Built c.1868, St Andrew’s Anglican Church is Nillumbik Shire’s oldest timber church and is historically, socially, and spiritually significant to the Shire of Nillumbik. The church is historically significant because it may have given its name 'St Andrews' to the town (another suggestion is that the name came from the local hotel), it is also historically significant as one of only four buildings that remain from the Caledonian goldfields era of Queenstown (now St Andrews) and one of only a handful of buildings that survived the 1960s bushfires. The church is historically, socially, and spiritually significant because it has played an important part in community life for more than 150 years; a proposal to move the church in 1984 met with strenuous opposition. Much of the fires on Black Saturday 2009 were the north of the town. The town itself remained intact - as did this heritage building. Covered under Heritage Overlay, Nillumbik Planning Scheme. St Andrews, then called Queenstown, was the earliest goldfield in the Caledonia Diggings.1 It was the Upper Diamond Gold Mining and Administrative Centre, with 3000 miners. Queenstown was also the seat of the Court of Petty Sessions. The church and school then stood close to European and Chinese stores, three hotels, a brewery and a quartz mill.2 In 1861, Queenstown was officially proclaimed a township. From 1865, the name Queenstown was interchangeable with St Andrews, until 1952, when the town was officially named St Andrews. As gold declined from the early 1880s, Queenstown changed dramatically into a settlement of small farms. St Andrew’s Anglican Church, built in 1868, is the Shire’s oldest timber church and possibly gave its name to the township.3 The small timber church was opened on November 1, 1869, by the Dean of Melbourne. Anniversary tea meetings helped raise funds, and in 1889, a three-bedroom parsonage was built alongside. In 1910, the vicar, the Rev Selwyn Chase (and friend of the Scouting Movement’s founder, Baden Powell), established the 1st Queenstown Scout Troop, only two years after Scouting began in Australia. The church was important to the lives of many local residents who were baptised, married and had funeral services there. But by the 1950s the population had decreased and so did the weekly attendances. Around the mid-1960s the church closed, then fell into disrepair. So in the mid 1980s it was sold to the Education Department and was under threat of relocation or demolition. However this caused such opposition from locals,4 that instead, the Anglican church leased it as part of the Panton Hill parish5 and it was reconsecrated in 1987. Queenstown’s first school was held in a tent after transferring from Andersons Creek, Warrandyte.6 From 1858 a church school, Caledonia Diggings, stood west of the main road, a quarter of a mile (0.4km) before Buttermans Track. In 1882 the school was moved from a leased building, owned by headmaster Robert Harris, into a larger building on the corner of the School and the Heidelberg-Kinglake Roads. It had been moved from Smiths Gully and included a teacher’s three-roomed residence.7 In 1887 the school was replaced by the Queenstown State School No 128, although it was also called Caledonia Diggings until 1891. In 1956 it was renamed St Andrews. Still standing, this building is now used as the St Andrews Community Centre and the residence is leased for private use. The original timber-lined room remains alongside the extensions, and is distinctive with its high ceiling and tall small-paned windows. In 1984 a new school was built 500 metres west of the old school. Many residents have contributed much to St Andrews but one family that has done so for several generations is the Harris family. Robert Harris was an active member of the St Andrew’s Anglican Church, and worked hard at improving the town’s amenities until his death in 1887. He was a signatory to the successful 1863 petition to the Chief Commissioner of Police, against the proposed removal of the Court of Petty Sessions and police station at the Caledonia Diggings. The police station stayed in the town until 1917. Harris was Head Teacher of Queenstown State School from 1864 to 1874, then of the Smiths Gully school until it closed in 1882, and he continued teaching at Panton Hill until his death. His son, Robert Charles Harris, was editor and printer of the local newspaper, The Evelyn Observer, from 1873 until 1915. Robert’s son, William Shelley Harris, served in the Boer War and in World War One. In 1928 he became Kinglake National Park’s first park ranger. Robert’s daughter Elizabeth, taught needlework at Queenstown State School, and later ran the post office in Kinglake.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. PART 1 – NILLUMBIK (00:00-07:17) Opening features various scenes around Nillumbik Shire. For 40,000 years Nillumbik was the home of the Wurundjeri people. Robert Hoddle gave the district its name. Jock Ryan, then president of Nillumbik Historical Society discusses the names Nillumbik and Diamond Creek. In the late 1830s white occupation began with gold found in Warrandyte in 1851 and 12 years later at Diamond Creek -the Diamond Reef which led to the Caledonian gold rush. Jock Ryan discusses the Diamond Creek mine, which was thriving until it burnt out in 1915. Large numbers of workmen moved into area in late 1870s to construct the Maroondah Aqueduct. With growing population of Melbourne, the nearby Yan Yean system had severely disrupted the flow of the Plenty River, forcing the closure of three flour mills there. The aqueduct came to the rescue carrying water 66km from Healesville to Preston. When the Diamond Creek gold mine burnt down the local economy suffered but fruit growing industry had already been established and Diamond Creek became a thriving fruit growing centre. Interview with Jack Powell, a long-time fruiterer at St Andrews market, his family had lived in the area for a hundred years, 3 to 4 generations, “a lot of hard work”. By the time the railway arrived fruit growing was no longer competitive. The railway brought the city closer and day trippers. The Green Wedge separates the shire from the more densely developed neighbours such as Whittlesea, Doncaster, Templestowe, Bulleen and Greensborough. Population at the time (1996) was 19,000 but links to the past remain strong. Also featured are outdoor recreation on the river and at Eltham Lower Park including the Diamond Valley miniature railway. Sugarloaf reservoir and recreational activities and fishing. Aerial view of Memorial Park and Shire of Eltham War Memorial tower at Garden Hill, Kangaroo Ground. Significant tourism opportunities for the shire with 3 million potential day-trippers in metropolitan Melbourne. Council and community working together to find a way to promote the shires natural and artistic assets. Peter Brock’s uncle, Sandy Brock talks about environmental management and the Arthurs Creek Landcare group and actions to eradicate blackberry problem. Having previously planted Cypress rows they are replacing them with indigenous species to improve the water supply, keeping cattle out of the creek bed to improve the quality downstream flowing into the Yarra. Clifton Pugh’s funeral at Montsalvat and his legacy at Dunmoochin near Cottlesbridge with artists in residence, at the time, Chicago artist Charles Reddington who discusses the benefits of the experience. An unidentified female artist also talks about the program and why people are drawn to the area. Artist Ming Mackay (1918-2009) interviewed talking about the people she mixes with on “the Hill”. The first issue of the school magazine The Minervan Nov 1913 records the unveiling of the portrait. See file attached. William Henderson served as the school's first President for many years. Artist James Swinton Diston (1857 - 1940) created the portrait for the family in 1900. It was gifted to the school at an unveiling ceremony held 19 August 1913. The portrait was displayed in the school for many years before being transferred to St Andrews Kirk. It was located in a shed at St Andrews around 1990 and returned to the College per favour of old collegian Clark Chester, former Captain of Henderson House. Peter Ruston was born in 1824 in Yorkshire. He migrated to Australia in 1850 where he found work as a bullock driver. By 1858 he had saved enough to buy his own bullock team and carted flour from the mill on the Plenty near Janefield to Greensborough and St Andrews. Archir Harker was married to Ruby Wilson and mentioned in the "Wielands of Heathmont "book. From Greg Coker: In August 2023, RDHS asked Greg Coker to scan a set of negatives. He was able to work out, through various notes, that the pictures were taken by J A Harker of 9 Grange St, Mont Albert in the mid 50s to the mid 60s. Most of the film was 9cm X 6cm B&W negatives. All pictures have been cropped and where appropriate, put through a light filter. They have been scanned at 1600ppi resulting in ~3meg B&W shots (~5meg for the half dozen colour shots). The Harkers certainly liked their hiking – they were ahead of their time. Images scanned from packet of negatives with name of Harker, and receipt dated April 1958. From Andrews Camera Store. (1 copy of each negative ordered) After scanning in 2023 by Greg Coker, the negatives were disposed and just the packet retained. In 1983, the National Trust advised the Shire of Eltham that it was investigating a number of trees within the shire which had been nominated for recording the Register of Significant Trees of Victoria. The trees involved were described in the Shire of Eltham Historical Society Newsletter No. 29, March 1983 as follows:- 1. Eucalyptus melliadora (Yellow box) . a) An outstanding mature specimen 42 metres high in Laughing Waters Road, Eltham. b) Another mature specimen in Arthurs Creek road, Hurstbridge is reported to be the tree under which the bushranger Robert Bourke was tied after he shot and killed Henry Hurst in 1866 . 2. Quercus robur (English Oak). a) "Donaldson's Oak", Donaldsons Road, Kangaroo Ground was planted by John Donaldson from seed collected from Windsor Great Park in 1878. b) "Wippells Oak". This now misshapen tree is located on the St. Andrews Road near the Kangaroo Ground Fire Station. Its origins may have been similar to Donaldson's Oak, and as a young tree it apparently slipped from higher up the hill during wet weather. Both oaks are of local historical importance. 3. Eucalyptus globulus (Blue Gum). A large mature specimen at the corner of the Kangaroo Ground-St. Andrews Road and Bakehouse Road, Panton Hill. 4. Plantanas acerifolia (Plane tree) A number of trees forming the Avenue of Honour to Eltham's First World War soldiers along Main Road between Dalton and Pitt Streets, Eltham. 5. Pinus canariensis (Canary Island Pine), Pinus pinea, (Stone pine) and Cedras altlantica, (Cedar) These trees are located at the Hurst family graves in the grounds of the Hurstbridge Pre-school Centre. In 1991 the Shire of Eltham introduced controls into its planning scheme to protect sites of architectural, historic or conservation interest and significant trees. The controls were approved by the Minister for Planning and Housing. As advised in the Shire of Eltham Historical Society Newsletter No. 78, May 1991, a planning permit is required to demolish or alter any listed building or to destroy, lop or remove any listed tree. Provision is made for comments to be obtained from the National Trust or Historic Buildings Council in considering any applications. In 1993 work by Council Parks and Environment staff and volunteers resulted in the preparation of a Significant Tree Register listing forty-one trees or groups of trees. According to Shire of Eltham Historical Society Newsletter No. 91, March 1993, a similar number remained to be assessed for inclusion in the register. There is a wide range of indigenous and planted trees on private and public land and extending through the Shire of Eltham from Lower Plenty to Kinglake. Most can be viewed from publicly accessible locations. The Significant Tree Register lists 41 trees or groups of trees throughout the Shire. It contains a wide range of naturally occurring and planted trees. They have been assessed according to eleven criteria including size, age, rarity, historical value and the like. The list includes large old Red Gums at Lower Plenty, historic Oaks at Kangaroo Ground and Mountain Ash at Kinglake. The register includes a set of slides showing each tree. Garry Bartlett of the Council's Parks and Environment Section and Faye Shepherd were extensively involved in establishment of the register (Newsletter No. 93, November 1993). In 1999 Niliumbik planners prepared an amendment to the Planning Scheme to provide protection for approximately 200 of the places listed in the heritage studies and also in the Significant Tree Register commenced by the Eltham Council (Eltham District Historical Society Newsletter No. 127, July 1999. In 2004, The Register of Significant Trees was presented to the Eltham District Historical Society by Nillumbik Shire Council as part of a wider collection of of its memorabilia of the former Eltham Shire Council (EDHS Newsletter No. 159, July 2004. Album of loose handmade paper sheets contained within a handmade slip cover constructed of handcrafted card with encapsulated flora material (flowers, vines, ferns) and tinted. Each page also contains an embedded/adhered fern leaf also tinted with lacqueur or similar, text as appropriate in ink by hand calligraphy. Original photo from a scrapbook belonging to Heather Jenkins (nee Cone) who lived as a child in the Police Residence at 728 Main Road, Eltham from 1911 to the early 1920s. (Reported in Newsletter No. 98, Sept., 1994). View looking north up Policeman’s Hill across Main Road towards the Police Station, Police Residence and Courthouse, c.1910 prior to Brougham Street being made. The two rails / gap in the fence would be where Brougham Street now enters Main Road. Also visible are Knapman's Forge adjacent to Courthouse and E.J. Andrew's Store on top of the hill At the upper left can be seen the front of the Evelyn Hotel. On the opposite corner was Watsons Hotel. E.J. Andrew's store with its verandah was on the corner of Franklin Street. Behind the picket fence stands the 1860 Court House and Police residence with the weatherboard clad Police office. The enclosed fence is now the end of Brougham Street, opened to Bible Street in 1926. The Evelyn Hotel (formerly Fountain of Friendship) burnt down in the 1930s when it was being used as a boarding house since 1919. A cow is feeding on the grass verge in street. The photo is identified in white lettering typical of the style of Clark Bros., photographers of Windsor, Melbourne (1894-1914). One of the brothers, John Henry Clark, took many early photos around Little Eltham and moved to Eltham in 1916 where he lived at the bottom of the hill. Typically, he would add “J.H. Clark Photo” to his personal work, but this is not evident. There is however some ghost writing, a cheeky inscription in small white lettering in the grass verge in front of where Brougham Street is, which appears to state: “Heather or Hannah was here”. Perhaps J.H. Clark took the photo during a trip to Eltham and gifted it some years later after moving there as a gift to a young Heather Cone. The Police Station sign: E vii R ELTHAM POLICE STATION HEIDELBERG DISTRICT Edward VII ascended the throne in 1901 and died 6 May 1910. He was succeeded by George V.Heather Cone was the daughter of Constable John Thomas Cone (Badge 3935) the local police officer in residence at Eltham, 1 May 1911 to 9 July 1922. Heather McKnight Jenkins (nee Cone) was born 1911, possibly at the Eltham Police Residence and spent her childhood growing up in the Police Residence. Heather was the daughter of John Thomas Cone, Police Constable, and Charlotte Helena Cone (nee Black) who had married in 1906. Constable Cone was transferred to Eltham Police Station from Lauriston (near Kyneton) in May 1911. He retired from the force around September 1922 most likely as a result of significant health concerns experienced earlier that year from 22 April when he was hospitalised. He died 5 October 1922 at Maria Street at age 60 leaving behind a widow and two daughters; his son having pre-deceased him as a result of effects of the war. He is buried in Melbourne General Cemetery . In his probate it states that he owned a piece of land 200 links frontage to Maria Street and a depth of 241 links. It is believed that this is the land opposite the Police Station which Heather Jenkins referred to as being owned by her father and where he agisted the Police horses. Heather, her sister and mother Charlotte remained in Eltham until at least the 1924 Electoral Roll where Charlotte was listed as Home Duties however by 1925 she was listed at 229 Glenferrie Road, Malvern, occupation, Registrar of Births. In the 1934 (and 1936) Electoral Roll, Heather was a Clerk and her mother Charlotte was the Registrar of Births. in 1952 following her mother’s death she made application for Grant of Probate. Heather remains listed in the 1954 Electoral Roll at 13 Ashburton Road under her maiden name Cone however by the 1963 Electoral Roll she is listed at the same address as Heather McKnight Jenkins long with James Gardiner Jenkins. Neither appear listed in the 1958 Electoral Roll. James Gardiner Jenkins (1892-1975) first wife was Fanny Davison Carrucan (1899-1929), daughter of Denis Carrucan and Jane (nee McAleese). They married in 1925. Fanny died 11 November 1929. In the 1934 Electoral Roll he remained listed at John Street, Eltham, Railway Employee however by 1935 Electoral Roll, James Gardiner Jenkins, Railway Employee, was listed at 229 Glenferrie Road, Malvern and he remained living with Charlotte and Heather Cone when they moved to 13 Ashburton Road, Glen Iris. One of Constable Cone’s first investigations upon arriving in Eltham was the accidental fatal shooting in the head with a pea rifle by young Francis August Capewell, aged 11, of John Sutcliffe Deegan, 14, in Maria Street near the Railway. Constable Cone’s replacement was Constable William Charles Sargeant who commenced in charge of the Eltham Police Station from Thursday, 10 August 1922. Constable William Charles Sargeant, and his wife Elizabeth Agnes Sargeant were based at the Eltham Police Station until his transfer to the Police Station in Burwood Road, Hawthorn. He retired at Hawthorn Police Station in 1931, described by Hawthorn Council in 1927 as in a disgraceful condition and unfit for human habitation (Kathryn Griffin family tree – Ancestry) whereupon they moved to 28 Saunders Street, Coburg. Elizabeth died 16 July 1936 in Fitzroy. William then moved to 6 Queen Street Coburg in 1936 and then 1 Queen Street in 1942 where he died 7 August 1944. Installed by the Queenstown Cemetery Trust December 2009 The discovery of gold in Smyth's Creek in 1854 and subsequent gold rush to the Caledonia diggings led to the establishment of Queenstown (present day St Andrews). The first recorded burial was July 31st, 1861 and it was officially declared a Cemetery Reserve in 1866. Many graves are unmarked and unrecorded including many Chinese and other itinerant miners. The cemetery was closed for new burials in 1851. He was described as "jolly and hearty" and ran a publican's booth at the Eltham Races in 1903, reportedly doing a good trade. He was an Eltham Shire Councillor between 1897 and 1918 and was Shire President in 1911. The Evelyn Hotel was situated in Main Road Eltham, immediately opposite its competitor the Eltham Hotel. It had opened as the Fountain of Friendship Hotel by 1854, when it was described as having "twelve spacious apartments all canvassed and papered", but had changed its name by 1878. The proprietor from about 1889 until 1919 was William Morris; he was also the licensee for most of that time. William Morris also practiced as a butcher at Eltham in the early 1900s. It advertised that it had "good stables", located behind the hotel in Pitt Street, a necessity for hotels at the time. Mail coaches en route from Heidelberg to Queenstown (now St Andrews), Panton Hill and Kangaroo Ground changed horses there. It was de-licensed as a hotel in 1919 but continued to operate as a boarding house until it was destroyed by fire in 1931. William died in 1922 and is buried in Eltham Cemetery with several other family members.
