The Ballarat College of Advanced Education was formed by the merging of the State College of Victoria at Ballarat (SCVB) and the Ballarat Institute of Advanced Education (BIAE). The parent body of BIAE was the Ballarat School of Mines, founded in 1870 to train personnel for mining activities. The first awards at diploma level were made in 1896 in the branches of English, Metallurgy and Geology. Over the years the range of courses broadened to include Art, Physics, Business Studies, Humanities and Librarianship. The tertiary division of the School of Mines was relocated to Mount Helen in 1970. The SCVB was established in 1925 by the Education Department as the Ballarat Teachers' College. It was one of two provincial teachers' colleges to be established. The first courses were concerned with primary teaching and manual arts but later the subject areas of Physical Education, Environmental Sciences, Music, Art and Craft became major strengths. The merger took place in 1976 and by 1980 all staff were located at the Mount Helen Campus. In 1988 Student accomdation included: * Mount Helen - 290 individual furnished study/bedrooms arranged in units of ten to fourten rooms. $64.05 including 4 evening meals * Gillies Street - 56 individaul study/bedrooms in two blocks each containing kitchen/dining room areas, a common room, as well as bathroom areas. Does not include meals. $37.80 per week. * Beaufort House - Managed by the Education Department, with BCAE playing a coordinating role in the placement of students. 75 single and shared accomodation with full board (14 meals per week) $73.80 per week * Nurses' Home - Ballarat Base Hospital authorities made approximately 100 individual study/bedrooms availabel to female students. The Ballarat Base Hospital opened in 1956. Since that time it became a 'vast, complex, modern establishment. 24 page booklet with brown and white cover illustrating the Cogne drawing of the Hospital. Before the training of nurses at the Ballarat College of Advanced Education (now University of Ballarat) Ballarat nurses trained at the Ballarat Base Hospital. The 1978 Annual report gives the following hospital background: 'The foundation stone for the original 42 bed hospital was laid on the existing site on 25th December, 1855. Ballarat at that time had a population of between 40,000 and 50,000 people, with the demands on the hospital services being mainly for medical care resulting from mining accidents. Medical, Nursing and General care were provided by the resident Surgeon, matron and wardsmen. Financial support depended on donations from churches masonic lodges, the public and bequests. The hospital today provides centralized health services and specialist medical, surgical and ancillart assistance to the communities in the Central Highlands Region. The trend in hospital financing today has changed and is based to a large extent on State and Commonwealth Grants. Contribution from the public remain important particulalry in the purchase of equipement and ultimately the services provided by the hospital. Since 1887 the Ballarat Base Hospital has been an important training centre for nurses. Born at Servicetown, Peter Fryar attended Ballarat Teachers' College in 1949. Except for three years in Melbourne, his entire professional life was spent at Ballarat. Peter Fryar was appointed to the staff of Ballarat Teachers' College in 1967, where he remained throughout a number of name chanced included State College of Victoria, Ballarat Institute of Technology and Ballarat College of Advanced Education. In 1973 Peter Fryar was appointed Head of the Physical Education Faculty of the new State College of Victoria (Ballarat). In 1980 he was appointed Dean of the faculty of Human Studies at Ballarat College of Advanced Education (BCAE). This faculty included Physical Education, Recreation, Humanities, Social Sciences, Nursing and Librarianship. Peter Fryar became Deputy Director of BCAE in 1987, and retired in February 1989. From 1979 to 1986 Peter Fryar was President of the Australian Council for Health, Physical Education and Recreation.
