The left margin has the reference “S82/12" It is transcribed: "Victoria Steam Navigation Board, Melbourne, January 12th 1882 To Frederick Chapman, Master, S.S. "Julia Percy" You are herewith furnished with a copy of the report of the Official Court which assembled to enquire into the circumstances attending the collision between the steamers "Julia Percy" and "Nelson" off Apollo Bay near Cape Otway on the morning of the 25th December 1881, and you are hereby expected to attend at the Board Room, Custom House, Melbourne, at 2pm, on 13th January instant to show cause why you should not be censured accordingly. [Signature] Secretary" This document refers to the matter of a collision between two steamships, the Julia Percy and the Nelson, on 25th December 1881. The Julia Percy was at that time owned by her first owners, the Warrnambool Steam Packet Company, and she sailed under the command of Captain Chapman. She had left Melbourne the evening of 24th December, with about 150 passengers, sailing in fine weather through Port Phillip Heads around 9pm. She was headed for Warrnambool, Belfast (now named Port Fairy) and Portland. The Julia Percy was off Apollo Bay when Captain Chapman was woken by the ship’s whistle after midnight, the steamer Nelson being on a collision course with the Julia Percy.[See Link.] The Nelson struck Julia Percy midship. Boats were lowered from the ship (apart from a damaged lifeboat) and about 30-40 of the passengers boarded the Nelson. The engine room and the forehold were checked and found clear of water. The company manager, Mr Evans, had been on the Nelson, so he boarded and inspected the Julia Percy and the decision was made to continue on to Warrnambool with the passengers as there appeared to be no immediate danger. However, Captain Thomas Smith said the Nelson was taking on water, so Julia Percy followed her for about an hour towards Melbourne on standby in case of need. Then Julia Percy turned around towards Warrnambool again. Shortly afterwards the Nelson turned to follow her, the ships stopped and passengers were returned to Julia Percy, and three from Julia Percy boarded the Nelson. Both ships proceeded on their way. Julia Percy passed Cape Otway light afterwards, signalling that there had been a collision. It was discovered later that one of the passengers was missing, then thought to have boarded the Nelson but later thought to have fallen into the sea and drowned while trying to jump from Julia Percy to Nelson. There had been 3 tickets purchased under the same name of that passenger “Cutler”; a father, son and friend named Wordsworth, which had caused quite some confusion. No further mishap occurred to either ship and both the Julia Percy and the Nelson reached their destinations safely. An enquiry was instigated by the Victoria Steam Navigation Board regarding the cause of the accident between the two steamships, in connection with the death of Cutler who was supposed to have lost his life by the collision. The enquiry resulted in the following decision: "The Victorian Steam Navigation Board having taken into consideration the points urged by Captain Thos [Thomas] Smith and also by his legal advisers, is of opinion that the charge prepared against him has been sustained, but taking into consideration Captain Smith’s previous good conduct and character, the board suspends his master’s certificate No 227 issued by this board for a period of six calendar months from this date – Robert Fullarton, Chairman. “The Victorian Steam Navigation Board having beard the statement of Captain Frederick Chapman urged in his defense to the charge of dereliction of duty as master of the Julia Percy, in having no standing order on board that vessel to be called in the event of any approaching steamer’s lights being seen, find such charge sustained, and censure him accordingly – Robert Fullarton, Chairman.” ABOUT “JULIA PERCY” The S.S. Julia Percy (later named Leeuwin ) was an iron passenger-cargo steam ship built in 1876. At one point in time the Julia Percy would sail from Warrnambool to Melbourne every Friday and return from Melbourne to Warrnambool every Tuesday. The cost of a return ticket for a Saloon Fare was £1.0.0. She would sail “if practical and weather permitting”. Shipping was the cheapest and most practical means of carrying produce and goods during the period 1840-1890. Regular domestic steamer services commenced in the Warrnambool district in the late 1850’s and by 1870 the passenger trade was booming. Produce was loaded from the jetty into ‘lighters’ (small boats), which took it to the ships at anchorage in the bay. Passengers were taken to the ship’s side then climbed aboard up ladders or gangways. The coming of the railway in October 1889 meant the gradual decline and end of the steam shipping era. The Julia Percy was built in Glasgow by Thomas Wingate & Company, Whiteinch, in 1876 for the Warrnambool Steam Packet Company, which commissioned her for trade in Victoria’s western district. She was first registered in Warrnambool, Victoria in 1876. The Julia Percy changed hands several times. Her next owner was the Western Steam Navigation Co (1887), managed by Mr. T.H. Osborne (the company’s office was on the corner of Timor and Liebig Streets, Its north-western wall is now part of the current Warrnambool Regional Art Gallery. ) The Melbourne Steamship Co became the next owners (1890), followed by William Howard Smith and Sons (1901) for use in Queensland coastal trades, then she was bought by George Turnbull in 1903 and used for local mail contract in Western Australia. The Julia Percy was sold to the Melbourne Steamship Company Ltd. (1906) and re-named the “Leeuwin” but continued in her Western Australian coastal run. She was converted into a coal hulk in Melbourne in 1910 as a result of damaged caused when she was driven against the jetty at Dongara during a gale. The ship was eventually dismantled and scuttled in Bass Strait on 28 December 1934. The document is significant for its association with the wreck of the Leeuwin (Julia Percy), which is on the Victorian Heritage Register, VHR S413. . It is historically significant for being a rare artefact that has potential to interpret aspects of Western Victoria’s 19th century steamship trade and Victorian cultural history. The Leeuwin (Julia Percy) is listed on the Victorian Heritage Register as being historically significant ‘as one of only four wrecks of steamships in Victorian waters associated with the western district of Victoria’s coastal steamship trade. Patrick Curtain, and his co-workers raised more than £150 plus a land grant (Allot A, Sect 2, Township of Smeaton). Head Teacher John Forbes, with assistant Zillah North, opened a timber school building which measured 36ftx18ft (11.0x5.5m) on 1 September 1861 with 44 children. Rising enrolment to 65 in 1868 made building alterations necessary. During 1870-1 a residence of four rooms was supplied and in October 1882 a 20ftx18ft (6.1x5.5m) classroom. In 1907 a new brick building accommodated 122 children. Among notable ex-pupils are Major-General Bridgeford, Frank Wright ( Musical Director of the London County Council), Alex Wright, (AKA singer Andre Navarre), and Les Brooks. (Visions and Realisations). Frank Wright was a renown resident of Smeaton, where he was born in 1901. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. He was the youngest of eleven children. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. The counterfoils record details about the ships, the birthplaces and ages of the seamen, the dates of engagement and discharge, and the capacity, conduct and ability of the seamen." ...The following information is taken from the PROV (Public Records Office of Victoria) website - "In Victoria regulation of the engagement and discharge of seamen was initially subject to New South Wales legislation. An Act to amend and consolidate the Laws relating to Seamen in the Merchant Service of the Colony of New South Wales, and for keeping a Register of Seamen belonging to Ships registered in the said Colony (13 Vic., No.28) of 1849 introduced requirements for ships masters to enter into written agreements with seamen engaged by them as crew, specifying wages and provisions, the capacity in which they would serve and the nature of the voyage. It also required masters to issue to seamen certificates of discharge upon their discharge or upon payment of their wages. The 1849 Act applied only to ships registered in the Colony. In 1854 the Imperial Merchant Shipping Act was passed, which had application to all British ships except those registered in the Colony. Consolidation of the separate laws occured with the passing of the Seamen Statute 1865 (28 Vic.,No.245) which adopted Part III of the Merchant Shipping Act 1854 (17 & 18 Vic, C 104) (see Parliamentary Debates, Session 1, 22 February 1865). The Imperial Act, like the New South Wales Act before it, required the master or owner of every British ship, over a certain tonnage, to enter a written agreement for the engagement and discharge of seamen. The Articles of Agreement (VPRS 566) were to be made at the start of a particular voyage, although running agreements were able to be made for a defined period in which short and frequent voyages would be made. At the end of the voyage the discharge and release of the crew was recorded. The date, place and reason for leaving the ship, and the balance of wages paid upon discharge, were recorded in the articles of agreement. Under the Merchant Shipping Act 1854 each seaman discharged was also to be issued with a certificate of discharge (this series) giving particulars of the ship, period of service and the seamans capacity, ability and conduct. No seaman could be engaged to work on a ship unless he delivered to the person engaging him a discharge from his last ship or a permit to sign articles. In the articles of agreement and in the Release Books (VPRS 945) the crew were required to sign their release of the ship, master or owner from any claims to wages or otherwise in respect of the voyage. In the release books the master also signed a release of the crew from all claims. It appears that in Victoria licensed shipping agents were initially able to facilitate the engagement and discharge of seamen. From 1 April 1859, however, the function was to be performed entirely in the Government Shipping Office (Government Gazette, 29 March 1859). In 1869, the names of Shipping Offices were changed to Mercantile Marine Offices and Shipping Masters to Superintendents of Mercantile Marine Offices. The role of the Shipping Office/Mercantile Marine Office was to facilitate and oversee the engagement and discharge of seamen and apprentices to the sea service. The facilities provided were subject to fees payable by ships masters. The Offices were located within the Department of Trade and Customs (VA 606) until 1901 and then within the Chief Secretarys Department (VA 475) to 1922. Responsibility for attesting master and seamen engagements and discharges transferred to the Commonwealth under Parts II and III of the Commonwealth Navigation Act 1912, which became effective on 1 March 1922 when the Navigation (Master and Seamen) Regulations were passed. Seamens Discharge Certificates 1882 to 1922 This series comprises counterfoils (or stubs) of Certificates of Discharge issued to seamen upon their discharge or upon payment of their wages between 1882 and 1922. The Certificates were signed by the Master of the ship and authorised by the Mercantile Marine Office. The counterfoils record details about the ships, the birthplaces and ages of the seamen, the dates of engagement and discharge, and the capacity, conduct and ability of the seamen." This particular set of Certificates of Discharge belonged to a seaman called John F. Brown. Little is known about him but information taken from the cerificates tell us that John F. Brown was born in Greenock, Scotland in about 1868 and that his rank was "Able Bodied Seaman". All of his cerificates describe his conduct and ability as "V. G. (Very Good). During the period from April 1895 to August 1908, he worked on about twenty two different ships - sailing on several Liverpool to New York voyages in 1895 and 1896. In September 1896 he began working on Australian coastal steamers - travelling up and down the coast of Australia (between the ports of Melbourne, Sydney, Newcastle, Adelaide and Brisbane) until August 1908. There is an eleven year gap in his records and his final certificate was issued in September 1919. Some of the ships he worked on include the "Arno", "Melbourne", "Burrumbeet", "Kalgoorlie", "New Guinea", "Buninyong", "Pilbarra", "Oakworth", "Cintra", "Lady Musgrave", "Dawn", "Moorabool", "Colac", "Ramazon", 'Brisbane", "City of Lincoln", "Peregrine" "Mareeba" and "Wear".Theses certificates are significant examples of the legal paperwork generated by the British and Australian governments in the day to day regulation of working seamen in the late 19th and early 20th centuries. They are also significant as they document the career of a working seaman at that time. This is a set of twenty three "Certificates of Discharge" issued to seaman John F. Brown primarily between the years 1895 and 1908 (although the last one is dated 1919). They have been issued by the Shipping Masters at U.K. Mercantile Marine Office (abroad), the Port of Melbourne Victoria, the Port of Sydney N.S.W., the Port of Newcastle N.S.W. and the Port of Brisbane. They are all of a similar size and layout with slight differences in their crests (depending on the port of issue) and the fonts used over the preceding years. They give a good overview into the career of John F. Brown as they list his place and date of birth, his voyages (places of engagement and discharge and the dates of the voyages), the ships he served on (with their tonnage, horsepower, official number and place of registry) plus his ranking, conduct and ability. All certificates are signed by the Master and authenticated by the Shipping Officer. Eight of the certificates have a purple circular stamp on the back with "S. Her father returned from World War One and purchased a miner’s cottage in 1919 where Nettie lived in for the majority of her life. Nettie worked for ten years at the Pittman’s Shoe Factory, once located on Ford Street, which was in operation from 1 July 1947 to 28 August 1961. She fondly recalls the camaraderie amongst the staff and certain managers, and details the factory processes, union activities and the work she continued to do once she was married and had children. This oral history recording was part of a project conducted by Jennifer Williams in the year 2000 to capture the everyday life and struggles in Beechworth during the twentieth century. This project involved recording seventy oral histories on cassette tapes of local Beechworth residents which were then published in a book titled: Listen to what they say: voices of twentieth century Beechworth. These cassette tapes were digitised in July 2021 with funds made available by the Friends of the Burke. Nola Nettie Maher’s account of her personal and working life in Beechworth and the local area during the 20th century is historically and socially significant to the cultural heritage of the region. She details important details about life and working in the region post World War Two, including insights into women’s working roles, as well as the social aspects of town life. This oral history account is socially and historically significant as it is part of a broader collection of interviews conducted by Jennifer Williams which were published in the book ‘Listen to what they say: voices of twentieth-century Beechworth.’ While the township of Beechworth is known for its history as a gold rush town, these accounts provide a unique insight into the day-to-day life of the town’s residents during the 20th century, many of which would have been lost had they not been preserved. This is a digital copy of a recording that was originally captured on a cassette tape. The cassette tape is black with a horizontal white strip and is currently stored in a clear flat plastic rectangular container. It holds up 40 minutes of recordings on each side.Nola Maher /beechworth, nola maher, nettie maher, listen to what they say, jennifer williams, oral history, hospital, private hospital, birth, miner’s cottage, kerosine, eucalyptus, rabbit, laundry, dressmaking, dressing certificate, dry cleaners, hotel, shoe, leather, shoe factory, uppers, pittman, ford street, charlie king, union, wages, new years eve, dance, memorial hall, married women, flexible hours, ice cream, milk bar -

Mining Engineering 2. Metallurgy 3. Geology 4. Electricity [45] Each of these courses had an additional, but optional, fourth year of study. The prescribed subjects of study for an Associateship was set out in the Calendar of the Ballarat School of Mines in each year. Any student who passed the prescribed examinations in any of the above courses was issued with a Certificate of Competency, and conferred with the distinction of Associate. ... Early certificates had separate notes re the seaman's conduct or character but after the early 1850's, these became part of the discharge certificate. ...certificates also describe the destination of the voyage (e.g. Mediterranean). Two of the documents are handwritten notes by the master of the ship certifying as to the conduct of the seaman and two later documents (from 1851 and 1852) are "Certificates of Character" - completed and signed by the Master on the termination of the voyage. ...Early certificates had separate notes re the seaman's conduct or character but after the early 1850's, these became part of the discharge certificate. ...Bob Rust was born in Poplar, London in 1823. He became a merchant seaman and all of his "Certificates of Discharge" (except the first one) show him working out of the London docks. The certificates document his career as an "Able Seaman" between the years 1845 to 1852. He worked on the following ships - Jan 25th - March 22nd, 1845 - schooner "Sisters" out of Hull. 14th July - 30th Nov 1845 - "Caleb Angus" - Port of London to West India Dock, London. 12th Dec 1845 - 14th June 1846 - "Caleb Angus" - Port of London to West India Dock, London. April - 16th Oct 1847 - barque "James Turcan" - discharged at Antwerp. It was noted by Mr Mills (Master) "his conduct was to my entire satisfaction. He is a sober, steady man" 25th Oct - 18th Dec 1847 - Brig "Eclipse" - Port of London. Dec 1847 - Nov 1848 - "Cecrops" - London to Cardiff to Cuba and discharged at West India Dock, London. 2nd Dec 1848 - 9th Feb 1850 (15 months) - "Enterprise" - discharged London. Nb - this was not the "Enterprise" used by John Pascoe Fawkner to enter the Yarra in 1835 or the "Enterprise" that sank in Lady Bay, Warrnambool in 1850 and it was not the "Enterprise" belonging to the British Navy which was used to search for Sir John Franklin's lost expedition and later made two Arctic voyages. It is not noted where Bob Rust sailed to on this voyage, but his Master noted on his certificate that "the bearer is an excellent seaman and a good sail maker". 3rd April - 20th Oct 1850 - brig "Thames" - London to London via Trieste. 30th Oct 1850 - 10th May 1851 - "Elizabeth". 9th June - 10th Nov 1851 - "Lady Rowena" - to Alexandria. 23rd Nov 1851 - 17th May 1852 - "Thames" - Mediterranean voyage to Trieste. Bob Rust was an early settler in Warrnambool. He came to Warrnambool, Australia sometime between May 1852 and 1856 where he was recorded in the Electoral Roll, as a labourer, living in Henna Street. According to family history, he "jumped ship" at Port Fairy (then Belfast) as there are no records of him officially arriving in Australia. His picture and details are recorded in "The Pioneers' Register, Warrnambool Township and Shire 1839-1900 Volume Two". He married Sarah Ann Twaits in 1865 and they had seven children. His wife died in 1876 following the birth of their last child. He doesn't appear to have ever worked as a seafarer once he arrived in Warrnambool but is only recorded as working as a labourer and chimney sweep and (in the 1880's) operating as a "General Storekeeper" and "Produce Merchant" (frequently advertising in the Warrnambool Standard for items such as potatoes, oats and dairy produce from his Henna Street premises). He continued to live in Henna Street until his death on 15th January 1906 aged 82 years. English maritime discharge certificates evolved from simple proof of release in the 1700's to become official service records in the mid 1800's. They were issued at the end of a voyage to confirm a sailor had been released from duty and paid. The Merchant Shipping Act of 1835 introduced the formal registration of British seamen, to allow the Government (Board of Trade) to identify individual seamen for the Royal Naval Reserve. Seafarers who registered were issued with tickets which contained some personal details including name, date and place of birth. As the registration system evolved over time, each merchant seafarer was allocated a unique number which would be retained during their time of service at sea. Bob Rust's number was 27914. It also documented the name of the ship (for each voyage), its tonnage, master and date and place of discharge. Early certificates had separate notes re the seaman's conduct or character but after the early 1850's, these became part of the discharge certificate. This collection of "Certificates of Discharge" include those from the late 1840's (which were smaller in size), several handwritten character references as well as some examples of the newer forms of the early 1850's.Theses certificates are significant examples of the legal paperwork generated by the British government in the day-to-day regulation of working seamen in the late 19th century. They are also significant as they document the career of a working seaman at that time. This is a set of twelve "Certificates of Discharge", two handwritten character descriptions and two "Certificates of Character" issued to Able Seaman Bob Rust primarily between the years 1845 and 1852. They have been issued by the Masters of the ships Bob Rust had sailed on, at the completion of each voyage. They differ slightly in size and layout but most follow a similar format in documenting the name of the seaman (Bob Rust), his ticket number (24696), the name of the ship and its tonnage, the port of departure and discharge (e.g. West India Docks London) and the date of the voyage. Some later certificates also describe the destination of the voyage (e.g. Mediterranean). Two of the documents are handwritten notes by the master of the ship certifying as to the conduct of the seaman and two later documents (from 1851 and 1852) are "Certificates of Character" - completed and signed by the Master on the termination of the voyage. Example of Certificate from 1845 - 1850 - "Certificate of Discharge. Schedule E, 7 & 8 Victoria, c.112. This is to certify, that Robert Rust/ whose Register Ticket is numbered 24696 served as Able Seaman/ on Board the Caleb Angus of the Port of London / of the Burden of 303 Tons, from the 14th day of July to the 30th / day of Nov 1845 and that he was discharged from the said ship on 30th /Nov 1845 at West India Docks London Dated this 3 day of December 1845" Mr Whittle MASTER. Example of handwritten character note - "This is to certify that the/ bearer Robert Rust sailor in the barque/ James Turcan, under my command as able / seaman six months during which time / his conduct was to my entire satisfaction / he is a sober steady man. He volunteered in May 1883 as an Apprentice Ordinary Seaman with the Merchant Services under the London shipping company James P. Corry & Co., owner of the Star Line. The shipping company by this time had a fleet of both clipper and steam cargo ships that sailed as far away as Australia and New Zealand. Gill’s apprenticeship was a four year unpaid term, with only his food, drink, lodgings, washing and medical needs provided for him. The contract had many conditions but it was a wonderful opportunity for a young man. His father James Gill signed the papers as his guarantor. In December 1887 Gill completed his apprenticeship and qualified as an Able Seaman. He served for another seven years with James P. Corry & Co. and earned his Certificate of Competency as a Master in the Merchant Service in April 1894, having passed the Ordinary Examination. (The transcription of Gill's two certificates is provided further down this page.) JAMES P. CORRY & CO. - The Belfast Company was formed in 1826 by Robert Corry, and imported timber from Canada to Ireland. In 1859 the company expanded to import timber from Calcutta, and relocated its offices to London. In the 1880s the company had a fleet of 13 tall clipper ships and included ports in Australia and New Zealand in its destinations. It continued to expand trade even further and by 1908 the Star Line had seven cargo steamers trading with the East and Far East (the ships were named Star of Australia, Star of Japan, Star of England, Star of New Zealand, Star of Ireland, Star of Scotland and Star of Victoria). In 1912 the Star Line ships added an emigrant service to Australia.
