The Victorian Environmental Assessment Council and the former Environment Conservation Council (ECC) and Land Conservation Council (LCC) have completed 36 land use investigations over more than 35 years, including 27 regional reviews. They provide a framework for use of Public Land in Victoria. The Land Conservation Council was established by the Land Conservation Act 1970.These maps provide an assessment of the Alpine area at the time the maps were created. Some of the topics eg. Rainfall and water resources may change over the years thus providing a comparative analysis. Reproduced p66 of Pioneers & Painters Mrs Jane Elizabeth Brown (nee Staines) and three children of her large family who left the Headmaster's residence when John Brown (Headmaster 1889-1906) died (on the job) in 1906. John and Jane had ten children eight girls and two boys. Their two sons both died in the 1914-1918 War; George Stewart Brown (1885-1916) and John Leonard Brown (1887-1918). The young girl may be Elsie Maria Brown (1889-1917) which would date the photo around 1902. Wall Bros operated at St Kilda from around 1889 to 1903. John Brown died 23 Sept 1906 after a short severe illness at age 55 and is buried in Box Hill Cemetery (Evelyn Observer 28 Sep 1906 p2). This book was part of a large group of books referred to as the Pattison Collection, which belonged to the Warrnambool Public Library, part of the Warrnambool Mechanics’ Institute. About RALPH ERIC PATTISON and the ‘PATTISON COLLECTION’ The ‘Pattison Collection’ is a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the WMI was led to ask the City Council to take it over in 1911 due to lack of financial support. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Public Library as it was then called. Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 when Pattison accepted the position as City Librarian for the Warrnambool City Council his huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. THE NEW WARRNAMBOOL LIBRARY When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. An octant is an astronomical instrument used in measuring the angles of heavenly bodies such as the sun, moon and stars at sea in relation to the horizon. This measurement could then be used to calculate the altitude of the body measured, and then the latitude at sea could also be calculated. The angle of the arms of an octant is 45 degrees, or 1/8 of a circle, which gives the instrument its name. Two men independently developed the octant around 1730: John Hadley (1682–1744), an English mathematician, and Thomas Godfrey (1704–1749), a glazier in Philadelphia. While both have a legitimate and equal claim to the invention, Hadley generally gets the greater share of the credit. This reflects the central role that London and the Royal Society played in the history of scientific instruments in the eighteenth and nineteenth century's. There were also two others who are attributed to having created octanes during this period, Caleb Smith, an English insurance broker with a strong interest in astronomy (in 1734), and Jean-Paul Fouchy, a mathematics professor and astronomer in France (in 1732) In 1767 the first edition of the Nautical Almanac tabulated lunar distances, enabling navigators to find the current time from the angle between the sun and the moon. This angle is sometimes larger than 90°, and thus not possible to measure with an octant. For that reason, Admiral John Campbell, who conducted shipboard experiments with the lunar distance method, suggested a larger instrument and the sextant was developed. From that time onward, the sextant was the instrument that experienced significant development and improvements and was the instrument of choice for naval navigators. The octant continued to be produced well into the 19th century, though it was generally a less accurate and less expensive instrument. The lower price of the octant, including versions without a telescope, made it a practical instrument for ships in the merchant and fishing fleets. One common practice among navigators up to the late nineteenth century was to use both a sextant and an octant. The sextant was used with great care and only for lunar sightings while the octant was used for routine meridional altitude measurements of the sun every day. This protected the very accurate and pricier sextant while using the more affordable octant for general use where it performs well. This seed box was made for Hiram Sibley for his seed house business. He sold seeds priced by the weight or the space they took up e.g. bushel. This box allowed for seeds to be divided by type, size or even date. The box was strong and easy to cart and store. It was also a handy item to 'recycle' as a storage container for other items. The Sibley seed box is a desirable collectors' item. A large variety of sizes and shapes are still available today in various stages of condition. Hiram Sibley developed seeds that were strong and the plants that grew from these seeds produced many seeds. Varieties of Sibley seeds and plants are still advertised for sale in modern times. HIRAM SIBLEY (1807-1888) - Hiram Sibley was born in America. He had a natural mechanical ability and became skilled in many trades. He and his partner Don Watson opened a sawmill then a machine shop and foundry. He became involved with Alfred Vale and Samuel Morse and their work on the telegraph. Eventually he became the first president of the Western Union Telegraph Company. Later, after leaving Western Union in the early 1860s, Sibley bought and sold railroads, manufactured sold, ran timber mills, and became involved in farming and seed supply. In this area he used his skills to engineer seeds that were stronger and develop plants that produced more seeds. The production of seeds became his main business. He bought land cheaply and improved to soil so that he could produce seed and grain, and graze herds of cattle. He became the owner of 14 large farms. Hiram Sibley earned the reputation "as the most extensive farmer and seedsman in this country". The business of Hiram Sibley & Co. was conducted his warehouse in Rochester and his seed house in Chicago. One department of the business sold farming equipment, another department imported ornamental plants from overseas countries Sibley went on to invest a large amount of money in a bank, and to be financially involved in the community by making large donations to public services such as a library and a school of music. At one point he was the richest man in Monroe county.This box is significant for its historic connection with Hiram Sibley, who is famous for many reasons, among which is his very profitable business of seed engineering to improve the production of crops. This box also represents the value of containers used for selling products in the 1880s, being re-used for other useful purposes. The box is an example of goods imported for use in Australia. The text and images of the box are an example of 1880s advertisingBox, wooden, with two brass hinges joining lid to base. Base has two wooden partitions, divided into three unequal sized compartments. Lid's underside has label with drawings of buildings and produce, text with maker's name and description of vegetables. This ice cream freezer, manufactured in South Australia in the 1930's, was advertised to "keep the contents of the cream compartment frozen for many hours". It was promoted for use at picnics to keep salads cool. Its design is very similar to other freezers of The Frigid name which were made in 1939; those freezers were all one colour whereas this one is blue around the top and bottom of the barrel and cream in the centre with blue/green lettering. The process of making ice cream was to pack the outer chamber full with a combination of 3 parts ice cubes of about 1 inch (2.cm) to one part coarse salt, then pour into the chamber about 1 cup of cold water. After this, the ingredients for ice cream or sorbet were poured into the inner chamber, then attach the lid and turn The Frigid freezer upside down for about 40 minutes or until the right consistency is reached. Advice as given to open the freezer every 20 minutes and stir around the contents that were frozen against the sides of the inner chamber. The ingredients for the ice cream could include cream, sugar, vanilla and eggs. The label on the box of The Frigid shows the address of A Simpson and Son to be at Pirie Street, Adelaide. This address was used as early as 1876 and later catalogues, 1931 - 1960 still show this address. Alfred Simpson and his family emigrated from England, arriving in South Australia in 1849. He had already completed his apprenticeship as a tinplate worker but he tried various other occupations, including trying out the gold mines in Victoria, before he established himself as a tinsmith in 1853. His products included many agricultural items. His son, Alfred Muller Simpson, joined the business when he turned 21. In the 1860 Simpson's products included 'explosion proof' safes. In the late 1880's A Simpson and Son manufactured munitions and mines for the war. At the time of Alfred's death in 1891, A Simpson and Son had the largest metal manufacturing plant in Australia. From 1898 the company's reputation grew from the process of enamel plating with porcelain. During the First World War, Simpsons returned to the manufacture of munitions. Alfred M. Simpson's sons (Alfred Allen, known as Allen, and Fredrick Neighbour) joined the company when they finished their schooling. Allen was also associated with the Royal Geological Society over many years and when the CT Madigan surveyed Central Australia in 1929, the Simpson Desert was named in his honour. Cape Simpson in Antarctica is also named after him due to his assistance to Douglas Mawson. A new factory was opened at Dudley Park in the 1940s and the company began the manufacture of whitegoods. In 1963 A. Simpson and Son merged with Pope Industries to form Simpson Pope Holdings. Alfred Simpson became chairman of the board of Simpson Pope Holdings. The Simpson brand, now owned by Electrolux, continues to produce a variety of household appliances.
