Ballarat born Peter Blackburn graduated from the Ballarat University College with a Diploma in Teaching in 1991. At one time he was Australia's number one ranked doubles and mixed Badminton player, he represented Australia on numerous occasions, receiving a record three bronze medals in the 1994 Commonwealth Games. The new campus at Mount Helen was part of the Ballarat School of Mines, and was known as Ballarat Institute of Advanced Education. The drawing was prepared in the early stages of the Mount Helen campus development, while Stage I buildings ('E', 'F', 'G') were constructed. the Union Building (now Albert Coates Centre), Library, 'S' Building and student accommodation were in the design stage. At the time I was a Buninyong Shire Councilor and as such I was Buninyong's representative on the then Ballarat Development Committee. At one of our meetings we received a request for information on a suitable site for a technology park. The requirements were for a site adjacent to a tertiary institution, secluded for security purposes and large enough to contain such a development. The next morning I contacted our Shire Engineer at the time, Newell Barrett and we drove around the area we both agreed that the current site was the most suitable we saw to meet the requirements. At the time it was owned by George Morrison. however the original enquiry to the B.D.C. came to nothing but the Shire Council and the B.D.C. decided to investigate the possibility of the site becoming a technology Park and information was collected. At about this time Mr Morrison put the property on the market and it was bought by a Ballarat builder, Mr John Beaumont, with the idea of developing it as a residential area. Council then arranged a meeting with Messrs Morrison and Beaumont to discuss the matter. I remember Mr Morrison saying he did not care what was done with it he just wanted to sell it and move down to the coast. Mr Beaumont, on the other hand, said he wasn't ready to retire yet and the idea interested him. As a result a committee consisting of the B.C.A.E., B.D.C. and Buninyong Shire Council (and Mr Beaumont) was formed to plan the development and rezone the area to technology park. It was previously zoned residential land and would seem to have been suitable for sub-division and residential development - its close proximity to the College being a major factor in its favour. The point of this is if Mr Beaumont had insisted on pursuing his original plan and had opposed the rezoning, I am quite confident he would have won an appeal at the A.A.T . (Administrative Appeals Tribunal - forerunner of V.C.A.T.) and the I.T. centre would not have got off the ground and the area would be covered with houses. But Mr Beaumont did go into the project with enthusiasm and the first stage was commenced on the 3rd August 1989 when the first sod was turned by Hon. David White, the Minister for Industry, Technology and resources (See the Courier 4th August 1989) Mr Beaumont went overseas to study similar parks and look for tenants. Unfortunately government did not support the project as they have now and apparently Mr Beaumont was ahead of his time for the private sector so Mr Beaumont could not continue the development and the site eventually passed to the College. I personally think more could have been done ... The work done by the Buninyong Shire Council and Ballarat Development Committee seems to have been forgotten as according to the Courier December 21, 2000 we are told the Park opened in 1995 as a joint venture between the City and the University. As a former Councillor said to me on the day "What happened to the plaque David White unveiled in 1989!" If there is any other information you want, please contact me. Federation University Mount Helen Campus was open to students in 1970. In that year Mr Dowling as photographed beside a big Tasmanian bluegum which was used a the centre Mount Helen Campus concept plan, and later became known as the Tree of Knowledge. Mr Dowling watered the tree after it was planted by his mother, Elizabeth Downing, on Arbour Day 1896. Mrs Downing raised her large family on the site of the Mount Helen Campus, which included an orchard and milking cows. The Tree of Knowledge is actually two trees, the trunks have fused together over time, and there is further evidence of fusion. The Downing farmhouse was situated in the vicinity of the present Administration and Caro Conference Centre buildings and the tree was planted beside the "dunny". It was carefully watered by the nine Downing children from a brick-lined well situated under what is now the Albert Coates Building. As the tree grew to maturity, it was used to hang a meat safe after slaughtering a sheep for the family table. Some years ago, when the foundations were being dug for the E-Building, an old rusted percussion pistol was found. One of Mrs Downing's sons, at that time well into his nineties, remembered getting into trouble for playing with it without permission, and losing it. The land was purchased in 1966 as part of a 241-acre site for Ballarat's new tertiary institution. When the architects and planners inspected the site, they decided "The Big Tree" must remain as a central landmark in preparing the layout of the campus amenities. In 1982, the spread of the tree was 36 metres, girth 7 metres, and height 36 metres. By 2003 the spread was 39.5 metres (N-S) and 35.5 metres (E-W), girth 7.75 metres, and height 42.5 metres. The Federation University Mt Helen Campus was once the farm of John Latta and his wife Elizabeth Ann Dean. The couple married in 1867 and had three children at the time of John Latta's death (Elizabeth Ann b.1870; Mary b.1873; John b.1875). Elizabeth later married George Downing, and had another six children. The house was situated in the vicinity of the current Administration and Caro Conference Centre buildings, surrounded by an orchard, and a well under the current Albert Coates Building (Union Building). Elizabeth Maitland Anderson was born c1887, daughter of William Anderson and Elizabeth MacKay. After she retired she lived at the Loyal Orange Lodge in Station Street, Box Hill South. She died on 14 May 1974 at Box Hill. She was cremated and ashes interred at Springvale Cemetery – Banksia, Wall H, Niche 302. Elizabeth Anderson opened Mosgiel Prvate Hospital in 1923 and was the Matron there from 1923-1950. She had been Matron of the Queen Victoria Hospital for four years. She lived next to the hospital at 297 Mont Albert Road from 1923-1930s. 'Mosgiel' was very highly regarded by medical practitioners and patients alike. After her retirement in 1950, along with with Doctors Roberta and Agnes Donaldson, she opened the Elgar Private Nursing Home in Elgar Road. William (1857 - 1920) was a butcher. William was born 7 Nov 1857 on the Buckland (River) near Bright, son of John Joseph Tacey and wife Elizabeth Cooper. This was just a few months after the Buckland River anti-Chinese riots. He had siblings Thomas (1856-1929), Mary Ann (1860-1920), Edward (1863-1952) and Arthur Edward (1870-1896). William died 30 March 1920, Camberwell. He married Florence Margaret Edwards in 1884. Both are buried in Box Hill Cemetery (CE-0162). They had 7 surviving children; 2 died in infancy. William was a butcher in Thornbury but moved to Camberwell with his brothers seeing the opportunity in the new suburbs. They set up shops in Canterbury Road, opposite Highfield Road, Surrey Hills; Burwood; corner of Elgar & Whitehorse Roads, opposite the Whitehorse Hotel and Canterbury Road, Surrey Hills just east of Surrey Hotel. The first directory entries are in 1888 & 1889 for the Surrey Hills shop & Elgar Road. In Surrey Hills a substantial property was developed on land which "was purchased by Edward Tacey on 16 September 1889. Edward Tacey was a butcher and the Sands & MacDougall street directory indicates that a butcher’s shop had been constructed on the site and was operating by 1890. It seems that the family lived for some time at a house located next door to the shop at 627 Canterbury Road (visible on the 1909 MMBW plan, but since demolished). On 15 June 1920 Edward Tacey transferred all three blocks of land to Joseph Tacey, most likely his son * and also a butcher, who carried on business from the same premises. Joseph Tacey died on 20 February 1933, after which administration of his estate (which included the three blocks of land) passed to his widow, Mary Dorothy Tacey." (Context P/L Heritage Assessment) Correction: *Edward Tacey (1863 - 1952) was the brother of William Tacey (1857 - 1920). The property passed to Joseph Charles Tacey (1887 - 1933), his nephew and son of William, not his son. His wife was Mary Dorothy Coates. Albert Arthur Tacey was a brother of Joseph Charles Tacey. Edward later moved from the area and continued in the business in a number of regional Victorian centres. In Surrey Hills the business was continued by other members of the family including Albert Arthur Tacey (1902-1959) who lived at 7 Sunbury Crescent, and daughter Stella Florence Tacey and her husband Roy Morris and their son Harry Tacey Morris. The donor of the Tacey collection of photos was Elaine Merle Tacey (1925-2003), daughter of Albert Arthur Tacey. She married Donald McKenzie. A black and white photograph of a couple in the garden.
