Both reports re Appeals being "ANZAC Tokens and Poppy Appeal" both topped the $2,000.00 mark which was a first, something they were striving for to reach that mark. Welfare details a number of areas they dealt with. The Appeals & Welfare Officer was Ernest Alfred Jackman. He served on Committee of the Bendigo Sub Branch in 1961 - 62 and 1973. He was on the Welfare Sub committee for 15years and Welfare Officer 1975 - 78. He was the Appeals Officer from 1960 - 1994. The Ballarat Cenotaph commemorates those who died in service or were killed in action in WWI and WWI. The cenotaph was unveiled by the Governor, Sir Dallas Brooks on the 24th November 1949 in front of a crowd estimated to be between 3000 and 4000 people. This newsletter the "Diggers Digest" from the Bendigo RSL Sub Branch is midterm 1999. Some of the main points are; President Holmes message re the introduction of Affiliate Members to the RSL at the AGM on Feb 8th and the full Committee that was elected, 8 Office Bearers and 12 General Committee. Anzac Day led by 108 year old Jack Lockett who recieved the 80th Anniversary medal at the service on behalf of the Prime Minister, guest speaker was Dick Levy RAAF. The work of the Central Victorian Veterans Support Centre (C.V.V.S.C) in gaining Pensions and Welfare for Ex Service personal. The success of the first Sandakan service held in Crook street on March 7th at the Memorial erected there, guest Speaker being Bruce Ruxton State President. Museum report. Presentation of Life Membership to William James Norman Smart (Norm) at the Bendigo RSL Sub Branch Annual Dinner in 1998. Norm served on the Committee of the Sub Branch from 1985 to 2003, he was Treasurer from 1989 to 2003. He also served on the Welfare and Charitable Sub Committee, as a delegate to the 27/27A District Board of the RSL, an Office Bearer of the RSL Flats in Kangaroo Flat from 1987 to 2002, as a museum guide in the RSL Museum SMI from 1998 to 2015. With Appeals Norm raised some $250,000.00 in the Anzac & Poppy Appeals. In March 1915 he was commissioned as Lieutenant in the 7th Battalion and was badly wounded at Lone Pine, Gallipoli. After the war he was prominent in many organizations including Anzac Remembrance Appeal, Ocean Road Trust, Returned Services League, Australian War Memorial, Racecourse Licences Board of Victoria, Victoria Trotting and Racing Association (which was largely controlled by John Wren) He was caricatured as Captain Dwyer by Frank Hardy in his novel Power without Glory. HE was Knighted in 1934. Died in Fitzroy in1964 and is buried in Bendigo. Ref. This photograph was taken on the Portico of the Soldiers Memeorial Institute Pall Mall Bendigo. The man in the photo is "William James Norman Smart" known by all as Norm. He was a legend in Bendigo RSL Appeals having raised near $250,000.00 over the years. His selling spot was Coles Central where he sat for up to a fortnight each Appeal, ANZAC and Poppy. He had a loyal clientele who only bought their tokens from Norm. On ANZAC day especially he would come into the kitchen at the Soldiers Memorial about 5.00am and sort his tray out while others there were making the Rum and Coffee. He would then go out and walk among the people before the Dawn Service selling tokens. Norm was still selling tokens after he turned 90 years. he retired from all Volunteer work in the Bendigo RSL in August 2015. Refer Cat No 8131.2P for Norms RSL history.
