Councilor James Baird was elected as a member of the first Ballarat Shire Council in 1863 becoming the first Shire President for 1863-64,and was on council until 1865.He was then re-elected to council in1868 until 1887.He then served three more terms as President 1874-75 ,1875-76, and 1879-80.This original photo is of the first President of the newly formed Ballarat Shire. On 16th November (monday)1863, it was declared that the Ballarat Road Board District to be a Shire known as the Shire of Ballarat.This document was signed and sealed by Colonial Governor Charles H.Darling. The declaration was published in The Government Gazette on tuesday 24th November 1863. William Rain was Auditor of Ballarat Shire and Road Board, during the period 1873-1890.He was also a teacher in Sunday School at Learmonth Uniting Church 1884-1887,and Superintendent 1887-1930. In 1963 the Shire of Ballarat celebrated its Centenary. This book outlines the history and development of the Shire over the 100 years.Councilor Charles Edward (Ted) Brown was at the time Shire President.The District Roads Board was created on 7th October 1856 and on 24th November 1863 was proclaimed a Shire,thus making it the first Shire in Victoria.
