.1 The Preferred In-House Option (PIHO) proposes to meet the full requirements of the Request for Tender (RFT) by disestablishing Army Survey Regiment and establishing a new organisation which they have named the Defence Topographic Support Establishment (DTSE). It is proposed to locate the DTSE at Bendigo in the GFE facilities offered by the Commonwealth. The DTSE will be staffed by 140 Defence civilians, principally sourced from ex-RASvy members transferring to the Public Service under the provisions of Section 81B of the Public Service Act. Any existing civilian members excess to DTSE requirements are proposed to be managed within the terms and conditions of the Australian Public Service Redeployment and Retirement (Redundancy) Award 1987. Military members who elect to remain in the Service will be subject to redeployment or retraining in accordance with Service requirements. .2 Proposed re-organisation of Product Construction Squadron (PCS). Due to the transfer of Image and capture Sections to Digital Acquisition Squadron wef Jan 1995 it has been necessary to review the structure of those elements remaining within PCS. The review highlighted that there was an imbalance between Mapping and Digital products Troops. This could only be resolved by collapsing these two Troops into one single production element. This would halve the senior administrative personnel needed thus allowing them to be employed in other higher priority technical areas. The proposed restructure of PCS is outlined in Annex A with redundant personnel listed in Annex B. The combined Troop is to be designated "Construction Troop" and comprises 1 Offr and 69 ORs. The role of this Tp would be to perform all digital production. It is further divided into small and Large Format Sections. This division is functionally based and reflects the hardware and software configurations now resident within the Sqn post system upgrade. .3 During the transition period leading to full implementation of the PHIO, the Army Svy Regt and DTSE (later ATSE) will at times operate concurrently whilst Army Svy Regt scales down production and progressively transfers all technical functions to DTSE. army Svy Regt and 4 Fd Svy Sqn will continue programmed production activities until declared operationally ineffective, however a contingency mapping capability will be maintained throughout the period of implementation. Produced c. 1910 by The Rose Stereograph co. This colourised photographic postcard shows the exterior of the administrative buildings at Mayday Hills mental hospital with three young boys in the foreground. This postcard forms part of the extensive Rose Series. (P. 4689) of postcards being produced by the Rose Stereograph co. which depicted landmarks from across Australia. Despite the early date attributed to this image, according to Walsh dates from this series place the postcards being produced typically between 1920-54. Mayday Hills Hospital, then known as the Beechworth Lunatic Asylum was constructed between 1864-67 designed by The Public Works Department. The hospital is made up of a number of buildings, landscaping, ha-ha, workshops, laundry, administrative facilities and farmland, it was constructed in 'Italianate' style by a team of up to two hundred and fifty workers (Woods p. 122). The asylum was established in response to the need for the regional shire to locally care for those particularly affected by their time working the Ovens goldfield during the Indigo Shire gold rush era where poor living conditions and isolation were significantly affecting the welfare of a great many people through poverty and lack of resources. The gaol and orphan labour systems were not able to effectively support to give housing, rehabilitation and ongoing care for the mentally ill, and transporting to Melbourne by waggon was a time consuming and counter-productive solution when the metro facilities were already overcrowded. According to Woods (A Titan's Field p. 122), between 1901 and 1911 a large percentage (thirty five percent in 1901 and twenty four in 1911) of the Beechworth population were either patients or inmates of Beechworth institutions, Mayday Hills accounted for some six hundred and seventy four patients in 1901, Beechworth's Mayday Hills was chosen as the site of Victoria's newest asylum, at the time, due to the landscape and altitude. The hilltop atmosphere and the native fauna, it was argued, would assist in the cure of the patients kept at the hospital (Wood 1985, 122). The positioning of the hospital had a beneficial effect on the rural town and the large volume of people living at the hospital and contributing to this population growth is counted as reason for the survival of Beechworth as a regional township. Mayday Hills continued to function as a mental hospital up until 1995 when it was sold to LaTrobe university. The building and grounds are listed on the Victorian Heritage Register under criterion A, B, D, E and F. Portrait of William Edward Peach in First World War military uniform, holding a crop in front of his thighs with military kit on the ground behind him. A Beechworth postal employee who enlisted in 1915, this photograph is probably taken in 1917, as he is a corporal in the photo and was promoted to this rank in May 1917. This photograph is of historic significance as it depicts William Edward Peach, a Beechworth postal assistant who enlisted in the Australian Imperial Force (AIF) on his nineteenth birthday, 5 August 1915, which required his parents' permission. He was decorated with the military medal for his courage in battle 4/5 October 1917 at the Battle of Broodseinde Ridge near Ypres, the most successful allied attack of the Third Battle of Ypres (31 July to 10 November 1917), also known as the Battle of Paschendale, which saw the greatest loss of human life during World War One, with almost half a million lives were lost on all sides. According to the recommendation for his military medal, Peach 'displayed conspicuous courage and initiative', taking charge after his platoon commander became a casualty, handling the men 'under heavy fire with great skill'. He also assisted the Company Commander in reorganising their military objectives. The photograph is of social as well as historic significance for the Beechworth community, because it provides a direct link between local, national and international histories in relation to Australia' s participation in one of WWI's best-known battles. The record has strong research potential given the ongoing public and scholarly interest in war, history, and especially the ANZAC legend, which is commemorated annually on 25 April, known as ANZAC Day. Peach is also one of the diarists of WWI, including of this significant period of Australian military history, from 1916 to 18, which can be accessed via the Australian War Memorial. Taken in 1944 in Bonegilla, Victoria by Captain E.C. Johnston, this photograph depicts soldiers of the 1st Australian Corps Signals training battalion releasing carrier pigeons from a portable loft for their daily exercise.The 1st Australian Corps Signals was a branch of the Australian Imperial Airforce that was active during World War Two. One of the tasked carried out by 1st Australian Corps Signals was to send messages through the use of carrier pigeons. Carrier pigeons were most commonly used by the Allied Forces to send messages from the front line trenches or advancing units. Edgar Charles Johnston (1896-1988) was an aviator and public servant. In WW1 he served with the Australian Imperial Force, and later joined the Royal Flying Corps. For his service in the Royal Flying Corps he was awarded the Distinguished Flying Cross, which assisted him in becoming the assistant director-general in 1939 of the Commonwealth Department of Aviation. It is believed that the photograph was taken between 1899 - 1903. Depicted is a group of fourteen unidentified young men dressed in Australian military uniforms. A few of them are holding swords. This group were part of the Beechworth Mounted Rifles; a voluntary detachment of the Australian Light Horse Militia. This unit consisted of soldiers from the Euroa, Longwood, Violet Town, Benalla, Thoona, Wangaratta, Rutherglen, and Beechworth Detachments of Victorian Rifles, and subsequently formed into the 8th Australian Light Horse Regiment (Victorian Mounted Rifles). The Victorian Mounted Rifles was gazetted as a volunteer formation on 2 December 1885 with the aim of consolidating all the disparate calvary units dispersed across Victoria into a coordinated and single administrative and military unit. Two contingents of the Victorian Mounted Rifles fought during the Second Boer War (11 October 1889 - 31 May 1902). This photograph is connected to the first HMAS Warrnambool J202, which was commissioned by the Royal Australian Navy for use as a minesweeper during World War II. The Bathurst Class Corvette, fitted out with a range of armaments, was launched in Sydney 1941. The ship began service in Bass Strait in 1941. At the end of the year it called into its namesake city, Warrnambool, where the crew paraded for the public marching eastwards along Timor Street. A gift of books for the ship’s personnel and a plaque bearing the City of Warrnambool’s Coat of Arms were presented to the ship. The ship was involved in evacuating a family of nine from the Dutch East Indies that was later successful in its challenge of Australia’s Immigration Restriction Act (White Australia Polity). The ship had many other appointments around Australia. On 13th September 1947 HMAS Warrnambool was leading a flotilla of minesweepers in northern Queensland’s coastal waters, clearing mines previously laid to defend Australia. The ship hit a mine, which exploded and very quickly sunk the ship. Boats from the nearby ships rescued most of the seamen although one was killed at the time. The survivors were taken by the HMAS Swan II to Darwin, and they went from there to hospitals in Brisbane and Sydney. Three of these men later died from their injuries. A number of items were recovered by Navy divers in 1948 including the ship’s bell and a plaque with Warrnambool’s Coat of Arms. In 1972-75 the wreck was sold and other items were salvaged. Rolf Boldrewood (1826-1915) ‘Rolf Boldrewood’ is the pen-name used by Thomas Alexander Browne as a writer. Browne was the eldest child of Captain Sylvester John Brown and Elizabeth Angell nee Alexander. He was born in London on 6th August 1826 and arrived in Australia with his parents and siblings when he was 5 years old and grew up in Sydney. In the 1860’s Browne added the ‘e’ to his surname. As a 17-year-old Browne took up land in the Western District of Victoria between Portland and Port Fairy on a property named “Squattlesea Mere”. He remained there until 1858, enjoying the squatters’ life on his 32,000-acre property, growing potatoes and running cattle and horses. He sold in 1858 and purchased a sheep station on the Murray River near Swan Hill. He later sold this and bought another sheep station near Narrandera until bad seasons and severe droughts eventually caused him to change his career after 25 years as a squatter. Over the next 25 years, Browne held the position of Police Magistrate and as a gold commissioner in various locations. His third career as an author lasted approximately 40 years. In 1865 he wrote two articles on pastoral life while he was recovering from a riding accident. In the 1870s his writing was bringing in the income to support his family, changing his focus to the writing of novels. A series of these were written for the Australian market and published in The Sydney Mail and the Centennial Magazine. His later novels were aimed at the overseas markets. His best-known novel “Robbery Under Arms” was written from 1882 to 1883 and has been serialised on the radio in Australia and Britain. The novel was filmed in 1907, 1920 and 1957, and in 1985 it was made into a television series. It is now an Australian Classic. He also wrote short stories, several nonfiction graziers’ guides, and an autobiography named “Old Melbourne Memories” in 1884. [This information has been taken from Wikipedia; Australian Authors-Perry Meddlemiss; Australian Dictionary of Biography, Browne, Thomas Alexander (1826-1915)] WARRNAMBOOL PUBLIC LIBRARY The Warrnambool Mechanics’ Institute (WMI) was formed by a voluntary community group in 1863, within six years of Warrnambool’s beginnings, and its Reading Room opened in 1854. The WMI operated until 1963, at which time it was one of the oldest Mechanics’ Institutes in Victoria. Mechanics’ Institutes offered important services to the public including libraries, reading rooms and places to display and store collections of all sorts such as curiosities and local historical relics. In 1886 a Museum and Fine Arts Gallery were added to the WMI and by the beginning of the 20th century, there was also a billiards room and a School of Art. By this time all Mechanics’ Institutes in country Victoria had museums attached. Over the years the Warrnambool Mechanics’ Institute Library was also known as the Warrnambool Public Library the Warrnambool Library and the Free Library. Early funding from the government was for the “Free Library”. The inscription in a book “Science of Man” was for the “Warrnambool Public Library”, donated by Joseph Archibald in 1899. Another inscription in the book “Catalogue of Plants Under Cultivation in the Melbourne Botanic Gardens 1 & 2, 1883” was presented to the “Warrnambool Library” and signed by the author W.R. Guilfoyle. In 1903 the Warrnambool Public Library decided to add a Juvenile Department to library and stock it with hundreds of books suitable for youth. In 1905 the Public Library committee decided to update the collection of books and added 100 new novels plus arrangements for the latest novels to be included as soon as they were available in Victoria. In July 1911 the Warrnambool Council took over the management of the Public Library, Art Gallery, Museum and Mechanics’ Institute and planned to double the size of the then-current building. In 1953, when Mr R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 per cent of the reading population. The collection of books was made up of around 60 per cent reference and 40 per cent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. The Warrnambool Library took over the Mechanics’ Institute Library’s holdings on behalf of the Warrnambool City Council. Since the closure of the Warrnambool Mechanics’ Institute the exact location and composition of the original WMI books and items have become unclear. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850s to the late 1950s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr R. Pattison. Rolf Boldrewood (1826-1915) ‘Rolf Boldrewood’ is the pen-name used by Thomas Alexander Browne as a writer. Browne was the eldest child of Captain Sylvester John Brown and Elizabeth Angell nee Alexander. He was born in London on 6th August 1826 and arrived in Australia with his parents and siblings when he was 5 years old and grew up in Sydney. In the 1860’s Browne added the ‘e’ to his surname. As a 17-year-old Browne took up land in the Western District of Victoria between Portland and Port Fairy on a property named “Squattlesea Mere”. He remained there until 1858, enjoying the squatters’ life on his 32,000-acre property, growing potatoes and running cattle and horses. He sold in 1858 and purchased a sheep station on the Murray River near Swan Hill. He later sold this and bought another sheep station near Narrandera until bad seasons and severe droughts eventually caused him to change his career after 25 years as a squatter. Over the next 25 years, Browne held the position of Police Magistrate and as a gold commissioner in various locations. His third career as an author lasted approximately 40 years. In 1865 he wrote two articles on pastoral life while he was recovering from a riding accident. In the 1870s his writing was bringing in the income to support his family, changing his focus to the writing of novels. A series of these were written for the Australian market and published in The Sydney Mail and the Centennial Magazine. His later novels were aimed at the overseas markets. His best-known novel “Robbery Under Arms” was written from 1882 to 1883 and has been serialised on the radio in Australia and Britain. The novel was filmed in 1907, 1920 and 1957, and in 1985 it was made into a television series. It is now an Australian Classic. He also wrote short stories, several nonfiction graziers’ guides, and an autobiography named “Old Melbourne Memories” in 1884. In 1953, when Mr R. Pattison was Public Librarian, the Warrnambool Public Library’s senior section 10,000 of the 13,000 books were fiction. The children’s section offered an additional 3,400 books. The library had the equivalent of one book per head of population and served around 33 per cent of the reading population. The collection of books was made up of around 60 per cent reference and 40 per cent fiction. The library was lending 400 books per day. In 1963 the Warrnambool City Council allocated the site of the Mechanics’ Institute building, which included the Public Library, Museum and Art Gallery, for the new Municipal Offices and the Collections were dispersed until 1971. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. This is a set of 14 photographs of an All-Staff meeting held by the lake at the Army Survey Regiment, Fortuna, Bendigo on the 24th of April 1994. At this meeting CO LTCOL Duncan Burns announced that under Defence’s Commercial Support Program (CSP), the In-House bid submitted in 1993 by a team led by then CO LTCOL Bob McHenry was successful. The In-House bid proposed the establishment of an organisation based at Fortuna to carry out non-core production with 150 of the 373 Survey Corps positions converted to Defence civilian positions. 110 of the Defence civilian positions would be filled voluntarily by military personnel under Section 81B of the Public Service Act 1992 with the remaining 40 positions filled by Public Service recruitment. Other options offered to Survey Corps personnel were postings to 1st Topographic Survey Squadron in Enoggera, QLD, transfer to another Corps in the Australian Army or discharge from the ADF. The In-House bid also proposed 143 Survey Corps military positions to remain at Fortuna to perform ‘core strategic non-sovereign tasks.’ However, Army subsequently decided to abolish the 143 positions, disband 4th Field Survey Squadron, Adelaide, SA and lastly, the demise of the Royal Australian Survey Corp in June 1996.
