Photograph, The Australian National Flag Association, c1988
A photo of Mrs Billie Sims receiving a certificate. The blue paper label says: "Legacy Helping to keep the Aussie Flag Flying" President of the Australian National Flag Association of Victoria, Mr Ross Watson, O.A.M. (right) together with the Secretary of the Association, Mr Henry Farrell, thanked the ladies of Melbourne Legacy for their contribution to help keep the Aussie Flag Flying. Through the President of Melbourne Legacy Widows' Club, Mrs Billie Simms, Ross Watson presented a framed certificate to mark the splendid work of Melbourne Legacy Widows in attaching miniature Australian flags to thousands of sprigs of rosemary prepared for Anzac Day marchers and for the 2,000 plus school children who attend Legacy's annual Anzac Commemoration Ceremony at the Shrine of Remembrance." Similar to another certificate from the Australian National Flag Association given to the Melbourne Legacy Club in June 1984. It was with a group of photos from 1988 to 1990 in a folio with paper labels (see items 01042 to 01049). The explanation of the source of the rosemary was in the same folio but the described photo is missing. It says the rosemary donated to Legacy each year for the sprigs of rosemary handed out to the public comes from nurseryman, Peter Hannah, who sourced a cutting from a bush in Frankston which was said to come from a cutting brought home by a wounded soldier.A record of widows preparing rosemary as gifts for the public and the story behind the source of the rosemary. Document, Report of Special Committee (H29), 1948
A special committee was convened to investigate matters raised by Legate A N Kemsley (Chairman of JLC) in a letter dated 22 January 1948. The committee comprised of Legatees Armstrong (Chairman), Blackall, Brain, Carleton, Kemsley, G Langley, Sheldon, and Vines. The matters were addressed in two groups, Loyalty and Training in Good Citizenship. Loyalty: recommendations included a framed photo of the King and Queen is displayed in all residences and rooms where classes were conducted; that a simple declaration of loyalty be recited as part of classes; that the Union Jack and Australian flag be displayed in all rooms where classes are held (flags would need to be procured as their present stock as 'small and in poor order'; that the offer to borrow items from the UK Information Office about the Royal family be accepted; that Anzac Day and the Shrine of Remembrance be discussed prior to Anzac Day at classes held in March and April; that Junior Legatees be encouraged to attend Legacy Ceremony at the Shrine on Anzac Day. Training in good citizenship: to use the Legacy camps to impress on the juniors aspects of appropriate behaviour and attitudes. The notation H29 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. According to the paper label "Over 300 Legatees participated in the ANZAC Day march commemorating Legacy's 70th Anniversary." Photos show three Legatees assembling in Flinders Street before the march, and a close up of Legatee Ron Austin. Ron Austin was the last surviving World War 1 veteran alive involved with Melbourne Legacy. (See also 00754, 00755 and 00756). The article in The Answer in May 1993 says: The ever-smiling L/ Ron Austin is an inspiration for all. Ron has the distinction of being the youngest surviving Melbourne Legatee to have served in WW1. He joined over 300 Legatees to march as part of the Legacy contingent to mark Legacy's 70th anniversary, and he marched again for a a few blocks as he joined members of his wireless unit to catch up with old friends. Ron was just 14 and a half when he joined the R.A.N. in 1917 as a Boy Seaman. He served for 10 years, resumed civilian life, then in 1931 joined the RAAF Telecommunications. WWII kept him busy! In 1949 he became Assistant Air Attache in Washington, D.C. Ron retired from the Service in 1955 as Wing Commander. It comes as no surprise that Ron was awarded an O.B.E. for his tireless devotion to duty and you might sense Ron has been a tireless member of Legacy too."
