This photograph was taken in 1994 and depicts four Commissioners of the newly formed Shire of Indigo. The Commissioners were appointed on 18 November 1994 and served until the the election of Indigo Shire Councillor's on 15 March, 1997. The United Shire of Beechworth was established in 1871 following the merger of two entities: the Borough of Beechworth, established in 1856, and the Shire of Beechworth, which was created as the union of the Stanley and Wooragee Road Districts in 1865. This photograph is historically significant for its depiction of newly elected Indigo Shire Commissioners, who replaced the former United of Beechworth Shire Council. The only local government entity remaining in Victoria styled as a 'United Shire' at its dissolution in November 1994, the amalgamation of the United Shire of Beechworth, along with parts of the Shires of Chiltern, Rutherglen and Yackandandah into the Shire of Indigo, was part of an extensive restructuring of Victoria's Local Government Areas in the 1990s. The Victorian Governments restructuring of LGA's in the 1990s constituted a major transition in Victoria's systems of local governance. The reforms dissolved over two hundred councils and sacked sixteen hundred elected councillors. Chiltern Pharmacy, now called Dow's Pharmacy, opened in 1859 at a time when the township of Chiltern was experiencing a second-wave gold rush that redistributed the balance of commercial and social activity in the region. David McEwan, father of Prime Minister John McEwan, was one of the first pharmacists practicing at the business. It was purchased in 1929 by pharmacist Hilda Dow who ran the business with her apprentice and husband, Roy Dow, until they closed the business in 1968. In 1988, after founding the North East branch of the National Trust, the Dows donated the premises with its entire fittings and stock. Some of the more than 4,000 items in stock at the time of closure in 1968 were present in the shop when the Dows took charge in 1929 and date to the late Nineteenth Century (around the time this image was taken). Hilda Dow (nee Grey) was born in 1897, the daughter of a police magistrate. She enrolled to study at the Victorian College of Pharmacy in 1919 and worked initially for Poynton's Pharmacy in Morwell before purchasing the Chiltern Pharmacy that was later named after her. She was a member of the Pharmaceutical Society of Victoria, a hospital committee and Board, the Red Cross and the Infant Welfare Association and held office for the Chiltern branch of the Country Women's Association. Her sister Helene Grey received an OBE for her work as Lady Superintendent of the Royal Melbourne Hospital. Although Hilda Dow was not Australia's first female pharmacist (this was Caroline Copp in 1880) the preservation of the pharmacy and the stories it presents sheds light on the general issue of recognition for female medical pioneers in Australia. Lantern slides, sometimes called 'magic lantern' slides, are glass plates on which an image has been secured for the purpose of projection. Glass slides were etched or hand-painted for this purpose from the Eighteenth Century but the process became more popular and accessible to the public with the development of photographic-emulsion slides used with a 'Magic Lantern' device in the mid-Nineteenth Century. Photographic lantern slides comprise a double-negative emulsion layer (forming a positive image) between thin glass plates that are bound together. A number of processes existed to form and bind the emulsion layer to the base plate, including the albumen, wet plate collodion, gelatine dry plate and woodburytype techniques. Lantern slides and magic lantern technologies are seen as foundational precursors to the development of modern photography and film-making techniques.This image is significant as it provides insight into social and commercial infrastructure available in the North-East region of Victoria in the late Nineteenth and early Twentieth Centuries. The business pictured is also associated with a Prime Minister of Victoria and some of Victoria's first female medical and pharmaceutical practitioners. This children's eating utensil is believed to belong to the household of Chiltern writer and historian, W.C. Busse. The level of tarnish and the mark 'EPNS' may indicate it is electroplated. The blade also contains the maker's mark 'APEX', which was used by John Biggin & Co, Sheffield, United Kingdom. Pushers such as these were a common utensil in Victorian and early twentieth-century households. They were used to help children too young to use knives learn to eat politely at the table - the blunt blade was used to push food onto the fork. Pushers could also be used to pull food from a serving platter onto an individual plate. Wilfred Clarence Busse was born in Chiltern in 1898. He went to school at Wesley College in Melbourne, studied law at the University of Melbourne and became a barrister. Additionally, after spending time on a Victorian station in his early twenties, he wrote two historical novels about bush life. His first novel was 'The Blue Beyond: a Romance of the Early Days in South Eastern Australia', written in 1928 and published in 1930. Busse's second novel was titled 'The Golden Plague: A Romance of the Early Fifties'. The judges of the Henry Lawson Society's T.E. Rofe competition to advance Australian literature unanimously awarded it the Gold Medal in 1931 for the best historical novel of 1930. Newspaper articles about the award mention the writer's meticulous documentary and oral history research regarding life on the Gold Fields in the 1850s. It became a best-seller. Busse also wrote a series of articles about local history for "The Federal Standard" newspaper in Chiltern. He was a member of the Chiltern Athenaeum. Wilfred Clarence Busse was born in Chiltern, Victoria in 1898. His family moved to the region during the gold rush and continued to resided in the area, purchasing land adjacent the Murray River. Busse completed his secondary education at Wesley College in Melbourne then studied law at the University of Melbourne. Busse went on to become a barrister, often in the chambers of Sir Leo Finn Bernard Cussen (1859-1933) a judge of the Supreme Court of Victoria. Busse was also an avid fictional writer and in 1930 he published two novels "The Blue Beyond; A Romance of the Early Days in South Eastern Australia” and "The Golden Plague: A Romance of the Early Fifties." "The Golden Plague” won the T. E. Role gold medal for the best historical novel which went on to become a best seller. Busse often drew inspiration for his novels from his younger years living Chiltern. His passion for the region lead him to write “The History of Chiltern” which was published in a serial form in the Chiltern Federal Standard from 1922-1923. Benjamin Jackson Bartley was elected to the Indigo Road Board in 1871 and became the Chairman. Three years later when the Indigo Road Board became Chiltern Shire Mr Bartley became the first Shire President. This position he held for eight consecutive years and again in 1883-1884 and 1895. This carte de visite was taken of Hiram Crawford in fire brigade uniform taken by Stewart & CO., Melbourne. Hiram Crawford was Captain of the Beechworth Volunteer Fire Brigade for twenty-five years. Hiram arrived in Australia at the age of 21 in August 1853. He mined for short time at Back Creek Bendigo, then went to the Ovens where he sought gold in Spring Creek, Buckland and 3 Mile. After moving to Albury for 18 months he married Anna, moved to Woolshed and was there for two years mining gold. After discovering his fortune he formed Crawford and Co. Coaching Lines in Beechworth in late 1856. It was this company which became the longest surviving coaching business in the State of Victoria. Hiram and Anna had two daughters. Anna died in March 1862 and in May Hiram left from Melbourne to return to the United States on a visit. Hiram married Martha Foster during this visit and returned to Australia in March 1863. With his coach line established, and leaving it under management, he moved around the north east of Victoria establishing and building shops and the Star Hotel and Theatre in Chiltern in 1866. In 1869 he moved to Melbourne for a few years in which time he built the Eastern Arcade in Bourke Street. In 1876 the family returned to Beechworth for a few years eventually moving to Everton where Hiram grew hops, tobacco, fruit trees and established the largest lemon orchard at that time in Australia. Hiram spent a considerable amount of his time helping to develop the North East of the State not only in his private endeavours but as a public figure. Among his many achievements a few are listed - Councillor, Mayor of Chiltern and Beechworth, President of the Shire on two occasions, Director of many mining companies, Inaugural Chairman and Director of the Beechworth Gas Company roles he held for over 20 years, Foundation member of Beechworth Pottery, Committee member of the Beechworth Hospital, Captain/Superintendent of the Vol. Fire Brigade for over 20 years, Foundation, Life member of and on the State Fire Brigade Board for many years, President of the North Eastern Railway League in Chiltern On a personal level Hiram was involved in lodges including St. Johns #14, Beechworth. and had several grazing properties in the Ovens area. He had the Forest Park Hotel at Carboor, the Creamery at Carboor, and grazing land on which the Milawa Creamery was built during his ownership. He was a committee member for 3 committees duirng the 1888 International Exhibition in Melbourne. Hiram had many voyages around the world studying irrigation, hop growing, tobacco growing and drying. During his retirement in Melbourne Hiram purchased many properties in the Elsternwick area and acted as an Estate Agent. After the death of his second wife Martha, Hiram married for the third time in 1912 to Sophia Maude Heatley. Crawford and Co continued until 1921. Ernest Heinrich Marcuse was born on the 1st of December 1900 to Hedwig and Siegmund Marcuse in Berlin Germany. While Marcuse's artistic talent was apparent from a younger age, his earliest existing artwork was from when he was approximately 20 years old. Ernest's formal art training commenced in 1918 with a three year course at the Berlin school of Interior design. After completion he found work until 1924 when Germany's Great Depression took effect. To broaden his career opportunities he undertook a further 12 months study of fashion, drawing and advertising at Berlin's Reiman school of art. From 1925 to 1934 Ernest was primarily a freelance press artist specialising in industrial, architectural and figurative drawing. Prominent newspaper The Berliner Morgenpost was his largest client along with Gross Deutsche Rundfunaustellung (Germany's organisation for major trade shows). During this period he would create many significant works. Two months after Hitler and the Nazi part came to power in 1933, Ernest received a life changing letter stating that being Jewish he could no longer continue employment in Germany. Up until 1938 he would only be able to undertake private commissions and occasional unofficial work as a book illustrator and games designer. This was by arrangement with non Jewish artists who claimed his work as their own, they would then share the income with Ernest. With increasing unrest in Germany during late 1938 Ernest decided to move to London and there he married his girlfriend Lotte. In late 1939 Ernest and Lotte Marcuse embarked on an eight week journey to their new home in Australia where they had been accepted as refugees. Shortly after arriving in Australia Ernest presented his portfolio to an editor at the Argus newspaper and gained employment as a war events illustrator. He soon became well respected and known in particular for his detailed illustrations and cross sections of ships , artillery and aircrafts. His detailed depictions of battles were displayed on the front pages of The Argus newspaper on a number of occasions. In May 1940 as the war intensified Ernest was dismissed from The Argus newspaper due to his Australian government classification of 'stateless person of enemy origin' and was considered a potential security risk. The editor of the time commented "don't blame us, blame Hitler". Marcuse then began to establish himself as a commercial artist. Ernest was de-classified as a 'stateless person of enemy origin' and in early 1942. The Australian army heard of Ernest's artistic abilities and began to utilize his designs for visual training aids and posters. Ernest became Private E.H Marcuse V377746, his first army posting was as staff artist at The infantry officer's training school at Bonegilla. When off duty he was inspired by the beauty of the surrounding area creating the works in North east Victoria 'Kiewa river bridge', 'Hume weir', ' Dried up river bed' and 'Hawksview gold reef mine' from his 1942-1943 period at Bonegilla Victoria. Ernest returned to the area to create drawings and paintings from 1948 to 1983 in locations including Bright, Wandilligong, Bogong High plains and Wallace's Hut, Mt Buffalo, Beechworth, Pretty valley, Kiewa Hydro, Yackandandah and Bontherambo homestead. Ottoman War medal was give by Ottoman Empire to soldiers during WW1 for gallantry. Australian soldiers began to see these after the Gallipoli campaign particularly during the conflict in Sinai and Palestine. Martin Balsarini fought in the Battle of Beersheeba in Palestine. It is likely that he collected this medal during that campaign. This object is significant because Martin Balsarini was Chiltern Valley resident who fought in the Gallipoli campaign. This is a rare medal highly prized by Australian soldiers. Martin is listed on the Chiltern Shire Great War Honour Roll Star shaped medal with five points, inlaid with red enamel with silver edges. Large crescent moon in centre as well as Islamic patterns and writings, including calendar date. Reverse side has a pin holder inscribed with BB&co. Silver is tarnished and scratched.BB & Co. Appointed Medical Officer to the Administrator of the Trust Territory of New Guinea from 1925 into 1930's, and did extension research on parasites. Wilfred Clarence Busse was born in Chiltern, Victoria in 1898. Busse attended secondary school at Wesley College before graduating and studying law at the University of Melbourne. After graduating from University, Busse went on to become a barrister, often in the chambers of Sir Leo Finn Bernard Cussen a judge of the Supreme Court of Victoria. Busse was also a fictional writer seen by his novels "The Blue Beyond; A Romance of the Early Days in South Eastern Australia" was written in 1928 and published in 1930 and "The Golden Plague: A Romance of the Early Fifties" written in 1930. "The Golden Plague: A Romance of the Early Fifties" won the T.E.Role gold medal for the best historical novel published that year and went on to become a best seller. Busse wrote a series of articles for "The Federal Standard" newspaper in Chiltern, about the history of Chiltern. Wilfred Clarence Busse was a member of the Chiltern Athenaeum upon his death in 1960. Frederick Busse was born Henry Louis Friedrich in 1827, in Salzgitter Germany. He is the grandfather of Wilfred Busse. Upon his death, he was survived by his sons Reinhold and William and his wife Wilhelmina.
