Lord Kitchener visited Seymour as part of his review of Australia's military capabilities. Lord Kitchener was Commander-in-Chief of the British Army at the time of his visit. At the invitation of Prime Minister Alfred Deakin, Kitchener visited Australia in 1909 to inspect the existing state of defence preparedness of the Commonwealth, and advise on the best means of providing Australia with a land defence. Kitchener’s report, submitted in February 1910, recommended the introduction of compulsory military training which was immediately adopted, as was the establishment of the Military College, Duntroon: It has been definitely decided that Seymour will be the site of the Kitchener camp. The troops which will make the strongest muster at the camp will be the Light Horse. This being so, the suitability of the chosen area for cavalry operations has necessarily had to be considered in selecting the site, and an additional factor is that Seymour is practically in the centre of the Light Horse districts. The country round Seymour is also suitable for artillery manoeurves, and there is no available area in the vicinity of Melbourne where these could be so well carried out. As it is considered that Field-Marshal Lord Kitchener will desire to see the troops on the move, the reason for choosing such a district as Seymour is apparent. The eight days to be devoted to the camp will be mainly occupied in moving the troops over a considerable area, and in carrying out certain tactical operations. Many of the sites recommended have been inspected by officers of the head quarter staff, and all that now remains is that the exact situation for the main camp should be selected, Major Luscombe will visit Seymour on Saturday to inspect the surround country, and select the most suitable places. Joseph Fowler (1888-1972), businessman and municipal councillor, was born on 28 February 1888 at Bagworth, Leicestershire, England, one of thirteen children of John Fowler, groom, and his wife Mary, née Ash. With his brother Sydney, in the early 1900s Joseph worked in a fruit-preserving business run by an uncle at Maidstone, Kent, and continued with the firm after 1908 when it was relocated at Reading. At St Andrew's parish church, Leicester, on 7 September 1910 he married a nurse, Elizabeth Harris (d.1965); they emigrated in 1913 and settled at Camberwell, Melbourne. Encouraged by his commercial experience, and by the variety and quality of fruit in Australia, Fowler set up a fruit-bottling business in the rear of his small house in Burke Road. Trading as J. Fowler & Co., by 1915 the company had begun producing home-bottling kits which contained a sterilizer, bottles, lids, rings and a thermometer. To acquire the capital to establish a factory, Fowler travelled the district, selling his kits door-to-door from the back of a cart. In 1920 he bought a shop at the corner of Power Street and Burwood Road, Hawthorn, and registered his business as a private company. During the Depression his kits became a household name. In 1934 Fowlers Vacola Manufacturing Co. Ltd was registered as a public company. Housewives, nationwide, were urged to bottle their own fruits and jams by 'Mrs B Thrifty', the dainty cartoon character who graced the firm's advertisements. Numerous recipes and instruction books, such as From Orchard to Bottle the Fowlers Way, advertised the necessary preserving equipment, extending to jelly bags and juice extractors. Australian-made glass and imported steel and rubber were used in the production of Fowlers Vacola Bottling Outfits. Determined to put something back into the community which had supported him so well, in 1933-60 Fowler represented Yarra Ward on the Hawthorn City Council (mayor 1938-39 and 1945-46). He served as vice-president of Swinburne Technical College (1942) and of the Hawthorn branch of the Australian Defence League (1943); he was also a Rotarian, and a warden and vestryman of St John's Anglican Church, Camberwell. Changed demands in World War II encouraged Fowlers Vacola to diversify their product. Canned goods were manufactured for allied troops in the South Pacific. In 1953 new buildings and plant, including a giant pressure-cooker, were installed to increase productivity: from that time Fowlers Vacola sold canned and bottled food throughout Australia and abroad. By 1960 the factory occupied more than 122,000 sq. ft (11,330 m²) and further expansion was to occur when the firm moved to Nunawading. Fowler retired in 1961, but remained chairman of directors; his son Ronald succeeded him as managing director. Variously described as a generous, jovial man with a sense of humour, and as a strict and astute manager whose company was his life, Fowler was renowned for his straight business dealings and his 'no-nonsense' attitude. Survived by his son and daughter, he died on 24 April 1972 at Camberwell and was cremated. His estate was sworn for probate at $204,424. On Ronald Fowler's death in 1978, the company was bought out by the Sydney firm, Hooper Baillie Industries Ltd; it in turn sold to Sabco Ltd of South Australia; in 1994, when Sabco went into receivership, Australian Resource Recovery Technologies re-established Fowlers Vacola Australia Pty Ltd's headquarters in Melbourne. "Fort Queenscliff, in Victoria, Australia, dates from 1860 when an open battery was constructed on Shortland's Bluff to defend the entrance to Port Phillip Bay. The Fort, which underwent major redevelopment in the late 1870s and 1880s, became the headquarters for an extensive chain of forts around Port Phillip Heads. Its garrison included volunteer artillery, engineers, infantry and naval militia, and it was manned as a coastal defence installation continuously from 1883 to 1946. The other fortifications and armaments around the Heads were completed by 1891, and together made Port Phillip one of the most heavily defended harbours in the British Empire." The pair of epaulettes once belonged to W.R. Angus, who possibly wore them when he worked his passage fo or from the UL in the 1920s. The epaulettes are part of Flagstaff Hill’s comprehensive W.R. Angus Collection, donated by the family of Dr W R Angus (1901-1970), surgeon and oculist. William Roy Angus (1901-1970) qualified as a doctor in 1923. He decided he further his studies overseas in the UK in 1927, sailing on the ship SS Banffshire (built in 1912, destroyed in 1937). He studied at London University College Hospital and at Edinburgh Royal Infirmary and in 1928 he was awarded FRCS (Fellow from the Royal College of Surgeons), Edinburgh, Scotland. He worked his passage back to Australia as a Ship’s Surgeon on the Australian Commonwealth Line T.S.S. Largs Bay, purchased by the White Star Line in 1928. Dr W R Angus was a Surgeon Captain for the Australian Defence Forces, Army Medical Corps, stationed in Ballarat, Victoria, and in Bonegilla, N.S.W. He completed his service just before the end of the war due to suffering from a heart attack. The W.R. Angus Collection: - The W.R. Angus Collection includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. It includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II He served as a Military Doctor in the Australian Defence Forces. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there. East India Company and Pacific & Oriental Steam Navigation Company (P&O) once had their headquarters there. Zilles Printers was begun by Lewis Zilles in the early 1930s. It was in McKenzie Street Ballarat. His son Jeffrey also became a printer - letterpress, offset and screen printer. The business became Zilles Printers/Graphics and was in Armstrong Street and later Bell Street Ballarat. Items are work done for the Australian Defence Force bases at Portsea and Queenscliff. They were training bases - Officer Cadet School and Australian Staff College. Originally the base at Portsea was the Quarantine Station established in the late 1800s. International protocols required captains of arriving ships to provide a clean bill of health from the last port of call. If this was not possible all on board would be transferred to the Quarantine Station by boat for observations. This was to stop the spread of diseases such as cholera, small pox, typhoid fever, influenza and the plague. In 1952 it became a military training base - Officer Cadet School. The quarantine station still operated and the Army had to be prepared to evacuated in an emergency. This occurred in 1954 when 113 passengers on board the Strathaird were quarantined with smallpox. Cadets and staff came with their families and was a small township. Training for the Vietnam War was here, Now gone the remnants of the quarantine station and army activites can be seen. Under Point Nepean Community Trust. Fort Queenscliff dates from 1860 when it was an open battery known as Shortlands Bluff. The Garrison included volunteer artillery, engineers and infantry. It was a Coastal Defence Installation from 1883-1946. The base on Swan Island was part of this and soldiers from the Fort would go on detail to the Island each day. A permanent group with their families were housed there. The children would attend the local school in Queenscliff. It eventually became and still is a restricted area. In 1946 the Fort became home of the Army Command and Staff College. Officers came from overseas to train. Families would come with them and be accommodated in the main officers residence "Maytone" or private housing rented by the Army. Their children would attend local schools. Staff Colleges were all moved to Canberra. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. Industrial chemicals used and hazardous industrial procedures in the repair and maintenance of aircraft are an issue needing resolution. Colour photograph of Lt General Brian Ashley "Ash" Power AO, CSC . Ash Power was born on the 20th of January 1957 in Wangaratta, Victoria. After completing his secondary education at Wangaratta High School, he entered the Royal Military College in 1975, graduating in 1978 into the Royal Regiment of Australian Artillery. His initial appointment was as a Section Commander in 4th Field Regiment. He further served in 4th Field Regiment as a Gun Position Officer, Assistant Adjutant, Adjutant, Operations Officer (BatteryCommander Headquarters Battery) and Commanding Officer.Ash has commanded the 1st Brigade, 1st Division and Training Command – Army. He has served on exchange at the Royal Military Academy Sandhurst, Camberley, United Kingdom and has had other training appointments at the School of Artillery, and the Royal Military College Duntroon. He also served as the Defence Attaché in Thailand. On operations Ash deployed to Bougainville on Operation BELISI as Chief of Staff in 1998 and in 1999, after a short period as Chief of Staff Deployable Joint Force Headquarters, was deployed as the Colonel Operations for INTERFET in East Timor. From June 2004 to July 2005 he was appointed as Director, Combined Planning Group, US Central Command, Tampa. He deployed as the Deputy Chief of Staff, Strategic Partnering Headquarters International Security Assistance Force, Kabul, Afghanistan in 2010-11.
