In 1946 a large parcel of industrial land was purchased at North Altona as a fire cache and workshop. The Altona workshop became a hotbed of new technological innovation… an exhilarating place where lots of things were invented and tested. In fact, a lot of Australia’s pioneering equipment development was led by staff from Altona, often in collaboration with other State forestry and fire authorities. The CSIRO also contributed significantly. The US Forest Service, the US Bureau of Land Management and US State agencies such as the California Department of Forestry and Fire (CalFire) as well as the Canadian Forest Service faced similar challenges and proved strong and willing partners in sharing knowledge, ideas, equipment and expertise over many decades. This collection of badges is testament to the relationships that were forged across the globe with the Altona workshop. Lightning Detector
... was developed by Dr. Peter Kourtz at Canada’s forest fire research... was developed by Dr. Peter Kourtz at Canada’s forest fire research ...Lightning is one of the major causes of bushfires, particularly in the remote mountains. This lightning detector system was developed by Dr. Peter Kourtz at Canada’s forest fire research institute. By 1977, some 300 were in use across the country. The small mushroom antenna could detect short-range (20-mile) changes in electrostatic field associated with lightning strikes. It needed to be placed out in the open on a hilltop and away from nearby trees. It simply counted the number of "strikes". The detector doesn't seem to have a direction finding capability or be able to distinguish between cloud-to-cloud or cloud-to-ground lightning. It's not sure how this particular unit found its way to Victoria. The Bureau of Meteorology's (BOM) current lightning detector network uses radio waves emitted by lightning to pinpoint the location of lightning strikes. The network is operated by a private company that sends data to the BOM in real time. Lightning detection systems use sensors like antennas, GPS receivers, and processing systems to detect radio waves, also known as sferics. The systems calculate the lightning's location and speed by measuring how long it takes for the radio signal to reach the different antenna stations. The BOM also has a Thunderstorm Tracker that uses weather radar data to identify areas of potential thunderstorm activity. Digging or raking a “mineral earth” trail down to bare dirt proved most effective in forest fuels which, unlike grass, tend to retain heat and smoulder. Early tools were whatever happened to be close at hand. They were simple and primitive and included shovels, slashers, axes, hoes, beaters and rakes. A cut branch to beat the flames was often the only thing available. Farming and logging tools, developed over centuries of manual labour, and readily available at local hardware stores came into use, but little thought was given to size, weight, and balance. For years foresters experimented with combination tools. In about 1952 fire beaters and other implements were being replaced with Rakuts. However, its believed the now common Rakehoe is an Australian variation of the American McLeod Tool which was developed in 1905 by forest ranger Malcolm McLeod of the Sierra National Forest. The late Athol Hodgson advised that predecessors, Reg Torbet who had been the Chief Fire Officer for the Forests Commission from 1948-1956, along with his QLD counterpart Clive Price, went in late 1951 as Australian delegates on a 10 week fire study tour of Nth America organised by the United Nations. They came back with a couple of McLeod tools from Canada. Cam MacLeod (different spelling) had been the Head of Fire Research for the Canadian Forest Service at the time and had supplied them. The tools were ideal for deciduous forests in the eastern provinces and Clive arranged to have them manufactured in QLD. The Rakho, as it was then spelled, was first issued to FCV crews 65 years ago in 1955-56. Special church sermons had been held previously on Sunday. The packed program of gala events included lavish luncheon talks at city clubs, scholarly lectures broadcast on the wireless, together with daily articles in the Melbourne and country press about the pressing need for fire prevention. The slogan for the ground-breaking campaign was… Prevent Bush Fires – It Pays… The Shell Petrol Company of Australia supplied 15000 windshield stickers, the British Australasian Tobacco Company donated a large supply of stamp stickers, while many other companies drew attention to the campaign in their newspaper advertisements. The Victorian Railways and many city firms displayed special fire posters, while Bryant and May posted messages on their limited-edition matchbox covers which are now highly prized by phillumenists (i.e. matchbox collectors). The Postmaster General's Department franked postage stamps and letters with special bushfire slogans. While plainclothes police were secretly deployed to the bush to arrest potential arsonists. Canvas and enamel fire prevention signs were erected on most roads leading to forest areas. Letters to the Editor later appeared in many city and country newspapers extolling the virtues of Bushfire Prevention Week and urging for its continuation as an annual event. Although a new idea for Australia, the Canadian Forest Service had been running a similar program for a few years. The Forests Commission in its 1929-30 Annual Report, under the title of "Propaganda", noted with some glee… "One of the most gratifying features of the ''Week" was its low cost to the Government, the major part of the publicity material being donated by private firms." And so for the next 50 years until the 1980s, Bushfire Prevention Week continued unabated with the Forests Commission producing a series of coloured “Magic Lantern” slides which were manufactured by Alex Gunn and Sons in Collins Street Melbourne for screening at Val Morgan cinemas. The slides famously introduced the menacing character, Willy Wildfire, warning motorists to be careful with matches. Now known as Fire Action Week, it remains a key event in the annual calendar for both DEECA and the CFA and is still going strong... Altona Collection Photography and Cataloguing - November 2024
... as the Canadian Forest Service faced similar challenges and proved strong... as the Canadian Forest Service faced similar challenges and proved strong ...In November 2024, a small group of cheerful volunteers from the Forests Commission Retired Personnel Association (FCRPA) toiled over nine days to dust-off, photograph and record nearly 300 artifacts in DEECA's Altona Museum. It followed a similar project at the FCRPA's Beechworth Museum in February 2024. The Altona project was generously supported by DEECA / FFMVic to engage professional photographer Mark Jesser from Wodonga whose boundless energy and good humour helped to create these amazing images. Special thanks go to the FFMVic Chief Fire Officer, Chris Hardman, as well as Andrew Stanios and Kat Jensen for making it happen. FFMVic crews and the ever-patient staff from Altona took a strong interest and also helped to shift some of the heavy items like pumps and the Bedford tanker which was very welcome. The Forests Commission and its successors continuously encouraged bushfire research and innovation. The Altona workshop became a hotbed of new technological thingumajigs… a marvellous blend of Aladdin’s Cave of Wonders coupled with Wallace and Gromit’s madcap contraptions… an exhilarating place where lots of gizmos were invented and tested… mostly with astounding results... but nearly always with some head-scratching frustrations… and thankfully not too much explosive mayhem. In fact, a lot of Australia’s pioneering equipment development was led by staff from Altona, often in collaboration with other State forestry and fire authorities. The CSIRO also contributed significantly. The US Forest Service, the US Bureau of Land Management and US State agencies such as the California Department of Forestry and Fire (CalFire) as well as the Canadian Forest Service faced similar challenges and proved strong and willing partners in sharing knowledge, ideas, equipment and expertise over many decades. The collection at Altona started in the 1970s by fire equipment wizard Barry (Rocky) Marsden. As obsolete equipment was returned to the Fire Protection Workshop for auction, Rocky began the process of selecting some which would be interesting to retain and display. The items at Altona represent just a small sample of the amazing story of Victoria's forestry and bushfire heritage. The largest item was undoubtedly the Bedford tanker which took two days and nearly 1000 photos which were later stitched together with photoshop. The oldest item is probably the Ericsson wall telephone from 1904. There are also many unique items, but the CSIRO incendiary machine and ping-pong incendiary machine developed at Altona probably had the most significant impact on fire management in Australia. There are plenty of gaps in the collection, but some items are in regional DEECA offices. It’s hoped to merge the FCRPA's Beechworth collection to Altona one day and rename the site to honour Rocky Marsden. There may be some additions to the Altona museum over time, but space is limited. Red Headed Woodpeckers can be found in Southern Canada and a large portion of the United States of America, generally migrating to the south if they originated in the northern regions. Their habitat is open forests or savannahs. They are classed as omnivores, finding food from pecking at wood or in flight. The Red Headed Woodpecker is threatened in Canada and some areas of the United States due to deforestation, lack of deadwood for nesting, competition with other birds, and a lack of food. They are an important part of the ecosystem, controlling insect populations and pollinating flora. Red Headed Woodpeckers typically have a beautiful, vibrant red neck and head, a stark white chest, black back, and black wings with white secondary remiges. They have a large chisel-like beak, suitable for foraging for their food. Their heads are rounded and they have short tails. This specimen is part of a collection of almost 200 animal specimens that were originally acquired as skins from various institutions across Australia, including the Australian Museum in Sydney and the National Museum of Victoria (known as Museums Victoria since 1983), as well as individuals such as amateur anthropologist Reynell Eveleigh Johns between 1860-1880. These skins were then mounted by members of the Burke Museum Committee and put-on display in the formal space of the Museum’s original exhibition hall where they continue to be on display. This display of taxidermy mounts initially served to instruct visitors to the Burke Museum of the natural world around them, today it serves as an insight into the collecting habits of the 19th century.This specimen is part of a significant and rare taxidermy mount collection in the Burke Museum. This collection is scientifically and culturally important for reminding us of how science continues to shape our understanding of the modern world. They demonstrate a capacity to hold evidence of how Australia’s fauna history existed in the past and are potentially important for future environmental research. Soon after the outbreak of World War Two, the British Government requested experienced forestry soldiers from Australia, New Zealand and Canada to be deployed in France as part of the British Expeditionary Force. The first Forestry Company (2/1) was based in Sydney with men from NSW, Queensland and South Australia, led by Captain Cyril Richard Cole, a professional forester from the Australian Capital Territory. The second Forestry Company (2/2) included many Forests Commission staff, local sawmillers and experienced bushmen from Victoria, WA and Tasmania including veterans of the First World War. They were led by Captain Andrew Leonard (Ben) Benallack, a graduate from the Victorian School of Forestry in 1922. Both Forestry Companies sailed from Fremantle on the Stratheden in late May 1940 and landed in England not long after the evacuation of Dunkirk. The foresters were recalled to Australia at the insistence of Prime Minister John Curtin in late 1943 because of the War in the Pacific. After reequipping and some refresher training in jungle warfare at Kapooka the 2/2 Forestry Company was deployed to Lae in Papua New Guinea in May 1944. Delayed Action Incendiary Device (DAID), Bryant and May - Richmond, Large double ended match
The Forests Commission developed the use of helicopters for aerial ignition from the mid 1960s. Bryant and May at Richmond worked with the Commission to develop a Delayed Action Incendiary Device. DAIDs as the were known, had an overall length of 180 mm, striker end length - 10 mm. Ignition end length - 80 mm, then a layer of high melting point wax (to prevent accidental ignition when rubbing together in transit). Both ends coated with a modified match head compound with safety fuse exposed length between coated match ends. There was a 17-second delay from when the small end was struck to an intense flaming of the large end, which lasted for 40 seconds. DAIDs were dangerous so were stored in a metal box outside the helicopter along with a disposable striker patch attached with a quick release pin to a special half-door. The first test was with a Bell 47G on 4 October 1967 and the first use, anywhere in the world, of DAIDs to backburn a large bushfire was undertaken in north eastern Victoria in February 1968. There was a crash of an FCV helicopter conducting aerial ignition near Wandiligong on 19 April 1978 with the tragic death of two forest officers and their pilot. The crash led to the immediate end of the use of DAIDs and the adoption of the safer Premo ping-pong ball incendiary machine which originally came from Canada but was modified at the Altona workshops. Fire Finder
Victoria once had well over one hundred fire lookouts and firetowers. Fire lookouts, or observation posts, were often just a clearing on a hill or a vantage point, whereas firetowers were definite structures. Many were established by the Forests Commission Victoria (FCV) in the 1920s, but the network was expanded rapidly in response to recommendations of the Stretton Royal Commission after the 1939 Black Friday bushfires. When a fire or smoke was spotted from the tower a bearing was taken with the alidade and radioed or telephoned into the district office. It was then cross referenced with bearings from other towers on a large wall map to give a "fix" on the fire location. Alidades and telescopes were used in the post war period but were replaced with a much simpler map table and reference string suspended from the centre of the tower cabin. This "Fire Finder" was used in Canadian fire towers to identify the location of wildfires. The unique design was first developed by the British Columbia Forest Service (BCFS) in the early 1950s. Close examination of the map indicates that this particular Fire Finder may have been once used at Bluejoint Mountain lookout in Granby Provincial Park. This Fire Finder was a gift to Barry (Rocky) Marsden from the British Columbia Forest Service in the late 1980s in recognition of the close relationships that had been forged with the staff at the Altona Workshops over many decades. Fire Finders were originally painted black but this one was repainted green after it arrived at Altona. The BC Forest Service had a large facility where they manufactured Fire Finders and many other items of equipment, but in the 1980s it was shut down. Heavy cast iron circular object with a paper topographic map mounted on it. The metal dial and ruler works similar to a compass. The sight tube is used to determine the bearing and elevation of the fire on the map. This Fire Finder also sometimes known as an Alidade. Aerial Drip Torch (ADT) or "Dragon"
The Aerial Drip Torch (ADT) was an idea conceived in Canada in the 1970s by John Muraro It was developed in 1982 by the New Zealand Forest Service to become the Ashley Aphid Helitorch. Forestry Tasmania acquired one of the machines and modified it in February 1987. Also known as a dragon helitorch it consisted of a large 135-litre tank containing jellied petrol, a displacement pump, propane ignition system, burner nozzle and fire extinguisher system. It was first trialled in Victoria at Swifts Creek in 1991 and the Aerial Drip Torch (ADT) has now become standard practice.Two Aerial Drip Torches (ADTs) were built in the 1990s by the Fire Equipment Development Centre at North Altona, They were developed in conjunction with the Department of Conservation and Land Management in Western Australia. The first was trialled during the 1991/92 autumn burning season. The machine proved to be successful and a second machine was introduced in 1998 to assist with burning operations across the State. The ADTs were commonly used for regeneration burning (controlled burning of logging slash). The first ADT introduced in 1992 had a dry weight of 160kg and a capacity of 130 litres, providing about an hour of operation. Following initial use, systematic modifications were adapted including improved ignition of gel at the drop tube, installation of an air bleed valve at the pump to assist pump priming and improved mounting brackets for the CO2 bottles and propane canister attached to the machine. The second, and lightweight ADT, introduced in 1998 had a dry weight of 68kg and a capacity of 200 litres due to a smaller lightweight frame and plastic (Polyfin) tank. In operation the ADT is suspended below a helicopter via four strops attached to the vessel and a cable to the helicopter cargo hook. Gelled fuel is dispensed via a drop tube which is attached to the pump outlet of the machine, and ignited via a gas torch. Safety features built into the first ADT were: a brass melting plug designed to be activated at 200 C bursting disc designed to burst at170 Kpa should the vessel over pressurise. a pressure relief valve set to 35 Kpa ( vessel operated between 16 &34 Kpa) a low pressure sensor designed to shut down the machine should the vessel pressure drop below 15Kpa. the vessel is filled with CO2 above the gelled fuel to eliminate ignition with in the vessel. CO2 is used to expel any residue of ignited gel from the drop tube to prevent ignition when flying outside the boundaries of the burning area.
