He was one of the earliest European archaeologists ofthe Holy Land. Much of his military service was spene in British South Africa. Previously he was police chief, the Head of the London Metropolitan Police during the Jack the Ripper murders. In 1876, the Colonial Office appointed him special commissioner to survey the boundary between Griqualand West and the Orange Free State. For this work he was made a Companion of the Order of St Michael and St George in 1877. He was appointed special commissioner to investigate "native questions" in Bechuanaland and commanded the Northern Border Expedition troops in quelling the rebellion there. In 1879 he became Administrator of Griqualand West. The town Warranton in the Northern Cape Province of South Africa is named after him. In 1882 the Admiralty sent him to Sinai to discover what had happened to Professor Edward Palmer's archaeological expedition. He discovered the members had been robbed and murdered, located their remains and brought their killers to justice. For this he was created a Knight Commander of the Order of St Michael and St George in 1883 , also Knight of Justice of the Order of St John of Jerusalem and in 1884 elected a Fellow of the Royal Society. In 1884 Warren was sent as HM Special Commissioner to command a military expedition to Bechuanaland, to assert British sovereignty in the face of encroachments from Germany and the Transvaal and to suppress the Boer freebooter states of Stellaland and Goshen, which were backed by the Transvaal and were stealing land and cattle from the local Tswana tribes. This became known as the Warren Expedition and achieved its aims without bloodshed. Warren was recalled and in 1885 was made Knight Grand Cross ofthe Order of St Michael and St George. In 1885 Warren stood for election for Parliament but lost the vote. In 1886 he was appointed Commissioner of Police of the Metropolis following Sir Edmund Henderson's resignation. Criticised continually for his decisions and actions he resigned in November 1888. Prior to this time he was appointed Knight Commander of the Order of the Bath, January 1888. On the outbreak of the Boer War in 1899 he returned to service and commanded the 5th Division of the South African Field Force. In January 1990, Warren bungled the second attempted relief of Ladysmith at Tugela River. At the Battle of Spion Kop, January 1990 he had operational command and his failure of judgement, delay and indecision despite his superior forces culminated in the disaster. It has been said that Warren was "perhaps the worst" of the British generals in the Boer War and certainly the most "preposterous". Redvers Buller in a letter to his wife described him as "a duffer", responsible for him losing him "a great chance". Warren was recalled to Britain in August 1900 and never again commanded troops in the field. The Infantry soon became known as "Carrington's Horse". ...After completing his education, Sir Frederick Carrington joined the 24th Regiment of Foot in 1864. In 1875 he went to South Africa and formed and commanded the Mounted Infantry in the Griqualand West expedition and the Frontier Light Horse in the Ninth Frontier War in 1877. In 1878-1879 he commanded the Transvaal Volunteer Force against Sekhukhune and the Cape Mounted Riflemen in the Basuto Gun War of 1881. In 1885 he was in command of the 2nd Mounted Infantry when he accompanied Sir Charles Warren expedition to Bechuanaland. The Infantry soon became known as "Carrington's Horse". He became military adviser to the High Commissioner in the First Matabele War and commanded the British Force in the Matabele Rebellion in 1896. During 1899-1900 he was back in Ireland but returned to South Africa in 1900 following the outbreak of the Second Boer War and was appointed on the staff of the South Africa Field Force with the rank of lieutenant-general. he was in command of the Rhodesian Field Force during the war. Charles Sherwood Stratton and Lavinia Warren Stratton were American performers who traveled with the Barnum & Bailey Circus, founded by Phineas Taylor (P. T.) Barnum in 1871. They each participated in various acts including singing, dancing, miming, and celebrity impersonations. Both Charles and Lavinia gained international fame for their successful careers and small physical stature. The duo performed in Australia in August 1870. They were joined by their touring party as part of the Barnum & Bailey Circus "Round the World" tour. The "Australian Tom Thumb", real name John David Armstrong, made his "audaciously competitive" stage debut alongside the popular Stratton couple when the circus performed at the Prahran Popular Entertainments in Melbourne. The new owners of Grampian House were Fredrick Charles ...On Dec.25, 1940 Sylvia Vyanna Morgan passed away. Dorothy had married Roy Warren from Myrtlebank Guest House and Thomas had married Edna Kennedy. In 1942 Nina married Arthur Mangle and in 1946 built Mountain Grand Guest House opposite Grampian House. By 1950 Morgan decided to sell Grampian House and moved to Stawell. The new owners of Grampian House were Fredrick Charles Kingston, a successful bus company operator from Stawell and his daughter Ethel May Mathews who together with her husband Des built the adjoining famous Kookaburra Cafe in 1946. Fredrick had also built a bowling green next to the cafe. In the late 1950's Grampian House Guest House was leased to several people including Mr & Mrs. Hudousek, Paul Loren and people with surname Virtue. It was during this time that the front veranda and pergola were demolished and the house modernised. Nina Mangle and her two sons Arthur & Charles purchased the property and operated it as an overflow for Mountain Grand Guest House. Well known artist Neil Douglas operated a studio on the premises and Horsham identities Evan and Barbara Mackley housed a museum of furniture and artefacts on the site. The site contains an architect's office in a building which was formerly a shop and dwelling dating from the 1920's. The proposal requires demolition of this building which is one of the few remaining old shops which formed the rather spread out "town centre" of Eltham. Prior to making its decision the Council obtained a report from Graeme Butler and Associates, the heritage consultants who carried out Stage 1 of the Nillumbik Heritage Study. The report summarized the historical significance as follows:- "This brick comer shop with associated residence has potential local historical significance as a late 1920's grocer's shop, now much altered and one of only a few shops of that era left in Eltham's Main Road. This significance is qualified by the many changes. The other examples are better preserved and still function as shops." With this type of expert advice it is difficult to make a strong case for preservation of the building although, of course, it is a shame to see it demolished. The report includes details of the site itself and its history based on research carried out by Carlotta Kellaway. The building dates from the late 1920's when it was owned by C.R. Nicholls. From the early 1930's it was Charles Cockroft's grocery shop and he also ran a grain store there. According to his daughter, Edna Brown, he delivered groceries around the district taking his truck as far as Kangaroo Ground. In 1950 he shifted to Traralgon. Since then several different businesses have operated from the site including a bottle merchant and produce store. Conversion to the present office use involved alterations to the shop front and rebuilding the galvanized iron store at the rear. Throughout this foundation period the community grew in numbers and influence within the developing district of Eltham. The minister's and lay readers appointed to Saint Margaret's are indentified and their contribution discussed. The significant events of the establishment of a temporary chuch and then a permanent church, the opening and closing of a denominational school, the construction of a parsonage, libraries and Sunday school are all examined. The key to the success of this faith community during its foundation years was the initiative and resourcefulness of its laypersons. - back cover. They had the following children:- Ellen (1907- 1920); Robert (1909-1909); Edna (1910-24/10/1917); Florence (1912-1914); Ruth (1915- 4/10/1938). Following Florence's death, Robert married Victoria May Warren (1891-1934) in 1922. They had one child, Jean May in 1923.
