The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. These images were hung in the corridor of the University of Ballarat School of Education (Mount Helen). It most probably dates from around the time of the transfer of the College. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. The building used by the Teachers' College was the original bluestone building facing Doveton Street South. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University. This photograph is connected to the first HMAS Warrnambool (J202), which was one of 60 Bathurst class corvette vessels built during World War II by Mort's Dock & Engineering Co Ltd of Sydney under the commission of the Royal Australian Navy (RAN). It was the namesake of the City of Warrnambool in Victoria. The armed minesweeper was 57 metres long and could had a complement of 85 personnel. Its armament included 1 × 4 inch Mk XIX gun, 1 × 40 mm Bofors AA gun (installed later), 3 × 20 mm Oerlikon guns (1 later removed), machine guns and depth charge chutes and throwers. It was launched in Sydney in May, 1941. The HMAS Warrnambool began service with patrols off Bass Strait in 1941. In December the ship docked in Warrnambool Harbour and the crew marched in a parade along Timor Street. The ship’s crew received a donation of 110 books from the Warrnambool Patriotic Fund, and a plaque of the City of Warrnambool’s Coat of Arms presented by the Mayor, Cr. John R Astbury. In September 1942 a Dutch East Indies family, Samuel and Annie Jacob and seven of their eight children, was rescued by the HMAS Warrnambool and evacuated to Darwin. The family settled in Melbourne, then in 1944 Samuel tragically died. After the war ended the family was threatened with deportation under Australia’s Immigration Restriction Act 1901 (known also as the White Australia policy). Annie married her landlord, John O’Keefe but was still issued a deportation order in 1949. The family appealed to the High Court and the case became famous for being the first successful legal challenge to the Act. The HMAS Warrnambool was in Darwin during the time it was bombed, attacked by the Japanese while rescuing 73 crew from a merchant vessel that had also been attacked. The ship was involved in several other rescues and carried troops to New Guinea. Other events included escort and patrol duties on Australia's east coast, then at Fremantle and back to Darwin. When the Japanese surrendered on September 11, 1945, at the end of World War II, the ship was at Timor. It performed mine clearance work around the Solomon Islands and New Guinea after the war. On 13th September 1947 the ship was sent to lead a flotilla at the Great Barrier Reef, off the Queensland coast. The mission was to clear the defensive British mines that were laid during1941-43 to protect Australia’s boarders. The HMAS Warrnambool hit a mine near Cockburn Reef, exploded and sank shortly afterwards. One of the 70 or so men on board was killed at the time and thirty-two men were badly injured; three of these also lost their lives. The four deceased were Victorian seamen. The wounded men were transferred by boats to the nearby HMAS Swan II, where the Swan’s and the Warrnambool’s doctors cared for them. The HMAS Swan II took the survivors to Cairns, and from there the men were flown by RAAF to either Brisbane or Sydney hospitals. The HMAS Warrnambool was the only RAN ship to be sunk by a mine, and the four who lost their livers were the last naval casualties from World War II. The ship’s wartime service was recognised by three honours. In May 1948 a number of items were recovered by Navy divers from the wreck of HMAS Warrnambool. The items included the ship’s bell (inscribed HMAS Warrnambool 1941) and the round plaque with the Seal of the Warrnambool City Council. In 1949 the plaque was returned to the Council, and the bell was donated to the Australian War Memorial. Further objects were recovered by the new owners of the wreck, Southern Cross Diving and Salvage, in 1972-75. A memorial plaque, honouring the memories of all those who served on the HMAS Warrnambool until is sunk on September 13 1947, was erected in Warrnambool on September 13, 1995. NOTE: (1)- The second HMAS Warrnambool (FCPB204), also the namesake of the City of Warrnambool, was built in 1980 in Cairns, one of fifteen Fremantle Class Patrol Boats ordered by the RAN. It was just over 41 metres long with a compliment of 22 personnel. It patrolled Australia’s northern waters for illegal fishing vessels. This vessel was decommissioned in 2005. (2)- There was also a steam and sail ship named the S.S. Warrnambool, built in 1892 in London and broken up in 1926.This photograph is significant for its association with Royal Australian Navy and its vessel, HMAS Warrnambool (j202). The HMAS Warrnambool played a nationally significant role in overturning Australia’s Immigration Restriction Act 1901 (colloquially known as the White Australia policy). The ship rescued, and brought to Australia, Samuel and Annie Jacob and their family after they evacuated Dutch East India. The family was threatened with deportation and made the first successful appeal to High Court regarding that Act. (see item 0608)The photograph is significant in that it captures the essence of the Mission to Seafarers mid-20th century. It identifies the main use of the Celia Little room as a reading area. This is a set of 26 photographs of Royal Australian Survey Corps (RA Svy) personnel from Central Comd Fd Svy Unit (Adelaide) on Aerodist survey operation - Project C4 in Eastern Arnhem Land, Northern Territory in 1967 (photos .4P to .26P) and in Western Arnhem Land, Northern Territory in 1968 (photos .1P to .3P). Photos of personnel were taken either at the operations base at Numbulwar or the main base at Gove (Nhulunbuy). RA Svy conducted nineteen Aerodist operations for 12 years from 1964 to 1975. Aerodist MRC2 was a tellurometer-based system adapted for aircraft to accurately measure distances between non-intervisible ground survey stations, using the aircraft as an intermediate station. Lower order geodetic results could be achieved by survey network trilateration. The measured distances between stations formed survey networks from which each station’s latitude and longitude was computed. Aerodist MRC2 was RA Svy’s major horizontal control survey tool for mainly medium scale topographic mapping (scale 1:100,000 Class A being spatially accurate to within 50 metres) in PNG, northern NT, north-west WA, Kalimantan Barat (West) Indonesia, Sumatra Indonesia, Gulf of Carpentaria and Cape York, QLD. In 1967, the Aerodist MRC2 Master equipment was installed in the aircraft featured in this set of photos, Executive Air Services’ (Essendon VIC) Grand Aero Commander VH-EXX. It was the same aircraft type and company contracted to Division of National Mapping for Aerodist MRC2 surveys. From July to October 1967 the aircraft was attached to Central Comd Fd Svy Unit (Adelaide - Major Don Ridge) on Project C4 eastern-Arnhem Land NT, where 317 Aerodist lines measuring 17,300 line miles were successfully completed. This was the most productive Aerodist project thus far. The most common helicopter used by RA Svy up to 1972 was the civilian Bell 47G-2 and the Sioux Light Observation Helicopters (LOH), the Australian Army’s equivalent featured in this photo set. These light observation helicopters had a limiting load carrying capacity of up to about 500 pounds. By comparison, one Aerodist team including two people weighed up to 1,500 pounds. In 1968, after completion of the Kimberley Aerodist Operation project, the Aerodist system in VH-EXX was immediately deployed to western-Arnhem Land NT for Central Comd Fd Svy Unit (Adelaide - Major Don Ridge) to complete the mapping control across northern NT from mid-July to October. The Aerodist MRC2 Remote antenna seen in Photos .24P to .26P is mounted on a 20 foot pole tower. The antenna direction was controlled by wires/ropes to the two arms under the dish at right angles. William Ellis NEWTON VC enlisted in the RAAF no 250748 on 5.2.1940 age 20 years 8 months. Serving with No 22Sqd RAAF flying Boston Bombers he arrived in New Guinea in May 1942. Along the way he was promoted to Pilot Officer, Flying Officer and then Flight Lieutenant. On the 18.3 1943 during a low level attack on Japanese positions around Salamaua he hit his target but his plane was hit several times by flack and burst into flames but he landed it in the sea. Sgt B.G Eastwood No 13055 a crew member went down with the aircraft. Newton and Flt Sgt J Lyon No 401706 swam to shore but were captured by the Japanese. Newton was taken to Lae for interrogation and then returned to Salamaua and was executed by decapitation and his body thrown in bomb crater on 29.3.1943. His body was later recovered in late 1943 when Australian troops captured Salamaua. Lyons was executed at Lae by bayoneting in the back. The award to Newton of the Victoria Cross was for low level attacks in the Salamaua area which inflicted heavy losses on Japanese installations one of which his plane was hit by flak heavily and he successfully flew it back some 180 miles and landed. The award also included the attack for which he was executed.
