired to run her Robin Hood Antiques business in Canterbury, during which time she was married to tenor Glenn Kelly. Later she joined Sing Australia Camberwell Choir, performing as a soloist at their Melbourne Town Hall Concert.The Vandersluys-Kelly Collection of photographs, costumes and musical performance memorabilia was donated to the Kew Historical Society by Robin Denise Kelly in 2018. The collection is an important record of stage and recorded performances in Australia in the second half of the 20th century. This new nationally-focused and artistically significant collection augments and contextualises the local performing arts materials in our collection. Repairs to the Port Melbourne Town Hall clock tower were undertaken c.1950. One member of Council staff stands on top of the pediment while the other 5 are on the temporary scaffolding.
