The photo is taken in front of the front verandah of the building. This print is on Kodak photo paper, likely printed circa 1978. The East Kew Baby Health Centre was the first such centre built in the former City of Kew, and one of the first in Victoria. Few photos of the building at the time of its establishment are known. The Baby-Max is a Japanese subminiature camera popular in the 1950s and 1960s. It was often sold in a pack containing the camera, case and boxes of Kikufilm Panchromatic, a film specialised for toy cameras. Each film took ten 14x14mm images on 17.5mm paper backed roll. It was manufactured by Tougodo, a Japanese camera maker, active from 1930 to the early 1960s. The film with this camera has an expiry date of November 1962.This item is significant due to its popularity in the 1950s and demonstration of the evolution of camera technology.The Baby-Max is a Japanese subminiature camera. It has an elongated body with polygonal ends. The viewfinder is integrated in the top casing. There is a knob on the photographer's right to roll the film and there is a small fake knob on the left. The back is hinged to the right and locked by a sliding bar on the left. It contains a single uncovered window in the middle. The lens has a fixed focus and aperture, and has no markings. There is a lever to operate the shutter. The case is of brown faux leather. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. This book and a number of others like it were owned by the mother and aunts of the donor, Mrs Dorothy Boyle. They were prolific producers of hand knitted and hand made items of clothing and also knitted and sewed for the armed forces during the Second World War. The Baby Health Centre opened in the Surrey Gardens in 1930 on the site previously occupied by the screen for outdoor pictures. Previously during the 1920s it had operated in the room underneath the rotunda in the Surrey Gardens. The room was also shared by other groups including the Surrey Hills Progress Association (SHPA). The SHPA raised 200 pounds to provide the materials for the building, which was built by voluntary labour under the leadership of Ralph Hayes, a local builder. The foundation stone was laid by Mrs A Latham, Mayoress of Camberwell on 31 March 1930. There is a bottle containing the names of the committee members sealed in the pillar behind the memorial stone. The centre was managed by a committee until 1975. Maternal health nurses associated with the centre included Sister D Thompson, Sister Newnham, Sister Kelsell, Sister Barker, Sister Sharp and Sister Bolton. Ref: Mrs D Lancashire - a long-serving member of the committee. The site of the Surrey Hills Maternal and Child Health Centre was moved to 18 Verdun Street, adjacent to the pre-school, in accord with Council policy to co-locate services and from a concern regarding solo staff working in relatively isolated locations. The building was included in the heritage overlay protecting the gardens and was refurbished by Council for community use. The cairn commemorates the work of Cr Albert Ernest Vine who was a Camberwell Councillor from 1926-1934 and 1937-1944; he was also Mayor on 1940-41.
