Percy Richards taught Architecture and Building Construction at The Ballarat Art School - a division of Ballarat School of Mines from 1918-1921. He was responsible for the design of a number of buildings in the district. This item is the "Specification of work required to be done and materiaals required for construction of the new A.N.A. Building at the corner of Sturt, Albert and Lewis Streets, Ballarat. Prepared by and to the satisfaction of P.S. Richards, A.R.V.I.A. Architect and subject to the General Conditions of Contract." "BALLARAT CITY A.N.A. BALLARAT, Wednesday — The Ballarat City branch, A.N.A., which was formed nearly 50 years ago, ranks fourth on the association records, but several of the members were prominent in establishing the association in Melbourne a year or two earlier. On the past half-year's operations the total funds increased by £1558/18/3 to £29.389/11/11. The membership now totals 949. The committee recommended that as the property at the corner of Sturt and Albert Streets, which had been intended as the site of a new hall, had been sold, steps should he taken to remodel the present hall, and bring It up to date. Over 1962-63, plans were drawn up for the conversion of the main building into administrative offices and a rehabilitation centre. As the children were now located at the school in Burwood, and with funds achieved from the sale of the old factory buildings to the Alfred Hospital, the St Kilda Road building could expand room for its office workers and provide greater floor space to rehabilitation staff. Letter dated 11 September 1974 from (Legatee) H.L. Berg of Bernard Evans, Murphy, Berg & Hocking Pty. Ltd., Architects & Town Planners, to Legatee A. Quayle, Chairman of the Housing Steering Committee. The plan (01677.2) is undated and unnumbered, but produced by the same architects and sitting next to the letter in the file. The letter refers to a Drawing No.5 and sets out the difference in accommodation and areas from Drawing No. 1. It is unclear whether the plan is No.1 or No.5. At this time Melbourne Legacy was considering demolishing Blamey House and developing the site to build units to accommodate senior children initially and ultimately widows. (Cat. No. 01676). In 1924 plans were submitted to the RVIB board for the addition of a new veranda and associated drainage pipes located in the courtyard behind Ormond Hall. Hand written notes on the plan indicate that the tender for materials from Pollards was 330 pounds, asphalt 35 pounds totally a cost of 365 pounds. In this undated drawing, believed to have been done in 1925, an existing bluestone store was extended out into the courtyard area. The extensions were on the south and west elevations, and the drawing includes a floor plan of these areas. In 1942, the expansion of the war into the Pacific expanded wartime operations in Australia and some of the RVIB buildings were comandeered for house military staff. This plan, drawn up in March 1942 by J.G. and authorised by the Superintending Architect and (W. Dale)Works Director Air Services show the layout of the main building at 557 St Kilda Road as well as that of the babies nursery. In 1949 an architect produced this plan to detail the addition of a bedroom for the nursing staff, who looked after children in the Blind Babies nursery. The plan shows a layout of the RVIB site, including the 'Myers Home' (the name of the nursery) where young children were cared for. In 1951 plans were made for the construction of a gymnasium to be situated in the grounds of St Kilda Road. These 4 plans specify the building construction notes, present front and east elevations, and show how part of the hall could be transformed into bedrooms in the future. There are 2 copies of each plan, consisting of identifical copies of the east elevation and different notes printed/handwritten on the front, side and top elevations. With the development of tertiary education in the 1960s and 1970s the Ballarat School of Mines asked Coburn and Associates to design new buildings for the Ballarat School of Mines site, utilising the Ballarat Gaol site. In 1947 Percy Everett, Chief Architect for the Victorian Government, drew up plans to accomodate the growth in student numbers on the Ballarat School of Mines site. It was an era of government buildings surrounding the Ballarat School of Mines campus either being transfered to the school or foreshadowed for transfer. In 1947 two Red Cross huts were transferred from Victoria Park to the western side of the former Ballarat Supreme Court (later Courthouse Theatre) for use by Wool Classing and Motor Mechanics. In the same year additional facilities were provided for Pottery due to the increase in enrolments and a large brick classroom was built at the rear of the Ballarat Junior Technical School Building. In the annual report of 1947 the President said: "These transfers are, however, only temporary expedients and indicate the pressing need for more buildings of a permanent nature". By the end of the year the School Council decided to request the Education Department of Victoria to proceed with the implementation of the School's long-range plan whch had received approval earlier and to treat it as an urgent post-war requirement. After much communication a plan for a six-storied building, flanked by two three storied buildings was planned to be built on the site of the Ballarat Gaol was developed. The plan was sent to the Education Department for the Minister's Approval. It is not know if approval was granted, but the building did not proceed, possibly becausse the Ballarat Gaol was still very miuch in use. When a tertiary division of the Ballarat School of Mines was being developed in 1967 it corresponded with the closure of the Ballarat Gaol. It was determined that the Lydiard Street South site had no room for future growth so a new campus was sought. The new campus was purchased at Mt Helen, and was initially known as the Ballarat Insittute of Advanced Education. In 1976, when the Ballarat Teachers' College merged into the structure, the campus became known as the Ballarat College of Advanced Education and it was no longer a part of the Ballarat School of Mines.
