In the early 1880s the Ballarat School of Mines Council introduced a three year course of training under the professors to qualify students in the following professions: 1. Mining Engineering 2. Metallurgy 3. Geology 4. Electricity [45] Each of these courses had an additional, but optional, fourth year of study. The prescribed subjects of study for an Associateship was set out in the Calendar of the Ballarat School of Mines in each year. Any student who passed the prescribed examinations in any of the above courses was issued with a Certificate of Competency, and conferred with the distinction of Associate. By the 1890s the professorial staff had drawn up a curriculum leading to an Associateship of the Ballarat School of Mines. The first two years work was to be common to all courses, but in the third and subsequent years the student wold be devoted to a specialised branch of study. The Associateship was to be conferred in one of another of the following Courses: Agriculture, Civil Engineering, Electrical Engineering, [Geology], Metallurgy and Mining Engineering. All were three year courses except for Agriculture which was two years. Each course was conducted in accordance with a prescribed curriculum and syllabus. During the 1910s there was an expectation that candidates for the Associate course should have attained the age of sixteen, and have received preparatory training equivalent to University Matriculation at least in the subjects of Elementary Mathematics, English Grammar and Composition, or have passed through Junior Technical School. In 1960 an new procedure for admission to graduate status as Associates was introduced to the Ballarat School of Mines where Associateship would be conferred at a public ceremony. After 01 July 1976 graduates of Ballarat College of Advanced Education and Ballarat College of Advanced Education were admitted in major studies relating to mining for Australian accreditation and overseas purposes. This image taken between 1920-1930 depicts open-cut hydraulic sluicing at the Three Mile Mine, located about five kilometres south of Beechworth. Alluvial, or surface, mining began on this site in the 1850s, but was soon replaced by hydraulic sluicing methods. By the start of 1880 it is estimated that nine hundred miles of water races had been cut though soil and rock in the Beechworth district. Hydraulic sluicing employs high pressure jets of water to blast away large areas of earth and wash it down to be run through a sluice box. Gold gets caught in the sluice and the remaining slurry is washed away. Large water quantities were required for hydraulic sluicing, and the long water races and deep tailraces that were constructed were considered great engineering feats. This method of mining is extremely effective, but causes significant environmental damage and impacts to waterways and agricultural operations. Miners at Beechworth built extensive networks of races and dams to secure reliable supplies of water on a scale far greater than elsewhere in Victoria. By the 1880s Beechworth's water barons continued to hold more than half of all the water right licences on issue and undertook sluicing operations on a massive scale. The manipulation of surface and ground water via race networks was well planned and recorded in detail by local mining surveyors. The maps that were created, combined with modern geo-spatial technologies, provide a vital key in understanding the great lengths to which miners went to capture and control critical water resources. Today, Three Mile mine is called Baarmutha. The Three Mile Mine was unproductive until 1865 when John Pund and three other miners secured a fifteen year license and constructed a water race from Upper Nine Mile Creek to Three Mile Creek. In the early twentieth century Pund & Co. averaged over one thousand ounces of gold per year from the mine. After Pund's death in 1915, GSG Amalgamated Co operated the site, continuing sluicing until 1950. This image of hydraulic sluicing methods shows the extent of water-works engineering in the landscape. This photograph has historic and research potential for understanding changes to the landscape, the evolution of mining methods, and the extensive construction, manipulation and management of water networks in the Beechworth district. As part of the push to cut electricity costs and diversify supply, the Victorian Government (circa 1930) implemented the conversion strategy from mainly brown coal supply to hydro - electricity. The Kiewa Hydroelectric Scheme became the largest scheme of its kind in the State Of Victoria and the second largest scheme in Australia. Clover Dam and Power Station were built by the State Electricity Commission of Victoria as part of the Kiewa Hydro Electric Scheme from the late 1930's to the early 1940's. This dam was constructed to supply water to feed four turbines (62 mega watts) at the West Kiewa Power Station. This was at the forefront of sustainable "Green" energy. Costs associated with power supplies is still a major incentive of governments, however environmentally friendly alternatives such as wind and nuclear have also made inroads. The Kiewa valley and its surrounding alpine catchment were looked at(Victorian State Government), from the beginning of the twentieth century as a source of alternate power for an ever-increasing demand for electricity by growing population and heavy industrial areas within Melbourne City and State regions. Construction of dams, such as Clover Dam provided the large quantity holding areas of water required to turn the turbines at the various power stations to provide the electricity needed. The impact of these controls by moderating water run-off from the alpine regions is beneficial in reducing flooding from thawing of snow on the alps. This by-product allows agriculture and grazing to be less vulnerable to seasonal flooding thereby resulting in a more stable annual production level. Photographs also document early engineering and building techniques used in the construction of dams and power stations during the 1940’s and 1950’s. John Trestrail Freeman was an engineer who in 1889, with a partner named Olsen, established Freeman's Border Foundry in Murray Esplanade, Echuca. The Foundry later became known as Freeman Brothers when sons Harry and Tres took over the business. This business played an important part in shipbuilding in Echuca, fitting engines, building paddlewheels and carrying out repairs. It is thought this photograph is of Tres' mother or it could be his wife (Dolly Dean).The Freeman family is an important family in the history of Echuca boat building and engineering in the early 20th century. The business produced paddlewheels, fitted engines and conducted repairs on riverboats in the area. After the riverboats ceased the foundry went into engineering works producing agricultural implements and other general foundry works. Discusses the obligations required of the Shire to maintain the Green Wedge. The Shire covers over 27,000 hectares with a population in excess of 45,000 residents, more than 70% living in the southern 10% of the Shire in suburbs of Eltham, Montmorency, Lower Plenty and Research. 85% of the Shire in the more sparsely populated northern area which is covered by the Green Wedge. Council is committed to providing a parity of services to all residents such as garbage collection and maintenance of roads. Views of rubbish collection trucks in Montmorency. It is emphasised that the cost of these services in highly populated areas is relatively low whereas in the sparsely populated Green Wedge areas, considerable. There are hundreds of kilometres of roads throughout the Shire, many unmade and maintenance is high to check overhanging trees and erosion especially on the steep hills is expensive and disproportionate to servicing the population in the dense urban areas. Historical information: this medallion has historical details on three fronts. Firstly the Villiers & Heytesbury Agricultural Association. This association began with the first meeting held on May 17th 1853 at Woodford. The minutes of that meeting read “That in the opinion of this meeting, the formation of an agricultural association would be of great benefit to persons in this district engaged in farming and pastoral pursuits. It initially embraced the following: ploughing, agricultural produce, machines and implements, and livestock of all descriptions. The first show was held at Warrnambool on April 10th 1855 on a green bounded by Fairy, Henna, and Koroit Streets. It was held there until 1875 when it moved to the present Showgrounds site in Koroit Street. At the 37th Annual show in 1890 Warrnambool held its first Grand National Show, being granted by the Chamber of Agriculture in turn, in Victoria. It became known as the Warrnambool Agricultural Society in 1911. Secondly the winner, Mr Hugh Lennon. He was one of the most successful innovators and manufacturers of agricultural implements in early Australia. Although born in Ireland, he served an apprenticeship in Scotland in mechanical engineering. The Lennon plough became known Australia wide. For many years he operated his business at the northern of Elizabeth Street in Melbourne. He was active in local affairs. He died in 1886 at the age of 52. Thirdly, Stokes and Martin. Thomas Stokes came to Australia in the 1850’s and established a successful business at Mincing Lane Melbourne, manufacturing buttons, medals and tokens. Martin joined the partnership in 1873, which lasted until a disastrous fire in 1893. The business was renamed Stokes & Sons Pty Ltd and it became a public company in 1962. It is currently situated at Ringwood in the business of spare parts for electrical equipment The Villiers and Heytesbury Agricultural Association was a significant event and organisation within the Western District over a large number of years. It was one of the earliest organisations in the district and is testament to its importance to the agricultural, social, and cultural life of the district. It is significant that this particular medallion was awarded to an innovator in the ploughing industry and that it was made by a company which is still in business 130 years later. Zilles Printers was begun by Lewis Zilles in the early 1930s. It was in McKenzie Street Ballarat. His son Jeffrey also became a printer - letterpress, offset and screen printer. The business became Zilles Printers/Graphics and was in Armstrong Street and later Bell Street Ballarat. Ronaldson Bros and Tippett began in Creswick Road Ballarat 1905. They were manufacturers of agricultural machinery and oil engines. In the 1930s they began production of tractors. The company was taken over in 1970 and closed. The Working Men’s College was founded in 1881 by a prominent grazier and philanthropist, The Hon. Francis Ormond, who donated £5000 towards the establishment of the college. The Council of the Melbourne Trades Hall then matched Ormond's initial donation by rallying its members. On 4 June 1887, the college opened in its purpose-built building on the corners of Bowen Street and La Trobe Street in Melbourne, with a gala ceremony. It became the third official provider of higher education in the new Colony of Victoria (the Melbourne Athenaeum was founded in 1839 and the University of Melbourne in 1853). The college was the predecessor to the current-day Royal Melbourne Institute of Technology (RMIT University). Adjoining the college in the 1890s were the Supreme Court of Victoria (later the Melbourne Magistrates' Court) and the Melbourne Gaol - both which are now part of RMIT today. This water standpipe is believed to be the only one of its kind in working order. It was originally located in Warrnambool, on the hillside at the corner of Mickle Crescent and Banyan Street, providing water for the Chinese Market Gardens below, on the flats. It was removed from this location on May 2nd, 1979, with the intention to relocate it at the new Flagstaff Hill Maritime Museum & Village. The standpipe lay in storage for years until the Warrnambool Company, Chemblast, offered to restore it for use as a working display. The display was officially opened on March 31, 2014. The water from the adjacent lake is drawn out with a hand operated water pump, and goes up into the standpipe, where flows through the canvas hose and into the top of the Furphy Farm Water Cart. The display is a visual acknowledgement of the years served by Flagstaff Hill volunteer and Friends of Flagstaff Hill Chairperson, Bob Crossman. Warrnambool’s early settlers had no water supply prior to the mid-1850s. They relied on rain water tanks, domestic wells and springs. The town experienced a huge, destructive fire in William Bateman Jnr. & Co.’s large produce store in November 1856, which highlighted the need for both a fire brigade and a good supply of water. In 1863 a volunteer fire brigade was established. In August 1880 the town celebrated the installation of its first water standpipe on the corner of Liebig and Timor streets. The water was pumped from springs at Cannon Hill through the connected pipeline to the standpipe, then distributed to households via horse and cart. Each of the licenced cart drivers were compelled by Council regulations to keep their carts full from sunset to sunrise, ready to cart water to outbreaks of fire. They received a fee for this service. In 1893 the town installed a water supply, sourced from the Merri River, stored in a reservoir basin and tower in north Liebig Street, and distributed throughout the town in a system of pipes. By late 1939 a reticulated supply was installed, with the water piped in under the Otway Scheme. Standpipes are still used in modern times in rural and remote areas for homes, farms, stock, agriculture and firefighting. Many commercial or government owned standpipes are metered, charging a fee for the quantities of water supplied. This water standpipe was made by Langlands Foundry Co. Limited, Melbourne, which was establish in 1842. It was Melbourne’s first foundry and iron shipbuilder, and one of the largest employers in Victoria at the time. Langlands was known for its high quality workmanship and wide range of goods for mining, engineering, marine, railway and other industrial uses. The company made the first cast bell, the first lamp posts in the colony, and the boiler for the first Australian train. In the 1860s it produced cast iron pipes for the Board of Works, which laid the pipes for Melbourne’s first reticulated water supply. The firm was bought by Austral Otis Co. in 1897.This water standpipe is significant historically as it is believed to be the only one of its type in working condition. The standpipe is significant for being manufactured by early colonial firm Langlands Foundry of Melbourne, which was known for high quality, cast iron products. The firm made the boiler for the first Australian train, assembled the first Australian paddle steamer and made the first Australian cast bell and lamp posts. Langlands was one of the largest employers in Victoria at the time. The standpipe is significant historically as it represents the evolution of water supply services in Australia. Standpipe; vertical cast iron water pipe, painted crimson, fixed in position, tapering inward from the round base to the rectangular joint near the finial on top. A hexagonal pipe extends at right angles from the joint, with an outlet fitting and flow-controlling wheel on the end. A length of canvas hose hangs from the outlet fitting. Inscriptions are on one face of the joint. The standpipe was made by Langlands Foundry Company of Melbourne. The Victorian Gold Jubilee Exhibition, held at Bendigo from 13 November 1901 to 14 May 1902. The courts were numbered from one, or had titles like “Machinery”, “Agricultural”, “Naval & Military Court” and “Art”. The female visitors to the Exhibition were able to view exhibits deemed suitable for the fairer sex and located within their own “Women’s Court”. There were exhibits such as “Parasols & Umbrellas”, cotton and haberdashery from Manchester and Staffordshire, “Corsets & Embroideries” from Paris. The most valuable exhibits were mining machinery such as Taylor Horsfield’s £850 “Air Compressor & Rock Borer”. “Bohemian Glassware” brought down from Sydney was valued at £600. The profits from this Exhibition were used to fund the sculpture known as the Gold Monument, which still gazes along Pall Mall (from the McCrae Street end). The Exhibition’s Cash Book shows payments, which totalled £1160, were made to then up and coming sculptor C.D.Richardson.
