Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. This Australian yesteryear postcard was published by Cobb & Co in circa 1990. It is a sepia toned artwork of the Ann Jones Inn in Glenrowan which was taken prior to 1880. The building at rear in this photograph was the private residence of Ann Jones, a migrant from Tipperary, Ireland. Two years after building her private residence, in 1878/1879, Ann Jones added the Inn to the front of the building which is depicted in the postcard. In 1880 the Inn was burned to the ground during the Kelly Gang siege. After the siege, Ann Jones and her children continued to live on the same location in a makeshift hut. This hut was later replaced with a dwelling using compensation money provided to Ann from the government for the loss of her property and goods; however, she was denied a new trading licence which did not enable her to re-establish her previously successful business. The reverse of this postcard provides a snippet of information into the Glenrowan siege, for which this site is most well-known. It outlines the role and demise of the members of the Kelly Gang but what it does not include is how Ann Jones, owner of the Inn depicted on the postcard, was impacted. Ann’s son of 13 years, Johnny was killed during the siege, and a bullet grazed the forehead of her daughter, Jane Jones. Jane would die two years after this event from tuberculosis, but it was believed by Ann that the cause was grief for the death of her brother and distress at having witnessed the siege. Ann was provided with 100 pounds in compensation money for the loss of her children. Her husband, Owen Jones passed away late 1880 and in 1891 Ann Jones remarried. She died at the age of 80 in 1910. The “last stand” of the Kelly Gang at this location is estimated by Dr Stuart Dawson of Monash University to have taken less than 10 minutes in duration. During and following this time, the life of Ann Jones was turned upside down and everything she had worked for in the preceding years was now in ruins. This postcard has the capacity to reveal information about the popularity of the Kelly story in Australia. It was created in approximately the 1990s which perhaps reveals a resurgence in interest into the Kelly Gang and Australian history when card was made. This image, and others depicting the Ann Jone’s Inn, have the ability to shed light on the Kelly story and the events of the Glenrowan Siege. Additionally, they can reveal information into the life of a female business owner during the 1870-1880 period. This boat or dinghy is one of a few remaining boats made for Proudfoot’s Boathouse, 2 Simpson Street Warrnambool, on the Hopkins River, in about 1885. It was one of many rowing, fishing, sailing and picnic boats that were available to hire. Proudfoot’s Boathouse, a beautiful Victorian Period building, was designed, built and established by Thomas Proudfoot. He applied to build a boat jetty in 1885. He died in 1900 and his wife Catherine took over, running it for many years. Later her son Bruce and after that her granddaughter Ena Hunt and her husband took over; it remained in the family until 1979. Proudfoot’s was a very popular tourist destination for visitors coming from Melbourne to fish and row and enjoy afternoon tea. The buildings, including the ‘U’ shaped jetty and tearooms, were restored and modified in the 1990s by the Warrnambool Sports Club, under the control of the Warrnambool City Council. The dinghy was brought to Flagstaff Hill in about 1992 and restored to its original condition and painted in traditional paint colours of orange with dark green gunnel and black and gold pinstripes. Since that time it has been painted by Flagstaff Hill's boatbuilder.This dinghy, Proudfoot’s Boat, is significant for its association with Proudfoot’s Boathouse, which is listed on the Victorian Heritage Register, VHR H0620. “Proudfoot's Boathouse on the Hopkins River near Warrnambool is an outstanding example of a late-19th century boathouse complex with associated residences and jetties. Thomas Proudfoot first applied for a jetty licence in 1885 with a view to establishing a boating business on the Hopkins River. The early single-storey sections are thought to date from this period. The two storey second stage probably dates from 1893 when additions were constructed. The entire complex was designed and built by Proudfoot himself. The business remained in the Proudfoot family until 1979. The buildings were modified in the 1990s in the process of creating a sporting club on the site. Proudfoot's Boathouse is of architectural, historical and social significance to the State of Victoria. Proudfoot's Boathouse is of architectural significance as perhaps the finest example of a 19th-century boathouse in Victoria. Although recent modifications have reduced the intactness of the buildings, many original features remain. The beautifully ornamented buildings still provide an attractive instance of 19th-century leisure facility architecture. Boathouses were popular 19th-century tourist and recreational attractions, providing refined and healthy activity. Proudfoot's Boathouse is of social significance because it illustrates the continuity of the attraction of this kind of leisure facility. Although the glory days of the boathouse were in the 19th century, those that survive continue to be well patronised. He erected the Shamrock Hotel in Dennington in 1868 and it was opened for business in 1869 with David Duffy as the first licensee. Thomas Smith was the licensee in 1870 and members of his family (Cornelius, Robert and Mary Smith) held the licence of the hotel until 1880. A codicil to the will gave Mary Smith, Thomas’ daughter, the hotel land and building. This hotel closed in 2011. Thomas Smith signed the original will with a cross (his mark). Marriage licence issued to James Bostock and Alicen Aitkin to be executed within a period of 3 months. It has been issued by the Bishop of Melbourne of the United Church of England and Ireland. It is signed by P Teulon Beamish who was arch Deacon in Warrnambool for many years. Three Bostock brothers married three the Aitkin sisters. James was the youngest of the Bostock family as his mother died in childbirth at his delivery. He had a keen interest in horses and worked for both Augustus and John .He died in 1919. Alice died in 1896 at the age of 53.This is one of a number of documents which relate to the Bostock family who were one of the most important pioneering families of the Western District. They owned and leased various properties around Warrnambool and were involved in many aspects of social and business life. The business had the name of Duirs and Warrell for nearly 90 years but the store was first established by William Jamieson in 1857. It was then acquired by J.C.A. Kruger before being taken over by James Duirs in partnership with Warrell. This is a letterhead from Proudfoot’s Boathouse in Warrnambool. Thomas Proudfoot built the boathouse near the mouth of the Hopkins River in 1885 and it was an accommodation and dining place for tourists, especially for those interested in fishing and other recreational pursuits and it was the base for the Hopkins Rowing Club. Proudfoot built additions in 1888 and 1893 and after he died in 1900 his wife Catherine continued on the business for over 30 years, transferring the licence to her son. In 1939 Thomas Proudfoot’s granddaughter, Ena Hunt gained the licence and operated the business with her husband Percy until 1979. It is Percy Hunt’s name on the letterhead described here. The business today is mainly centred around catering and dining. In the 1990s other buildings were added to the boathouse complex, with the original buildings now being heritage-listed. This item is of some interest as it is the only memento we have of the Hunt family’s 40 years proprietorship of Proudfoot’s Boathouse, a significant set of buildings in Warrnambool.This is a single sheet of cream coloured paper with blue and red printing and a blue-coloured photograph of Proudfoot’s Boat House. The Ozone Hotel, formerly the Grand Ozone Coffee Palace, was erected in 1890 at a cost of around ten thousand pounds at the corner of Kepler and Koroit streets by a company of local business men and leased out. Coffee Palaces were temperance hotels, which were popular in the latter part of the 19th century and offered recreation and superior accommodation. In 1891, the Coffee Palace was granted a wine licence. In 1895, Thomas Randall was the proprietor of the building and it was renamed the Ozone Hotel. The coffee palace operated until 1915 and was then closed before re-opening in 1920 as Hotels Mansions. It had major renovations including a large theatre area. February 23rd 1929 saw the most spectacular fire in Warrnambool's history when the Hotel Mansions was burnt to the ground. Evelyn O'Brien was granted a temporary licence and in September 1930 she was given permission to rebuild. The new hotel named Hotel Warrnambool was opened in March 1931. This cup is a remnant of the Ozone Hotel.The Ozone Coffee Palace and later the Ozone Hotel Hotel Mansions was a significant grand building in Warrnambool. The destruction by fire in February 1929 was a major loss to the town. This cup, although damaged, is of considerable importance as it is one of the few surviving objects from the Ozone Hotel. This miner's right certificate was issued in Orbost to Donald Munro of Orbost. It was valid from 24.10.1904 until 23.10.1905 and cost two shillings and sixpence. Donald Munro, with his brother, Archie carried on a boot-making business in one of the rooms of a three-storeyed barn at Lochiel. The Munros were musically inclined and through them a band was formed in 1889. Donald Munro was involved in many of the town's activities. (More in Mary Gilbert's Personalities and Stories of the Early Orbost District). The Miner's Right was introduced in 1855 in the colony of Victoria, replacing the Miner's Licence. Protests in 1853 at Bendigo with the formation of the Anti-Gold Licence Association and the rebellion of Eureka Stockade in December 1854 at Ballarat led to reform giving the right to mine gold, the right to vote, and the right to own land. This new system proved economical and sustainable, operating substantially unchanged up until 1975. This item is of historical significance as it is associated with positive outcomes for gold miners brought about by the Eureka Stockade rebellion and its subsequent democrat changes. Fifteen year old Albert Edward Gill was born in Poplar, Middlesex, in 1868. He volunteered in May 1883 as an Apprentice Ordinary Seaman with the Merchant Services under the London shipping company James P. Corry & Co., owner of the Star Line. The shipping company by this time had a fleet of both clipper and steam cargo ships that sailed as far away as Australia and New Zealand. Gill’s apprenticeship was a four year unpaid term, with only his food, drink, lodgings, washing and medical needs provided for him. The contract had many conditions but it was a wonderful opportunity for a young man. His father James Gill signed the papers as his guarantor. In December 1887 Gill completed his apprenticeship and qualified as an Able Seaman. He served for another seven years with James P. Corry & Co. and earned his Certificate of Competency as a Master in the Merchant Service in April 1894, having passed the Ordinary Examination. CORRY & CO. - The Belfast Company was formed in 1826 by Robert Corry, and imported timber from Canada to Ireland. In 1859 the company expanded to import timber from Calcutta, and relocated its offices to London. In the 1880s the company had a fleet of 13 tall clipper ships and included ports in Australia and New Zealand in its destinations. It continued to expand trade even further and by 1908 the Star Line had seven cargo steamers trading with the East and Far East (the ships were named Star of Australia, Star of Japan, Star of England, Star of New Zealand, Star of Ireland, Star of Scotland and Star of Victoria). In 1912 the Star Line ships added an emigrant service to Australia. The certificates are also significant for their association with James P. Corry & Col. owner of the Star Line shipping company that provided trade and passengers to Australia in the late 19th and early 20th centuries. Set of two documents from the Board of Trade, printed on cloth and wax paper, each relating to achieving the standard of Master Seaman, and belonging to Albert Edward Gill. They are dated 1883 to 1894. The forms have been stamped, signed, dated, details completed and sealed with three red wax seals. This Albion printing press was manufactured by Harrild & Sons of London and exported in 1868 from London to the colonial Western Victoria town of Coleraine, population of 700 at that time. It was installed in the Colerain Albion printing office. It was used to print the first edition of the Coleraine Albion newspaper in 1868 and continued until publication ceased in 1974. The Albion Press is still being used today by a volunteer printer in the “Examiners Office” in the village at Flagstaff Hill. Amongst the items produced are printed paper bags for the Tea Rooms and posters for visitors. ALBION PRINTING PRESS The Albion press was invented and manufactured in London by Richard Whittaker Cope around 1820 and was still being produced in the 1930s. The Albion was manufactured under licence by several companies from the 1850s onwards, one of which was Harrild & Sons of Fleet Works, London. Harrild & Sons describes its business as “printing materials manufacturer”. The business was established in 1807 by Robert Harrild and named R. Harrild & Co. In 1813 he showed that rollers could be used to ink a printing plate instead of inking balls, the method in use at the time. He then established a company to make the rollers. Eventually his company would make other printing materials and equipment. Robert’s sons joined him in the 1830s, when the company was renamed Harrild & Sons, and they continued to run the company after his death in 1853 and up until the mid-1900s. COLERAINE ALBION PRINTING OFFICE The Coleraine Albion Printing Office was established by W.L. Ambler. The first issue of the Coleraine Albion was dated 4th January 1868. Arrangements had been made to receive news from Melbourne, nearby provinces, other colonies and England. The second issue on 18 January 1868 printed articles from many agencies, including the Melbourne Age and the Warrnambool Examiner. The Albion office was sold to William Hatherleigh, formerly of Portland, in October 1868. Thereafter the Albion office had many owners. The last was L. A. & E. Oliver, who took over in January 1972 and was the last to be stated as printers and publishers of the Coleraine Albion. The office was wound up in 1974. The Albion Press and other equipment was distributed to Star printing in Terang. Star Printing donated the Albion press to Flagstaff Hill Maritime Village around 1980 and Stan Philp, owner of Philprint in Warrnambool, transported it to Warrnambool, brought it up to good working order and organised the supply of appropriate printer’s type. The Albion hand operated printing press is significant for producing the first newspaper in Coleraine, Western Victoria and continuing production for over 100 years. The Albion is technologically significant as a working example of a hand operated printer from the mid-19th century. The use of the printer is demonstrated by volunteers at Flagstaff Hill, printing items such as lolly and treat bays for use in the Village. The Albion is socially significant for its role in the isolated provincial colony, providing communication with the outside world, both in Australia and overseas. Newspaper printers were often amongst the first businesses of a small town. Printing press; hand operated Albion Press, Patent 2105. The machine has an upright iron frame at the back that supports the upper press that has a wooden handled metal bar is attached. The frame and legs support a thick metal flatbed. A metal leg supports the front of the press bed. The iron work is painted black with gold highlights. The decorative legs are finished with the golden feet of an animal. The frame above the metal bed includes a crown shaped finial symbol above the maker’s emblem. The maker’s details and the name of the printer are embossed on the upright frame. The Eltham Hardware and Timber Company first opened on Main Road opposite the Railway Station around late 1922. An advertisement placed in the Hurstbridge Advertiser advised that the Hardware Store had just opened with a varied stock of Saws, Hammers, Nails, Shovels, Screw Drivers, and every article required in a house or on a farm. People were also encouraged to try their Jams, Pickles, Sauces, Cups and Saucers, etc. A few months later in May 1923, William Walker, a plumber, placed an advertisement wishing to to announce that he had taken over the ELTHAM HARDWARE STORE, and asked for the continued support of the district. He also noted that all kinds of Plumbing work was done. Walker remained the proprietor of the Hardware Store for many years regularly advertising its services and wares up until at least 1941. The trail goes a bit quiet then but he does appear in the 1944 Electoral Roll listed as a Plumber, of Main Street, Eltham. However he is not listed in the 1949 Electoral Roll but his son, Thomas Roy Walker, also a plumber of Main Road is listed. Thomas had been on active duty overseas during the Second World War and returned at the end of 1945. It is assumed that William died sometime between 1945 and 1949. On November 18th, 1950 the Hardware Store and residence was auctioned on site by Scarff Bros. Pty Ltd. It is presumed that this is when J.N. Burgoyne and Sons took over the business. It would have been around this time the picture of the store was taken for only three years later, in October 1953, the business and dwelling was again put up for sale, this time by Trebilcock Bros, in two separate lots. This electroplated teaspoon made by Walker & Hall of Sheffield. It was recovered from an unknown shipwreck in the coastal waters of Victoria in the late 1960s to early 1970s. The shipwrecks in the area range from around the 1840s to the early 1930s. It is part of the John Chance Collection. Walker & Hall’s Marks on this teaspoon, the SHIELD and the FLAG, date the spoon between 1910 and before 1920. The letters, possibly N S, within a shield may stand for Nickel Silver. The first Sheffield licence to make electroplated pieces of work was granted to John Harrison in 1843. One of his employees, George Walker, had been sent to learn electroplating skills at Elkington’s in Birmingham, who had patented the process discovered by Dr John Wright. Walker left Harrison in 1845 and started up his own company with Samuel Coulson and William Robson, to become George Walker & Co., electro-platers and gilders, taking out a licence with Elkington’s. In 1848 Robson retired and Henry Hall joined the partnership, operating at Electro Works at 11 Howard Street Sheffield, with a showroom in at 45 Holborn Viaduct, London. The firm had changes in the partnership and by 1853 it was called Walker & Hall. Over the years the company grew, with branches in the UK and overseas in Australia and South Africa. Then John Bingham, and later his brother Charles Bingham, became involved in the business, increasing profits. In 1861 the firm registered its first Trademark, a stamped ‘Flag’ with a banner with letters ‘W & H’. In 1884 Walker & Hall were one of the largest manufacturers and the second to introduce a voluntary system of using dating marks for silver plate, based on the alphabet and styles of shields or figures. The firm grew and prospered. It was described as ‘comprehensive … touching almost every department of Social life’, selling all manner of silverware and other goods. In 1920 the firm became Walker & Hall Limited and continued to expand in the goods produced and the member employed. Then the effects of war brought economic depression and fewer people able to afford the quality luxury goods. Eventually, in 1963, the company amalgamated with Mappin & Webb and Elkington & Co., becoming British Silverware Ltd. Although the spoon is not linked to a particular shipwreck, it is recognised as being historically significant as an example of cutlery, perhaps part of a passenger’s luggage or imported for use in Victoria in the early 20th century. This spoon is significant for its association with makers Walker & Hall, famous for silverware and silver plate in the mid-19th to early-20th century. It is the only example in Flagstaff Hill’s shipwreck artefact collection. The spoon is also significant as it was recovered by John Chance, a diver in Victoria’s coastal waters in the late 1960s to early 1970s. Items that come from several wrecks have since been donated to the Flagstaff Hill Maritime Village’s museum collection by his family, illustrating this item’s level of historical value.
