It manages a 27 Home retirement village at Charles Anderson Grove Ballarat. Accommodation is offered at significantly below market rates. It has been providing low cost accommodation to the elderly since the 1920s. The Association Council overseas the running of this facility on a voluntary basis. "GIFT COTTAGES.- Ballarat Old Colonists Benefit BALLARAT.— High tribute to the good citizenship of Mr. and Mrs. F. J. Williams, now of Melbourne, and Mr. S. Clark, of Ballarat. was paid by a representative gathering at Gillies-street on Thursday afternoon, when the two cottages respectively presented by them for the use of old and indigent colonists were handed over to the council of the Ballarat Old Colonists' Association. The cottages are handsome brick structures, modern in design and equipment, and cost about £650 each. Mr. A. H. Nevett, president of the Ballarat organisation, expressed the gratification of the association at the commencement of a scheme of cottages for old colonists, which had been the aim of the association for many years. Mr. Williams said that when in Ballarat he had been in many public movements as President of South-street and president of the amalgamtion (sic) movement, but in giving this cottage for the use of the old people he had established a tangible and definite link between himself and Ballarat. Similar sentiments were expressed by Mr. Clark, who said his benefaction had given him a great and genuine pleasure. Both donors were warmly thanked on be half of citizens generally by the mayor (Cr. A. E. Nicholson). At subsequent social gathering appropriate toasts were honored, and assurances were given that the association's scheme for 50 gift cottages on the lines of Melbourne would be furthered by several in the not far distant future. (The Age, 30 October 1925.) OBITUARY MR. SIDNEY W. J. CLARK BALLARAT, Friday. - After a long illness Mr. Sidney W. J. Clark, 76, a member of the Courier Pty. Ltd., died at Ballarat today. He was a son of the late Mr. Robert Clark, one of the founders of the journal. Mr. Clark was president of the Ballarat Bowling Club for 10 years, and was a member of the Australian bowling team that visited Britain some years ago. He was a benefactor to Ballarat charities, and gave a cottage to the Ballarat Old Colonists' Association Cottage Scheme. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. They are pictured with grandmother Mrs Sarah Ann Vevers Russell (nee Lasslett), who with her husband Alexander lived at 'Clifton', Union Road, Surrey Hills from prior to 1903. They were crucial to the design and development of Melbourne's sewerage and drainage system. The plans, at a scale of 40 feet to 1 inch (1:480), provide a detailed historical record of Melbourne streetscapes and environmental features. Each plan covers one or two street blocks (roughly six streets), showing details of buildings, including garden layouts and ownership boundaries, and features such as laneways, drains, bridges, parks, municipal boundaries and other prominent landmarks as they existed at the time each plan was produced. (Source: State Library of Victoria)This plan forms part of a large group of MMBW plans and maps that was donated to the Society by the Mr Poulter, City Engineer of the City of Kew in 1989. Within this collection, thirty-five hand-coloured plans, backed with linen, are of statewide significance as they include annotations that provide details of construction materials used in buildings in the first decade of the 20th century as well as additional information about land ownership and usage. The copies in the Public Record Office Victoria and the State Library of Victoria are monochrome versions which do not denote building materials so that the maps in this collection are invaluable and unique tools for researchers and heritage consultants. A number of the plans are not held in the collection of the State Library of Victoria so they have the additional attribute of rarity.Original survey plan, issued by the MMBW to a contractor with responsibility for constructing sewers in the area identified on the plan within the Borough of Kew. The plan was at some stage hand-coloured, possibly by the contractor, but more likely by officers working in the Engineering Department of the Borough and later Town, then City of Kew. The hand-coloured sections of buildings on the plan were used to denote masonry or brick constructions (pink), weatherboard constructions (yellow), and public buildings (grey). Plan No.1568 covers the area bounded by Cotham Road, John Street, Sackville Street, and Edward Street. Alfred Street and Rowland Street are in shown in the middle of the plan. The two most notable buildings shown are ‘St Helliers’, the home of the Dumaresq family, and St Hilary’s Church and school. While the colours used to indicate St Hilary’s are grey as in other civic/public buildings, the first St Hilary’s Anglican Church was at this stage constructed in weatherboard. At the left of the plan, facing Sackville Street is a house named ‘Glencara’. The 1988 ‘Kew Conservation Study’ recorded that “The first documentary evidence of this house comes from Rate Books which record that in 1893 a Mrs Treadway was the owner of this building with an N.A.V. of £81? At that date the occupier of the house was Charles B. Kelly, a clerk, while by 1910 Kelly had become the owner of the property described in that year ‘as a six-roomed stone, brick and wood house with stables and outbuildings’”. Laang is in the Western District and is eight kilometres from Garvoc and ten kilometres from Panmure. The Laang State School opened in 1875 with a new building being erected in 1876 and additions being added in 1889. The school is now closed. Edmond Morgan Grace was born to William and Mary Grace in 1886 and died in 1953. Mary was his sister. Charles Hider, with his brother James, were early settlers in Warrnambool and both ran book shops in the town. This book is of moderate interest as an example of a late 19th century school reader and as one used at Laang State School by the Grace family. This is a brown hard cover book of 398 pages. The cover has an embossed patterning and lettering. The binding has come apart and has been mended with white adhesive tape. Some pages at the front and back are missing. The book has a contents page and three sections of text. There are many black and white illustrations. The inscription is handwritten in blue ink. The cover is somewhat faded and rubbed and some pages are stained. There is a printed label of the seller of the book pasted onto the inside of the front cover. ‘Edmond M. He initially lived in a hessian-lined hut but later built a weatherboard house. ...As this notebook has the name 'Gat Sing' on the last page it is presumed that it belonged to Charles Gat Sing. He had a market garden on Mortlake Rd, Warrnambool in the first half of the 20th century. He initially lived in a hessian-lined hut but later built a weatherboard house. He married Nellie Leeong Sen in 1928 and they had two children, Ruth and Nancy. The family were well-known and respected in the Warrnambool community. Gat Sing died in 1944 and his wife died in 1989. Two of the receipts in the notebook are made out to Ruth Gat Sing and it is possible the notebook belonged to her, following the death of her father.This notebook is of considerable interest as a memento of the Chinese market gardener community in Warrnambool and of Gat Sing and his familyThis is a notebook with blank pages held in a brown leather folder by a brown cord. There is a brown ribbon on the outside of the folder for enclosing the notebook therein. The front cover has an insert folder for storing papers and the back cover has insert folders for cards, tickets and stamps. The notebook has a mottled cover, mostly in the green shades.
