This ornate, Victorian-era automatic weighing machine was made in England around 1884-1909, by George Salter and Co. of West Bromwich, UK, makers of scales since 1760. It is protected by Queen Victoria’s Royal Letters Patent, signed in 1900. The scale stood outside the Warrnambool Post Office in Timor Street from around 1909 to 1966, as shown on postcards and photographs held at the State Library of Victoria. The scale is identified by the Serial Number '665', and was installed by the distributors, the Australasian Automatic Weighing Machine Co. Ltd.. The scale’s weight measurements were in Imperial stones and pounds up to 20 stone (127 kg). The scale’s face included charts of average weights, for men, women, boys and girls, by various heights, in feet and inches. The coin slot and its face were converted to metric measurements by the Eastern Scale Company Pty. Ltd; that firm was registered on October 2, 1974. The Australasian Automatic Weighing Machine Co. Ltd was a large supplier of weighing scales in Australia and held the Royal Letters patent for their machines, distributing them in prominent locations. In 1902, the firm was listed under the Import Entries Passed at His Majesty’s Customs, importing into Sydney, NSW, eight cases of scales. In 1911, the company asked permission from the Port Pirie Corporation to install a machine in Alexander Street. In 1913, the company applied to the City of Sydney to install machines around the city, including at the tram depot. One application mentions “… three machines in three places for three pounds per year”. In 1923, the firm tendered for the right to place Automatic Weighing Machines on railway and tram premises throughout New South Wales, subsequently for five-year terms, in return for a fixed payment per machine and a portion of the revenue to the NSW Government. In 1928, the Sydney Harbour Trust gave the firm the right to place the weighing machines on various ferry jetties. The firm was still operating in 1941, advertising for two boys aged 14-16 for the workshop and messages, at the Rialto building, 497 Collins St., Melbourne. On December 21, 1946, the Commonwealth government invited offers to tender for the right to place automatic weighing machines on postal premises throughout the six states; the successful company then made arrangements with the federal Postmaster General's Department to place machines outside post offices across the country. A few years later, on September 11, 1950, the firm's Adelaide branch ceased trading. From 11th July 1950, the Australian and Eastern Engineering Company Pty. Ltd took over at the same premises, at 179 Pirie Street, Adelaide. The Perth branch ceased business in WA on July 6th, 1950. Percival Everitt invented and patented the automatic, coin-operated personal scale design. Everitt was a Norfolk-born engineer and regarded as the father of the coin-operated industry. As a young man in 1877, he invented a hay and corn pitcher, a turnip thinner in 1878 and an Automatic Travelling Anchor in 1880. But his fame came in 1883 with the first postcard-vending machine, over a hundred of which he distributed around London. In 1884, he patented one of his many inventions, the coin-operated scales for use in public places; for many people, it was their first exposure to coin-operated machines. His success prompted the formation of the Weighing Machine Company in 1885. Further inventions followed: a blow tester in 1887, the machine for testing a person's grip in 1888, and in 1889, the dispensing machine for hiring out opera glasses, and a device for shutting down the coin entry slot if the machine was empty. In 1890, he invented a fortune-telling machine. Everitt sadly did not make his fortune; he died suddenly in February 1893, in his late forties, with £71 to his name. George Salter & Co., West Bromwich, England, produced automatic weighing scale machines from Everitt’s patented design, and advertised them as suitable for hotels, pleasure gardens, theatres, exhibition halls, clubs, baths and places of public resort. The company was established in 1760 by brothers Richard and William Salter, and manufactured springs and pocket steelyards (spring balances). After several generations, the company was taken over in 1855 by a nephew, George, and renamed George Salter & Co. In 1884, Salter registered the trademark of a Staffordshire knot pierced by an arrow. The company's expanded range of products included the first coin-operated public weighing machines in the 1880s and, in 1895, the first English-made typewriter. In 1915, Salter became a limited company, Geo. Salter & Co. Ltd. When the last George Salter died in 1917, the company passed into the hands of other relatives, but continued to grow before being bought out by Staveley Industries in 1973. Despite several subsequent mergers, the Salter name continues to be seen on household products such as digital scales. This patented, coin-operated weight machine is significant for its association with Percival Everitt, the inventor of the world’s first slot machine, with the renowned maker of scales, G. Salter & Co., which began operating in 1760, and also with the Australasian Automatic Weighing Scale Co., which imported and widely distributed the scales throughout Australia from the early-to-mid 20th century. It is a rare example of an early vending machine used in public places from the late 19th through to the mid-20th century. These machines were the early step in the evolution of coin-in-the-slot machines, which are still used today. The scales give a glimpse into our history; they became quickly popular with the public, which, until then, had little access to weight scales apart from those at medical services. They also provided inexpensive entertainment for families, especially while waiting for trains or visiting the post office. The machines were also attractive and lucrative to the distributors; once installed, they required very little maintenance, and their low cost to customers kept the money coming in. This automatic weighing machine is also significant for its decades of service to the local and regional community of Warrnambool, for personal and commercial purposes. A public coin-operated weighing scale, also called a penny scale. It is a large, silver-painted cast metal stand with a square top on a pedestal that flares outwards to join a rectangular platform base with posts on the side and corners that may have had fitted wheels. The round, white face on top has red and black measurements and inscriptions. A slim indicator with a point at one end and an arc at the other is attached to the face’s centre. The coin slot is above the face, on the left, and the scale’s identification number is engraved on an oval plate on the right. Moulded motifs decorate the pedestal’s front and are repeated on its sides; they depict a tall, narrow urn with a bowl on top and fancy scrolls on either side. There is a decorative panel across the front top of the stand. The top of the pedestal has a small keyhole. The size of the coin slot fitted a penny coin, and the weight measurements on the face were in Imperial stones and pounds. Quite some time after 1966, when Australia introduced new decimal weights, measurements and currency, the scale was updated; the coin slot size was changed, and a new face with metric measurements was installed. The scale now accepts a $1 coin (one dollar) and the scale measures weight in kilograms and grams, from 0 to 125 kg.. The rear of the scale has a small, rectangular metal plate with printed text. The scale was made by G Salter & Co. of West Bromwich, UK, distributed by the Australasian Automatic Weighing Platform Co., and updated to metric measurements by Eastern Scale Co. Pty Ltd. The following information is taken from the PROV (Public Records Office of Victoria) website - "In Victoria regulation of the engagement and discharge of seamen was initially subject to New South Wales legislation. An Act to amend and consolidate the Laws relating to Seamen in the Merchant Service of the Colony of New South Wales, and for keeping a Register of Seamen belonging to Ships registered in the said Colony (13 Vic., No.28) of 1849 introduced requirements for ships masters to enter into written agreements with seamen engaged by them as crew, specifying wages and provisions, the capacity in which they would serve and the nature of the voyage. It also required masters to issue to seamen certificates of discharge upon their discharge or upon payment of their wages. The 1849 Act applied only to ships registered in the Colony. In 1854 the Imperial Merchant Shipping Act was passed, which had application to all British ships except those registered in the Colony. Consolidation of the separate laws occured with the passing of the Seamen Statute 1865 (28 Vic.,No.245) which adopted Part III of the Merchant Shipping Act 1854 (17 & 18 Vic, C 104) (see Parliamentary Debates, Session 1, 22 February 1865). The Imperial Act, like the New South Wales Act before it, required the master or owner of every British ship, over a certain tonnage, to enter a written agreement for the engagement and discharge of seamen. The Articles of Agreement (VPRS 566) were to be made at the start of a particular voyage, although running agreements were able to be made for a defined period in which short and frequent voyages would be made. At the end of the voyage the discharge and release of the crew was recorded. The date, place and reason for leaving the ship, and the balance of wages paid upon discharge, were recorded in the articles of agreement. Under the Merchant Shipping Act 1854 each seaman discharged was also to be issued with a certificate of discharge (this series) giving particulars of the ship, period of service and the seamans capacity, ability and conduct. No seaman could be engaged to work on a ship unless he delivered to the person engaging him a discharge from his last ship or a permit to sign articles. In the articles of agreement and in the Release Books (VPRS 945) the crew were required to sign their release of the ship, master or owner from any claims to wages or otherwise in respect of the voyage. In the release books the master also signed a release of the crew from all claims. It appears that in Victoria licensed shipping agents were initially able to facilitate the engagement and discharge of seamen. From 1 April 1859, however, the function was to be performed entirely in the Government Shipping Office (Government Gazette, 29 March 1859). In 1869, the names of Shipping Offices were changed to Mercantile Marine Offices and Shipping Masters to Superintendents of Mercantile Marine Offices. The role of the Shipping Office/Mercantile Marine Office was to facilitate and oversee the engagement and discharge of seamen and apprentices to the sea service. The facilities provided were subject to fees payable by ships masters. The Offices were located within the Department of Trade and Customs (VA 606) until 1901 and then within the Chief Secretarys Department (VA 475) to 1922. Responsibility for attesting master and seamen engagements and discharges transferred to the Commonwealth under Parts II and III of the Commonwealth Navigation Act 1912, which became effective on 1 March 1922 when the Navigation (Master and Seamen) Regulations were passed. Seamens Discharge Certificates 1882 to 1922 This series comprises counterfoils (or stubs) of Certificates of Discharge issued to seamen upon their discharge or upon payment of their wages between 1882 and 1922. The Certificates were signed by the Master of the ship and authorised by the Mercantile Marine Office. The counterfoils record details about the ships, the birthplaces and ages of the seamen, the dates of engagement and discharge, and the capacity, conduct and ability of the seamen." This particular set of Certificates of Discharge belonged to a seaman called John F. Brown. Little is known about him but information taken from the cerificates tell us that John F. Brown was born in Greenock, Scotland in about 1868 and that his rank was "Able Bodied Seaman". All of his cerificates describe his conduct and ability as "V. G. (Very Good). During the period from April 1895 to August 1908, he worked on about twenty two different ships - sailing on several Liverpool to New York voyages in 1895 and 1896. In September 1896 he began working on Australian coastal steamers - travelling up and down the coast of Australia (between the ports of Melbourne, Sydney, Newcastle, Adelaide and Brisbane) until August 1908. There is an eleven year gap in his records and his final certificate was issued in September 1919. Some of the ships he worked on include the "Arno", "Melbourne", "Burrumbeet", "Kalgoorlie", "New Guinea", "Buninyong", "Pilbarra", "Oakworth", "Cintra", "Lady Musgrave", "Dawn", "Moorabool", "Colac", "Ramazon", 'Brisbane", "City of Lincoln", "Peregrine" "Mareeba" and "Wear".Theses certificates are significant examples of the legal paperwork generated by the British and Australian governments in the day to day regulation of working seamen in the late 19th and early 20th centuries. They are also significant as they document the career of a working seaman at that time.This is a set of twenty three "Certificates of Discharge" issued to seaman John F. Brown primarily between the years 1895 and 1908 (although the last one is dated 1919). They have been issued by the Shipping Masters at U.K. Mercantile Marine Office (abroad), the Port of Melbourne Victoria, the Port of Sydney N.S.W., the Port of Newcastle N.S.W. and the Port of Brisbane. They are all of a similar size and layout with slight differences in their crests (depending on the port of issue) and the fonts used over the preceding years. They give a good overview into the career of John F. Brown as they list his place and date of birth, his voyages (places of engagement and discharge and the dates of the voyages), the ships he served on (with their tonnage, horsepower, official number and place of registry) plus his ranking, conduct and ability. All certificates are signed by the Master and authenticated by the Shipping Officer. Eight of the certificates have a purple circular stamp on the back with "S. James Jones was the son of Philip Jones, a Chairmaker, and Ann Jones who settled in East Brighton after the sale of land c1852 in the area of the Henry Dendy Special Survey of 1841. Mary Ann Moore was the daughter of Thomas Moore, a Gardener, and Sarah Harris who also settled in Brighton c1852. James and Mary Ann Jones settled and raised their family in East Brighton now Bentleigh. Mr John Herron resided at 4 Vickery St Bentleigh until 1989. Sadly Martha Jones born 1888 died in 1890 and James Jones had to purchase this plot at Brighton General Cemetery for her burial. A further 2 children were interred in 1893 and 1900 then Mary Ann in 1903 and James in 1940 James Jones and Mary Ann Moore were born in Brighton c1857 and c 1859 into pioneer market gardener families in the area of the Dendy Special Survey of 1841. They married in 1883 and raised their family in East Brighton, now Bentleigh. Sadly infectious diseases took the lives of many infants throughout the Colony of Victoria due to the poor state of water supply and sewerage disposal and locally the swamps of the Elster Creek were a constant breeding ground.An original paper Certificate of Right of Burial in The Brighton General Cemetery signed and dated by the Trustees of the Cemetery upon the application of James Jones of East Brighton, Victoria, 22nd April 1890. This copy of the Marriage Certificate of William and Elizabeth Avis-Box was obtained by CMHS member Dennis Maynard in May 1997. William Box and Elizabeth Avis Box came to Australia with his parents George and Mary Cripps-Box and siblings in 1856 William Box with his wife Elizabeth Avis Box and 13 children lived and farmed on the block of land in Jasper Road, East Brighton ( now McKinnon / Ormond) that was part of the Henry Dendy Special Survey 1841. Caroline Box, the eldest daughter of George and Mary Cripps-Box, remained in England working as a cook until she joined the family in Australia in 1863. William Box with his wife Elizabeth Avis Box and 13 children lived and farmed on the block of land in Jasper Road, East Brighton ( now McKinnon / Ormond) that was part of the Henry Dendy Special Survey 1841 Box Cottage Museum is the reconstructed pioneer cottage that William and Elizabeth lived in 1865 until they built a new house on the land. This bearing cap is thought to be from a donkey winch engine, (or steam donkey, or donkey winch), which is a small secondary steam engine with a cylindrical shaped boiler. In 19th century merchant sailing a steam donkey was often used in marine applications such as to help raise and lower larger sails, load and unload cargo or to power pumps. The bearing cap could have been used on the donkey engine to hold the rod of the winch gear wheel in place, or bolted to another bearing cap around the neck on the top of the boiler’s cylinder, connecting it to the flue. The Newfield was a three-masted iron and steel barque, built in Dundee, Scotland, in 1889 by Alexander Stephen and Sons. It was owned by the Newfield Ship Company in 1890 and later that year It was registered in Liverpool to owners Brownells and Co. The Newfield left Sharpness, Scotland, on 28th May 1892 with a crew of 25 under the command of Captain George Scott and on 1st June left Liverpool. She was bound for Brisbane, Australia, with a cargo of 1850 tons of fine rock salt, the main export product of Sharpness. At about 9pm on 28th August 1892, in heavy weather, Captain Scott sighted, between heavy squalls, the Cape Otway light on the mainland of Victoria but, due to a navigational error (the ship’s chronometers were wrong), he assumed it to be the Cape Wickham light on King Island, some 40 miles south. He altered his course to the north, expecting to enter Bass Strait. The ship was now heading straight for the south west Victorian coast. At about 1:30am the Newfield ran aground on a reef about 100 yards from shore and one mile east of Curdie’s Inlet, Peterborough. The ship struck heavily three times before grounding on an inner shoal with 6 feet of water in the holds. Rough sea made the job of launching lifeboats very difficult. The first two lifeboats launched by the crew were smashed against the side of the ship and some men were crushed or swept away. The third lifeboat brought eight men to shore. It capsized when the crew tried to return it to the ship for further rescue The rescue was a difficult operation. The Port Campbell Rocket Crew arrived and fired four rocket lines, none of which connected with the ship. Peter Carmody, a local man, volunteered to swim about one mile off shore to the ship with a line to guide the fourth and final lifeboat safely to shore. He was assisted by James McKenzie and Gerard Irvine. Seventeen men survived the shipwreck but the captain and eight of his crew perished. The Newfield remained upright on the reef with sails set for a considerable time as the wind slowly ripped the canvas to shreds and the sea battered the hull to pieces. The Marine Board inquiry found the wreck was caused by a "one man style of navigation" and that the Captain had not heeded the advice of his crew. According to Jack Loney ‘… when the drama was over . . the Newfield was deserted except for the Captain’s dog and two pigs.’ Peter Carmody was awarded the Bramley-Moore medal by the Liverpool Shipwreck and Humane Society for Saving Life at Ssea, which he received by mail on January 21st 1893. The medal and a letter of congratulations were donated to Flagstaff Hill Maritime Museum by Peter Carmody’s grand-daughter Norma Bracken and her son Stuart Bracken on 25th May 2006. The Bearing Cap joins other items in the Newfield collection.Flagstaff Hill’s collection of artefacts from the Newfield is significant for its association with the shipwreck Newfield, which is listed on the Victorian Heritage Registry. The collection is significant because of the relationship between the objects. The Newfield collection is archaeologically significant as the remains of an international cargo ship. The Newfield collection is historically significant for representing aspects of Victoria’s shipping history and its association with the shipwreck.Brass bearing cap from the wreck of the sailing ship “Newfield” is possibly from a donkey winch engine. The half-circle shaped cuff with a rectangular brass block attached to the outside of each end of the half-circle. Both blocks have a round hole in their centre and are approximately the same depth and width as the cuff. Midway around the half-circle cuff is another brass block that is about twice the depth of the cuff. It appears to have been a circular shape that has been modified to match the width of the collar, having had the sides of the circle cut off to leave straights edge parallel to the edges of the cuff. In the centre of this block is another hole, and there appears to be the head of a bolt inside this hole. This book is a register of land holders with miners' rights. The correspondence is associated with applications for miners' rights on privately owned land and business sites. They include application fotrms and objections to registrations. The areas referred to are Combienbar, Goongerah, Club Terrace, Wombat Creek and Dundong. One of the privileges under the Mines Act, conferred by the holding of a miner's right until 1935 was that of residence on up to one acre on a gold-fields area. Those occupying a residence area were "deemed in law to be possessed ... of such ... parcels ... and the property therein".This is a useful research tool.A large, heavy book with a grey cloth cover and red spine. The end papers are marbled. The inside pages are ruled in grey with red ruled columns. Entries are hand-written. There are copies of correspondence inside. Details given are the registration number and date, the name of the person, the number of the miner's right and its date, a description of the allotment and any remarks or references to other volumes. According to the 1954 Electoral Roll they were living at 36A Murphy Street, South Yarra however around 1953 they purchased Lots 3 and 4 of Main Road Lot Plan LP 23911 in Lower Plenty. A building permit, No. 71, was issued 8 December 1953 for a 5-room house of Vertical Board construction, cost £2,840, builder L. Williams, owner D. Newbury of 36 Murphy Cl., South Yarra. The large house was in fact mostly built of mudbrick, the construction method was only just becoming recognised as an acceptable form in the late 1940s for issuance of a building permit. The house was commenced in 1954, designed by David Newbury and built by David Newbury, Horrie Judd and others. Information from Newbury family friends suggests that a second mudbrick building was constructed in the late 1950s, early 1960s for use as an artist studio by Newbury. The building was connected directly to the water mains at the time and was made suitable for living accommodation during the period Newbury was teaching at Bendigo. Apparently he and Claire rented out the main house during their time in Bendigo and would reside in the studio when visiting Melbourne. No permit for this studio was found in the Building Permit Register, Shire of Eltham, 1949-1960. The last recorded entries in the register are dated May 1960. This would suggest that the studio was constructed post May 1960. It is believed the studio was constructed during the latter period of Newbury’s teaching post in Bendigo so possibly late 1960/1961. In 1963 the Newbury’s address in the Electoral Roll has the property recorded as 220 Main Road, Lower Plenty. Between 1967 to 1980 the Electoral Rolls record the property as 338 Main Road. It was prepared to help celebrate the 140th year of the school's existence on its original land grant of 1856, which appeared on the first surveyed land for the formation of the Town of Eltham, in the Parish of Nillumbik, County of Evelyn, granted by the then Government of New South Wales. It is inscribed in Harry Gilham's writing on page 1 - "For Eltham P.S Chronology 209 - 150th Anniv. book; Harry Gilham Collection; Unpublished" and stamped "Eltham District Historical Society" Pages 3 and 4 missing.
